Cash transfer scheme: BJP accuses govt of 'fooling' people

NEW DELHI: BJP today accused the government of "fooling" the people by hurriedly implementing the cash transfer scheme without issuing Aadhaar cards to all the intended beneficiaries and creating an environment of confusion.

"In 2012, the government's own gameplan has been spoiled and yet it is calling this cash transfer scheme a gamechanger. The scheme is only being implemented in some districts. Moreover, the opinion within the government itself is divided on who falls under the BPL category," BJP spokesperson Shahnawaz Hussain told reporters here.

The main opposition maintained that the first priority for the government should be to grapple with price rise, falling GDP and rampant corruption.

The government earlier today announced that the cash transfer scheme will be implemented in 20 districts initially starting from January 1. There will be no cash transfer for the subsidy on food, kerosene, diesel and fertiliser.

"The government says cash subsidy will be given to BPL families but most such families do not have a bank account. Bank managers have only now been asked to help them open their accounts. Aadhaar cards have not been made for a large number of people," the party spokesperson said.

Aadhaar unique identity cards will be the basis for the cash transfer programme.

"Today Congress is not even in the game but is calling this scheme a gamechanger. The government is only trying to create an environment of confusion. It is only fooling the people through this scheme," Hussain alleged.

At the same time, BJP clarified that it is not against the scheme per se and said that its only grievance is that it is not being implemented properly.

"Time will only tell how successful this scheme will be," Hussain said.

Prayers for Ajmal Kasab at mosque: Police launch probe

KOCHI: Police have launched an investigation into the offering of prayers at a mosque here for Ajmal Kasab, who was hanged for carrying out the Mumbai terror attack in 2008.

The prayers were reportedly offered by an imam on November 23 after the Friday namaz at the mosque at nearby Trikkakara. After the namaz, prayers were offered for departed souls and the priest had reportedly included the name of Kasab.

When the incident leaked out, police began a probe and questioned the mosque's authorities and those who had participated in the prayers.

The managing committee of the mosque removed the imam from the post after learning about the incident, committee sources said.

Investigation is on, police said. Kasab was hanged in Yerawada jail in Pune on November 21.

Delhii gang-rape case: BJP reiterates demand for special session of Parliament, Congress rejects it

NEW DELHI: The BJP on Monday reiterated its demand for a special session of Parliament to discuss the Dec 16 gang rape and for strengthening anti-rape laws but the Congress rejected it, saying the BJP was trying to politicise the issue.

Bharatiya Janata Party leader Sushma Swaraj said: "I had asked the Prime Minister to call a special session (of Parliament). But my demand was rejected.

"I also asked them to call an all-party meet. That demand was also rejected," she said, adding: "Even if they don't call a special session, the Budget session should be used for amending all laws for protecting women."

"Whether it is in the special session, or budget session, some days should be dedicated completely so that laws related to crime against women are made stringent," said the Leader of Opposition in the Lok Sabha.

The BJP leader said only if action is taken will it be a "real tribute" to the gang-rape victim who died in a Singapore hospital Saturday.

Leader of Opposition in the Rajya Sabha Arun Jaitley also said that legislators should meet as soon as possible to amend anti-rape laws.

The Congress, however, accused the BJP of trying to politicise the issue.

Congress spokesperson Rashid Alvi told IANS: "This issue is not an issue that should be politicised. The BJP is trying to politicise the issue.

On the BJP's demand for a special session, he said: "They are demanding a special session of Parliament. This is no secret that when Parliament is in session, they never allow Parliament to function and when Parliament is not in session, they are demanding it. It is very strange."

Finance minister P Chidambaram too rejected the demand for a special session, saying a three-member panel headed by former chief justice of India JS Verma was looking into the various aspects of amending the anti-rape laws.

"A special session is called when you have to pass a law. A special session makes sense only after we get a report. Let us first get the report, and then decide when Parliament meets," he said.

The BJP was not the only one to make the demand.

Former army chief Gen. (retd) V.K. Singh, too, demanded a special session of Parliament. "We need a special session, and I don't understand why the government is not calling it, just because the opposition has made a demand for it," he said at a press conference.

Communist Party of India-Marxist leader Sitaram Yechury said the pending laws against sexual harassment and the amendments and suggestions should be worked on for passage.

The Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Bill, 2010 was passed by the Lok Sabha in September.

He also said India lacked judges to man fast-track courts and had very few policemen.

"The Law Commission has said around 20 years ago that for every lakh of population there should be five judges. Now it is 1.4 judges for a lakh of population," said the CPI-M leader.

"We have very few policemen, especially women. The UN says that there should be 350 policemen for every lakh of population," he added.

Armed forces cancel New Year parties, Sonia Gandhi to shun celebrations

NEW DELHI: The Armed Forces called off their Year's Eve parties while Congress president Sonia Gandhi will shun celebrations as the country numbed by the death of the gang-raped girl is set to usher in 2013 in a sombre mood.

Several hotels, clubs and residents associations in Delhi have decided to either cancel planned festivities or scale back parties in a show of sympathy for the 23-year-old physiotherapy student who died last Saturday in a Singapore hospital after she grimly fought for her life for nearly two weeks.

Several young protesters assembled at Jantar Mantar on a day when the Capital witnessed the season's coldest day at 13.3 degree Celsius said there will be no revelries for them and that they would light candles to express their solidarity with the victim.

Reports of toned down celebrations by business houses and star hotels were also coming in from across the country.

Defence Ministry and the three Services have decided against organising their New Year bashes, Defence Ministry officials said. Like on previous occasions, defence minister A K Antony will have a quiet new year this time too.

In view of the December 16 gang-rape incident here, Antony had not even accepted birthday wishes from anyone on December 28.


The Army has issued advisories to all formations that they should not organise New Year parties, Army officials said.


The Navy and the Indian Air Force have also told their formations not to organise any bashes this year in view of the death of the gang-rape victim.

"Sonia Gandhi has appealed to partymen and well-wishers against coming to her to extend New Year greetings in the wake of gang-rape incident," party general secretary Janardhan Dwivedi said.


Prime Minister Manmohan Singh and Gandhi were present at the airport when the mortal remains of the victim were flown in here from Singapore in the small hours yesterday. Both Singh and Gandhi had spoken to the family members and consoled them.


"December 28 is close to New Year. Normally, we wish each other but not so this time as our thoughts are with the young woman...," she had told reporters on the 127th Foundation Day of Congress at AICC headquarters here on Friday.

UP government to give Rs 20 lakh compensation for Delhi-gang-rape victim's family

LUCKNOW: Uttar Pradesh (UP) government on Monday announced Rs 20 lakh compensation for the family of the Delhi gang-rape victim who succumbed to injuries two days ago. The compensation will be given from the chief minister's discretionary fund.

Earlier, on December 21, chief minister Akhilesh Yadav had announced to give Rs five lakh financial assistance to the family of the victim in addition to the the offer to all medical expenses and a job after recovery.

The family hails from a village in Ballia district of the state and had moved to Delhi 20 years ago but is still connected to its native place.

The victim's father is a daily-wage loader at the IGI airport in Delhi. He had taken a loan for the education of his daughter who wanted to be a physiotherapist. His two sons are still studying.

The chief minister announced the Rs 20 lakh compensation overlooking the criticism of Bahujan Samaj Party (BSP) chief Mayawati and Shahi Imam of Delhi's Jama Masjid Imam Bukhari. Mayawati had said that compensation is fine but the state government should focus on preventing rapes and provide speedy justice. She had also alleged that crime against women has increased manifold in first nine months of Samajwadi Party (SP) rule in the state. Bukhari had said that SP government should have also announced compensation for the Muslim rape victims.

Earlier today, the Delhi government announced financial aid of Rs 15 lakh for the next of the kin of the 23-year-old gang-rape victim and offered a job to a family member of the girl, who died two days ago.

The decisions were taken at a cabinet meeting presided over by chief minister Sheila Dikshit.

The phsyiotherapy student was brutally gang-raped and assaulted in a moving bus in south Delhi on December 16. She breathed her last in a Singapore hospital on Saturday morning and her mortal remains were cremated here on Sunday.

Congress proposes tougher anti-rape laws including chemical castration

NEW DELHI: As outrage against the death of the Delhi gang-rape victim continues, Congress has decided to propose a tougher law to check crimes against women which could include a provision like chemical castration of perpetrators of rape in rare cases.

The final draft of the proposed bill of Congress, which is to be submitted to the Justice J S Verma-led Committee set up by the Centre in the wake of the horrific incident on December 16, has not, however been readied yet, the sources said.

Some of the provisions of this tougher law include imprisonment up to 30 years for rape convicts and setting up of fast track-courts to decide the cases within 3 months and were discussed in the presence of party chief Sonia Gandhi on December 23 when she had held a meeting with a group of people protesting against the gang-rape incident.

Sonia Gandhi-led National Advisory Council, which has framed and helped frame many a landmark legislations like RTI, is likely to be involved in the whole exercise.

Sources said the women and child development ministry, headed by Krishna Tirath, held a marathon meeting with stakeholders on this issue on Friday during which several suggestions have been made.

The ministry will a prepare a summary of the suggestions received and will submit it to the Justice Verma-headed three-member committee set up to review existing laws make recommendations changes in them to effectively check crimes against women.

"There is no government draft till now. The summary that we submit to the J S Verma Committee will be the first written document on which the new law will be based," sources said.

In the meeting with the protestors at her 10 Janpath residence, Gandhi had favoured fast track courts for trying rape cases with a 90-day cap while Renuka Chowhdary had made a strong pitch for chemical castration to rape accused saying such a punishment is already in practice in various countries and that it had a deterrent effect, sources said.

There is also a suggestion to redefine the juvenile and lower their age.

One of the accused in the ghastly rape case, who inflicted maximum brutality on the victim, is a juvenile and aged a few months less than 18 years.

A view has been expressed by a section that only those aged below 15 years should be described as juvenile.

