Left Front back in Tripura, NPF in Nagaland and Congress in Meghalaya

AGARTALA: The Left Front stormed back to power in Tripura and the Naga People's Front (NPF)in Nagaland, while the Congress, which fared poorly in both states, emerged as the single largest party in Meghalaya with two seats short of absolute majority in the assembly election results declared today.

The three outgoing chief ministers of Tripura, Nagaland and Meghalaya, Manik Sarkar, Neiphu Rio and Mukul Sangma respectively were victorious.

The Left Front, which has won for the fifth consecutive term in Tripura, secured a three fourths majority with 50 of the 60 seats, with major partner CPM itself securing 49.

In Nagaland, NPF swept back to power for the third consecutive time winning absolute majority securing 38 of the 59 seats. Election in one seat was countermanded following the death of a candidate.

Congress could win only 10 of the 48 seats it contested in Tripura while it could manage to win only eight seats compared to the 18 it clinched last time in Nagaland.

In Meghalaya, the Congress bagged 29 of the 60 seats, falling two short of an absolute majority.

But the Congress improved its tally by securing four more than its tally in 2008.

The results were a shot in the arm of Congress chief minister Mukul Sangma who faced stiff opposition from old warhorse P A Sangma whose National People's Party managed to win just two seats.

In Tripura, the Left Front increased its tally from 49 seats in 2008 and 42 seats in 2003 paving the way for the installation of the seventh Left Front government since 1967.

Congress allies INPT and National Conference of Tripura, which had virtually revolted over allocation of seats before being pacified, drew a blank.

All ministers of the outgoing ministry except Science and Technology minister Joy Gobinda Debroy of RSP were re-elected.

Finance minister Badal Chowdhury made electoral history by defeating his nearest Congress rival by 12,429 votes in the Hrishyamukh constituency.

Slain liquor baron Ponty Chadha's security man commits suicide

GURGAON: A personal security officer (PSO) of murdered liquor baron Ponty Chadha, deployed at his farmhouse in Delhi's Chhattarpur area, has committed suicide by shooting himself in his house here, police said on Thursday.

Rakesh Yadav, 36, a resident of Sanjay village here under Civil Lines police station, on late Wednesday night allegedly shot himself in head. No suicide note was found, said police.

Ponty Chadha and his brother were killed at a farmhouse in Chhattarpur in south Delhi in a shootout on November 17, 2012, allegedly over a property dispute.

Yadav was still working in Chadha Group's security cell and was deployed at Chadha's farmhouse in Chhattarpur for more than three and a half years. Yadav took voluntary retirement from the Border Security Force (BSF) before joining the services of Ponty Chadha.

He returned after 11pm on Wednesday night and shot himself after a tiff with his wife, said police.

"He was in inebriated condition. After a short quarrel with his wife over coming late in the night and drinking, he shot himself with his licensed pistol," investigation officer Satender Kumar said.

"On the statement of his (Yadav's) wife, a case of accidental death was registered at Civil Lines police station. He was part of Ponty Chadha's PSO team for a long time," Kumar said.

Yadav's body was handed over to his family after the post-mortem exaamination.

Yadav is survived with his wife and a minor son.

"We will look into other angles, if needed," another police officer said.

Ponty Chadha and his brother Hardeep Singh Chadha were killed November 17, 2012, in a shootout at the farmhouse in Delhi's Chhattarpur area following an altercation over their business interests.

Naga Peoples Front sweeps back to power in Nagaland

KOHIMA: Naga Peoples Front (NPF) swept back to power in Nagaland on Thursday for the third consecutive time getting absolute majority with the Congress getting a drubbing winning 10 less than last time.

The state party bettered its tally to 38 in the Assembly polls clinching 12 more seats against 26 it won last time. It had contested in all the seats of the 60-member Assembly.

Congress could manage to win only eight seats compared to the 18 it won last time.

NPF allies JD(U) and BJP won a seat each. NCP contested in 15 but won in four seats, while RJD failed to open its account though it entered the fray in two constituencies.

Independents won 8 seats. Elections were held in 59 of the total 60 seats. Election to Teunsang Sadar was countermanded following the death of Congress candidate P Chuba Chang a day before the February 23 polls.

NPF heavyweights who were re-elected today included Chief Minister Neiphiu Rio, who won his Northern Angami seat by a convincing 12671 margin of votes for the sixth consecutive time defeating his Congress rival Kevise Sogotsu.

Former Nagaland Home Minister and NPF candidate Imkong L Impchen, who resigned following his arrest for allegedly carrying over Rs one crore in cash, arms and ammunition besides liquor in his vehicle ahead of the assembly polls, defeats independent candidate T Chalukumba Ao by 5735 votes. Congress candidate for the seat Moatemjen forfeited his deposit after winning just 98 votes.

Lok Sabha MP CM Chang, who contested from Noksen was another prominent winner for the NPF. Speaker Kiyanilie Peseyie won Western Angami seat for the third time defeating his Congress rival Asu Keyho by 1000 votes.

Among those of the NPF who got a drubbing were Rajya Sabha MP Khekiho Zhimomi in Ghaspani-I, Minister for Forest M.C.Konyak in Wakching, Education Minister Nyiewang Konyak in Aboi and Parliamentary Secretary for CAWD Torechu in Pungro Kiphire.

Congress winners included PCC chief S I Jamir and Leader of the Opposition Tokheho Yepthomi in Dimapur II and Dimapur III seats.

None of the two women candidates could make it to the house this time too. Nagaland, where the first elections were held in 1964, has not seen any women representative in the House as of date.

Two cops sent to judicial custody in Ishrat Jahan fake encounter case

AHMEDABAD: A special CBI court on Thursday sent two cops to jail in connection with the Ishrat Jahan fake encounter case.

Deputy superintendent Tarun Barot and police inspector Bharat Patel were arrested last week and were remanded to police custody for four days.

As their custodial interrogation was over, additional chief judicial magistrate for CBI, H S Khutwad sent them to judicial custody. They will be produced before the court again after 14 days.

The CBI did not seek further remand of the two cops, though they continued to complain that the investigators did not ask them a single question and they were made to sit without being asked anything till late hours during police custody. But they refused to submit a pursis before the court in this regard.

Before these two cops, IPS officer GL Singhal and DySP J G Parmar were arrested in the case. The magisterial court did not grant their remand. Hence, the CBI has filed revision applications seeking their custodial interrogation. A special CBI judge Geeta Gopi is to decide on these applications on Friday.

Besides, a commando who was attached to Barot at the time of encounter, Anaju Chaudhary has been arrested and remanded to police custody.

Four persons including Ishrat Jahan, Javed Shaikh alias Pranesh Pillai, Amjad Ali Rana and Zeeshan Johar were killed in the alleged fake encounter near Kotarpur waterworks in the outskirts of Ahmedabad on June 15, 2004.

After the alleged shootout, these four were dubbed as Lashkar-e-Taiba operatives, who were on a mission in Gujarat to kill chief minister Narendra Modi in order to avenge the 2002 riots.

Left returns to power in Tripura for 5th consecutive time; Congress retains Meghalaya

AGARTALA: The Left Front in Tripura today retained power for the fifth consecutive time since 1993 with the coalition securing a three-fourths majority by winning 50 of the 60 Assembly seats.

While CPM, which contested in 55 seats, secured win in 49 seats, coalition partner CPI won one seat of the two it had contested. However, RSP which fought in two seats and Forward Bloc in one, failed to open their accounts.

The Left Front also increased its tally from 49 seats in 2008 and 42 seats in 2003, paving the way for the seventh Left Front government since 1978 in the Northeast state.

The Congress managed to retain 10 seats of the 48 in which it had contested, while allies Indigenous Nationalist Party of Tripura and National Conference of Tripura were unable to win a single seat. The INPT and the NCT had contested in 10 and one seats, respectively.

All ministers of the outgoing ministry except science and technology minister Joy Gobinda Debroy of RSP were re-elected.

Chief minister Manik Sarkar won from the Dhanpur constituency where he defeated his nearest rival -- Congress' Shah Alam -- by 6,017 votes. Sarkar had won by 4,000 votes in the last Assembly elections.

Finance minister Badal Chowdhury made electoral history by defeating his nearest rival, a Congress candidate, by 12,429 votes in the Hrishyamukh constituency.

Other prominent Front leaders who won are Agriculture Minister Aghore Debbarma (Asharambari constituency), Industries Minister Jitendra Chowdhury (Manu) and Jail Minister Manindra Reang (Shantirbazar; ST).

Among Congress winners were Leader of the Opposition Ratan Lal Nath (Mohanpur constituency) and TPCC President Sudip Roy Burman (Agartala).

INPT president Bijoy Hrankhawl (Ambassa) and former TPCC president Surajit Dutta (Ramnagar) were among prominent candidates who lost in electoral battle.

CPM state party secretary Bijan Dhar said: "It is a victory of the people of the state, and a victory of peace and development and good governance of the sixth Left Front government."

Leader of the opposition Ratan Lal Nath said, "We accept defeat and will review the causes for it.

Indian baby under US foster care returns to Kolkata

KOLKATA: Nearly six months after being taken into custody by the US Child Protection Services for alleged neglect by parents, one-and-a-half-year-old Indrashish, son on an Indian couple in the US, returned to the city Wednesday.

The baby arrived at the Netaji Subhas Chandra Bose International Airport with his uncle Bhaskar Kundu and was handed over to Pragati Basak - the child's maternal grandmother, who was granted his custody by a New Jersey court.

"We are so happy to have him back. There was no neglect on the part of his parents. We strongly feel the US authorities needlessly took away the child from his parents," said Basak after arriving in the city.

Indrashish was taken into protective custody by the US authorities after the child suffered a head injury Aug 9.

