LUCKNOW: The war of words between ruling Samajwadi Party and its arch rival BahujanSamaj Party got personal here on Wednesday.

Reacting strongly to chief minister AkhileshYadav's statement that "those who have a problem with law and order scenario in UP, may leave the state", BSP chief Mayawati said the Yadav junior was acting in a childish way, suggesting the CM to "grow up".

Talking to reporters on Wednesday she said, "If this is what he thinks, tell your father to leave who had publicallycriticized the way he was ruling the state." Mayawati also said that Akhilesh was told by his father that he should take lessons from Nitish Kumar, chief minister of Bihar.

While distributing laptops under his government's populist scheme on July 27, Akhilesh stated that those who complain about the law and order scenario in UP, may very well leave the state. Akhilesh was probably irritated by the constant attacks launched by the BSP and its leaders.

Almost every second day, some BSP leader issues a public statement that the law and order scenario in the state was deteriorating by each passing day. They ritualistically urge BL Joshi, the governor of UP, to recommend for President's rule in the state.

BJP hits back at Nitish for remarks against party

PATNA: BJP on Wednesday hit back at Bihar chief minister Nitish Kumar for his remarks vowing to put the saffron party in place in future and said that he should bother about his party JD(U)'s fate as the people of Bihar will bring it down in the next general elections.

"The people of Bihar will teach a lesson to Kumar and his party JD(U) for showing disrespect to mandate for NDA in 2010 assembly polls and they will put the ruling party in place during the next parliamentary polls," BJP legislature party leader Sushil Kumar Modi said.

Trashing the chief minister's remarks, he said the former should understand one thing that it will be the turn of JD(U) to be reduced to a smaller entity after the next general elections and the BJP has only one way to go that's to rule Bihar in future.

Referring to the resignation of the state unit spokesman Ramkishore Singh from the primary membership of the party a day after he was removed from the post for his anti-Narendra Modi remarks, the senior BJP said that the development was not significant as part as he was concerned.

On the chief minister's repeated attack on the BJP lawmakers for unilateral decision to take the mantle of main opposition in the state legislature post-split by the JD(U) from the NDA, Modi said that the former had forced us to play the role of an opposition by throwing out from the government on an issue that was not hindering alliance in Bihar.

Shobhaa De's tweet on separating Mumbai upsets Shiv Sena, MNS

MUMBAI: An innocuous Twitter comment by celebrity author Shobhaa De became the cause of a bitter backlash by two major political parties in the state here on Wednesday.

De's tweet on the possibility of separating Mumbai from Maharashtra after the formation of Telangana evoked sharp reactions from the Shiv Sena and the Maharashtra Navnirman Sena (MNS), led by warring cousins Uddhav Thackeray and Raj Thackeray respectively.

The Shiv Sena reacted by alleging that De was talking as if she was drunk after a Page 3 party.

Party spokesman Sanjay Raut said the state government should register an offence against this 'bai' (woman) for her remark.

"After Telangana, many people in Maharashtra are overjoyed and are clamouring for a separate Vidarbha or a separate Mumbai. If they cannot respect Maharashtra, we shall teach them how to do so," Raut declared.

Raj Thackeray went a step further and attacked De by saying that creating a new state was not as easy as getting a divorce and she would understand that.

De's tweet was: "Maharashtra and Mumbai??? Why not? Mumbai has always fancied itself as an independent entity anyway. This game has countless possibilities."

Later, De said that it was a satirical tweet in the context of the newly-proposed Telangana state, which was not to be taken literally since she was neither recommending nor endorsing it.

De explained it was a comment on how lot of political parties would take advantage of narrow interests with elections just round the corner.

On Raj Thackeray's acidic reaction, De brushed it aside and said that she took them as "seriously" as his cartoons, and he could understand satire better than anyone else.

Aam Aadmi Party gets broom as election symbol

NEW DELHI: The AamAadmi Party (AAP) said on Wednesday that it will contest the coming Delhi assembly election with "broom" as its symbol.

"Aam Aadmi Party is happy to announce that the election commission has allotted 'broom' for all the 70 assembly constituencies of Delhi," said a party statement.

The newly formed party said broom symbolized dignity of labour.

"With broom, the party hopes to clean the filth which has permeated our government and legislature. The country needs a clean sweep of its corrupted mainstream political parties," the statement added.

The Delhi elections are scheduled later this year.

Indian, Chinese armies to hold counterterror exercise in October-November

NEW DELHI: Shrugging aside recent troop incursions and face-offs along the Line of Actual Control, India and China are getting all set to resume their joint "Hand-in-Hand" (HiH) counterterrorism exercise towards end-2013 after a five-year hiatus.

Sources on Wednesday said a high-level delegation of the People's Liberation Army (PLA) will be visiting the Eastern Army Command at Kolkatta in end-August to "plan and discuss" the third edition of the HiH exercise in China in October-November this year.

The HiH exercises, the first two editions of which were held at Kunming (China) in 2007 and Belgaum in 2008, were frozen after diplomatic spats over visa and other issues in 2009-2010. Though largely symbolic with just around 100 to 150 soldiers from each side undertaking counter-terror drills, the exercise is seen as a major confidence-building measure between the world's largest and second-largest armies ranged against each other along the 4,057-km Line of Actual Control (LAC).

The decision to hold the third round of the HiH exercise was firmed up during the visit of Antony, accompanied by a high-level delegation, to China earlier this month. India is keen to progressively enhance military ties with China, keep "communication channels open" and "eliminate potential" for Depsang-like incidents to reoccur.

Anotny recently described the 21-day face-off in April-May - the two rival armies had pitched tents and carried out banner drills after PLA troops intruded 19 km into Depsang valley in the Daulat Beg Oldi (DBO) sector in Ladakh - as "an unusual" incident. The two sides will soon hold another round of the joint working group in Beijing to find a solution to prevent such "unpleasant incidents" and "embarrassing" face-offs, he said.