The proposal of the women and child ministry will undergo legal scrutiny and an ordinance is likely to be brought after the proposal is vetted by the Home Ministry and the law ministry.

Since the next session of Parliament is more than two months away, the government is contemplating bringing the ordinance, an issue discussed in the last two core group meetings of Congress on December 24 and December 29, the sources said.

Mild tremor felt near India-Bangla border in Tripura

NEW DELHI: A mild intensity earthquake measuring 4.2 on the Richter Scale was felt today in areas near the India-Bangladesh border in Tripura.

The tremor was felt at 1:47 pm with its epicentre at latitude 24.2 degree north and longitude 91.6 degree east, the Met office said here.

There was no immediate report of loss of life or damage to property.

Protesters clash with police at Jantar Mantar, 5 people detained

NEW DELHI: The peaceful protest at Jantar Mantar demanding speedy punishment for the rapists of the 23-year-old girl was marred by violence on Sunday when a group allegedly belonging to BJP's student wing ABVP clashed with police on being denied permission to take out a march.

Five people, including some members of the ABVP, were detained following the incident but were released later and the situation quickly brought under control.

The hitherto peaceful protest turned violent at around 1 pm when a group among the protesters carrying flags and banners of ABVP tried to take out a march from Jantar Mantar to Connaught Place but police prevented them from moving ahead, following which the clash erupted.

While one group went ahead with the peaceful protest, another group tried to break the iron barricades and police called in more reinforcement.

Protesters managed to break some of the barricades but police immediately contained them.

At Jantar Mantar, young and old, men and women gathered at the epicentre of protest from morning in an outpouring of grief and anger at the rape and death of the 23-year-old physiotherapy student.

A group of protesters sat on a one-day hunger strike at Jantar Mantar while others shouted slogans holding placards in their hands.

A group of protesters also painted slogans and graphics on sheets of paper spread on the road.

India Gate and Raisina Hill, where violent protests had taken place last week, remained out of bounds for public on Sunday as hundreds of policemen in riot gear guarded the area andkept a hawk's vigil.

"The entire central vista including Rajpath, Vijay Chowk and all roads leading to India Gate will be closed for general traffic. Kamal Attaturk Marg has also been closed. All travellers are advised to avoid these roads," police said. Five out of the ten metro stations in Central Delhi, that were closed down for an indefinite period in the wake of the death of the gang-rape victim, were opened on Sunday afternoon.

The stations which opened are Pragati Maidan, Mandi House, Barakhamba Road, Rajiv Chowk and Patel Chowk.

Cold wave claims seven more lives in UP, toll 69

LUCKNOW: Severe cold wave claimed seven more lives in Uttar Pradesh taking the toll this winter to 69. Two people lost their lives in Barabanki, one each in Gonda, Deoria, Ballia, Banda, and Hamirpur districts.

According to Met office, maximum temperature continued to be below normal by 6 to 11 degrees celsius in parts of the state.

The lowest minimum temperature in the state was 0.7 degree celsius at Lucknow airport. Sources forecast that weather would be mainly dry with foggy conditions in eastern UP.

Delhi gang rape: India grieves victim's demise, accused now face death sentence

NEW DELHI: Thousands joined protests across the country to voice their grief for the victim of a gang-rape after she died in a Singapore hospital on Saturday as police warned the six suspects could face the death sentence.

Prime Minister Manmohan Singh led appeals for calm and police sealed off large parts of downtown Delhi, in the wake of an outpouring of anger that followed the December 16 assault.

The demonstrations passed peacefully, however, as mourners vowed the 23-year-old medical student's killing would serve as a tipping point for how the nation deals with violence against women.

The victim's gold-coloured coffin was prepared in a funeral parlour in Singapore, ready to be flown back to India, accompanied by her parents who were at her bedside when she was pronounced dead at Singapore's Mount Elizabeth Hospital before dawn.

Draped in a white flag, it was finally driven out of the Hindu Casket funeral home shortly before 9pm and was believed headed for the airport.

Protestors who gathered in the Jantar Mantar thoroughfare in central Delhi, scene of the largest protest, said the unnamed student's death was a wake-up call for a country in denial about the levels of violence that women face.

Bela Rana, who was among more than a thousand protestors in Jantar Mantar, said the outrage after the attack represented a sea change and that women were no longer prepared to suffer in silence.

"We are aware that this is not the first case, nor will it be the last case of gang-rape in India, but it is clear that we will not tolerate sex crimes anymore," said Rana, a Delhi-based lawyer.

After previous protests had been broken up by riot police, Saturday's passed off peacefully.

However when the chief minister of New Delhi, Sheila Dikshit, tried to join the crowds she was roundly heckled and quickly withdrew.

Some of the protesters, who also gathered in outlying areas of the capital, carried banners that read "Hang the Rapist", accompanied by a picture of a noose.

While the six men who had already been arrested have yet to be formally charged, they are now the subject of a murder investigation.

"We have booked all the six accused under section 302 of the Indian Penal Code. It is a non-bailable offence which carries the death sentence," police spokesman Rajan Bhagat told AFP

Dharmendra Kumar, one of Delhi's most senior police officers, said formal charges were expected to be filed by January 3.

The police have been heavily criticized for their hardline tactics in trying to quash the protests, including the frequent use of teargas and water cannon.

Gang-rapes are a daily occurrence in India and many go unreported by victims who have little faith in an often painfully slow justice system and are deterred by the response they can receive from male police officers.

But the particularly savage nature of the attack in Delhi has brought simmering anger to a boiling point and prompted the government to promise better security for women and harsher sentences for sex crimes.

After boarding a bus on December 16, the student was attacked by the men who took turns raping her and assaulted her with an iron bar before throwing her and her male companion off the moving vehicle.

"We have already seen the emotions and energies this incident has generated," said Singh.

"These are perfectly understandable reactions from a young India and an India that genuinely desires change."

His comments were echoed by Sonia Gandhi.

"As a woman and mother, I understand the pain. Her fight will not go in vain," said Gandhi.

After the death was announced in Singapore, the Indian high commissioner TCA Raghavan spoke of the ordeal endured by the family of the victim, who hail from a rural Uttar Pradesh.

"They have repeatedly asked me to say how inspired they are by the many messages of support and condolences they have received," he said.

"This reinforces their view that the death of their child will lead to a better future for all women in India and in Delhi."

Gang-rape victim's body to be flown to India around midnight

SINGAPORE: The body of the 23-year-old victim of brutal gang-rape and assault in Delhi is likely to be flown to India around midnight, hours after she died at a Singapore super specialty hospital.

The girl, who was shifted here on December 27 from the Safdarjung Hospital in Delhi, breathed her last at 4.45am (2.15am IST), Singapore's Mount Elizabeth Hospital, where she was being treated, said in a statement.

Indian high commission sources said the body will be flown back in a chartered Air India plane that would take off around midnight local time (9.30pm IST).

On the chartered plane, sent here by the Indian government, would be her family members who have been in Singapore since the girl was brought to the hospital here in an extremely critical condition.

The victim, who underwent three surgeries at Safdarjung Hospital, was gang-raped and brutally assaulted on December 16 by six men in a moving bus in Delhi. The assault had damaged her internal organs. She also suffered a cardiac arrest and brain injury.

"We are very sad to report that the patient passed away peacefully at 4.45am on 29 December 2012 (Singapore time)," the Singapore hospital's chief executive officer Dr Kelvin Loh said in a statement.

"Her family and officials from the high commission of India were by her side. The Mount Elizabeth Hospital team of doctors, nurses and staff join her family in mourning her loss," the statement said.

Indian high commissioner TCA Raghavan told reporters that the girl, who was conscious, fought a brave battle till the end.

He said the final few hours was a trying time for the girl's family and they bore the entire process with a great deal of fortitude and courage.

Raghavan said the family has requested that their privacy be respected in their hour of grief.

Refrain from covering funeral of gang-rape victim: Broadcast Editors' Association

NEW DELHI: The Broadcast Editors' Association (BEA) has asked news channels to refrain from covering the Delhi gang-rape victim's funeral, so that the privacy of the bereaved family is respected in their moment of grief.

The association, which has ABP news editor Shazi Zaman as its chairman and editors of several prominent national TV news channels as its members, has issued detailed guidelines to ensure that the privacy of the victim's family is respected.

In its guidelines, the editors' body has asked news channels not to show any visuals of the funeral or even shots of the deceased's home or family. Channels have been asked to not air interviews with any relative.

The BEA has said information about arrival of body and funeral can be provided, but the location of the funeral should not be made public. It also asked channels not to show shots of arrival of the body and not to chase the funeral van.

When reached for his comment, BEA general secretary N K Singh confirmed that news channels had been advised not to cover the funeral.

"In view of the need to protect the identity, dignity and privacy of the deceased and her family, the BEA has asked the channels not to cover the funeral and not to show any visuals of the funeral," Singh said.

The girl, who was gang-raped by six men in a moving bus in south Delhi on December 16, breathed her last in a Singapore hospital early this morning.

Rescued Indian sailors return home after 32 month ordeal

NEW DELHI: After nearly 32 months of being held captive on board the cargo ship MV Iceberg, five Indians sailors released by Somali pirates returned home today.

Among those who were released due to India's efforts were two Pakistani sailors who were dropped off the Oman coast.

The rescued sailors reached the IGI airport this afternoon and were received by external affairs minister Salman Khurshid there.

"We have worked in a step-by-step manner and proceeded with the operation quietly and successfully and rescued them along with the Pakistani sailors," Khurshid told reporters.

The two Pakistani sailors would head back home. "We have been co-operating with our neighbouring countries irrespective of borders and we are resolved to get all such hostages released as soon as possible," said the external affairs minister.

Khurshid added there are 37 more Indians held as hostages in various places and efforts are being made to bring them back home safe.

MV Iceberg, registered in Panama, had been seized by Somali pirates off the Yemen coast in March 2010.

The families of the captive sailors had earlier met the Shipping minister G K Vasan to secure their release.