Earlier this month, a local court in New Jersey directed them to return the child to Basak. While allowing repatriation of Indrashish, the local court also dismissed the case filed against his parents by the New Jersey Child Protection Services.

After Debashish and Pamela Saha landed at the Parsippany township of New Jersey along with their son in July last year, the child fell down from a bed and sustained serious head injuries.

Following this, authorities took away the child and his parents were allowed only limited access to him.

Nirmal Saha, grandfather of the child, said the repatriation of the child would never have been possible had the civil rights activists and members of the Bengali community not come forward to help the parents of Indrashish.

During his visit to the city, President Pranab Mukherjee had also assured help for the return of the child.

"India and the US have two different cultures and two different legal systems. Despite no mistake of the parents, it was a misunderstanding arising out of two cultures that had resulted in the child being taken away," said Congress party leader Om Prakash Mishra, who had earlier sought intervention of the external affairs ministry in the matter.

56 cases of sexual harassment in Navodaya, Kendriya Vidyalayas

NEW DELHI: Fifty-six cases of sexual harassment have been reported in the Navodaya Vidyalaya Samiti (NVS) and the Kendriya Vidyalaya Sangathan (KVS) since 2010, government said today.

This information was given by Minister of State in HRD Ministry Shashi Tharoor in a written response to a question in Lok Sabha.

According to the information given by Tharoor, there have been 14 such cases in the NVS of which charges had been proved and services terminated in one case while investigations were on in the remaining cases.

Forty-two cases of sexual harassment of teachers were reported in KVS of which charges had been proved and action taken in 20 cases while 18 cases were under investigation.

Charges had not been proved in three cases in the KVS and one case is sub-judice, the data says.

In response to another question, Tharoor said a committee of the Central Advisory Board of Education (CABE) has been constituted to examine the provisions of the Continuous and Comprehensive Evaluation (CCE) in the context of the no-detention policy under the Right to Education Act.

While responding to another question, the minister said the Department of Personnel and Training (DoPT) is the nodal department for Sanskriti school.

Helicopter deal: CBI seeks documents from defence ministry

NEW DELHI: The CBI has sought from the defence ministry documents related to the AgustaWestland helicopter deal as it prepares to question suspected beneficiaries about alleged kickbacks received in the Rs 3600 crore deal.

The agency has also sought the reply given by Italian firm Finmeccanica to the questions raised by the ministry, CBI sources said.

They said the agency is focusing on the circumstances in which the requirements were tweaked in the defence ministry to allegedly suit the Finmeccanica and its subsidiary supplier AgustaWestland.

They said files related to alterations in the helicopter specifications will help the agency in identifying defence ministry officials which could be questioned by it and who could help it understand the reasons behind the changes.

An agency team is in touch with the defence ministry officials who have been asked to produce these files at the earliest, they said.

The CBI is also likely to seek documents of Indian units of the companies from corporate affairs ministry on the shareholding patterns of — Aeromatrix and IDS Infotech — allegedly involved in the case after seeking legal opinion in the matter.

The agency has registered a preliminary enquiry against 11 people including former IAF chief SP Tyagi, his three cousins, European middlemen and four companies. Two Indian firms allegedly used to route bribe money are among these four companies.

Tyagi has refuted all the allegations against him. The agency has also managed to get hold of some documents from Finmeccanica on the basis of which it had started probe in the matter.

Cops throw old couple off moving Shatabdi Express, woman dies

MUZAFFARNAGAR (UP): A woman died after she and her husband were pushed out of running Shatabdi Express allegedly by Railway Protection Force (RPF) personnel near here today.

Santosh and her husband Rajeshwar Dutt Tyagi, who had purchased general class tickets, inadvertently boarded the Delhi-Dehradun Shatabdi Express, according to a complaint filed at the Government Railway Police Station here.

The complaint, lodged by Rajeshwar, alleged the two RPF personnel on duty, after heated arguments, pushed them out of the train soon after it left the station.

Santosh fell on the track and was run over by the Shatabdi Express while Rajeshwar escaped unhurt.

According to Rajeshwar, he and his wife were on way to Deoband in Saharanpur district to attend a funeral ceremony but boarded the Shatabdi Experss by mistake.

On the basis of the complaint, a case was registered under section 304 of IPC (culpable homicide not amounting to murder) against RPF Sub-Inspector Ramchander and Constable Subhash, the GRP said adding no arrests had been made yet.

India silent over US-backed resolution against Lanka at UN rights body

NEW DELHI: India is not ready to reveal its hand on the US-sponsored resolution against Sri Lanka at the UN Human Rights Council (UNHRC). And, the radio silence is all for a good reason.

Despite the loud support by DMK and AIADMK members in the Rajya Sabha for the resolution on Wednesday, there is discomfort within the Indian government regarding the document's fine print. Sources said recommendations in the resolution are "intrusive", which would be unacceptable for India.

However, India will continue to push Sri Lanka to devolve more power to the Tamil areas, as part of the promise of the 13th amendment. Colombo maintains that most of the amendment has been implemented, but they wanted to "adjust" some of what was left to work on. The government has set up a select committee, but the Tamil parties have refused to be part of it.

Although the text of the resolution has not yet been made public, it is believed that the US resolution calls for an international committee to monitor that justice, equity, accountability and reconciliation are implemented by the Lankan government. India would much rather like that issues of accountability are kept as sovereign responsibility of a nation and not imposed from outside. Like China, India is opposed to externally imposed solutions on countries.

Foreign minister Salman Khurshid remained non-committal on how India would vote at the UN body. He told the Rajya Sabha on Wednesday that while the recent photographs of Prabhakaran's son's death were "very sad, very moving, very tragic" and "that is the reason we have engaged with Sri Lanka". This accountability, he said, should come from within, rather than from outside. "When accountability comes from within, there is a greater chance of sustainability," he added.

India has more problems with the report of the UN High Commissioner for Human Rights Navi Pillay. Her report, which the US has said it will support, calls for an "independent, international inquiry" into the Lankan actions during the concluding phase of the war against the LTTE. The report also calls for investigations of "violations" of international law. In addition, India is uncomfortable with the idea of special rapporteurs being appointed to visit Sri Lanka, fearing that at some stage it could come back to bite New Delhi.

"Our initiative is to find a solution... go beyond pain and anger. We want a sustainable settlement to the issues in Sri Lanka. "There is no question of our having a blinkered vision of the ground situation," Khurshid said.

Traditionally, India did not support country-specific resolutions, though New Delhi went against its own unwritten rule to vote against Sri Lanka at the UNHRC last year. Second, there is a strong opinion in the government that the US resolution is basically going after an easy target. "There is no accountability sought in the wars in Iraq or Afghanistan, where there was significant violations of international law," said sources.

Quietly, the government is also wary of fanning the flames of ethnic nationalism among the Tamils again, given the dangers of that operating in India as well. In the past year, Tamil Nadu has seen violence against Lankan tourists and pilgrims which has got the Centre worried.

Human rights organisations like Human Rights Watch (HRW) have documented horrific tales of rape and torture of Sri Lankan Tamil detainees who have told their stories after fleeing from the country. This is in addition to the film, No Fire Zone by Callum McCrae, which showed disturbing visuals of Prabhakaran's son's last hours.

India financed problems for Pak in Afghanistan, says US defence secretary nominee Chuck Hagel

WASHINGTON: In a sharp contrast to US view on India's role in Afghanistan, President Barack Obama's defence secretary nominee Chuck Hagel has alleged that India has over the years "financed problems" for Pakistan in the war-torn country.

A video containing these remarks from an unreleased speech of Hagel at Oklahoma's Cameron University in 2011 was uploaded by Washington Free Beacon, sparking a strong reaction from India which said such comments are "contrary to the reality" of its unbounded dedication to the welfare of Afghans.

Hagel, during the speech said, "India for some time has always used Afghanistan as a second front, and India has over the years financed problems for Pakistan on that side of the border".

"And you can carry that into many dimensions, the point being [that] the tense, fragmented relationship between Pakistan and Afghanistan has been there for many, many years," Hagel said.

Reacting to this, the Indian embassy here said,"Such comments attributed to Senator Hagel, who has been a long-standing friend of India and a prominent votary of close India-US relations are contrary to the reality of India's unbounded dedication to the welfare of Afghan people".

It added that India's commitment to a peaceful, stable and prosperous Afghanistan is unwavering, "and this is reflected in our significant assistance to Afghanistan in developing its economy, infrastructure and institutional capacities".

"Our opposition to terrorism and its safe havens in our neighbourhood is firm and unshakable.

"India's development assistance has been deeply appreciated by the people and the government of Afghanistan, and by our friends around the world including the US.

"We do not view our engagement with Afghanistan as a zero sum game," the embassy said.

Hagel's remarks are in sharp contrast to viewpoint of Obama Administration that has always been in praise of India's developmental role in Afghanistan and in fact has been pressing New Delhi to do more in Afghanistan.

Significantly, a deeply divided Senate is in the process of voting on US president's contentious nominee to head the defence department.

The embassy said India and the US have a shared perspective and a deep convergence of interests for ensuring peace and stability in Afghanistan.

"We will continue to work to help the Afghan people build a peaceful, prosperous, democratic and inclusive future for themselves in an environment free from terror and intimidation," the statement said.

The unearthing of anti-India comment by Hagel provided another ammunition to the Republican Senators to oppose his confirmation.

Once published, the news item was sent by the office of powerful Republican Senator John Cornyn, who is among the leading opponent of twice wounded Vietnam veteran's confirmation.

"In light of our shared interest in the US-India relationship, thought you would want to see this," said the email sent by Cornyn's office to top Indian American community leaders. Cornyn is co-chair of the Senate India Caucus.