India to restore subsidized gas supply to Bhutan from August 1

NEW DELHI: India will restore the supply of subsidized gas to Bhutan from August 1, a month after it was halted and became a campaign issue in the Himalayan Kingdom's second national polls.

"We have obtained and completed all clearances — technical and administrative. We are ready to supply the subsidized cooking gas and kerosene from August 1," official sources said here on Tuesday.

They also said the decision has been conveyed to the new Bhutanese government.

Prime Minister Tshering Tobgay met with the Indian Ambassador to Bhutan VP Haran at the Gyalyong Tshogkhang (National Assembly Hall) on Monday during which India's decision was conveyed, sources said.

Before the elections, the Indian Oil Corporation discontinued the supply of the subsidized fuel, on technical grounds with officials here maintaining that Bhutan's 10th Plan under which India was providing such assistance expired on June 30.

India's subsidy cut to Bhutan gave rise to reports that the decision was taken in view of government's unhappiness with former prime minister and chief of ruling political party Druk Phuensum Tshogpa Jigme Thinley's proximity with China.

Meanwhile, Haran was introduced to the new Bhutanese Cabinet ministers and as per the press release from the information and media division of the office of the Prime Minister, Tobgay and the Ambassador discussed wide range of issues.

The Ambassador also conveyed government's invitation for the Prime Minister's visit to India which was accepted, and assured that he would make a visit to India at the earliest.

The People's Democratic Party (PDP) won a landslide victory in Bhutan's second national elections held on July 13. The PDP defeated Druk Phuensum Tshogpa (DPT) party by winning 32 seats out of the 47 in the National Assembly.

During the campaigning, the rival parties tried to impress upon voters that concerns like India's withdrawal of subsidy on kerosene and cooking gas would be resolved once they form the government.

Telangana will be 29th state

NEW DELHI: Telangana will be the 29th state of India comprising 10 districts with plenty of water and some other natural resources in a backward region lacking development that was at the heart of the separate state demand.

As and when the state is formed, the jewel in the crown will always be the city of Hyderabad, which may for some time, at least 10 years to start with, be the joint capital for the rest of Andhra.

With a population of over 3.5 crore, the new state comprising mostly the areas of the princel Nizam state will have 17 Lok Sabha seats and 119 Assembly seats.

When it joins the Indian Union, people of the region would hope that the new identity would help them overcome the challenges of poverty and backwardness which were at the roots of the separate state movement.

The demand for a separate identity for Telangana is virtually as old as the state of Andhra Pradesh, which came into existence in November 1956 through the States Reorganisation Act.

The Andhra Pradesh government website says: "Telangana agitation was started by the people of the region when they felt that Andhra leaders had flouted the Gentlemen's Agreement which facilitated the formation of Andhra Pradesh.

"In the beginning, the movement demanded the implementation of the safeguards agreed upon earlier, but later it wanted the separation of Telangana from Andhra Pradesh."

That the seat of government in Hyderabad has persistently ignored the needs of Telangana at the expense of the other regions of the state has been a constant grouse of the advocates of separate statehood.

The new Telangana state would comprise the 10 districts of Hyderabad, Medak, Adilabad, Khammam, Karimnagar, Mahbubnagar, Nalgonda, Nizamabad, Rangareddy and Warangal.

Now, according to the Backward Regions Grant Fund 2009-10, 13 districts in Andhra Pradesh have been identified as being backward, of which nine are in Telangana.

Classified as a semi-arid region with a predominantly hot and dry climate, Telangana is not amongst the most fertile regions of the country.

But it does have its share of natural resources and notably contains 20 per cent of the country's coal deposits.

Among other natural resources are mica and bauxite along with some limestone reserves.

But given the lack of development, Telangana has served as a fertile ground for the Maoist insurgency to take root.

A clutch of leaders of the Naxalite movement hail from the region. Slain Maoist Kishanji, who was No.3 in the rebels' hierarchy, hailed from Karimnagar district.

As proponents of a separate Telangana claim, the carving out of a new state would give a fresh impetus for the people of the region to aspire for growth and development.

Especially with the inclusion of Hyderabad, Telangana would find itself in control of one of the primary centres of India's tech story.

Offices of major national and international corporates houses are present in Hyderabad, drawing people from across the country to the city.

Needless to say it is the loss of Hyderabad which would rankle most with 'Unified Andhra' supporters.

But the people of Telangana argue that the seat of the Nizams was always an integral part of their region.

The Telangana agitation, as they point out, was started by the people of the region who complained that "Andhra" leaders had flouted the "Gentlemen's Agreement" which had facilitated the formation of the state, in November 1956.

The feeling of betrayal was also implicit in the discontent, which spread among Telangana officials and the unemployed youth of the region, who felt they were being exploited by the people from the rest of the state who had flocked to the new capital.

CWC recommends creation of new Telangana state

NEW DELHI: Brushing aside opposition after dithering for nearly four years, the Congress and the UPA coalition today unanimously endorsed creation of a separate Telangana state from out of Andhra Pradesh.

"It is resolved to request the Central government to make steps in accordance with the Constitution to form a separate state of Telangana ......within a definite timeframe," said a resolution of the Congress working committee, the highest policy-making body of the party, after over an hour-long meeting.

The Congress also decided to recommend to the government that Hyderabad be made the joint capital of the newly-proposed state and the other regions — Rayalaseema and Coastal Andhra — for a period of 10 years.

The momentous decisions by the CWC and the UPA came after hectic consultations for the last over a week on creation of the 29th state of the country that will have a geographical area of 10 of the 23 districts of undivided Andhra Pradesh.

Today's decision also brings to fruition the announcement made by the then home minister P Chidambaram on December 9, 2009 for creation of Telangana.

Contrary to speculation that the new state could be named Rayala Telangana, including a couple of districts of Rayalaseema, the districts that will be part of the new state will be Adilabad, Karimnagar, Khammam, Mahaboobnagar, Medak, Nalgonda, Nizamabad, Rangareddy and Warangal besides Hyderabad.