Indian Medical Association questions govt move to airlift rape victim to Singapore

NEW DELHI: Condoling the death of the gang-rape victim, the Indian Medical Association today questioned the airlifting of the 23-year-old victim to Singapore for advanced treatment and wanted to know whether hospitals in India lack infrastructure to treat such patients.

The IMA sought to ask the government whether the reason to shift the patient was purely for medical purposes or there were other factors.

The paramedic student was airlifted to Singapore on Wednesday night after undergoing treatment for 10 days at the Safdarjung Hospital. Many doctors have questioned the move with some directly attacking the government, saying it was a political move.

K Vijayakumar, president of the IMA, told that a doubt arises in everyone's mind whether the country's premier institutes and hospitals lack infrastructure to treat such patients.

"Indian hospitals have infrastructure at par with their counterparts in other countries. India is emerging as a major centre of medical tourism and obviously the shifting of the girl raises the question whether our hospitals lack the necessary facilities?" he asked.

Indian doctors are "equally competent" to handle such cases, Vijayakumar said.

Condoling the death, honorary secretary of IMA Dr Narendra Saini also wanted to know the reasons behind shifting the girl from India to Singapore.

"Is it safe or of any advantage to transfer of patient in this condition? Do our hospitals lack infrastructure or our doctors incompetent to handle such patients or this particular decision was taken for other reasons?" he asked.

Both the president and honorary secretary of the IMA demanded that the government come out with some criteria and norms to be followed in cases of transferring patients to other hospitals.

Bengal rights panel directs state police chief to file report on MLA's obscene comments on Mamata

KOLKATA: The West Bengal Human Rights Commission (WBHRC) on Friday took suo motu cognizance of the obscene comments made by CPM MLA Anisur Rahaman against chief minister Mamata Banerjee and asked state director-general of police (DGP) to file a report within three weeks.

Although the commission is on vacation till January 1, WBHRC chairman Justice (retd) Asok Ganguly made a special appearance and passed the order. Sujoy Haldar, joint secretary, WBHRC said, "Since the matter is unprecedented, the chairman came to work during the holiday."

The commission has also asked the DGP Naparajit Mukherjee to submit a CD of the television footage on Rahaman's controversial speech in Itahar in North Dinajpur. Haldar said, "The commission is of the view that the comment made by the CPM MLA (who happens to be the deputy leader of the opposition the state Assembly) is prima facie in violation of human rights." The commission has, therefore, asked the DGP to conduct an inquiry into the incident and file a report. The DGP, the commission has ordered, should also include his own views in the report which is to be filed within three weeks from now.

A storm erupted when Rahaman's comments were aired by television channels over and over on Thursday. The minister in the previous Left Front government seemed to have taken even his party comrades at Alimuddin Street off guard by making the remarks during a political rally at Itahar on Wednesday. It was at the behest of the CPM leadership that Rahaman had to apologise for his comments in a hurriedly-called press conference at the CPM headquarters at Alimuddin Street. Party secretary Biman Bose said his party did not approve of such comments. Politburo member Brinda Karat said, "We cannot condone such remarks and have made our opinion known in public."

The Trinamool Congress filed a privilege notice against Rahaman and are contemplating a defamation case as well.

Referring to the chief minister's announcement a month ago to give Rs 20,000 to a rape victim, Rahaman, who is also the chairman of the public accounts committee, had reportedly said, "The government will do good to all ... farmers, workers, rape victims. This is the same Mamata Banerjee who went to South 24-Parganas and brought Champala Sardar to Writers' Buildings claiming she was raped. She takes up those hela fela girls (women discarded by society). I told her if you want to bring some girls, bring some good ones. There is no better girl than you ... Campaigns against gender-based violence have kids as primary target

NEW DELHI: The roots of gender-based violence go so deep-seated that organizations battling it have practically written the adults off. Nearly every campaign pushing for gender equality has kids and youths as their primary target.


Breakthrough involved youths for community mobilization and training in schools and colleges; Must Bol, run by the Youth Collective, works mainly with college students. After Sunday's gang rape, child rights NGO, Butterflies held a "consultation with children" on the issue of sexual violence against women.


"Children are as much part of the value-system and being indoctrinated from day one but they are also the most receptive," says Sonal Khan, vice president, Breakthrough. With adults, it's always a battle. "It was such hard work moving the issue (domestic violence) as these attitudes are part of the psyche," she says.


Umang Sabarwal, who, in 2011, had tried to engage adults in a discussion on women's safety and freedom, learnt more from the opposition to the Slut Walk than the walk itself.


"There was an entire movement by the media dismissing it as an attention-seeking attempt. But in the media too, women are objectified and sexualized," she says. She'd only hoped to "get a thought in people's heads" she says and "never expected [the walk] to revolutionize things" but found that the roots of this "mindset" go too deep.


Activists find even language against them. "You can't deal with it, if you don't have words for it," says Khan. The expression "eve-teasing" trivializes sexual harassment; and family members of women who were attacked are more likely to say, " kuchch kharab hua ladki ke saath" than say they were sexually assaulted.


"Many young people have had little access to spaces for interactions between the genders and these boys feel it's okay to tease girls. They may consider rape violence but not harassment. That recognition is missing," says Manak Matiyani of Youth Collective. Plus gender stereotypes work against both the sexes - women have to be fair and "homely" (meaning, good around the house) and men, masculine and tall. "People don't take harassment on the road seriously. A woman complains and there are the neighbours and elders who'll ask questions about what she was doing," says Khan. She insists that all initiatives should seek equal participation from men and women. "Otherwise we'll fall back into the same dialectic and make this a "women's issue"."


Because the youth are net savvy, these organizations have used social media extensively. Those involved in Must Bol use short films. Blank Noise started as a blog in Bangalore in 2003, to address issues of harassment on the streets. The blog lists 29 forms of it and posts photographs of garments worn by women when they were harassed. Their initiative, Action Heroes Special, a "blogathon" inviting women to share stories harassment conducted over July-August 2012, has eight-pages worth of stories from Delhi alone.


Delhi-based WhyPoll Trust runs a similar initiative - Voices from the Dark -telling harassment stories in Q&A format. In 2012, they had launched the "Fight Back" application for smartphones using which women in distress could send out SOS emails, text messages and social network posts - one of the founders, Hindol Sengupta, says it was downloaded over a hundred times. In 2011, WhyPoll had also drawn up a list of the 100 spots or roads in Delhi the women found most dangerous after a survey - Nelson Mandela Marg, Dhaula Kuan, Benito Zuarez Marg, Paharganj and Mehrauli-Gurgaon road were the top five.

Terrorists trying to revive terrorism in Punjab: State DGP

CHANDIGARH: Noting that terrorist groups were were making attempts to revive terrorism in Punjab, state police chief Sumedh Singh Saini on Fridaysaid his force was taking all measures to thwart the plans of these outfits.


"We are getting reports from highest quarters that attempts are being made by terrorists to revive terrorism in Punjab," Saini told reporters here.


He, however, said Punjab police would not permit revival of terrorism at any cost. "Police is geared up (to tackle terrorism) and taking actions in this regard," he said.


Police have "effectively" foiled Naxal attempts to create disruptions in the state.


"There are reports that terror groups are making attempts to revive terrorism in the state," he said, without giving out any details about it.


Punjab police had earlier dealt with terrorism and lost over 1,700 personnel in its fight against terror, he said.


On the recent incidents of "lawlessness" at Amritsar and Ludhiana, he said police took prompt actions and the follow up is being monitored at the highest level.


Referring to the attack on a police officer at a Ludhiana pub, he said, "it was not a pre-meditated plan and it was on the spur of the moment."


The DGP, however, noted that the killing of an ASI at Amritsar allegedly by an Akali leader and Ludhiana incident, were offences of "serious nature."


"Police response in both the cases was immediate and strict action will be taken against accused in these cases," he said, ruling out political interference in the handling of Amritsar and Ludhiana incidents.


In the wake of Patiala incident where a gang-rape victim committed suicide, he said orders were issued to all SSPs in the districts to personally review such cases on daily basis.


On the occasion, ADGP (Intelligence) H S Dhillon said the Patiala's case in which the rape victim committed suicide was a case dealt in "most unprofessional level."


"In the Patiala case, facts were concealed from senior officers by their juniors. However, police immediately took stringent action against its officials," he said.


In the Patiala case, strict directions has been issued to high officials to see if there was dereliction of duty on the part of any other officer, including the SSP, Dhillon said.

Maharashtra drought situation alarming, says Pawar

MUMBAI: Union agriculture minister Sharad Pawar on Friday described the drought situation in Maharashtra as "alarming" and called for urgent steps to overcome water shortage in the state.


A central team has recommended an assistance of Rs 778 crore to Maharashtra government for setting up fodder and cattle camps and the state government would get the amount in a week, the NCP leader said.


"This year's drought is very serious. Serious enough to make one lose his sleep," Pawar said after inaugurating the renovated office of his party's state unit here.


Explaining the gravity of water shortage in Maharashtra, Pawar recalled a meeting with Chief Minister Prithviraj Chavan in which the latter dwelt on relocating the three lakh populace of Jalna town in Marathwada region in April-May owing to water shortage.


"There is a need to look at the problem seriously, or else, one cant be sure of what will happen," Pawar said.


Priority should be accorded to providing drinking water for people and cattle in view of the depleting water stock, he said.


The district planning bodies should allocate their remaining budget solely for the purpose of tiding over the water crisis, he said.


Pawar asked his party ministers and public representatives to take the lead in helping the state combat the prevailing water scarcity.


As many as 123 talukas (blocks) in the State were declared drought-hit in August this year.

West Bengal to have 65 all-women police stations

NAGRAKATA (WEST BENGAL): West Bengal chief minister Mamata Banerjee on Friday said her government is setting up 65 all-woman police stations across the state to tackle crimes against woman.

Addressing a rally here in Jalpaiguri district in north Bengal, Banerjee said, "In Bengal there will be 65 all-woman police stations. Of them ten have already been set up."

Official sources said the sanctioned strength of the police stations was an inspector, eight sub-inspectors, eight assistant sub-inspectors and 30 constables.