"I am surprised and shocked. We did not know the story and background of Senator Hagel on India, Afghanistan and Pakistan. I think Indian community needs to work on to see how we can help to stop his nomination for the post of secretary of defence.

"We will definitely follow up with our senators and impress on them on the folly of such a nomination," Republican Sampat Shivangi, national president of Indian American Forum for Political Education, said.

As Nebraska Senator for two terms from 1997 to 2009, Hagel was member of the Senate Foreign Relations Committee, frequently travelled to South Asia and voted in favour of the historic India-US civilian nuclear deal.

During his trip to Pakistan he told the then Pakistan President Pervez Musharraf that a similar agreement was not on cards with Islamabad, because of the proliferation issues with his country.

Hagel's nomination has bitterly split the Senate, with Republicans turning on their former colleague and Democrats standing by Obama's nominee.

Republican lawmakers excoriated Hagel over his past statements and votes. They argued that he was too critical of Israel and too compromising with Iran. They cast the Nebraskan as a radical far out of the mainstream.

Islamic scholars condemn killing of Shia Muslims in Pakistan

MUMBAI: A group of Islamic scholars today called upon international bodies like United Nations, Human Rights Watch and Amnesty International and governments across the world to devise ways to put an end to killing of Shia Muslims in Pakistan.

"It is extremely shameful," Islamic scholar Maulana Sayed Ahmedalo Abidi, Imam-e-Juma Khoja Jama Masjid Dongri and Principal of Houza Ilmiya Najifi House, told reporters here.

"Shias are being attacked, shot and bombed. This is extremely serious," he said, urging the Indian government to take up the issue in international forums.

He also appealed to the government of Pakistan to ensure that Shias were protected from violence unleashed by militants.

The Islamic scholars said the Army must be made directly responsible and accountable for the law and order situation and safety of all people, including Shias in Quetta and other parts of Balochistan.

"The Human Rights Commission of Pakistan must look into the issue," said Maulana Zaheer Abbas Rizvi, General Secretary All India Shia Muslim Personal Law Board.

Pakistan has been besieged by militant attacks in recent years, many of them carried out by Pakistani Taliban, who have been waging a bloody insurgency against the government.

Radical Sunni militant groups have also increasingly targeted the country's Shias because they do not view them as real Muslims, Rizvi said in a statement.

Many of these sectarian attacks have occurred in southwest Balochistan province, which has the largest concentration of Shias in Pakistan, he said.

The Islamic scholars also condemned the twin blasts at Hyderabad recently.

Protesters at Shahbagh in Bangladesh backed by India

NEW DELHI: The protesters at Shahbagh, a busy intersection in Bangladeshi capital Dhaka, have probably their strongest support from neighbour India.

On Friday, National Security Adviser (NSA) Shivshankar Menon said the protests were a sign of the "open-mindedness" of the Bangladeshi youth, who were battling extremism and upholding fundamental values of democracy. Setting up the Ram Sathe chair in Pune, Menon said, "The ongoing spontaneous gathering against extremist elements and war criminals by thousands of youth at Shahbagh intersection in Dhaka shows the strength of feeling, capacity for political mobilization and open-mindedness of Bangladeshi youth."

The Shahbagh protests started on February 5 after Bangladesh's international war crimes tribunal sentenced Abdul Kader Molla to life imprisonment. The protesters have taken to streets since then, demanding gallows for all those found guilty in war crimes. The protesters have also demanded a ban on the Islamic party Jamaat, whose members are believed to be collaborators with the Pakistani Army during the 1971 war.

I did not think it was appropriate to publish the letter that time as it would have been taken as an evidence against him, but now that he is no more, I went ahead with it," he said.

Guru had said in the letter, "I request Salahuddin to not call the attack of December 13 as a conspiracy. It pains my heart. The attacks are related to Kashmir issue. If the attack was a conspiracy, then the whole struggle is a conspiracy. We should not be ashamed of December 13".

He said as long as the Kashmir issue is kept unresolved, India and its rulers will have "temporary peace".

Ishrat case: Police officers' custody extended till Feb 28

AHMEDABAD: A local court today extended the custody of two police officers, Tarun Barot and Bharat Patel, arrested on Saturday by CBI in connection with alleged fake encounter of Ishrat Jahan, for three more days.

Additional chief judicial magistrate H S Khutwad said "The accused police officers have been remanded to police custody till February 28 for further interrogation."

The agency had earlier argued that the duo, during their one-day police custody granted by the court yesterday, were adopting evasive tactics and not cooperating during interrogation.

"The encounter case is an old one and the accused police officers are adopting various tactics to hide crucial evidence during interrogation," CBI lawyer Abhishek Arora said.

The CBI argued that "the accused police officers, knowing fully well that the police custody granted to them was only for 24 hours, did not at all cooperate during interrogation and gave evasive replies."

Opposing the remand application, counsel Brijrajsinh Jhala, who argued for Patel, said that despite being given 24 hours for interrogation, they were probed only for one and a half hours.

He also said that "false evidence is being created in the name of interrogation", adding that CBI has mentioned that some Call Detail Record (CDR) of police officials involved in nakabandi and encounter was available while earlier the agency had said that CDR was permanently lost.

CBI counsel, however, pointed out that in the initial FIR filed by the Crime Branch, it was mentioned that CDR was permanently lost but the FIR filed by CBI stated that for commercial purposes (billing), telecom companies could make CDR available for seven years.

The CBI had arrested Special Operation Group (SOG), Gandhinagar police inspector Bharat Patel and suspended Mehsana Dy SP Tarun Barot late on Saturday evening.

Patel was police sub-inspector with Crime Branch, Ahmedabad in 2004.

The Gujarat police had alleged that 19-year-old Mumbai girl Ishrat Jahan, Javed Shaikh alias Pranesh Pillai, Amjadali Akbarali Rana and Zeeshan Johar were a part of the conspiracy to assassinate Gujarat Chief Minister Narendra Modi. They were killed in an encounter on June 15, 2004 on a stretch of road between Ahmedabad and Gandhinagar.

Earlier, CBI had arrested Girish Singhal, Superintendent of Police with State Crime Records Bureau, and J G Parmar, retired DSP and the court, after rejecting their remand, had sent them in judicial custody.

After Ishrat's mother complained about the alleged fake encounter, Gujarat High Court constituted a Special Investigation Team (SIT), which concluded that the encounter was fake. The high court handed over the case to CBI on December 1, 2011, and monitoring the investigations.

Bihar asks Centre for helicopter to fight Maoists

PATNA: Bihar government has requested the Centre for a helicopter to carry out operations against Maoists, water resources minister Vijay Kumar Chaudhary told the assembly today.

The state government has written to the Centre recently and would do so in the future, requesting it to provide a helicopter to deal with the Maoist insurgency, Chaudhary said while replying to a short notice question by BJP MLA Avanish Kumar Singh.

Regretting the delay in requisitioning a helicopter, he said the state government had written to the Centre in 2011 seeking guidelines for availability of one to Bihar.

Since the Centre had not framed guidelines and conditions required for hiring a helicopter for anti-Maoist operations, the state government has sought one from neighbouring Jharkhand, he said.

Although Jharkhand has been cooperating with Bihar as far as availability of helicopter was concerned, it was imperative that the state government has one at its disposal for anti-Maoist campaigns, the minister said.

Apart from Bihar, the Maoist-affected states of Odisha, Chhatisgarh, Jharkhand and Andhra Pradesh have helicopters for such use, the minister added.

National Security Advisor to visit Kabul today

NEW DELHI: As the timetable for withdrawal of ISAF forces from Afghanistan draws near, the day after is assuming greater significance for India.

Having had an unprecedented run in stabilizing Afghanistan for the past decade, India's role in keeping Afghanistan safe from the Taliban will be crucial not only for the region, but also for New Delhi's own security.

National Security Advisor (NSA) Shivshankar Menon will be in Kabul for a day on Tuesday, where he will meet President Hamid Karzai and other Afghan government officials, and also engage with a cross-section of emerging leaders in that country.

The withdrawal timetable, intersecting with the election schedule in Afghanistan, has made the transition even more complex. Of particular importance to India is who the next generation of leaders in Afghanistan would be. That would be the key in determining whether Afghanistan will fight for a more stable future, or whether it will dissolve into civil war.

India has made massive investment in Afghanistan, mainly in economic and infrastructure sectors. New Delhi is stepping up its security presence in the country, but not fast enough, according to the Afghan government. India's security presence is likely to stop short of sending troops to the country, which could be one of the reasons why Karzai, deeply apprehensive about his survival, is trying to stitch up partnership pacts with his neighbours.

In a recent trilateral summit with Pakistan and the UK, Karzai promised to ink a similar agreement with Pakistan within six months.

What will Karzai's role be after the elections? India is trying to preserve and promote the central role for the Afghan government. This holds the key, because the Western countries — in their rush to secure some kind of reconciliation — have ended up making the Afghan government one of the factions, locked in bloody feuds, in the war-torn nation. That has only heightened Karzai's feeling of insecurity.

Chopper scam: CBI names ex-IAF chief SP Tyagi as suspect

NEW DELHI: Armed with documents from Italy, CBI today named former Air Force Chief S P Tyagi in its preliminary enquiry (PE) into allegations of kickbacks in the Rs 3,600 crore VVIP chopper deal, the second former defence services chief to figure in a scam probe.

Besides the former IAF chief, 10 others including his cousins — Julie, Docsa and Sandeep Tyagi have also been named along with four companies in the PE, CBI sources said here.

CBI has registered the PE to probe allegations that some "middlemen have influenced the deal in favour" of the Italian company AgustaWestland for the supply of 12 AW-101 VVIP/VIP helicopters.