At the moment the idea is to have 10 districts in Telangana but it will be for the Group of Ministers to consider demands for inclusion of more areas, AICC general secretary Digvijaya Singh, in charge of Andhra Pradesh affairs in Congress, told a press conference after the CWC meeting.

Out of 42 Lok Sabha seats and 294 assembly seats in Andhra Pradehs, Telangana is likely to have 17 Lok Sabha seats and 119 assembly seats.

At the CWC meeting, the Prime Minister said the decision to create a separate Telangana would help entire Andhra region.

Gandhi, who is also the UPA chairperson, gave a historical perspective on the issue to the CWC meeting in which Digvijaya Singh moved the resolution. It was adopted unanimously.

Like last week end, when indications emerged that the Congress was veering towards formation of Telangana, ministers and MPs belonging to the non-Telangana regions made last ditch efforts to convince Congress President Sonia Gandhi and Prime Minister Manmohan Singh to have a rethink on the issue.

Andhra state, the first entity formed on linguistic basis, was created in 1953 from out of the erstwhile Madras presidency with Kurnool as the capital. With the passing of the States Reorganisation Act, 1956, there was a merger of Hyderabad state and Andhra state to be called Andhra Pradesh from November 1, 1956. Andhra Pradesh now has a population of over 8.5 crore.

The 2009 announcement, taken at the height of an indefinite fast by TRS leader K Chandrashekhar Rao, had ignited street protests in the non-Telangana regions and opposition from ministers, MLAs and leaders from within the party that forced the central government and the Congress leadreship to put the issue on hold.

The Centre held rounds of meetings with all parties from the state and set up a Commission under the chairmanship for Supreme Court Judge Justice Srikrishna, which had given a report suggesting various solutions.

Chief minister Kiran Kumar Reddy, who was opposed to the division of Andhra Pradesh and was said to be thinking in terms of resigning, was called for consultations. He attended the UPA meeting.

However, he dismissed reports of resignation as "rumours". Similarly, Congress ministers in the Union government and the MPs gave enough indications that they would follow the party line.

Telangana may witness growing Naxal activities

NEW DELHI: Economically backward Telangana region could witness growing activities of Maoists in coming months as the rebels may take advantage of the process of creation of the new state which may take close to six months.

Home ministry officials said Telangana, being the home of most of the top CPI (Maoists) leaders, could become easy target for the Naxals considering its close proximity with worst affected regions - Chhattisgarh's Bastar and Maharashtra's Gadchidoli.

During the process of the formation Telangana, the attention of the administration and the police is bound to be diverted as Andhra Pradesh will undergo the exercise of division of the assets, administrative officials and security apparatus etc, officials said.

Once Naxal hot beds - Karminagar, Warangal and Adilabad districts - fall in Telanagana region and the CPI(Maoists) are bound to try their best to activate their old contacts and recruit new cadres in their poor region, the officials said.

"We hope that before the Telangana region turns again into a Naxal hot bed, administration takes full control and rein in all undesirable elements," an official said

Anna Hazare is hopeful for Jan Lokpal before Lok Sabha elections

VARANASI: Social activist and anti-corruption crusader, Anna Hazare, is confident that Congress-led government at the Centre has no other option but to bring Jan Lokpal before the parliamentary election. And, he has reason for this confidence.

"Not the entire countrymen but I have targeted to mobilise and organise at least six crore people before re-launching my agitation at Ramleela Maidain in New Delhi in December next. It will be the final crusade to compel the government for introducing the Jan Lokpal", said Anna while addressing a charged gathering of lawyers at Central Bar Association's (CBA) auditorium here on Tuesday. Anna was here in course of his Jantantra Yatra.

He said that the countrymen have also started realising that party system has crushed the dream of actual democracy in the country. "Everyone is well aware about the Congress's lust for power and this party is well aware that the issue of Jan Lokpal can sink its ship in coming parliamentary election", added Anna

Had there been a real democracy in the country, he said, the present finance minister P Chidambaram, who was in the capacity home minister when he sent Anna to Tihar Jail during his last agitation in order to crush his agitation, could be found in jail for his bid to crush a democratic movement. "The politicians like Kapil Sibbal continued cheating the Jan Lokpal crusaders for months until the proposal of including experts from public in the committee formed to finalise the structure of Jan Lokpal bill was turned down completely last year", said Anna.

He said that the people sitting in government tried to make mockery of a democratic movement because the country could never succeed in experiencing the real democracy event after becoming independent and republic as after independence the place of Britishers was replaced by political parties. He said that there is no provision of party system in constitution as the parliament and assemblies were formed for public representatives, who can be anyone from the public. "But in existing system these parties have changed the definition of democracy which used to be `of the people, for the people and by the people'. It is a complete violation of the constitution and the same reason is allowing the corruption to flourish and patronised", added Anna.

Sharing his experience of his current movement for mobilising the people for his next agitation at national capital, he said that the crowds turned up in his public meetings in Punjab, Haryana, Rajsthan, Uttarakhand and now in UP is generating hope that when he would be sitting on stir at Delhi the countrymen will come on roads once again to build pressure on the government on Jan Lokpal issue.

Goa schools and parents can opt out of midday meal scheme

PANAJI: The schools and the parents can now opt out of the midday meal scheme for students, Goa chief minister Manohar Parrikar announced on Monday.

"If the Parent-teachers Associations and school managements were not able to monitor the quality of mid-day meals served in the school, the government would not object to stoppage of the scheme at the particular school, if such a request is made," Parrikar said. The statement comes in the wake of three incidents of reported food poisoning in the schools in the state. A few days ago, 19 students from a school in Pernem tehsil had to be treated for suspected ill-effects of mid-day meal. Further, the schools would be free to select the local self-help group for supply of the meals. Education department will issue clear guidelines in this regard by weekend, Parrikar said.