She said that 19 human rights courts and 158 fast track courts have also been set up.

After becoming the chief minister, Banerjee had announced that to tackle the increasing number of crimes against women, she would set up all-women police stations across the state.

KOLKATA: President Pranab Mukherjee's son Abhijit stoked a major controversy by describing women participating in Delhi protests against gangrape of a student as 'highly dented and painted', triggering angry backlash.

"Those who are coming in the name of students in the rallies, sundori, sundori mahila (beautiful women), highly dented and painted," Abhijit Mukherjee, an MP from Jangipur seat which the President had vacated before his election, told a vernacular news channel.

"Giving interviews in TV and showing off their children. I wonder whether they are students at all," he said, adding, "what's basically happening in Delhi is something like pink revolution, which has very little connection with ground realities."

As his "insensitive" remarks sparked outrage with even his sister Sharmistha expressing "utter shock and anguish" and apologizing on his behalf, Abhijit "withdrew" his comments and said they were not meant to hurt "any particular section or any particular sentiment".

"I express my utter shock and anguish. I really apologize to every women, man and every sensitive person in this country ... I am utterly shocked and only thing I can say is that I really apologize on his behalf ... I am quite surprised with what my brother said," Sharmistha said.

Asked whether Abhijit should apologize for his words, she said, "I completely agree. He should immediately apologize.

"Not only as a President's son, but as any sensitive man, he should not have made this kind of statement. Forget about being a political leader, it shows a certain degree of insensitivity ... My family is not like that," she said.

On whether her father would be embarrassed with Abhijit's remarks, Sharmistha said, "I am sure he will be. I can say that he also shares my view ... One thing is for sure that he (Pranab) does not agree with his (Abhijit) views. I am sure. He (Pranab) has made a statement and during our personal interactions, he expressed his anguish."

Soon after Abhijit said, "I apologize to all the people whose sentiments who got hurt because of these sentences and these sentences are withdrawn" but the women activists and political leaders were unimpressed.

CPM leader Brinda Karat said political leaders cannot be allowed to get away with a mere apology after making such "outrageous and highly condemnable" remarks "demeaning women" and there should be a code of conduct for elected representatives.

Jaya Jaitley said the women will not be "cowed down" by such comments and it will only add strength to the movement. She said the comments have revealed the true mindset of the people.

"If it is what he has said, it is truly regrettable. I think that is so far away from reality. As a representative of the people, obviously this is an insensitive statement ... That is why the suffering is increasing," former IPS officer and social activist Kiran Bedi said.

Terming the remarks as unfortunate, Smriti Irani, chief of BJP' women wing, said it was especially distressing as they had come from the President's son and that too at a "challenging time" when not only women but men have come out on streets demanding justice and safer environment for women.

"I think this is exactly the kind of mindset that the youths are fighting against," she said.

Her party said the comments reflect the Congress mindset of not addressing the problem and instead attacking peaceful protesters.

"To criticize the common people who are taking out candle light march peacefully is not fair. Congress leaders should avoid such comments," BJP spokesperson Shahnawaz Hussain told PTI.

"Mukherjee should not have given such a statement. These comments show the Congress mindset of not addressing the crisis and criticising the protesters," he added.

Abhijit had said, "Walking in candlelight processions, going to discotheques, we have also led student life, we have been students. I well know what the character of a student should be."

India to name and shame rapists on official websites, govt says

NEW DELHI: The government said on Thursday that it will post the photos, names and addresses of convicted rapists on official websites to publicly shame them, in a new measure to combat growing crime against women.

Minister of state for home affairs Ratanjit Pratap Narain Singh said the campaign would begin first in New Delhi, where the brutal gang-rape of a student on December 16 by six drunken men has sparked nationwide protests.

"We are planning to start it (the campaign) in Delhi," Singh told reporters, hours after Prime Minister Manmohan Singh said women were being treated unfairly in India.

"Photographs, names and addresses of the rapists will be uploaded on the Delhi Police website (http://www.delhipolice.nic.in)," he said.

"We are very serious about dealing with the problem and taking all possible action as early as possible."

The minister said the government-run National Crime Records Bureau had been told to prepare a directory of convicted rapists and upload their photographs and personal details to its official website (http://ncrb.nic.in) as well.

The announcement came a day after the government said it had launched a judicial probe into the attack on the 23-year-old student who was dramatically airlifted to Singapore from a hospital in New Delhi late on Wednesday.

Doctors in Singapore were battling on Thursday to save her life following the horrific injuries she sustained.

Her drunken attackers, joyriding in a bus, raped the student and then assaulted her with an iron bar. The savage gang rape sparked some of New Delhi's largest mass protests in decades.

The government has also promised to toughen laws against rape, which currently carries a maximum penalty of 10 years in prison.

Patiala gang rape: 44 days later, victim commits suicide

PATIALA: An 18-year-old girl committed, who was allegedly raped by two persons, committed suicide as police failed to take action against the accused, after which one policeman was sacked and another suspended.

Police sources said on Thursday that on the night of Diwali (November 13) the girl of village Badshahpur was allegedly raped by two persons Balwinder Singh and Gurpreet Singh with the connivance of one woman Shinderpal Kaur.

The victim had reported the matter with the police station Ghaggha of the district but the Station House Officer registered the FIR after 14 days--on November 27 under various sections of the IPC including 363, 376 and 34 IPC. Police sources said the girl consumed poisonous substance at her house and succumbed in a nearby hospital last night, police sources said.

Inspector General of Police, Patiala, P S Gill said on Thursday that the SHO not only delayed the registration of case but did not inform the senior officers about the incident.

SHO Gurcharan Singh was on Thursday dismissed from service while Assistant Sub-Inspector Nasic Singh has been suspended, the IGP said. Police sources said Gurcharan used to ask the victim embarrassing questions relating to the alleged rape every time she used to visit the police station to find out about follow-up action on her complaint.

SP (Detective) Pritpal Singh Thind has been asked to investigate the matter and submit a report within a week.

All the accused of rape have been arrested, Gill said.

Modi gets rousing welcome at BJP office

NEW DELHI, Amid rousing chants of "PM, PM" by his supporters, Gujarat chief minister Narendra Modi on Thursday thanked the BJP for its support and said the development work done by his government was responsible for its hat-trick win in the assembly polls.

Addressing a felicitation event at the Bharatiya Janata Party (BJP) headquarters here, Modi said: "For 12 years, my government has done work... The people of Gujarat have voted in favour of the good work done by my party in the state."

His supporters kept up a chant of "PM, PM" - voicing their demand that Modi be named the BJP's prime ministerial candidate for the 2014 general elections.

It was a carnival-like atmosphere at the event with supporters dancing to drum beats and bursting firecrackers.

Praising the BJP, Modi said it was possible for an ordinary party worker like him to become a chief minister of a state.

"It was possible for me - a simple worker - to rise to where I'm today," he said.

Taking on the Congress-led union government, Modi said despite 65 per cent of the country's population under the age of 35, the government did not have a "plan or political will" to utilise youth power in nation building.

He said it was the hard work and performance of only some states that was driving the country's growth.

"While the government is struggling to achieve a growth rate of 8 percent, Gujarat's growth rate is above 11 per cent," he said.

Earlier, BJP chief Nitin Gadkari praised Modi for the "tohfa" (gift) he had got in the form of the party scoring a massive win in Gujarat polls.

"Gujarat is an example before the nation," he said.

Delhi gang rape: Singapore medics battle to save 'extremely critical' victim

SINGAPORE: Doctors in Singapore battled on Thursday to save the life of the girl who sustained horrific injuries in a gang rape, after she was dramatically airlifted from New Delhi's Safdarjung Hospital.

As Prime Minister Manmohan Singh vowed that the 23-year-old's attackers would face swift justice, doctors at Singapore's Mount Elizabeth Hospital described her condition in the intensive care unit as "extremely critical".

Dr Kelvin Loh, chief executive officer at the hospital said in a statement: "As at 7pm (1100 GMT) the patient remains in an extremely critical condition. She is under treatment at Mount Elizabeth Hospital's intensive care unit (ICU). Prior to her arrival, she has already undergone three abdominal surgeries and experienced a cardiac arrest in India. A multi-disciplinary team of specialists is taking care of her and doing everything possible to stabilise her condition."

The government, which is paying for the woman's treatment, approved the decision to transfer her from Delhi's Safdarjung Hospital where she had been treated since the December 16 assault on a bus in the centre of the capital.

The victim's relatives accompanied her to Singapore.

"Since the day of the incident, it has been our endeavour to provide her the best of medical care," home minister Sushilkumar Shinde said.

According to police, six men took turns to rape the woman and assault her with an iron bar, leaving her with severe intestinal injuries, before they threw her out of a bus that they had taken for a joyride.

While doctors in Singapore gave no details about the treatment she has received since her early morning arrival, their counterparts at Safdarjung said Mount Elizabeth was chosen as it has a multi-organ transplant facility.

"With fortitude and courage she has survived the after-effects of the injuries so far, but her condition continues to be critical," BD Athani, medical superintendent at Safdarjung Hospital, told reporters.

The nation has been rocked by a wave of protests since the attack, including one in Delhi on Thursday which brought several hundred people onto the streets. Riot police prevented them from marching on government buildings.

The protests have reflected not only the revulsion at the savage nature of the attack but also simmering anger over the level of violence against women.

Official figures show that 228,650 of the total 256,329 violent crimes recorded last year were against women, with the number of rapes in the capital rising 17 per cent to 661 this year.

Gang-rapes are reported on a daily basis, with police revealing on Thursday that a 42-year-old woman had been found overnight dumped on a road in southeast Delhi after being gagged, sedated and raped by three men.

Manmohan Singh told a gathering of chief ministers from across India on Thursday that there was a "problem" which "requires greater attention".

Six men are in custody in connection with the assault on the student. Singh, whose government has been stung by criticism about the notoriously slow Indian justice system, said their case would be dealt with "expeditiously".