It is also learnt that parent company Finmeccanica paid a commission of seven million Euros (about Rs 50 crore) to the middlemen out of which huge sums were transferred to seven Indian nationals through Tunisia and Mauritius, the PE said.

The money was sent in the garb of engineering contracts with two Indian companies — IDS Infotech and Aeromatrix, it said.

This is the second instance when a former services chief figures in a CBI inquiry. Former Admiral Sushil Kumar was named in a CBI case to probe alleged kickbacks in the purchase of Barak missiles in early 2000.

The sources said suspected European middlemen Carlo Gerosa, Christian Michel and Guido Haschkhe, advocate Gautam Khaitan formerly associated with Aeromatrix and its CEO Praveen Bakshi, former Finmeccanica chairman Giuseppe Orsi, former AgustaWestland CEO Bruno Spagnolini have also been named.

Besides Finmeccanica and AgustaWestland, IDS Infotech and Aeromatrix also figure in the PE, they said.

The team of CBI officials, which returned from Italy with some documents from Finmeccanica and public prosecutor, found enough material in them to start its probe in the alleged payoffs of Rs 362 crore in the helicopter deal, they said.

All the suspects named by the CBI in its PE have denied allegations of receiving or giving kickbacks in the deal.

The sources said the they are likely to be called for questioning in connection with the case.

Karunanidhi slams BJP, AIADMK over stand on Sethusamudram project

CHENNAI: Flaying BJP and AIADMK for their stand on Sethusamudram project, DMK chief M Karunanidhi on Sunday said the national party while in power had proposed the alignment for the project which involves dredging of "Ram Setu" or Adam's Bridge, which it is firmly opposed to now.

Asking Centre to expedite steps to ensure a favourable verdict on the matter in the Supreme Court, the key UPA ally also said "some communal forces" had moved the apex court with a view to creating roadblocks.

"After considering various proposals over the route, then NDA government under AB Vajpayee had decided to implement the project on alignment No.6 which involves the Adam's Bridge.

"Having forgotten that and now opposing dredging of Ram Setu ... the conflict (in BJP's stand) should be thought about," he said in a statement here.

The Pachauri committee, which submitted its report to the Supreme Court, has said the Sethusamudram shipping channel project is not viable on economic and ecological grounds.

Government has rejected the report and maintained that it intends to pursue the project which will cut through the Adam's Bridge, popularly known as Ram Setu.

BJP spokesperson Ravishankar Prasad had said his party and the nation "will not tolerate" any tampering with the Ram setu, asking why cutting through it was the only solution.

On AIADMK chief Jayalalithaa's demand to the Prime Minister that Rama setu be declared a national monument, Karunanidhi said the Tamil Nadu chief minister had claimed in 2005 that it was due to her efforts that preliminary work on the project was initiated in 1998 and that she had been a reason for its taking shape.

The party had in its 2001 poll manifesto also spoke in favour of the Sethusamudram project, he said and added she had turned against it since she didn't want DMK to take credit.

Recalling that Prime Minister Manmohan Singh and UPA chairperson Sonia Gandhi besides himself, then chief minister, had attended the inauguration of the project at Madurai, Karunanidhi said even then some had unsuccessfully approached the Supreme Court for a stay against the function.

"With the project going at good pace under then shipping minister TR Baalu, some communal forces had taken the issue to the Supreme Court with a view to creating roadblocks."

Centre should take steps to get a favourable verdict from the court and ensure a better livelihood for people of southern Tamil Nadu, he said.

Ram Setu is the mythical bridge on which Lord Ram and his army crossed the sea to invade Ravan's kingdom. The project envisages dredging of a shipping channel across the Palk Straits between India and Sri Lanka.

Shehla Masood murder: CBI may question senior BJP MLA

NEW DELHI: CBI is likely to question a senior BJP MLA of Madhya Pradesh next week in connection with his alleged association with Shehla Masood murder accused Zahida Parvez and his alleged role in the murder conspiracy.

CBI sources said the agency is awaiting report of Central Forensic Science Laboratory on the authenticity of a CD recovered by it from the residence of Parvez which is expected to be received by it on Monday.

The CD carries some crucial evidence about the alleged relations of the leader with Parvez and the further questioning of the leader would be based on it, they said.

The agency has claimed that the BJP leader had no role in the murder conspiracy. The sources now say that a final examination of the leader was necessary after the new evidence allegedly surfaced.

The sources said CBI wants to clear all its doubts about the suspected role of the political leader in the murder conspiracy of Masood who was killed outside her house in Bhopal on August 16, 2011 when she was leaving to take part in the anti-corruption movement of Anna Hazare.

CBI which has already filed its charge sheet in May last year had recovered some evidence after its filing which made it necessary to question main accused Zahida Parvez and her associate Saba Farooqui, they claimed.

The duo were questioned in Jail by a woman CBI inspector on February 6.

The sources, without giving details of the evidence, said it was important to carry out final questioning of the leader to clarify about his alleged association with Parvez and other details which would clarify the murder mystery.

CBI has earlier asked the BJP leader to appear for a lie-detector test at the CFSL but he expressed in his inability to under the test at the last minute citing health reasons, the sources said.

They said Parvez had raised the issue of larger conspiracy in the murder of the RTI activist which had made it necessary to examine all the actors of the case who are suspected to have dealings with her.

In its charge sheet filed in May last year, CBI has booked Parvez, Farooqui, Ali, Ifran and Tabish under sections 302 (murder), 120B (criminal conspiracy), 201 (causing disappearance of evidence) of IPC and sections 25, 27 of the Arms Act.

The agency had described the motive of RTI activist's murder as jealousy of Parvez with Shehla because of her relationship with the MLA which prompted her to plot her murder.

CBI had alleged that Parvez hired contract killers using Shaqib's contacts who eliminated Shehla. The agency also produced a diary written by Parvez in which she had given some details indicating her knowledge about the killing.

Badal advocates more powers for states

CHANDIGARH: Favouring more powers for the states, Punjab chief minister Parkash Singh Badal on Sunday said the Centre and the states must be equally powerful to combat terrorism in an effective manner.

The situation in the country was "highly volatile" due to wrong policies of the Union government and the recent bomb blasts in Hyderabad were a testimony to this, he said at a function in Hoshiarpur.

"Due to central government's policy of usurping powers of the state, the law and order situation in the country has been adversely affected," the chief minister said.

The net result of these policies was the weakening of the federal structure due to which the nation was confronted with a number of social maladies like poverty, unemployment, illiteracy and others, an official release quoting Badal said.

On the Centre's proposal to set up a National Counter Terrorism Centre ( NCTC), Badal said his party was vehemently opposed to any such idea which amounted to infringing rights of the state.

"NCTC was designed by the Union government to usurp the powers of state governments. This will not be tolerated at any cost," he said.

The Union government must hold fresh consultations with the chief ministers who were the biggest stakeholders in the fight against militancy, he said.

The Centre and the states should jointly re-examine the issues in its entirety.

Congress president or VP natural choice for PM's post: Tharoor

BHOPAL: Union minister Shashi Tharoor on Sunday suggested if the party is voted to power, its president or the vice-president will be the natural choice for the post.

"Everybody knows who is the president and vice president of our party and if people vote for our party, then naturally one among them would become Prime Minister of the country," he said without specifying any name.

He was suggesting that that Congress does not need to name its prime ministerial candidate before the elections.

When asked whether the Lok Sabha polls will be a contest between Gujarat chief minister Narendra Modi and Rahul Gandhi for Prime Minister's post, he dismissed the query.

"In India, we don't have a system like the US where it was a direct contest between President Barack Obama and Republican Party leader Mitt Romney. Here people vote for the party and the elected members then elect their leader," Tharoor told reporters here without taking names of Rahul Gandhi and Modi.

He was here to address a seminar on women empowerment, organised by a private educational institution.

When asked whether Modi has prime ministerial qualities, Tharoor did not to comment.

The Centre is providing lot of funds to the states for the implementation of Right to Education, Sarva Shiksha Ahbiyan and other programmes and it is the duty of the governments under federal system to utilize the money properly, the minister of state for human resource development said.

Without naming any state, Tharoor said he was aware that in some states money was not being utilised properly.

The government should also provide the facility of toilets to girls, which is a major problem, and also ramps in the schools, he said.

When asked about cases of rapes in Madhya Pradesh, he said he was not aware of the exact situation and added that it was a nationwide problem.

There is a need to change the mindset towards women to address the issue in a proper manner, he said.

Hyderabad blasts: Cops get 'clear clues', question 30 people

HYDERABAD: Investigators are believed to have obtained certain "clear clues" based on CCTV footage at the site of the twin blasts in Hyderabad and questioning of some jailed terror suspects here even as a letter purportedly written by Lashkar-e-Taiba (LeT) claimed responsibility.

Sources said that Prime Minister Manmohan Singh while being briefed by state DGP V Dinesh Reddy here about the progress in the investigations so far was told certain "clear clues" were obtained based on footage of the CCTV cameras at the scene and also questioning of some terror suspects lodged in jails here.

According to the sources, the video footage obtained from the site of blasts showed that three people were found moving suspiciously near bicycles strapped with explosives, just minutes before the explosions. Help of experts were being taken to enhance the footage for clarity.

"We are working in close coordination with the National Investigation Agency (NIA) and are hopeful of cracking the case soon," the DGP was said to have told the Prime Minister.
'Lashkar letter'
As multi-probe teams including from NIA analysed the footage and sought details of cycles bought locally, BJP's Andhra Pradesh unit president G Kishan Reddy said he received a threat letter purportedly written by Pakistan-based terror outfit LeT in which it claimed responsibility for the Dilsukhnagar bomb blast on Thursday night.