Meanwhile, the chief minister also distributed to media copies of a report by the state Food and Drug Administration, which says that there was no food poisoning in the incident at a school in Usgao.

HRD minister asks teachers not to shun midday meal duty

RANCHI: The Union HRD minister MM Pallam Raju on Monday appealed to teachers across the country not to desist from serving meals to the students.

The appeal was made in the wake of thousands of teachers in Bihar refusing to serve free school lunches under midday meal scheme and claiming that it is not part of their job. Teachers in Jharkhand have also written to the HRD department and requested them to absolve them of the mid-day meal duty.

The developments have emerged after the death of many students of a government school who had consumed meal with alleged poisonous substance in it in Bihar a couple of weeks ago.

"I request each of the teachers to participate in the duty. It is the responsibility of all of us to ensure that our children get better foods. Mid-day meal is a very important part of the Sarva Shiksha Abhiyan," Raju told reporters on the sidelines of a programme in Cheri, 35km from here, where he laid the foundation stone for the construction of a permanent building for the Indian Institute of Management.

Antony, Ratan Tata may give evidence in Finmeccanica trial

BUSTO ARSIZIO, Italy: Defence minister AK Antony, together with a former UK defence minister and ex-chairman of Tata Group, have been lined up as witnesses in a trial of former bosses of Italy's Finmeccanica over corruption in a helicopter deal with India.

The trial has raised the prospect that Finmeccanica could be blacklisted in India, the world's largest arms importer and an important growth market for the state-owned aerospace and defence group.

On Monday, a judge in the northern Italian city of Busto Arsizio cleared more than 80 people as possible witnesses, including businessman Ratan Tata and former British defence secretary Geoff Hoon. Those cleared, however, may not be called to testify.

Prosecutors have accused ex-Finmeccanica chairman Giuseppe Orsi of paying bribes to intermediaries to secure the 560 million euro deal in 2010 when he was head of AgustaWestland, the Finmeccanica unit that sold the helicopters.

Bruno Spagnolini, former CEO of AgustaWestland, is being tried alongside Orsi on the same charges. Both deny wrongdoing.

Defence lawyers requested Hoon and Tata to be admitted as witnesses to provide evidence on the defence industry in India. Antony was being called to give testimony on the tendering process in India.

Antony, who has a corruption-free image that sets him apart from many Indian politicians, was defence minister when the Indian Air Force awarded the contract to AgustaWestland.

He is believed to favour blacklisting the firm but could be outvoted by cabinet colleagues who worry it could hamper defence purchases in the future, several government sources said.

The next hearing in the trial will be on Sept 17.

Maharashtra a major source of domestic tourists for Gujarat

MUMBAI: Maharashtra continues to be the state that sends the largest number of tourists to Gujarat. "About 35 percent tourists, that is, 18.80 lakh came from Maharashtra in the last financial year, 2012-13. The gross tourist flow during the year was 254.09 lakh which is 13.62% higher than the flow in 2011-12," said a release issued by the Tourism Corporation of Gujarat Limited (TCGL) on Monday.

Adressing a press meet in Mumbai on Monday, Saurabh Patel, tourism minister, Gujarat said, "We will continue to aggressively market Gujarat as a tourist destination in India as well as abroad." Among the festivals lined up to attract tourists are the Monsoon festival, which begins on August 3, Tarnetar Fair to be held from September 9 to 11, Navratri festival and the Rann Utsav.

The Monsoon Festival will be a month long event in the hill station of Saputara. The destination is close to three major water falls, Gira, Mayadevi and Girmal Falls. "The Tarnetar Fair is a celebration of ethnic Gujarat's folk-dance, music, costumes and the arts. The fair is centred around young tribal men and women seeking marriage partners. Being the most important fair of Saurashtra region, Tarnetar is attended by more than 50,000 people," said a release issued by TCGL.

The Rann Utsav is held on the arid lands of Kutch. "The specially set up tents give an unusual experience of staying in the wilderness while enjoying the cosy comforts of a star hotel," said the release. The festival is known to attract crowds on the full moon day as it presents a unique spectable of the saline desert shimmering in moon light. Among the activities on offer are kite flying, hot-air ballooning, embroidery and handicrafts making workshops.

Assam minister to prove 8 people can have food for just Rs 20

GUWAHATI: Notwithstanding widespread criticism of his comment that eight people could have a proper meal for just Rs 20 and the chief minister distancing himself from it, Assam agriculture minister Nilomoni Sen Deka on Monday said he would prove it.

"I will not apologise for the comment - there is no question at all. Within a week I will call a press conference and explain to everyone how it is possible (meal for eight at Rs 20)," he said.

Deka, who is also the horticulture and food processing minister of the state, had earned the ire of the people by saying last week that eight persons can have a proper meal for Rs 20, which means the cost of a single meal is just Rs 2.5.

His comment triggered widespread protests and strong reactions in the state and all major parties cutting across political ideologies had condemned it.

Assam chief minister Tarun Gogoi had distanced himself from the comment saying it was Deka's personal view.

"I have never said that I will get a meal for Rs 2.50. I do not know why he (Deka) said it and with what context. This was his personal view," Gogoi had said.

With Deka reiterating his comment, various organisations across the state came out on the streets during the day and protested over the minister's meal remark.

Many even burnt his effigies.

Received SMSes warning of threat to my life: Amar

AZAMGARH (UP): Amar Singh, once a prominent face in Samajwadi Party, on Sunday claimed he was receiving text messages warning him not to come to meet slain former MLA Sarvesh Kumar Singh Seepu's family, as "he could also meet the same fate".

Amar, who along with MP Jaya Prada, had come to Amuwari Narainpur village to meet Seepu's family members, however ruled out it being a threat, and said "nobody can dare to threaten me and it must be an advise."

He alleged that the law and order situation is so worse in UP that leave alone common man, even public representatives are not safe.

Former MLA and BSP leader Seepu and Bharat Rai were shot dead by unidentified persons on July 19. The UP government has ordered a CBI probe into the killings.