The government has already set up an inquiry commission into the attack while a separate panel has been asked to suggest stiffer punishments.

"Laws regarding the safety of women will be reviewed," Singh pledged.

Bihar does not meet special state status criteria: Montek Singh Ahluwalia

NEW DELHI: Bihar does not meet the existing criteria to be granted the status of special category state, Planning Commission deputy chairman Montek Singh Ahluwalia said on Wednesday.

"Bihar does not meet the existing criteria according to which a state is deemed eligible for special category state. We do recognise that Bihar and some parts do have a special problem and as part of BGRF (Backward Regions Grant Fund) we have Bihar package," Ahluwalia told reporters here.

He was briefing the media on the eve of National Development Council meeting to be chaired by Prime Minister Manmohan Singh.

Chief minister of Bihar Nitish Kumar last week said he would raise the demand for special status state for Bihar at the National Development Council meeting.

Special category status brings private investment in a state as investors get tax benefits.

Kumar had also met Prime Minister Manmohan Singh and handed over a six-page letter on the demand to provide special category state status to Bihar to spur growth.

Bihar demands the special category state status saying it is subject to floods. Likewise, Rajasthan demands the same saying it is subject to draught.

Ahluwalia said the Planning Commission cannot see to such demands by states in isolation.

"Either we have to reopen the whole question or respond (to) the demand of one state. Many states have problem," he said.

Arunachal Pradesh, Assam, Himachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkin, Tripura and Uttarakhand are amongst the states that have been granted special category status.

Mamata stays away from Modi's mega swearing in

KOLKATA: West Bengal chief minister and Trinamool supremo, Mamata Banerjee, who has upped her ante against the UPA-II at the centre, strategically skipped the mega third-time swearing-in ceremony of Gujarat chief minister Narendra Modi, even though she recently praised the Gujarat government's development programmes.

The chief minister organized her three-day north Bengal visit on the day of the swearing-in and found a reason to excuse herself from Modi's invitation to Ahmedabad.

For Mamata, even though she has been seeking an early election, it wouldn't be proper to be seen hobnobbing with Modi ahead of her crucial panchayat elections given her huge Muslim constituency.

A Trinamool Congress leader said, "Nobody knows if the Lok Sabha will be preponed. But, didi does know that she must face her electorate in April. So, any premature move on the Modi alliance can backfire."

Trinamool Congress leaders are not willing to seriously consider the fact that Mamata had called leader of the opposition in the Lok Sabha, Sushma Swaraj, seeking her support in a no-trust motion against the UPA government.

The party, in fact, is still not admitting that any such phone call had taken place even as BJP leader Murli Manohar Joshi had announced it in a meeting in Kolkata.

What is clear that Mamata, in the count-down to the panchayat elections in Bengal, is more focused on local voters rather than national. Hence, the safe distance with the saffron brigade.

Need rules to handle flash mobs: Chidambaram

NEW DELHI: Faced with criticism over the way in which the Delhi Police lathicharged youngsters protesting the December 16 gang-rape, the government on Wednesday admitted it was not fully prepared to deal with flash mobs.

Finance Minister P Chidambaram told reporters: "Flash mob is a new phenomenon... sometimes they gather to dance and sing, but sometimes they can gather to protest also... we need to take note of it... I don't think we are fully prepared to deal with it... we need to devise SOPs (standard operating procedures)."

Chidambaram was responding to queries on the alleged failure of the police to handle angry young protesters, many of whom were women.

The police panicked over the protests and lathicharged the young people.

Later, authorities shut down Metro stations around central Delhi and barricaded many roads to keep protesters at bay, with little thought that such a move to close off several major roads in the heart of the city, where several government offices are located, would cause enormous inconvenience to thousands of daily commuters.

Bihar is fastest growing state, Gujarat left behind

NEW DELHI: In a huge turnaround, Bihar has emerged as the fastest growing state in the country with figure of 10.9 per cent, overtaking Gujarat whose growth has dipped.

According to the Planning Commission data, Bihar was the slowest growing state during 2001-05 period with GDP figure of 2.9 per cent. However, between 2006 and 2010, it grew at 10.9 per cent, becoming the fastest growing state and shedding the tag of BIMARU (an acronym for sick states).

On the other hand, Gujarat was the fastest growing state between 2001 and 2005 with figure of 11 per cent. But during 2006 and 2010, its growth dipped to 9.3 per cent and was overtaken by Bihar and four other states — Chhattisgarh, Haryana, Maharashtra and Orissa.

Interestingly, Gujarat was the only state among 17 fastest ones to see a decline in growth.

Chhattisgarh grew from 7.7 per cent in 2001-05 to 10 per cent growth, Haryana grew from 8.4 per cent to 9.7 per cent, Maharashtra from 8.2 per cent to 9.6 per cent and Orissa from 7.8 per cent to 9.4 per cent.

Average GDP growth of top five states was 9.10 per cent in 11th five-year Plan, up from 7 per cent in 10th plan and 5 per cent in 9th plan.

Bottom five states also saw a significant average growth, with figures of 8.58 per cent in 11th Plan as compared to 6.76 per cent in 10th plan and 4.12 per cent in 9th Plan.

The period between 2004-05 and 2011-12 also saw an average increase of 300 per cent in consumption in rural areas, bridging the big divide witnessed in the earlier five-year period and highlighting the inclusive growth.

In the 12th Plan period, the Centre is set to increase its assistance substantially over the previous period for various programmes.

Among them, Integrated Child Development Service (ICDS) is going to be the biggest beneficiary with Rs 1,08,503 crore, marking around 396 per cent increase.

For National Health Mission, the increase in allocation will be 278 per cent from Rs 66,127 crore in 11th Plan to Rs 250,000 crore in the 12th Plan.

Trai asked to reconsider Arasu TV issue expeditiously: Manish Tewari

NEW DELHI: With Tamil Nadu making a strong pitch for granting a license to state-owned Arasu TV to run its cable network, the Centre today said it has asked Trai to expeditiously reconsider its recommendation on allowing government entities into broadcasting and distribution.

"... we have referred the matter back to the Trai for reconsideration as to whether the state government or the central government entities should be allowed in the broadcasting or the distribution business," I&B minister Manish Tewari told reporters here.

He was replying to questions on the delay in granting of digital addressable systems (DAS) license to Arasu cable TV to operate its distribution network.

Tewari said that he had asked the Telecom Regulatory Authority of India (Trai), which is also the regulator for the broadcast sector, to "expedite their consideration on the matter".

"There is a larger question. I am aware of the concerns raised by the Tamil Nadu chief minister. The members of Parliament have also come and met me.

That is why we have requested the Trai chairperson to expedite their consideration ... so that we can take a conclusive decision at the earliest," he said.

Tewari said it was correct that Arasu was granted a license in 2008.

Subsequently, there was a recommendation by the Trai which explicitly stated that entities, which include the state government or their instrumentalities, should not be allowed either in distribution or in the broadcasting business.

Bihar does not meet special state status criteria: Montek Singh Ahluwalia

NEW DELHI: Bihar does not meet the existing criteria to be granted the status of special category state, Planning Commission deputy chairman Montek Singh Ahluwalia said on Wednesday.

"Bihar does not meet the existing criteria according to which a state is deemed eligible for special category state. We do recognise that Bihar and some parts do have a special problem and as part of BGRF (Backward Regions Grant Fund) we have Bihar package," Ahluwalia told reporters here.

He was briefing the media on the eve of National Development Council meeting to be chaired by Prime Minister Manmohan Singh.

Chief minister of Bihar Nitish Kumar last week said he would raise the demand for special status state for Bihar at the National Development Council meeting.

Special category status brings private investment in a state as investors get tax benefits.

Kumar had also met Prime Minister Manmohan Singh and handed over a six-page letter on the demand to provide special category state status to Bihar to spur growth.

Bihar demands the special category state status saying it is subject to floods. Likewise, Rajasthan demands the same saying it is subject to draught.

Ahluwalia said the Planning Commission cannot see to such demands by states in isolation.

"Either we have to reopen the whole question or respond (to) the demand of one state. Many states have problem," he said.

Arunachal Pradesh, Assam, Himachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkin, Tripura and Uttarakhand are amongst the states that have been granted special category status.

Mamata stays away from Modi's mega swearing in

KOLKATA: West Bengal chief minister and Trinamool supremo, Mamata Banerjee, who has upped her ante against the UPA-II at the centre, strategically skipped the mega third-time swearing-in ceremony of Gujarat chief minister Narendra Modi, even though she recently praised the Gujarat government's development programmes.

The chief minister organized her three-day north Bengal visit on the day of the swearing-in and found a reason to excuse herself from Modi's invitation to Ahmedabad.

For Mamata, even though she has been seeking an early election, it wouldn't be proper to be seen hobnobbing with Modi ahead of her crucial panchayat elections given her huge Muslim constituency.

A Trinamool Congress leader said, "Nobody knows if the Lok Sabha will be preponed. But, didi does know that she must face her electorate in April. So, any premature move on the Modi alliance can backfire."

Trinamool Congress leaders are not willing to seriously consider the fact that Mamata had called leader of the opposition in the Lok Sabha, Sushma Swaraj, seeking her support in a no-trust motion against the UPA government.

The party, in fact, is still not admitting that any such phone call had taken place even as BJP leader Murli Manohar Joshi had announced it in a meeting in Kolkata.

What is clear that Mamata, in the count-down to the panchayat elections in Bengal, is more focused on local voters rather than national. Hence, the safe distance with the saffron brigade.

Need rules to handle flash mobs: Chidambaram

NEW DELHI: Faced with criticism over the way in which the Delhi Police lathicharged youngsters protesting the December 16 gang-rape, the government on Wednesday admitted it was not fully prepared to deal with flash mobs.

Finance Minister P Chidambaram told reporters: "Flash mob is a new phenomenon... sometimes they gather to dance and sing, but sometimes they can gather to protest also... we need to take note of it... I don't think we are fully prepared to deal with it... we need to devise SOPs (standard operating procedures)."