Police have questioned nearly 30 people in connection with the explosions but yet to make any arrest. 16 people were killed and over 100 injured when two bombs placed on bicycles went off within minutes of each other in which the handiwork of banned militant outfit Indian Mujahideen, which has links with LeT, is being increasingly suspected.

Reddy told reporters he received a letter by post yesterday written in Urdu and English languages.

However, he refused to give a copy of the letter saying he has handed it over to Abids police station. In the letter, the LeT purportedly stated that their next target is Begaumbazar, Reddy claimed. Begumbazar is another crowded wholesale market in the city.

When contacted, Abids police said "we have received a letter from Kishan Reddy today and it is being verified."

In a related development, 30-year-old Somalian national Abdullah Umran Makran and a Hyderabad youth Mohammad Adam arrested in Motihari in Bihar yesterday while trying to sneak into Nepal were subjected to questioning by security agencies on Sunday in the eastern state connection with the blasts.

The Hyderabad police said Adam obtained his driving licence allegedly on fake residential address and they are verifying his antecedents.

CHENNAI: Launching a tirade against the UPA government over the Sri Lankan Tamils issue, key ally DMK today accused it of showing little concern towards the plight of ethnic minorities and failing to see Sri Lanka's "designs" on the matter.

DMK chief M Karunanidhi described as "mere phrases" President Pranab Mukherjee's mention in his address to Parliament that India was making efforts to resettle and rehabilitate internally displaced people in Sri Lanka.

"Indian government seems not to have understood the unprecedented difficulties and struggles of Eelam Tamils who have lost their livelihood, with it (Centre) trying to dilly- dallying on this issue in the President's address," he said in a statement here.

In his address to the joint sitting of Parliament on Thursday, the President had said, "We are making efforts in our engagement with Sri Lanka, including in our efforts to resettle and rehabilitate the internally displaced persons there and to ensure a life of peace, dignity and equality for the Tamil people."

"These are mere phrases and are not reflective of the grief of Tamils," Karunanidhi said.

He accused Sri Lankan President Mahinda Rajapaksa of pretending to India of being concerned about Tamils' welfare and that whatever assistance he received from New Delhi meant for Tamils was actually being used for Sinhalese, he alleged.

Tamil identity, including temples, was being destroyed while their land and property were being usurped by Sinhalese, the 88-year-old leader claimed.

"While many countries are trying to brand him as a war criminal and punish him for the same, one cannot understand why India doesn't understand his designs," he said.

The DMK patriarch also took a dig at his arch rival and chief minister Jayalalithaa for condemning the alleged cold- blooded killing of slain LTTE chief V Prabhakaran's son Balachandran, saying she had moved a resolution in the Tamil Nadu Assembly in 2002 seeking the LTTE founder's extradition to India.

Assembly elections 2013: Meghalaya, Nagaland record around 85 per cent voting each

SHILLONG/KOHIMA: Voting ended peacefully on Saturday in the Meghalaya assembly elections as people defied a shutdown called by an outlawed group to cast their ballots.

"An estimated of 81 per cent voters have cast their ballot till 4pm across the state. We expect the percentage to increase to 85 per cent or more," chief electoral officer Prashant Naik told IANS.

"The final voting figure would be available later", he added.

"Polling has been conducted in a free, fair and peaceful manner with no report of major incidents," Naik said. However, he said there were reports of snags in some electronic voting machines (EVMs) but were replaced.

The Border Security Force (BSF) stepped up patrolling along the India-Bangladesh border in Meghalaya following the shutdown called by Hynniewtrep National Liberation Council (HNLC).

"We have put our troopers on high alert all along the Bangladesh border to prevent possible infiltration of HNLC rebels into Meghalaya to disrupt the elections," BSF spokesman Ravi Gandhi said.

Meghalaya with a population of nearly three million according to 2011 census, has a total of 1,503,907 voters, including 759,608 women dominating in many constituencies of this matrilineal state.

"Who are they (HNLC) to deny my democratic rights? People have come out in large numbers to exercise their franchise without fear," said Kitbok Wanniang, a voter in Nongkwar.

Agnes Kharshiing, an activist, said at least six people used Rule 49-0 under The Conduct of Elections Rules, 1961, to record their desire not to vote.

"Six voters in different constituencies have used Rule 49-O since we are not satisfied with the candidates contesting in the elections," Kharshiing told IANS.

Polling started at 7am with people turning out in huge numbers to elect a 60-member assembly despite the shutdown.

"It is my birthright and I voted for a person I have faith who will fight for people's rights in the assembly," Mathew Chyne, a voter in Sohra, said.

The fate of 345 candidates, including 25 women and 122 independents, has been sealed in the EVMs. The votes will be counted February 28.

Voting took place at 2,485 polling booths, out of which 842 were termed hypersensitive.

Chief minister Mukul Sangma and his wife Dikanchi D Shira voted in Chengkompara polling booth in Ampati constituency.

"We are getting a good response from the people. I'm sure there will be a swing in favour of the Congress," Sangma told IANS. His wife and brother-in-law Zenith are contesting from Mahendraganj and Rangsakona constituencies.

The United Democratic Party (UDP) is equally confident of ousting the ruling Congress.

"I'm confident that the UDP will gain more seats and we are confident of ousting the Congress party from power," UDP chief and former chief minister Donkupar Roy said after casting his ballot in Disong in Shella constituency around 7.30am.

The Congress has fielded candidates in all constituencies followed by the UDP which is contesting 50 seats.

The Purno Sangma-led Nationalist People's Party has 32 candidates while the Nationalist Congress Party will contest in 21 seats. The Hill State People's Democratic Party has fielded 17 candidates.

"I'm confident that a non-Congress government will replace the ruling Congress-led government. We (NPP) are expecting at least 18 seats," former Lok Sabha Speaker Purno Sangma said.

Two of Sangma's sons — Conrad and James — are seeking re-election from Selsella and Dadenggre assembly constituencies.

Heavy turnout in Nagaland

Voters were still lined up at many polling booths across Nagaland at the scheduled end of voting at 4pm as the state recorded a heavy turnout in the assembly elections Sunday, officials said. Polling was peaceful.

Polling was held for the 59 of the 60 assembly constituencies in Nagaland, with the The election to Tuensang Sadar I countermanded after Congress candidate P Chuba Chang died on Friday.

"Voters were seen coming out enthusiastically to polling stations after the polling began at 7am. in most of the polling stations. While only 17.5 per cent polling was recorded till 10am, the polling per centage went up to over 65 per cent till 2pm. We have registered over 83 per cent polling till 4pm," said Nagaland joint chief electoral officer N Moa Aier told IANS.

"There are still long queues before some of the polling stations and polling officials would have to wait till the last person in the queues cast their votes. So, the final polling percentage is likely to increase further," he said.

In the 2008 assembly polls, the hilly, border state recorded 85 per cent polling, he said.

Nagaland has an electorate of 1,193,438, including 589,505 women.

Aier also said that the election in Nagaland remained one of the most peaceful elections ever. "While there are reports of some minor problems — minor clashes between various party workers, there is no major incidents reported from anywhere in the state so far," he said.

Polling was interrupted in some polling stations due to technical problems with the EVMs.

"There were reports of technical problems in the EVMs from some polling stations. A total of 30 EVMs in various polling stations had to be replaced due to technical problems in them," he said adding that polling later resumed in those polling stations.

Nagaland chief minister Neiphiu Rio exercised his franchise at his native village Touphema in Northern Angami constituency.

Election officials are using 2,600 EVMs to conduct the polls in 2,023 polling stations. A total of 188 candidates, including two women, are in the fray with 49 outgoing legislators seeking re-election.

The ruling Naga People's Front (NPF) has fielded candidates in all 60 seats while the main opposition party Congress has put up candidates in 57 assembly constituencies.

One third of the 60 constituencies will witness straight fights between the NPF and Congress.

The Bharatiya Janata Party, which won two seats in 2008, has fielded 11 candidates. The Nationalist Congress Party, which has two members in the outgoing assembly, has 15 contenders.

According to election officials, over 26,000 security personnel, including 225 companies of central paramilitary forces and police, have been deployed for the polls.

PM to visit Hyderabad tomorrow

NEW DELHI: Prime Minister Manmohan Singh will visit Hyderabad tomorrow to take stock of the situation in the aftermath of twin bomb blasts there.

Singh will visit the hospital where the injured are being treated besides taking a briefing from chief minister Kiran Reddy, sources said.

Two bombs exploded within a span of minutes in Hyderabad on Thursday evening, killing 16 people and injuring 117.

The central government yesterday came under sharp attack in Parliament, with the Opposition saying terror was being dealt with in a casual manner.

Strongly condemning the blasts, the Prime Minister had said soon after the incident that those responsible for the "dastardly" act would not go unpunished.

He appealed to the public to remain calm and maintain peace.

Singh has sanctioned Rs 2 lakh each to next of kin of those killed in the blasts and Rs 50,000 each to those seriously injured from the PM's Relief Fund.

Investigators today claimed to have got "vital clues" in the probe, with the needle of suspicion zeroing in on banned militant outfit Indian Mujahideen.

Police announced Rs 10 lakh award for information leading to the perpetrators of the serial blasts.

Assembly elections 2013: Meghalaya registers 88% voting, Nagaland 83%

NEW DELHI: Meghalaya recorded 88 per cent polling and Nagaland 83.27 per cent in the assembly elections held on Saturday, which passed off peacefully barring a few minor incidents in Nagaland.

The counting would be held on February 28. Meghalaya recorded a high turnout defying a bandh call by militants in some districts and came close to its last time turnout of 89.04 per cent.

Defying a bandh called by militants in seven districts, 88 per cent of the 15.03 lakh electorate cast their votes to elect 60 members from among 345 candidates in the election to the ninth Meghalaya assembly on Saturday.