Without taking any name, Amar claimed involvement of a UP minister in Seepu's murder, and said this angle should also be kept in mind by the CBI team probing the murder.

Without naming any particular community, he alleged that "prominent leaders of a particular caste were being targeted and eliminated" as a part of a "conspiracy" by SP government.

Questioning the existence of 'Samajwadi' model in UP under Akhilesh Yadav's rule, Amar accused SP supremo Mulayam Singh Yadav of using leaders like Chandrashekhar, VP Singh, Amar Singh, Raghuraj Pratap Singh (Raja Bhaiya) and Ram Pyare Singh for political gains, and later disowning them.

On Gujarat chief minister Narendra Modi's statement of being a Hindu nationalist, Amar said he should not said this.

Amar said as his wife belongs to Gujarat, Modi is like his brother-in-law and he won't make any comment.

Weather satellite INSAT-3D moves closer to its final orbit

BANGALORE: Two days after its launch, INSAT-3D, India's advanced weather satellite, has reached an intermediate orbit which is much closer to the 36,000 km high geostationary orbit, its final orbital home, Isro said.

INSAT-3D was launched by Ariane-5 launch vehicle in the early hours of July 26 into a Geosynchronous Transfer Orbit with a perigee (nearest point to earth) of 250 km and an apogee (farthest point to earth) of 35,923 km.

The inclination of INSAT-3D's orbit with respect to the equatorial plane was 3.495 deg.

Following this, two major orbit raising manoeuvres were performed on INSAT-3D from Isro's Master Control Facility (MCF) in Hassan in Karnataka yesterday and today by firing the satellite's Liquid Apogee Motor (LAM).

In the critical first orbit manoeuvre performed yesterday, INSAT-3D's LAM was fired for 65 minutes. As a result, its perigee rose to 15,780 km while the apogee was at 35,800 km.

Besides, the inclination of the satellite's orbit with respect to the equatorial plane reduced to 0.67 deg and the orbital period (time taken by the satellite to revolve round the earth once) reached 15 hours and 57 minutes.

In the second orbit raising manoeuvre performed today, the satellite's LAM was fired for 24 minutes and the perigee further rose to 31,800 km while the apogee was at 35,795 km, Isro said in a statement.

The inclination of the satellite's orbit has further reduced to 0.02 deg. The satellite's present orbital period is 22 hours and 15 minutes, which is closer to the 24 hour orbital period of a satellite in the geostationary orbit.

"The third orbit raising manoeuvre of INSAT-3D is scheduled tomorrow to take it to the near geostationary altitude of about 36,000 km," Isro said.

Pakistani troops target civilian areas, one injured

JAMMU: One person was injured when Pakistani troops opened fire on civilian population in Kathua district along Indo-Pak border in Jammu and Kashmir.

Pakistani Rangers had targeted civilian areas in Manyari village late last night, injuring a villager, BSF officials said.

Earlier, BSF head constable Baljeet Singh was also injured in the firing, which began yesterday morning and lasted for about 15 hours in Poonch and Kathua districts.

A villager, Sohan, suffered injuries in the 82-mm mortars firing and was hospitalised in district hospital of Kathua, they said. His condition is stated to stable.

There were two ceasefire violations in Poonch and Kathua districts on Saturday.

However, there was an uneasy calm in the area on Sunday as there was no firing from the other side of the border.

The Pakistani Rangers had opened unprovoked small arms firing on forward Indian posts including Kotay and Chandwan in Hiranagar sector of Kathua district.

Heavy firing had raged on throughout the day along the Line of Control (LoC) at Doda battalions forward in Kirni Shahpur and Mandi sub sectors in Poonch district .

"It was heavy arms firing with Pakistan using Rocket Projectile Guns (RPGs), Mortars, Medium Machine Guns (MMGs) and Heavy Machine Guns (HMGs) prompting the Indian Army to retaliate," official sources said.

Election Commission prepares for early polls, orders more EVMs

NEW DELHI: Amid speculation over early Lok Sabha polls, the Election Commission is gearing itself up for holding the mammoth exercise along with assembly elections in five states due later this year by ordering additional EVMs.

The EC has placed fresh order for two lakh electronic voting machines (EVMs) to public-sector companies as the present lot of EVMs cannot meet the demand in case elections are held simultaneously, highly placed sources said.

"We have placed a fresh order of EVMs as the present total of around 14 lakh EVMs is not enough to hold simultaneous elections to Lok Sabha and five state assemblies later this year," a senior EC official told PTI.

Sources said the order has been placed with public-sector BHEL and ECIL and the delivery is expected by September- October, the time the assembly polls are expected to be announced by the poll body.

They said the EC required around 16 lakh EVMs in the event of holding simultaneous polls.

Half of the 14 lakh EVMs were procured before 2006 and there were possibilities of their breaking down. While the pre-2006 EVMs cater to around 800 voters, the new ones allow around 2,000 voters to exercise their franchise.

As per EC data, the country has a total electorate of around 78.86 crore, while the five states where Assembly polls are due later this year — Delhi, Rajasthan, Madhya Pradesh, Chhattisgarh and Mizoram — have an electorate of around 12 crore.

No govt can be formed without Samajwadi Party's support, Mulayam Singh Yadav says

BANGALORE: Samajwadi Party supremo Mulayam Singh Yadav on Sunday asserted no government would be formed at the Centre without his party's support after the Lok Sabha elections next year.

"No government will be formed at the centre without the support of SP," he told reporters at the Bangalore International Airport on arrival in the city to attend certain functions.

He was responding to a question about senior BJP leader L K Advani's statement that the political atmosphere in the country was ideal for the party to get "record breaking results" with the Congress-led UPA government failing to tackle corruption and price rise, creating a favourable condition for the main opposition.

On allegations of spurt in violence and atrocities against women and deterioration of law and order situation in Uttar Pradesh, where his son Akilesh Yadav, is the chief minister, Mulayam said the situation was better as the government had been taking "appropriate action".