Chidambaram was responding to queries on the alleged failure of the police to handle angry young protesters, many of whom were women.

The police panicked over the protests and lathicharged the young people.

Later, authorities shut down Metro stations around central Delhi and barricaded many roads to keep protesters at bay, with little thought that such a move to close off several major roads in the heart of the city, where several government offices are located, would cause enormous inconvenience to thousands of daily commuters.

Bihar is fastest growing state, Gujarat left behind

NEW DELHI: In a huge turnaround, Bihar has emerged as the fastest growing state in the country with figure of 10.9 per cent, overtaking Gujarat whose growth has dipped.

According to the Planning Commission data, Bihar was the slowest growing state during 2001-05 period with GDP figure of 2.9 per cent. However, between 2006 and 2010, it grew at 10.9 per cent, becoming the fastest growing state and shedding the tag of BIMARU (an acronym for sick states).

On the other hand, Gujarat was the fastest growing state between 2001 and 2005 with figure of 11 per cent. But during 2006 and 2010, its growth dipped to 9.3 per cent and was overtaken by Bihar and four other states — Chhattisgarh, Haryana, Maharashtra and Orissa.

Interestingly, Gujarat was the only state among 17 fastest ones to see a decline in growth.

Chhattisgarh grew from 7.7 per cent in 2001-05 to 10 per cent growth, Haryana grew from 8.4 per cent to 9.7 per cent, Maharashtra from 8.2 per cent to 9.6 per cent and Orissa from 7.8 per cent to 9.4 per cent.

Average GDP growth of top five states was 9.10 per cent in 11th five-year Plan, up from 7 per cent in 10th plan and 5 per cent in 9th plan.

Bottom five states also saw a significant average growth, with figures of 8.58 per cent in 11th Plan as compared to 6.76 per cent in 10th plan and 4.12 per cent in 9th Plan.

The period between 2004-05 and 2011-12 also saw an average increase of 300 per cent in consumption in rural areas, bridging the big divide witnessed in the earlier five-year period and highlighting the inclusive growth.

In the 12th Plan period, the Centre is set to increase its assistance substantially over the previous period for various programmes.

Among them, Integrated Child Development Service (ICDS) is going to be the biggest beneficiary with Rs 1,08,503 crore, marking around 396 per cent increase.

For National Health Mission, the increase in allocation will be 278 per cent from Rs 66,127 crore in 11th Plan to Rs 250,000 crore in the 12th Plan.

Trai asked to reconsider Arasu TV issue expeditiously: Manish Tewari

NEW DELHI: With Tamil Nadu making a strong pitch for granting a license to state-owned Arasu TV to run its cable network, the Centre today said it has asked Trai to expeditiously reconsider its recommendation on allowing government entities into broadcasting and distribution.

"... we have referred the matter back to the Trai for reconsideration as to whether the state government or the central government entities should be allowed in the broadcasting or the distribution business," I&B minister Manish Tewari told reporters here.

He was replying to questions on the delay in granting of digital addressable systems (DAS) license to Arasu cable TV to operate its distribution network.

Tewari said that he had asked the Telecom Regulatory Authority of India (Trai), which is also the regulator for the broadcast sector, to "expedite their consideration on the matter".

"There is a larger question. I am aware of the concerns raised by the Tamil Nadu chief minister. The members of Parliament have also come and met me.

That is why we have requested the Trai chairperson to expedite their consideration ... so that we can take a conclusive decision at the earliest," he said.

Tewari said it was correct that Arasu was granted a license in 2008.

Subsequently, there was a recommendation by the Trai which explicitly stated that entities, which include the state government or their instrumentalities, should not be allowed either in distribution or in the broadcasting business.

Delhi gang rape case: Constable Subhash Tomar cremated with full state honours

NEW DELHI: Delhi Police constable Subhash Tomar was cremated with full state honours here on Tuesday.

Delhi chief minister Sheila Dikshit, minister of state for home RPN Singh, Union minister Ajit Singh and Union home secretary RK Singh were present at the Nigambodh Ghat here to pay their last respects.

Delhi Police Commissioner Neeraj Kumar and other senior officials from the police department also attended the cremation ceremony.

Tomar, who suffered serious injuries during violent protests at India Gate on Sunday, died today after battling for life at the Ram Manohar Lohia Hospital here.

Tomar, who was on ventilator since his admission at the Ram Manohar Lohia Hospital on Sunday evening, was declared dead at 6.40am.

Delhi Police, which has described the death of constable Tomar as extremely tragic, has earlier decided that all personnel will donate one day's salary to his family.

"Delhi Police family and our Commissioner stand with his family and all compensation and other things admissible will be granted to him," said Delhi Police PRO Rajan Bhagat.

"Constable Subhash Tomar, 45-year-old, posted at PS Karawal Nagar was deployed on law and order duties on Sunday in New Delhi district succumbed to his injuries which he suffered during the violence created by protestors. The Delhi Police stands with his family and we are in deep sorrow," he added.

Tomar is survived by his wife and three children - two sons and a daughter.

HC allows transfer of Gayatri Devi's shares to grand children

NEW DELHI: The legal battle over transfer of late Maharani Gayatri Devi's shares in royal family's firms has been decided in favour of her grandchildren, Devraj and Lalitya Kumari with the Delhi high court ordering rectification of share registers of the companies.

Jagat Singh, son of Gayatri Devi and Sawai Man Singh, held 99 per cent shares in firms including Jai Mahal Hotels Pvt Ltd and later died leaving behind a will that his mother would be the owner of all his properties.

Gayatri Devi, who died on 29 July 2009, left a will saying all her properties, including the shares in the firms, would be inherited by her grand children Devraj and Lalitya Kumari.

The transfer of shares in favour of Gayatri Devi's grand children was opposed by other heirs of late Maharaja Sawai Man Singh. They were his (Sawai Man Singh) other sons, Prithviraj Singh, Jai Singh and his maternal grand daughter Urvashi Devi.

Justice Indermeet Kaur, deciding the dispute between members of Rajasthan's royal family, set aside an order of the Company Law Board (CLB) which had refused to direct rectification in share registers of Jai Mahal Hotels Pvt Ltd, Rambagh Place Hotels Pvt Ltd, SMS Investment Corporation Pvt Ltd and Sawai Madhopur Lodge Pvt Ltd.

Earlier, the grand children of Gayatri Devi had moved the CLB for rectification that the shares pertaining to their father and grand mother be transferred to them.

"The CLB returning a finding apposite has committed an illegality which is liable to be set aside. It is accordingly set aside. The order dated March 16, 2011 is set aside; the member register of the companies be rectified in the name of the petitioner group and petitioners i.e. Devraj and Lalitya Kumari be substituted in lieu of Jagat Singh," the court said.

The royal family has key income-generating properties such as Rambagh Place Hotel and Jai Mahal Hotel.

Train services badly hit due to fog

NEW DELHI: Train services remained affected across the northern states on Tuesday due to poor visibility with Railways rescheduling departure timings of about 50 trains leaving from the city.

The rescheduling came as close to 100 trains arrived here several hours behind schedule, some late by even a day.

The rescheduled trains included the Rajdhani and Duronto trains mostly bound for the eastern states, said a Northern Railway spokesperson.

The long delays and the change of departure timings caused inconvenience to passengers, especially to those who had to catch connecting trains from the city to carry on with their further journey.

The spokesperson said even as the foggy conditions subsides, it will take at least two to three days for normalcy to return.

Apart from the Rajdhanis, the late incoming trains today included the Shiv Ganga express from Varanasi, Magadh express from Islampur, the Amritsar Shatabdi express, Mahabodhi express from Gaya, Bihar Sampark Kranti express from Darbhanga, Farakka express from Malda Town and a special train from Patna which was running late by more than a day.

Delhi gang-rape case: Congress core group reviews situation after protests

NEW DELHI: The Congress core group on Tuesday reviewed the situation in the Capital in the wake of protests over the gang-rape incident emphasising that police should deal with the matter with sensitivity while there should be no room for violence.

The two-and-a-half hour long meeting at Prime Minister Manmohan Singh's residence was attended by Congress president Sonia Gandhi, defence minister A K Antony, finance minister P Chidambaram and Gandhi's political secretary Ahmed Patel. Union home minister Sushilkumar Shinde and parliamentary affairs minister Kamal Nath were special invitees.

The meeting noted that there was calm in the streets of Delhi. Sources said the meeting was apprised of the fact that the government has requested the protesting student organisations and other groups to send their suggestions to the J S Verma Committee set up to rewrite the rape laws.

Sources said that the home minister gave a detailed briefing of the steps being taken by the government to enhance security in the city after the incident as well as the action taken so far in the gangrape case.

The meeting comes in the backdrop of BJP's demand for a special session of Parliament to discuss the gang rape issue.

Top sources in Congress, however, said that it was not discussed in the core group meeting.

BJP parliamentary party chief L K Advani led a seven- member delegation to President Pranab Mukherjee over the demand for a special session of Parliament.

Leader of opposition in Lok Sabha, Sushma Swaraj,however, said that she had received a call from Shinde just before the delegation met Mukherjee and that the "the home minister said he does not feel the need for a special session of Parliament or for calling an all-party meeting".

The Congress group meeting comes on a day when restrictions on traffic movement have been by and large lifted. A constable succumbed to his injuries sustained during Sunday's violent protests.

Constable Subhash Tomar (47), who was wounded during Sunday's protests, succumbed to his injuries at Ram Manohar Lohia Hospital and was cremated today in the presence of chief minister Shiela Dikshit, civil aviation minister Ajit Singh and others.

The meeting comes three days before an all party meeting on Telangana issue is scheduled on December 28. The sources, however, said that the issue did not came up in the core group meeting.

"It was a general review of the situation," party sources said but refused to go into the details of what transpired at the meeting.

He said that while NDA government fell by only one vote in Lok Sabha, Atal did not got involved in politics of buying votes.

Kalyan alleged that UPA government was running on "bought" votes.