State's chief election officer P Naik said voting was more intense in the Khasi Jaintia Hills region despite a 36-hour bandh called from 6pm on Friday by the banned Hynniewtrep National Liberation Council in seven districts.

Nagaland had recorded 86.19 per cent voting in the last assembly polls.

Brisk polling was recorded in Nagaland for 59 out of 60 seats of the state assembly amidst unprecendented security. Polling has been adjourned in Tuensang sadar seat following the sudden death of Congress candidate P Chuba Chang on Friday.

Enthusiasm was noticed among the electorate following calls by Nagaland Baptist Church Council and Election Commission for "one person one vote".

The sources said polling was peaceful across the state barring some skirmishes between party workers and candidates' supporters.

In the bye-elections to six assembly constituencies which were also peaceful, Chalfilh in Mizoram recorded 78 per cent voting, Bhatpar in Uttar Pradesh 50 per cent and Moga in Punjab recorded 70.33 per cent polling, deputy election commissioner Alok Shukla told reporters here.

In the bypolls to three assembly constituencies in West Bengal, Nalhati Birbhum recorded 65 per cent polling, English Bazar in Malda district 75 per cent and Rejinagar in Murshidabad district recorded 72 per cent polling.

Montek's plane waits in air as cows invade airstrip

DHANBAD: A plane carrying Planning Commission deputy chairman Montek Singh Ahluwalia cound not land for quite some time on Saturday due to a cow herd grazing on the airstrip near here and it touched down only after officials stepped in and shooed the cattle away.

The pilot of the plane carrying Ahluwalia noticed some cows grazing at the Tata Steel Jharia division airstrip at Bhauran, about 23km from here, at around 10.50am and made some rounds in the air before the airstrip was cleared of the cattle for the plane to land, superintendent of police of Dhanbad Ravi Kanth Dhan said.

The deputy commissioner (DC) of Dhanbad Prashant Kumar and superintendent of police (SP) were at the airstrip to receive the deputy chairman of the Planning Commission.

When the DC and the SP saw the plane hovering over the airstrip and found that some cattle were grazing, they ordered the officials to immediately clear the airstrip.

The SP said since the airstrip was not fenced, the area is completely exposed to nearby villages that use the ground for grazing their cattle heads. Ahluwalia is in Dhanbad to attend the 35th convocation ceremony at the Indian School of Mines.

No increase in HIV/AIDS cases in India: Azad

NEW DELHI: There has been no increase in the number of people living with HIV/AIDS in India, union health minister GhulamNabi Azad said on Friday.

In a written reply in the Lok Sabha, Azad said under the National AIDS Control Programme (NACP), antiretroviral therapy (ART) centres have been established in medical colleges, district hospitals and other local hospitals in the government sector to provide treatment to people with HIV/AIDS.

The minister said there are 380 ART centres functional in the country and 604,987 patients were obtaining free drugs from these centres.

The minister said the government proposed to make 600 ART centres functional in the country by the end of 2016-17 to treat to an estimated 850,000 people living with HIV/AIDS in the country.

Azad said the performance of NACP has been assessed through periodic joint implementation reviews and mid-term review involving development partners.

"All the review missions reported that most of the targets under NACP have been achieved and even surpassed," he said.

Azad quoted an independent impact assessment study, funded by the World Bank, to say that the HIV epidemic in India has remained contained and has been declining in the country.

Increase in condom use in sex work as a result of targeted interventions accounted for the decline, he said quoting from the study.

Afzal's family hasn't approached us: Tihar DG

NEW DELHI: The family of Afzal Guru, who was hanged two weeks ago at Tihar jail, has not yet approached the prison authorities to pray at his grave though the government has made the offer for his close relatives.

"We have not received any letter from Guru's family in this regard," Director General of Tihar Prisons Vimla Mehra told reporters.

The government has already said it will allow Guru's close relatives to visit his grave, an offer rejected by the family which has been insisting on return of his body to them.

Asked whether jail authorities will allow family members to visit Guru's grave if they make a request, Mehra refrained from giving a direct reply, saying "the government is considering it."

On the criticism that the letter sent to Guru's family informing about his hanging reached two days after his execution, Mehra said, "It was a job (Afzal's hanging) assigned to us and we followed the official procedure to execute it."

Guru was hanged at Tihar jail on February 9 in a top secret operation after his final appeal for mercy was rejected by President Pranab Mukherjee. His body was buried inside the jail premises.

Addressing an annual press conference, the DG also listed various activities undertaken at the jail in the past one year.

She said a blanket making unit was established at jail number nine this year where 80 convicts are working currently. The unit supplies blankets to Delhi Police and Delhi Health Department.

Adolf Hitler stumping for votes Meghalaya election

GUWAHATI: Adolf Hitler is running for election in India. So is Frankenstein.

Meghalaya has a special fascination for interesting and sometimes controversial names, and the ballot for state elections on Saturday is proof.

Among the 345 contestants running for the state assembly are Frankenstein Momin, Billykid Sangma, Field Marshal Mawphniang and Romeo Rani. Some, like Kenedy Marak, Kennedy Cornelius Khyriem and Jhim Carter Sangma, are clearly hoping for the electoral success of their namesake American presidents.

Then there is Hitler.

This 54-year-old father of three has won three elections to the state assembly with little controversy over being named after the Nazi dictator.

His father had worked with the British army, but apparently developed enough of a fascination with Great Britain's archenemy to name his son Adolf Hitler — though he also gave him the middle name Lu, Hitler said.

"I am aware at one point of time Adolf Hitler was the most hated person on Earth for the genocide of the Jews. But my father added 'Lu' in between, naming me Adolf Lu Hitler, and that's why I am different," Hitler told Associated Press from the small village of Mansingre, 200 kilometers (125 miles) west of Guwahati.

Hitler said his name has not stopped him from traveling the world, including to the United States and Germany.

"I never had problems obtaining a visa but I was asked many times during immigration as to why I should have such a name. I told the immigration staff I possibly didn't have a role in my naming," he said.

India played little role in World War II, and many Indians view Hitler not as the personification of evil but as a figure of fascination. Hitler's book "Mein Kampf" is prominently displayed at many Indian bookstores. The owner of a menswear shop named his store "Hitler", then expressed puzzlement last year after Israel complained.

Musfika Haq, a teacher in Meghalaya's capital Shillong, said such names are common in the state.

"Parents obviously get fascinated by names of well-known or great leaders, but must be unaware that some of them, like Hitler, had been highly controversial," he said.

Suriyanelli gang-rape case: Victim lodges complaint against Rajya Sabha deputy chairman PJ Kurien

KOTTAYAM: In a new twist to Suriyanelli gang-rape case, the victim on Friday lodged a police complaint insisting that Rajya Sabha deputy chairman PJ Kurien be made an accused.

The complaint lodged at Chingavanam police station also sought that Dharmarajan, an absconding convict who had jumped bail in the case and was arrested recently from Karnataka, and two other people — Unnikrishnan and Jamal, be also arraigned as accused.

According to the complainant, Dharmarajan had told a television channel that he had accompanied Kurien to Kumily rest house in his car on February 19, 1996 where the victim had been sexually exploited.

The victim and her parents had come to the police station to file the complaint.

The assistant sub-inspector accepted the complaint but refused to register the case saying the sub-inspector was not present, the victim's counsel Anila George said.

She said the victim's plea was to make Kurien an accused. So far, there is no police case or FIR against Kurien.

"When his name came up, police went after alibis and they have come to the conclusion that it was not possible for Kurien to be at the Kumily rest house because of the alibis. So he was never made an accused," George claimed.

The counsel said in the light of new amendment to CrPC 166A, when a girl makes a complaint police authorities are bound to register a crime, failing which they are liable to be prosecuted.

Kurien's name figured again in connection with the case recently after the victim wrote to her advocate to explore the possibility of filing a review plea in the Supreme Court, seeking a fresh probe against him. Kurien has maintained he has been cleared of the charges by the apex court.

The case relates to the victim hailing from Suryanelli in Idukki district of Kerala being abducted in January 1996 and transported to various places and sexually exploited by different persons.

MUMBAI: The Indian Navy has added feathers to its armoury with the commission of Indian Coast Guard Ship C-154, the New Generation of Arneson Surface Drive (ASD) Interceptor Boat.

The 28 metres long Interceptor Boat with 75 tonnes displacement can achieve a maximum speed of 35 knots. This Interceptor Boat has been built by M/s Bharati Shipyard Ltd.

The vessel is fitted with state-of-the-art navigation and communication equipment and medium range armament. It is designed for high speed interception, close-coast patrol, low-intensity maritime operations, Search & Rescue and maritime surveillance.

The IB is also capable of operating in shallow water as well as in deep seas. The IB is fitted with 02 main engines of 1630 KW each and ASD system. The IB is provided with advanced navigational and communication equipment.

The Interceptor Boat ICGS C-154 is based at Mumbai under the Administrative and Operational Control of the Commander, No 2 Coast Guard District HQ, Mumbai.

Mirwaiz placed under house arrest in Kashmir

SRINAGAR: Chairman of moderate faction of Hurriyat Conference MirwaizUmarFarooq was today placed under house arrest here soon after his arrival from New Delhi.

The Mirwaiz, who was under house arrest in Delhi following hanging of Parliament attack convict Mohammad Afzal Guru on February 9, was allowed to return to the Valley.

He was escorted by a police posse from Srinagar Airport to his Nigeen residence and served with the house arrest order, Hurriyat spokesman said.

The Hurriyat chairman had called a press conference but the media-persons were not allowed to enter the premises of the Mirwaiz's residence, the spokesman said.

"The Mirwaiz was scheduled to visit the family of Afzal Guru after chairing a meeting of Hurriyat but the government has imposed curbs on all his activities," the spokesman said.