"If no action is taken by the government following any incident or criminal offence, it is appropriate to say law and order situation has deteriorated," he argued.

Mulayam said in a state which has 22 crore population, some stray incidents were blown out of proportion, but in a smaller state it was not so. "You (media) don't question them," he said.

NEW DELHI: With the top Congress leadership appearing to have veered towards creation of Telangana, Congress MPs from rest of Andhra Pradesh opposed any division of the state while a party MP from Telangana region said the government should go ahead with the decision.

The six anti-Telangana MPs, including Union ministers M M Pallam Raju, K S Rao, Chiranjeevi and D Purandeshwari (all hailing from coastal Andhra) and K Bapiraju and Anantarami Reddy met Prime Minister Manmohan Singh in a delegation to push for keeping Andhra Pradesh united.

The MPs told Prime Minister that there would be repercussions not only for the state but also for the entire country if Andhra Pradesh is divided.

Rao said after the meeting that any decision to split the state would create problems. It was neither in the interest of the people nor the various regions of Andhra Pradesh, he said.

Talking to reporters, Bapiraju said the delegation told the Prime Minister that formation of Telangana will create problems in many states including Maharashtra, Uttar Pradesh and Madhya Pradesh where there are demands for separate statehood.

He said the PM gave a patient hearing to the leaders.

On the other hand, pro Telangana Congress MP Ponnam Prabhakar told a press conference that there should be no opposition, including from party MPs, to the formation of the separate state as the process of consultation was over.

Now that the party has taken a "decision", the leaders from coastal Andhra and Rayalaseema should not "create any hurdle" in the formation of Telangana.

"Please play the role of an elder brother and facilitate the creation of Telangana. Why pose obstacles now after three long years of consultations"? he said.

Yesterday, there were high-level discussions between the Congress central leadership and the state PCC leadership on the demand for creation of Telangana.

AICC General secretary in charge of Andhra Pradesh Digivijaya Singh and his predecessor Ghulam Nabi Azad had held separate discussions with chief minister N Kiran Kumar Reddy, PCC chief Botsa Satyanarayana and deputy chief minister Damodar Rajanarasimha.

The two leaders were understood to have conveyed to the state leadership that the party has made up its mind on the creation of Telangana and it was only a matter of time before it is announced.

I won't be party to a division of Andhra Pradesh, Kiran Kumar Reddy says

HYDERABAD: Andhra Pradesh chief minister N Kiran Kumar Reddy has told the Congress leadership that top that he would not be a party to a division of the state.

"I will not be a party to any destructive decision", Kiran reportedly told AICC general secretary Digvijaya Singh, hours before the latter attended the Congress core group meeting at the Prime Minister's residence last evening, sources close to him said.

Having realized that the Congress high command has made up its mind in favour of creating a Telangana state, the chief minister first asked it to postpone any announcement at least till the completion of elections to local bodies.

But when he was told that the decision could not be put off any further, Reddy told Digvijaya Singh that he would not be a party to any "destructive" decision that would harm the interests of both Andhra Pradesh and Congress, the sources said.

On his return from New Delhi, Reddy today met a few MLCs and MLAs close to him and narrated details of his interaction with Digvijaya Singh and also Sonia Gandhi.

"They have taken a decision but we made them put off an announcement for now. We have to first complete the local bodies elections", the chief minister reportedly told the legislators.

Elections to gram panchayats will be complete by July 31 but a notification for elections to Urban Local Bodies (ULB) is expected to be issued after August 15.

Polls to ULBs will be complete by the second week of September and immediately thereafter the state will have to go for elections to mandal and zilla parishads in accordance with the Supreme Court order.

False cases behind Delhi's tag of rape capital: Court

NEW DELHI: False cases are the reasons behind labelling of Delhi as the 'rape capital', a court in Delhi has held while acquitting a 75-year-old man on the charge of sexually assaulting his maid after the woman turned hostile.

The court said after the December 16 gang rape of a 23-year-old girl in a moving bus in Delhi, it led to the creation of an atmosphere that "the mere statement of a lady that she has been raped, came to be taken as the gospel truth, on the basis of which the accused was arrested and chargesheeted".

"This lead to an unprecedented surge in filing of false rape cases...It is these false cases which play havoc with the crime statistics, leading to the labelling of Delhi as a 'rape capital'," additional sessions judge Virender Bhat said, while acquitting Bhopal Sharma of the charge of sexually assaulting his maid.

The court observed that as acquittals in such cases are hardly ever reported, the falsely implicated persons lose their honour, dignity and status in the society and though these cannot be restored, "these victims" can be compensated so that they can start life afresh.

It also noted that "it is a matter of intense regret that even the frail, sick and aged persons are not spared from the false allegations of rape".

According to the prosecution, Sharma and his neighbour Anita had become friends when they met in a hospital here where his ailing wife was admitted. After his wife's death, Anita had arranged for the woman, who was in her 30s, to work as a maid in his home.

The maid in her complaint had said a few days after she started working at Sharma's house in July 2012, he had raped her and after the incident, had promised to marry her.

Thereafter, he continued to have sexual relations with her on the pretext of marrying her, the maid had alleged, adding that she lodged the police complaint on October 11, 2012 after Sharma expressed his unwillingness to keep his promise.

However, during the trial, the woman turned hostile and said she had levelled false allegations on the advice of Anita and another person Kuldeep.

Pak violates ceasefire twice in 10 hours in J&K, BSF jawan injured

JAMMU: One BSF jawan was injured when Pakistani troops violated ceasefire twice in the space of 10 hours on Saturday by targeting Indian posts along the India-Pakistan border in Poonch and Kathua districts of Jammu and Kashmir.

The Pakistani troops used mortars, RPGs and heavy machine guns leading to heavy firing exchanges, officers of the Army and BSF said.

With these two incidents today, the number of ceasefire violations by Pakistan in July rose to six.