Terming Kalyan as his elder brother local MP Lalji Tandon said that he was and would remain with them.

BJP state president Laxmi Kant Bajpai said the party would win forthcoming Lok Sabha elections with huge votes in Kalyan's leadership.

Bajpai referred to Pokhran test, POTA and land and water schemes for development as historical decisions of Vajpayee's regime while urging party workers to prepare for the elections and BJP's victory in it.

Meanwhile, on the occasion of birthday of the former PM, BJP spokesman Vijay Bahadur Pathak flagged off "Atal Sushasan Yatra" from Rae Bareli, parliamentary constituency of Congress president Sonia Gandhi.

Pathak said the yatra would cover various assembly segment in five days during which meetings would be held to make people aware with the "anti-people" policies of the UPA government and remind them of good governance of the former PM Vajpayee.

The spokesman alleged that by allowing FDI in retail the Centre was forcing the country towards another slavery and it would render crores of people unemployed.

37 kg silver, 1.9 kg gold recovered from Karnataka deputy CM's house; BJP embarrassed

BANGALORE/SHIMOGA: In a huge embarrassment to the ruling BJP, Lokayukta sleuths seized Rs 10.9 lakh in cash, 1.9 kg of gold and 37 kg of silver during searches at the residences of Karnataka deputy chief minister K S Eshwarappa and educational and business establishments allegedly belonging to him on Monday.

In all, searches were conducted at eight places, including his Bangalore and Shimoga residence, a cement dealership unit, two educational institutions and the house of his close aid N Somasekhar in Shimoga.

A Shimoga court on December 15 ordered an investigation into a complaint filed by advocate B Vinod, who alleged that Eshwarappa, also state BJP chief who holds the revenue and rural development and panchayat raj portfolios in the Jagadish Shettar government, his son Kanthesh K E and daughter-in-law Shalini had amassed wealth disproportionate to their known sources of income.

Lokayukta police had subsequently registered a case and taken up investigation.

"Searches are continuing", Lokayukta sources said. In his reaction, Eshwarappa said he is "not scared" by the searches. "Truth will prevail after investigations. It's all political vendetta. I will fight it out in the court".

Meanwhile, JD(S) Shimoga district unit held a protest in the city and demanded action against Eshwarappa. The party urged him to resign forthwith on moral grounds and allow free and fair investigation.

After the case was filed, he had last week dismissed suggestions for his resignation from the cabinet, noting that the probe was ordered based on a private complaint and it was not fair on the part of opposition parties to demand his scalp.

North India shivers; death toll touches 11

NEW DELHI: Cold wave tightened its grip over most parts of North India claiming six more lives in the region, which wore a blanket of fog this morning disrupting normal life.

Five more persons were killed in Uttar Pradesh, taking toll during the last two days to 10 in the state, while one person died due to chill in Jammu and Kashmir.

Total number of deaths in UP due to cold conditions in the past three days touched ten today.

In Jammu, a beggar died due to cold condition in Samba district.

In the national capital, a blanket of fog reduced visibility while the minimum temperature was recorded 7.7 degree Celsius, meteorological department said, forecasting a foggy morning for tomorrow. Maximum was recorded at 19.1 deg C, three notches below normal.

In Uttar Pradesh, two persons lost their lives in Bahraich district while one each was killed in Gonda, Kannauj and Farrukhabad since yesterday.

Maximum temperatures were below normal by 5 to 13 degree Celsius in parts of the state.

Muzaffarnagar continued to be coldest in the state with a minimum temperature of 2 deg C.

Bihar was also hit by cold wave and thick fog, disrupting rail and air services. A number of trains, including the Delhi-Patna Rajdhani Express, was late by several hours, Railways officials said.

Landing and take off of commercial flights at Patna airport were affected due to poor visibility, airport director said.

Cold wave conditions prevailed in Odisha and in some parts of Madhya Pradesh Vidarbha and of Chhattisgarh.

31 per cent MLAs in Gujarat assembly have criminal records

AHMEDABAD: Around 31 per cent MLAs in the newly-formed 13th Gujarat assembly have criminal antecedents with Congress dominating the list as far as overall percentage is concerned, whereas the ruling BJP hogging the tainted 'top ten' who have serious charges, including rape, against them.

"Out of 182 candidates who got elected in the Gujarat assembly, 57 MLAs or 31 per cent have declared criminal cases against them, which is a 5 per cent increase compared to 47 MLAs or 26 per cent in 2007 Assembly elections," said Dr Jagdeep Chhokar of Gujarat Election Watch (GEW) here in a press conference on Monday.

GEW is launched by the Association for Democratic Rights (ADR) set up by the professors of Indian Institute of Management-Ahmedabad (IIM-A).

Among legislators who had filed affidavits with the Election Commission declaring serious criminal cases against them included Jetha Bharwad (Ahir) of BJP who has been charged with rape among other charges including attempt to murder.

Bharwad, who got elected from Shehara constituency in Panchmahal district, had recently been charged with attempted murder when he got involved in a firing incident on the day of second phase of polling on December 17 in Tarsang village.

According to GEW, out of 57 MLAs who have declared criminal cases against them, 24 legislators have "very serious" charges against them.

"We are appealing to the ruling party in Gujarat that an MLA having criminal cases against him should not be made minister", said Dr Chhokar.

As per the report, among major political parties', Congress tops the chart with 20 out of its total 61 MLAs who got elected have criminal cases against them.

Ruling BJP, which contested all 182 seats, has total 115 MLAs in new Assembly, out of which 28 per cent, that is 32 MLAs, have criminal cases.

According to Election Watch, those figure prominently among top 10 MLAs facing serious criminal charges six belonged to BJP, including Amit Shah, Shankar Chaudhary, Babulal Jamnadas Patel, Purshottam Solanki, Jetha Bharwad and Dilip Patel.

President Pranab Mukherjee praises courageous gang rape victim

NEW DELHI: President Pranab Mukherjee today praised the courage and tenacity of the Delhi gang rape victim and asked people to redouble efforts for women's protection.

In a message on the eve of Christmas, the President expressed "anguish and distress" over the horrific attack on the 23-year-old girl in the national capital on December 16.

"We mark Christmas at a time when the nation is joined in anguish and distress over the recent horrific attack on a young girl in New Delhi," he said.

There have been wide spread protests across the city, including in front of Rashtrapati Bhavan over the weekend, with agitated youths demanding swift action against the perpetrators of the heinous crime.

"I laud the courage and tenacity of this young lady and her family. On this Christmas day, let us join in prayer for the full and speedy recovery of this strong and courageous girl," the President said.

The President, who devoted a significant portion of his customary message to the rape incident which has outraged the nation, asked the countrymen to resolve to "redouble efforts" for the protection of women and their welfare.

"Let us strive to ensure that women feel safe and secure at all times in our country," he said.

"May the Christmas bells dispel hatred and violence. As the world lights candles for Christmas this year, may the spirit of caring and sharing pervade our beings," Mukherjee added.

The President asked people to renew minds and hearts with the teachings of love and compassion of Jesus Christ and recalled his sacrifice for humanity.

Two LeT militants, policeman killed in encounter in J&K

SRINAGAR: Two Lashker-e-Taiba militants, allegedly involved in an attack on a hotel in the city, and a policeman were killed in a fierce gunbattle between security forces and ultras in Kulgam district of south Kashmir on Monday.

The gunfight erupted in Dodhipora village, some 75-km from here, when a joint team of police and Rashtriya Rifles launched a search operation to flush out hiding militants, a police spokesman said.

Security forces confronted the ultras and in the ensuing gunbattle, two LeT ultras and a policeman were killed, he said.

The slain militants were identified as Mudasir Sheikh alias Mavia, a self-styeld district commander, and his Pakistani associate Tamim.

"Both the militants were involved in an attack on a prominent hotel on the outskirts of Srinagar last October," the spokesman said.

Two hotel employees were killed when militants opened fire on Silver Star hotel and an army convoy passing through Lasjan bypass on October 19.

On December 19, six hardcore LeT militants were killed in a gunfight with security forces in Sopore town in north Kashmir's Baramulla district.

Sikkim wins best small state award

NEW DELHI: Sikkim has been declared India's 'best small state' by the jury of the IBN7 Diamond State Award, 2012, an official statement from the Sikkim government said on Sunday.

"Sikkim was declared as the best state in the country in the category of small states for its overall achievements. The state was also declared best in the country in citizen security, environment and water and sanitation categories," the statement said.

Lok Sabha Speaker Meira Kumar presented the award to Sikkim chief minister Pawan Chamling in a ceremony here on Saturday night.

Chamling said the state has done a lot for improving the environment and citizen's safety.

"The state has commissioned a regular study of glaciers in Sikkim. Environmental scientists have found that glaciers are not receding in our (Sikkim) Himalayas," Chamling said.

"Sikkim has been rated the most sustainable under various parameters like reducing pressure on environment and state's responses to maintain their environment.

"The government has adopted a very scientific approach towards solid waste management, regulate water usages and discourage encroachment," he said.

Among those 35 people, 10 were children below 15 years of age and 25 of them were of 40 plus years of age. 12 among all, are being provided with treatment at Shushrusha heart care and multi specialty hospital.

Dr. S. R Tarlekar, director, Shushrusha Hospital says, "The statistics shows a rise in the number of heart patients in rural areas, which is very alarming. It is a matter of concern as this is the highest rise we have observed in a rural area. Earlier people in villages used to opt for farming as their main occupation. But today as the generation is getting more advanced and technology savvy, they do not prefer to carry on with their family occupation and hence follow the patterns of the urban and metro cities. Change in the lifestyle patterns of people in rural areas have been observed in the recent years, which ultimately leads to increase in various diseases like diabetes, hypertension, high blood pressure and heart problems. At my hospital, I see more of patients with heart diseases from rural areas today. The numbers have consequently increased. In order to bring this under control, it is the need of the hour to take preventive measures and educate people by creating awareness."