Trade unions warn of bigger agitation

NEW DELHI: Major trade unions on Thursday warned the central government of bigger agitation in the country, describing the two-day national strike as "the beginning of the chapter".

"The two-day countrywide agitation has been successful but we will launch a bigger agitation and this is only a beginning of the chapter," All India Trade Union Congress (AITUC) general secretary Gurudas Dasgupta told reporters here.

"More and more factories and people joined the strike on the last day (Thursday). Those factories which were opened yesterday (Wednesday) joined the agitation today (Thursday)," he told reporters here.

He was accompanied by other leaders of several trade unions which included likes of Indian Trade Union Congress (INTUC), Hind Mazdoor Sabha (HMS), Centre of Indian Trade Unions (CITU).

Dasgupta also said that international trade unions of Greece, Cyprus, Italy, Japan and other countries expressed their solidarity with the strike.

"It is not us but the government which is responsible for the strike, which has reportedly caused a loss of Rs.26,000 crore. Had they paid heed to our demands, it would not have happened," Dasgupta said when asked about the strike's ramifications on the economy of the country.

However, in the Business Advisory Committee meeting of the Rajya Sabha, SP and other parties opposed the demand of Left parties to bring up the Kurien issue in the House.

Question Hour in the Lok Sabha is also likely to be disrupted with Left parties planning to move an Adjournment Motion to discuss the strike by the bank employees.

During the all-party meeting, government proposed to the Opposition that the pending Bills on which there is near unanimity should be passed after a discussion in the House. 2 more ministers resign, Jagadish Shettar govt safe for now

BANGALORE: With in a month after 12 of its MLAs resigned, the beleaguered ruling-BJP yet again received a jolt.

Joining the list of the ministers and MLAs to resign, forest minister CP Yogeshwar and small scale industries minister Narasimha Naik resigned from the ministry by handing the papers to chief minister Jagadish Shettar on Thursday.

As Speaker KG Bopaiah was out of the state, Yogeshwar and Naik are expected to resign their assembly membership on Friday. Both of them resigned from the ministry following assurance from Congress that they would be soon admitted to the party. With two more wickets likely to fall, the list of BJP MLAs who have resigned in last one month adds to 14. In January 12 MLAs, including ministers Shobha Karandlaje and CM Udasi, loyal to former chief minister and Karnataka Janata Party (KJP) supremo BS Yeddyurappa resigned their assembly membership.

Shettar is said to have given dressing down to Yogeshwar when he went to put his papers. Sources present in the spot told TOI that the CM expressed displeasure over MLA from Channapatana saying the BJP has given him every thing including best of the portfolios and the minister did not have gratitude. "The party was hoping that you (Yogeshwar) would be a leader in Mysore-Karnataka belt, but was quitting for the sake of chasing power," Shettar is said to have expressed. Sources said Naik too received some admonish.

Hurry to put in papers, the duo set the journey to Kodagu district, 250 km from Bangalore to reach Bopaiah. But Yogeshwar and Naik had to return midway from Mandya after Speaker communicated saying he was out of the state and could meet them only on Friday.

Reacting to resignations, Shettar said there is no loss to the party by the developments. "They utilized BJP for maximum extent and are quitting at the when elections are round the corner. There is no good future in politics for the turn coats," he said. KPCC chief G Parameshwara maintained that Congress has nothing to do with resignations of Yogeshwar and Naik. "The Pradesh unit has sent the list to high command of the people who wants to join Congress from other parties. Tickets will be given keeping in mind of the party leaders and local units," he said.

Despite the daily trickle of BJP MLAs resigning, the Jagadish Shettar government has managed to keep its head above water and is surviving. More wickets are likely to fall in the coming days. So far the resignations tally of BJP MLAs stands at 14 apart from two others, whose papers are yet to be accepted by the Speaker. The other two ministers who resigned were Shobha Karandlaje and CM Udasi.

As of now, BJP's total strength in the House of 225 with 15 vacancies is 106 including Independent member Varthur R Prakash, speaker and nominated MLA. The combined strength of the Congress and JD(S) is 96.

Polls to 208 urban local bodies including seven city corporations, which is almost the pre-finals to the assembly elections due in May are said to be the reason for those wanting to come out of the BJP hurrying up. These members are also in haste to be rehabilitated in other parties with Congress and not former CM BS Yeddyurappa's KJP being the destination. Reason being they prefer to have a say in the selection of candidates for the civic polls who in turn will support them during the assembly elections.

Neither Yeddyurappa, who had taken a vow to topple the Shettar government nor the Congress or JD(S) are interested in unseating the BJP government. It is dying a slow death by the day. Yeddyurappa backed out of the idea after the BJP central leadership announced that Shettar would lead the party in the polls. Toppling a Lingayat headed government would have only earned him the ire of the community, whose hold he is trying to retain. The Congress did not venture as it would have led to governor HR Bhardwaj's intervention and ultimately President's rule. The JD(S) with its 25 MLAs just does not have the numbers to even consider the idea.

Jallianwala Bagh massacre: British PM defends decision for not saying sorry

AMRITSAR: British Prime Minister David Cameron visited the site of a colonial-era massacre on Wednesday, describing the episode as "deeply shameful" while stopping short of a public apology.

On the last leg of a three-day trip aimed at forging deeper economic ties, Cameron took the bold decision to visit the city of Amritsar and tackle an enduring scar of British rule over the subcontinent, which ended in 1947.

Dressed in a dark suit and bowing his head, he laid a wreath at the memorial to the victims at Jallianwala Bagh where British troops opened fire on thousands of unarmed protesters in 1919.

In a message in the visitors' book, he wrote: "This was a deeply shameful event in British history and one that Winston Churchill rightly declared at the time as 'monstrous'. We must never forget what happened here. And in remembering we must ensure that the United Kingdom stands up for the right of peaceful protest around the world."

He later defended his decision not to say sorry, explaining that it happened 40 years before he was born and "I don't think the right thing is to reach back into history and to seek out things you can apologize for".

"I think the right thing is to acknowledge what happened, to recall what happened, to show respect and understanding for what happened," Guardian newspaper quoted him as saying.

The number of casualties at the Jallianwala Bagh garden is unclear, with colonial-era records showing about 400 deaths while Indian figures put the number killed at closer to 1,000.

SK Mukherjee, the secretary of the Jallianwala Bagh memorial trust, spent half an hour guiding the British leader around the site, showing him a well into which 120 people jumped to their deaths as well as bullet holes in the walls.

Mukherjee said Cameron had struggled for words but had told him he was "regretful and this should not happen ever again" as he left the memorial which has 20,000 visitors a day.

The incident saw soldiers under General Reginald Dyer's command open fire on men, women and children in the enclosed area in one of the most infamous episodes of Britain's colonial rule that helped spur the independence movement.

But the move to visit the site is seen as a gamble by Cameron, who is travelling with British-Indian parliamentarians, and could lead to calls for similar treatment from other former colonies or even other victims in India.

It immediately invited a debate about why Cameron was opening up wounds from the past — and was stopping short of saying sorry — during a visit designed to stress the future of Indo-British ties.

Cameron said Monday in Mumbai that he wanted Britain to be India's "partner of choice", stressing their shared history, democratic values and the 1.5 million Britons of Indian origin as a foundation for a deeper alliance.

"Writing a note in the visitors' diary is a half-hearted approach. He should have met us to say sorry," Bhusan Behl, who heads a trust for the families of Jallianwala Bagh victims, told AFP.

He has campaigned for decades on behalf of his grandfather who was killed in the shooting, which was immortalised in Richard Attenborough's film "Gandhi" and features in Salman Rushdie's epic book "Midnight's Children".

Cameron is the first serving British prime minister to visit the site, diplomatic sources said, but not the first senior British public figure.

In 1997 the Queen laid a wreath at a site during a tour of India. But her gaffe-prone husband Prince Philip stole the headlines by reportedly saying that the Indian estimates for the death count were "vastly exaggerated".

Daljit Kaur, a 29-year-old British citizen of Indian origin, praised Cameron, who has visited India twice and made building an alliance with New Delhi a foreign policy priority since his election in 2010.

"I am proud that a British prime minister has admitted the blunders committed by former leaders and has invested his energy to understand Indian culture," she said.

Earlier in the day Cameron visited the Golden Temple, the most revered place for the Sikh religion, where he walked around bare foot and was photographed wearing a blue cloth covering his head.

Cameron has made several official apologies since becoming prime minister, saying sorry for the official handling of a football disaster at Hillsborough stadium in 1989 and 1972 killings in Northern Ireland known as "Bloody Sunday".

ED to seize Jaganmohan Reddy's properties worth Rs 122 crore

NEW DELHI: Enforcement Directorate will take possession of properties worth Rs 122 crore after a competent authority on Wednesday approved ED's attachments in connection with its money laundering probe against YSR Congress chief Jaganmohan Reddy and his associates.

The adjudicating authority of the Prevention of Money Laundering Act (PMLA) on Wednesday approved two separate attachment orders valued at Rs 51 crore and Rs 71 crore of the agency paving way for their immediate seizure by the ED.

The step will ensure that the parties involved in these two cases will not be able to derive benefits of these properties by way of selling, leasing, renting or using these assets.

The ED had last year issued attachment orders on plots worth Rs 71 crore owned by Dubai-based Emaar Properties, its joint venture Emaar MGF and others in connection with its probe into alleged irregularities in land transfer and sale of villas and apartments at Hyderabad.

The agency had also issued attachment orders on properties worth Rs 51 crore as it attached more than 13 acres of land of M/s Janani Infrastructure Private Limited and fixed deposits worth Rs 14.50 crore of M/s Jagati Publication Limited as "kickbacks allegedly received in lieu of granting favours" to private entities.