"There were small arms firing by the Pakistan Rangers on forward Kothay border outpost (BoP) in Kathua district around 5pm today", a BSF officer said.

In the firing, one head constable Baljeet Singh of 68 Battalion suffered injuries and was hospitalised, he said, adding the BSF troops took positions and fired back resulting in heavy exchanges which continued tonight.

Pakistani troops earlier in the day targeted Indian posts by firing rocket projectile grenades (RPGs) and heavy machine guns along LoC in Doda Battalion forward area in Poonch district since 0730 hours.

Nepal could be link between India, China: Nepal's ex-PM

NEW DELHI: Former Nepali Prime Minister Madhav Kumar Nepal on Friday said his country could use its advantageous proximity to India and China to provide transit facilities, and stressed that the Himalayan nation would never allow itself to be used by "inimical elements" for terrorism or other activities.

Delivering the seventh Sapru House lecture at the Indian Council of World Affairs (ICWA) here, Nepal also tentatively backed a trilateral partnership between India, China and Nepal, proposed by another former prime minister Pushpa Kamal Dahal 'Prachanda', but said such a partnership could take place only if all three parties concurred.

The former prime minister, who has met Prime Minister Manmohan Singh, said Nepal values its ties with India, which are based on warmth, friendship, goodwill and cooperation and the relationship has to be taken to new heights.

Nepal is here on a five-day visit at the invitation of Prime Minister Manmohan Singh.

Invoking the cooperation between East Asian countries to come up with the concept of setting up the Nalanda University in Bihar, Nepal said if several countries can work together for setting up the university, so can his country also act as a link between India and China.

"Nepal should gain from this, but all should see the possibility if they will gain from it," he said, referring to the trilateral partnership.

He said the proposed partnership, which Prachanda has broached with China and with India, would help boost economic prosperity.

A rail link through Nepal would help reduce distances between the three countries, he noted.

"It is not a long way to China. It can be through Nepal. I am worried if Bhutan can provide the road link to China, then why not Nepal?"

On not allowing Nepalese soil to be used for any inimical activities, he said the Nepalese border is very porous.

"We have to keep sensitivities of neighbouring countries in mind" like not allowing terrorist activities or fake currency, which is the concern of India, and activities of Tibetans, which China is concerned about.

Likewise, he said neighbours should also reciprocate by keeping Nepal's sensitivities in mind.

He also said Nepal was for boosting cooperation with India in hydropower and would hold more interactions with the people to remove their misgivings.

The former prime minister said some parties were creating disturbances with regard to Indian infrastructure major GMR's project in Nepal, which "is not good".

"The delay (in completing) will mean more money, and increase the cost of electricity. We have seen how Bhutan has developed its hydropower. We don't want any more disturbances. We have to have more interactions with people and parties and convey that our interest will not be compromised and we stand to gain," he said.

Missing Modi photos on BJP posters not an issue, Sushma Swaraj says

VIDISHA: Leader of opposition in the Lok Sabha, Sushma Swaraj said today that there is no point in raising the issue of Gujarat chief minister Narendra Modi's missing photographs from BJP posters all along Madhya Pradesh chief minister Shivraj Singh Chouhan's Janashirwad Yatra route.

Forced to live in graveyard, ostracized kids finally get UP government's attention

LUCKNOW: Barely three weeks before the nation celebrates its 66th Independence Day, a tale of gross ignominy and ignorance has come to the fore. A family of five children of AIDS victims in Pratapgarh's Jamua village have been reportedly ostracized, and were forced to live in the graveyards for the past three months.

With virtually no place to go, the children have made the graveyard their home. A tattered tarpaulin tent and two broken cots are now home for them. And in order to meet their food requirements, the children primarily depend on offerings by villagers.

The five children - the youngest who is a 7-year-old - have been living in a graveyard after the death of their parents due to AIDS. Fearing that others may contract the virus from the children - four boys and one girl - their relatives and others forced them out of the village almost three months back. The oldest among the siblings is a boy aged 17.

Taking cognizance of media reports about the incident, Uttar Pradesh chief minister Akhilesh Yadav said that he has directed the administration to shift the four children to a government accommodation. "I have asked the administration to immediately shift these children to the government guest house," Akhilesh Yadav said, and added, "I am asking for bank accounts for these children and will deposit Rs 1 lakh in each account. Apart from this facilities under the Lohia Awas Yojna and BPL cards would be provided to them."

Narrating their plight, one of the ostracized child said, "Two years ago, our father died of AIDS and subsequently our mother too got infected, and she succumbed to AIDS last month. We used to live with our relatives in the village, but they also threw us out. Our father was a truck driver and after contracting AIDS, the treatment continued for almost 8-9 months. However, there was no tangible improvement in his health conditions. Soon after this, our uncles and other relatives spread rumour that our entire family is infected by the disease and forced us to move out of the village."

When contacted, district magistrate, Vidhya Bhushan said, "The district administration will take every step to ensure that the children do not face any more problems. I have visited the village and directed SDM Pratapgarh to provide them land for a house besides making other arrangements. We are also taking steps to make sure that children do not face any further social boycott."

In addition to this, the police have also been asked to mediate in resolving the matter with their family members, the DM said. Blood samples of all five would be sent for medical examination and the siblings would be admitted to Kasturba Vidyalaya for education.

When asked to comment on the medical conditions of the children, Pratapgarh CMO Dr Vinod Kumar Pandey said, "We will send a team at the village to conduct a test on the kids. We will provide all medical facilities to the kids and will set up camps to spread awareness and clear the myths prevailing among the villagers."

Those opposing Modi in BJP still hoping to be PM: Jethmalani

NEW DELHI: Expelled BJP MP leader Ram Jethmalani slammed Gujarat chief minister Narendra Modi's detractors within the party, saying those opposing him are unable to overcome their desire to become the PM.

"There are many people in BJP who still nurture the desire to become the PM. These people should have overcome their desire (of becoming the PM) by now but they still have it," he said, when asked about his reaction on the opposition to Modi within the party.