Cold waves sweep north India, J&K sees season's coldest day

NEW DELHI: Mercury plummeted in most places as cold wave swept the entire north India where thick early morning fog affected road, rail and air traffic.

Residents woke up to a foggy morning in capital Delhi where the minimum temperature dipped by two notches to settle at 5.9 degrees, Met officials said, forcasting a foggy morning for Monday.

Poor visibility due to dense fog affected road and air traffic, with flight operations at the IGI airport remaining suspended for over an hour.

While around 20 flights were delayed, two were cancelled due to fog cover in the morning.

In Jammu and Kashmir, skiing resort of Gulmarg recorded a minimum of minus 7.6 degrees Celsius, while Pahalgam in south Kashmir recorded a low of minus 7.4 degrees Celsius.

Srinagar recorded a minimum of minus 4 degrees Celsius last night, the coldest of the season so far.

In neighbouring Himachal, cold wave conditions continued to persist, with early morning fog engulfing most parts of the region.

Mercury remained below normal by several notches in various parts and Keylong in the tribal Lahaul and Spiti district remained the coldest place at minus 10 degrees.

Punjab and Haryana also reeled under cold as minimum temperature dropped by two to seven notches below normal at many places on Sunday, with poor visibility due to fog affecting rail and road traffic.

Hisar remained the coldest place in the region where mercury dipped to five notches below normal to settle at 1.8 degrees Celsius.

Amritsar shivered at a low of 2.2 degrees Celsius, two notches below normal and the minimum at Narnaul settled at 3.5 degrees Celsius, three notches below normal.

YSR Congress undecided about Telangana

KADAPA: Former minister and YSR Congress leader Konda Surekha on Sunday said his party was yet to decide about the delegation to participate in the proposed all-party meeting on the Telangana and also the party's stand on the issue.

The party senior leadership will take a decision on the delegation and party stand on Telangana within a day or two, and nothing could be disclosed to reporters before the meeting, she said.

Talking to PTI at Rayachoty, after attending a marriage, she alleged Congress is the culprit for all confusion over the Telangana issue and it has been playing a "drama" to divert the people's attention.

When all political parties had already expressed their opinions on Telangana and the Sri Krishna Committee gave its recommendations long ago, "why does the Congress call an all party meeting again" she asked.

Answering her own question, she alleged, "the Congress wants to play a drama again to cheat the people".

She said in 2009, the central government did not invite the Loksatta Party, but the present home minister has done so, merely to put the YSR Congress, which is a political threat to the Congress, in an uncomfortable position.

She cited statements of YSR Congress president YS Jagan Mohan Reddy regarding Telangana and said that the party would honour Telangana people's sentiments.

However, when asked about her party's stand about sentiments of people in Rayalaseema and Andhra, who favour a united state, she observed silence.

She asked how the ruling Congress could ask other parties to give their opinion on Telangana, when the Congress itself had not disclosed its stand.

She said as an individual,"I am for separate Telangana".

Road accidents claim 967 lives, militancy 95 in J&K in 2012

JAMMU: Road accidents have claimed ten times more lives than militancy in Jammu and Kashmir this year, according to official statistics.

As many as 967 people were killed and 8,305 injured in road accidents in Jammu and Kashmir till October-end this year.

A total of 95 people, including 58 ultras, were killed and 115 injured in militancy-related incidents in the state this year, the home ministry's data said.

A total of 1120 people were killed and 10108 injured in 6,644 road accidents in the state last year as compared to 1042 dead and 8709 injured in 6136 accidents during 2010.

Cold wave grips north India

NEW DELHI: Cold wave conditions gripped north India as mercury dipped in most parts of the region on Saturday, with Kashmir Valley shivering under sub-zero temperature.


In Delhi, the minimum temperature settled two notches below normal at 6.2 degrees Celsius, Met office said, predicting a foggy morning for tomorrow.


In Jammu and Kashmir, temperature remained below freezing point in most parts of the state, with the mercury in capital Srinagar recording minus 3.4 degrees Celsius.


Kargil also witnessed a dip in the night temperature, which settled at minus 14.4 degrees Celsius.


Pahalgam, which serves as the base camp for the annual Amarnath yatra, was freezing at minus 8.0 degrees Celsius.


The famous ski resort of Gulmarg was the coldest place in the Valley yesterday with a minimum of minus 10.8 degrees Celsius, Met officials said.


In Punjab and Haryana, night temperatures continued to drop, with Narnaul in Haryana being the coldest place in the region at 3.5 degrees.


While Ludhiana with 5.8 degrees Celsius was coldest place in Punjab, Chandigarh recorded a night temperature of 6.9 degrees.


In Uttar Pradesh, biting cold, coupled with dense fog, threw life out of gear and claimed life of one person in Hamirpur district.


The mercury nose-dived by several notches to settle below normal in most places, with the Bareilly and Meerut divisions recording the sharpest decline.


While Najibabad remained the coldest place in the state with 3.4 degrees Celsius, temperature fell in other places of the state including capital Lucknow, Kanpur, Allahabad, Agra and Mathura districts.

India to open its first drug inspection office in Beijing by Mar 1

NEW DELHI: Increasing the heat on Chinese drug firms exporting medicines to India, the Drug Controller General of India (DCGI) is all set to open its first foreign drug inspection office in Beijing by March 1.

Around four Indian drug inspectors will be posted in China to inspect manufacturing sites and check whether good manufacturing practices (GMP) are being complied with.

DCGI Dr G N Singh told TOI that the commerce ministry has cleared the proposal.

Health minister Ghulam Nabi Azad recently said that in the last two years, 10 Chinese bulk drug manufacturing firms were inspected and the registration certificate of one firm and 16 import licences were cancelled.

Ministry sources said the decision to audit Chinese drug manufacturing units was taken after several import licences of local agents were cancelled due to poor drug quality and their failure to comply with GMP.

"We will post Indian drug inspectors in China to send a clear message that Chinese drug firms are under watch. Gradually, China will be asked to only allow drugs exports from manufacturing sites that have been inspected by Indian drug inspectors. We want to ensure safety, efficacy and quality of Chinese drugs," said Dr Singh.

"GMP of Chinese drug firms has to be certified by our regulators. This is a practice followed in most countries, including the FDA in the US. To protect the interest of Indians, we have to go international," he added.

Now, more than 45% of bulk drug exporters registered in India are from China. The number of registered Chinese bulk drug manufacturers in India is around 280, and altogether 417 different drugs from the Asian giant are registered.

In 2009-10, the value of drugs imported from China stood at Rs 3,094.4 crore, while India's total drug import bill was Rs 4,953.87 crore.

The Planning Commission's working group for the 12th five year plan had said in its report that globalization has fundamentally changed the environment for regulating drug products and created unique regulatory challenges for the following reasons: more foreign manufacturing facilities supplying bulk drugs, medical devices, blood products, diagnostics and anti-cancer drugs to India, increasing volume of imported medicinal products and imports coming from countries with less developed regulatory system.

The document said, "It is therefore important that the Central Drugs Standards Control Organization should have India country offices, at least one each in five countries. Initially, such offices could be set up in China and South Africa to inspect foreign manufacturing facilities and address other regulatory issues. The offices in the other three countries could be set up on a need analysis basis. The financial outlay for each office would be Rs 175 crore."

The Indian pharmaceutical industry has been growing at a rate of 11%-12%. It is the third largest in the world by volume and 13th by value. The total size of the Indian pharma industry is about Rs 100,000 crore, out of which exports account for Rs 42,000 crore. It accounts for 8% of global production, and 2% of the world pharma market.

A ministry official said, "We had earlier written to Chinese Food and Drug Authority (FDA) regarding complaints that some Chinese drug firms which export bulk drugs to India might not be holding proper GMP certificates. The Chinese FDA too confirmed our apprehensions and asked us to carry out our own inspections."

On the basis of complaints and doubts on authenticity of GMP certificate, India has already cancelled 10 registration certificates and related import licences. These certificates were from Zhejinag, Jingsu, Henan province and Chongquing.

A DCGI note said, "Similarly, several cases of imported kits of HIV were declared to be not of standard quality by the government laboratory, which are originating from Zhejiang and Fujian provinces. These issues further support this office which stands to carry out foreign site inspections in line with other regulatory agencies of the world."

Rahul Gandhi fails to resolve strife in Goa Congress

PANAJI: Congress general secretary Rahul Gandhi's one-day visit to Goa failed to resolve bickering within the state Congress after its defeat in the March assembly elections, a party member said.

"There were charges and counter charges. Rahul Gandhi heard the leaders patiently, but nothing concrete came out of the four to five-hour meeting," an AICC memnber told IANS on the condition of anonymity.

State Congress president Subhash Shirodkar's said that the All India Congress Committee (AICC) general secretary's visit to Goa Thursday was aimed at "galvanising" the party, which had suffered one of its worst electoral defeats in recent times.

Congress leaders are still smarting from the humiliating loss.

Former public works department (PWD) minister Churchill Alemao, his brother Joaquim (also a minister in the last government) and his daughter had contested on Congress tickets during the March assembly elections. All of them lost the polls. Now, now Churchill blames his rivals within the party as well as former chief minister Digambar Kamat for his defeat.

"I told Rahul Gandhi that it is because of Digambar Kamat that the Congress has been defected in the assembly elections," he told reporters in Margao Friday.

Sources in the Congress also said that the meeting with Gandhi had more to do with bickering and bad blood than with any movement towards a constructive mechanism to stem the rot.

Several Congressmen said there was no accountability for the loss in the polls when the Congress was reduced from a strength of 21 to nine in the 40-member assembly.

"He was also here to gauge the effects of the mining ban on the people of Goa. But he did not even visit Goa's mining belt," said a Congress leader, who had joined another national party a few years ago before switching back to his original roots.

Former Congress minister Babu Azgaonkar said: "The discussion was healthy and a lot of issues were cleared."

Goa's massive illegal mining scam, rampant corruption and allotment of 33 percent of tickets to the kin of Congress leaders are some of the key reasons attributed for the party's loss in the last assembly polls.