The attachment order, issued under stringent provisions of PMLA, was also against private companies which were "illegally benefited as a result of criminal activity" and illegal sanctions granted during the tenure of YS Rajasekhara Reddy.

The other properties attached by the agency are 35 acres of land and fixed deposit of Rs 3 crore of M/s Hetero Drugs Limited, 96 acres of land of M/s APL Research Centre Limited, a 100 per cent subsidiary of Ms Aurobindo Pharma Limited, and fixed deposit of Rs 3 crore of Aurobindo Pharma.

Air India rap: Pilot may face disciplinary action

NEW DELHI: Air India may take disciplinary action against a pilot, who uploaded a video of a song laced with sarcasm and expletives against airline management.

However, the pilot has "unconditionally apologised and promised to withdraw the video from the Internet site. We have asked the General Manager of the region to examine the matter and take action if need be," Air India CMD Rohit Nandan told reporters here.

Replying to questions, the airline chief said, "We have viewed it and taken cognizance of it. The pilot has also been spoken to."

Air India sources had earlier ruled out any "knee-jerk reaction" saying "they were verifying the facts, including whether the main actor in the video was a pilot with the airline and whether the video is doctored or his photo morphed".

Titled "Air India Rap", the video shows the young pilot getting dressed for work only to be later told that his flight has been cancelled. The song is about the situation facing the national carrier.

Kurien writes to RS members on rape charges

NEW DELHI: Ahead of the Budget session of Parliament, Rajya Sabha Deputy Chairman P J Kurien has written to members of the House, saying three police inquiries and two judicial processes have cleared him in the 17-year-old Suryanelli rape case.

Kurien, who is under attack since the victim demanded recently that he be made an accused in the case, has attached an elaborate note on the sequence of events along with his appeal -- "kindly read in full and apply your judicious mind". The attempt by the senior Congress leader from Kerala to reach out to Rajya Sabha members assumes significance as it comes just ahead of the Budget session beginning tomorrow during which opposition is expected to rake up the issue with demands for his resignation.

The note titled "The Truth About Prof P J Kurien" reads-- "This false allegation was investigated three times by senior-level police officers (two under the Left Front governments). The Kerala high court has exonerated him and the Supreme Court confirmed the discharge in 2007. What more can Prof Kurien do to prove his innocence?" The note alleges that the CPI(M) was "propagating falsehood" by "trying to link" the recent Supreme Court judgment in the case to the exoneration given to Kurien by the Kerala high court which was upheld by the Supreme Court.

"The Supreme Court recently set aside the Kerala high court acquittal of 35 accused in the main Suryanelli case. It must be noted here that Prof Kurien was not at all an accused in this case," says the note. It says that the recent Supreme Court direction in the "main Suryanelli case" to Kerala High Court "does not involve (a) re-trial of the case, or (b) re-investigation of the case" and "it is only for re-hearing the appeal of the convicts, who were acquitted by the Kerala High Court".

"It is (a) reiterated that exoneration of Prof P J Kurien by the Kerala high court (in a private complaint filed by the girl) and the Kerala High Court's acquittal of the 35 accused persons, convicted by the trial court, were not linke at all," the note says.

Sushilkumar Shinde gives in, regrets 'Hindu terror' remarks

NEW DELHI: Union home minister Sushilkumar Shinde expressed regret over his "Hindu terror" remarks he made at the Congress meeting in Jaipur in January this year.

In a statement issued on Wednesday, Shinde said, "Since my statement created a controvery, I regret it. I had no intention to link terrorism with any religion."

Earlier in January, Shinde had accused the BJP and the RSS of fanning Hindu terrorism. He said, "Reports have come during investigation that BJP and RSS conduct terror training camps to spread terrorism ... Bombs were planted in Samjhauta express, Mecca Masjid and also a blast was carried out in Malegaon. We will have to think about it seriously and will have to remain alert."

This created a furore with RSS and BJP terming the remarks as "dangerous" and accused Congress of indulging in "destructive politics". The BJP called for the resignation of the home minister.

The BJP also threatened to launch an agitation against Shinde and boycott him in Parliament, which is convening on Thursday for the Budget session.

According to sources, Shinde had conveyed to BJP's Sushma Swaraj, the leader of the opposition in the Lok Sabha, that he will talk to her to find a way out on the saffron terror issue to ensure smooth functioning of Parliament.

Shinde's regret for his remarks is seen as a deal between the BJP and Congress to allow smooth functioning of the Parliament during the Budget session.

Sharad Yadav's 'beautiful' remark stumps scribe

BHOPAL: Janata Dal (United) president Sharad Yadav on Tuesday made a sexist remark at a woman reporter during a press conference here on Tuesday.

When the reporter wanted him to answer which of the two states, Bihar or Madhya Pradesh, is better, Sharad Yadav evaded a reply and said, "whole country is good."

But the NDA convenor did not stop at that and went on to target the reporter saying, "even you are very beautiful".

His jibe evoked a loud laughter from all present.

The former union minister has political links with both the states and has represented them in Parliament at different times and hence was perhaps uncomfortable giving a direct reply to the reporter's question.

Yadav was elected to Lok Sabha from Jabalpur in Madhya Pradesh in late 1970s, while currently he represents the Madhepura constituency of Bihar in the lower House of Parliament.

Sharad Yadav's remarks come close on the heels of another senior politician Union minister Vayalar Ravi targeting a woman scribe when asked a probing question about Congress leader PJ Kurien.

Sharad Yadav is also a vocal and long-standing critic of the women's reservation bill.

Uttar Pradesh budget 'irrelevant, hopeless': Opposition

LUCKNOW: Opposition parties on Tuesday dubbed as "irrelevant and hopeless" the 2013-14 Uttar Pradesh budget presented by chief minister Akhilesh Yadav.

Leader of the opposition in the state assembly and senior BSP leader Swami Prasad Maurya termed the budget as irrelevant and questioned the logic behind bringing the budget when a major portion of that presented last year remained unspent.

"The government has brought the new budget for the next fiscal (2013-14) only for filling its own pockets," Maurya alleged.

In a similar vein, state BJP chief Laxmikant Bajpai said government needs to tell the people the need for bringing another budget when last year's budget has not yet been exhausted.

Referring to various provisions made for minorities, he termed the budget as communal in which proper provisions have not been made for agriculture production and industrial development.

Citing figures, he said though Samajwadi Party is supporting the UPA government at the Centre, the state has got only Rs 17,345 crore of the Rs 35,982 crore Centre's share.

Congress spokesman Rajiv Bakshi condemned the budget as anti-people and hopeless for farmers, entrepreneurs and youth.

He said the amount earmarked for backward Purvanchal and Bundelkhand region was inadequate.

To the allegation that UP has not got Centre's share, he said it was because the state has failed to give utilisation certificate and so the blame lies with the state.

Rashtriya Lok Dal state unit chief Munna Singh Chauhan termed the budget as a bundle of lies, while state secretary of CPI Girish said the aim of the entire budget is to manage social equations with an eye on the coming Lok Sabha polls.

My name in Black List a conspiracy to eliminate me politically: Sukhpal Khaira

JALANDHAR: Reacting strongly to inclusion of his name figuring in Punjab Police's "Black List of Sikh Terrorists", which was reported by TOI on Tuesday, former Congress MLA Sukhpal Singh Khaira has alleged that it was a deep rooted and well planned conspiracy to eliminate him politically at the behest of CM and deputy chief minister which now stood exposed.

"The inclusion of my name in the Sikh terror list has been done with twin intentions, one to damage my image as a secular leader with the masses and secondly to prepare a dossier against me to be passes on to the Indian intelligence agencies such as IB and RAW. By doing so, the conspirators want to damage my political image with the High Command of the Congress party at Delhi," Khaira said while addressing a press conference here on Tuesday.

Badal government should make public all the names from this black List so that people could know that whose names were included. "I suspect that names of some other Congress leaders would also have been included," he said.

He said that he was being targeted as he had been in the forefront to expose the scandalous misdeeds of the Badal family both within the Vidhan Sabha and outside. "I have launched a consistent crusade against the hijack of transport, cable network, bulk liquor, sand mining by the Badals and their ill gotten wealth. I have also highlighted the wrongful and unconstitutional appointment of the present DGP Sumedh Saini," he said.

"Going by the desperation of Akali government to finish me politically I apprehend that I can be harmed physically also," Khaira alleged. "Even PPCC president Captain Amarinder Singh and some other well wishers have cautioned me about it," he said.

While also taking exception to the inclusion of his later father's name also in the list, which was being removed now after his death in 2010, Khaira challenged the state government to prove anything against him or his late father. "My father was a decorated Police officer till he resigned in seventies. There was nothing against him during his life time and he never supported nay terror activity as he was a leading Akali leader. Police brass should tell that how his name was also included in the list," he said.

Khaira said that he would also be sending a legal notice to Punjab Dy CM Sukhbir Badal on the issue who also holds the Home Department.

He said that he got deleted names of two NRI Sikhs fro mthe Black List of MHA who could then visit the country then.

"What is more intriguing is that when I raised the issue of a Sikh terror list prepared by the Punjab Police in the Vidhan Sabha in February 2011, the Chief Minister vehemently denied existence of any such list. To contradict his false statement, I placed on the floor of the Vidhan Sabha a list of Punjab Police containing the names of 110 Sikhs," he recalled.

He said that earlier he was implicated in false cases by the Punjab Police after Badal came to power and now the state government was victimizing in a different and secretive manner.

Khaira said that while BJP made a lot of noise over use of words Safron Terrorism by union home minister but it was during SAD-BJP rule that Police officials were using the terminology "Sikh Terrorists" in their communications. Both parties should explain their position on the issue now.