The senior advocate, who was expelled from the primary membership for six years in May for being critical of the BJP leadership and revolting against the then party chief Nitin Gadkari, said that Modi has a place in people's heart.

Modi has faced opposition within his party following his elevation as the chairman of BJP election campaign committee with party patriarch L K Advani, who was NDA's prime ministerial candidate in 2009 parliamentary election, being the leading voice of dissent.

Jethmalani, a Rajya Sabha MP, also said the attempt by a group of MPs writing to the US for not granting a visa to Modi would not affect the Gujarat chief minister.

"They can do whatever they want, but now he is in the people's hearts. Nothing will happen to him," he said after delivering a lecture on state of criminal justice system in India at directorate of training.

On Nobel laureate Amartya Sen saying that he does not want Modi to become India's prime minister, Jethmalani replied he was only exercising his freedom of speech.

"This is a democracy. It is his right. The freedom of speech is for the thought that you don't like and not for the thought that you like. That is freedom of speech," Jethmalani said.

Sen had said he does not want Modi to become India's prime minister as he does not have secular credentials. The prominent economist had also criticised Modi's model of governance saying he did not approve of it.

War of words between Cong and BJP over Batla House encounter verdict

NEW DELHI: The Delhi court verdict in the Batla House case on Thursday led to a political war of words, with BJP slamming Congress leaders who had questioned the genuiness of the encounter while the ruling party hit back.

Contending that the BJP has the habit of criticizing it, Congress said all sections should accept the verdict and guard against speaking "irresponsibly" or politicizing the issue so that the morale of police forces is not undermined.

Digvijaya Singh, who had raised questions over the genuineness of the September 2008 encounter in South Delhi, said he "respects the judgement" but stuck to his demand for a judicial inquiry, saying it was "fully justified" stand.

BJP leader Ravi Shankar Prasad, while apparently referring to Digvijaya's stand, said, "It was a bizarre situation. While the government honoured late inspector M C Sharma for bravery, senior Congress leaders and functionaries of the ruling dispensation had raised questions on the veracity of the encounter."

Finance minister P Chidambaram, who was the Home Minister at the time of the encounter, dismissed the BJP attack, saying it was the habit of the main opposition party to criticise the Congress party.

"If we say white, the BJP will say black. If the Congress will give some other colour, the BJP will give another colour. I don't think that is relevant. What is relevant is that the police has been able to prove their case against one accused they were able to apprehend," he said.

When referred to the doubts expressed by some leaders like Digvijaya Singh over the encounter, Chidambaram said they were reflecting the views of families who were affected or the people of that area.

"I know that emotion was quite high. The families and residents of the area felt very strongly. I think my colleagues were simply reflecting the views they had heard. I don not think they had access to any independent material, independent access to materials," he said, seeking to downplay the controversy.

Besides Digvijaya Singh questioning the genuineness of the Batla encounter, Union Minister Salman Khurshid had said that Sonia Gandhi had "tears" in her eyes after seeing the photographs of the encounter.

Noting that "we lost a brave police officer", Chidambaram said, "I looked into the evidence, spoke to the investigating officer and I was satisfied that it was a genuine encounter."

He said he had shared his assessment with his party and Prime Minister Manmohan Singh.

"I think, to be fair to the people who represented to me, they accepted the conclusion that are arrived at. Today, the court has found the encounter to be genuine and convicted one person," he said.

Contending that there is "no sense of vindication or cause of celebration" over the court verdict, Chidambaram said, "I think the accused has the right to appeal and he should use the right of appeal and after that the court will review the evidence again."

Commenting on the court verdict, Digvijaya Singh said, "I respect the judgement. It is for the aggrieved party to either accept the verdict or go into appeal."

He said, "I had asked for a Judicial Inquiry into Batla encounter which I felt was fully justified but it was denied. I reiterate my earlier stand."

Congress spokesman Abhishek Manu Singhvi said all sections should accept the verdict and guard against politicizing the issue so that the morale of police forces is not undermined.

He sought to playdown the statements made by Digvijaya Singh questioning the genuiness of the encounter, saying individuals could have commented in a "surcharged atmosphere" but those should not be given credence now.

"Nobody has been as clearest and strident as Congress party in condemning fake encounters wherever they have taken place. But after the judicial verdict has come after going through all the facts, all sections of the society should accept it," he told reporters.

Noting that stakeholders have the right to challenge the trial court verdict in an appellate court, Singhvi emphasized that today's judgement was "based on facts" and the encounter should not be politicized.

"Otherwise, you will be undermining the fabric of the democratic society and our judicial systems and will be speaking irresponsibly," he said.

"It is important not to undermine the morale of those who are policing us," he said.

When pointed out that Digvijaya Singh had raised questions on the genuiness of the encounter in which a Delhi Police Inspector was killed, Singhvi said the Congress had been maintaining that his "views" should not be treated as the party line.

"I am quite aware of statements which you are referring to. You forget that when those statements were made, contemporarily, Congress has clarified its stand. There is not an inch or milimetre of change in that stand. There is no inconsistency," he said.

Contending that anyone can have a "view" in a democracy, he said, "it is not good to refer to them at this time when the judgement has come.... It is incumbent upon all stakeholders not to return to statements made in surcharged atmosphere."

The noted lawyer said, "When the judgement is based on facts, unless appelate court changes it, this judgement should be final."

Singhvi's colleague and information and broadcasting minister Manish Tewari said "we have always maintained that there should be no politicization and communalisation of terror."

He referred to the stand taken by former home minister and current finance minister P Chidambaram and said he has always maintained that the encounter was genuine. "The fact seems to have been endorsed."

BAREILLY: Social activist and anti-graft crusader Anna Hazare on Thursday said a fresh agitation would be launched in Delhi to press for the passage of the Jan Lokpal bill by Parliament.

"Hunger strikes would be started for Jan Lokpal once again at Ramlila ground in Delhi from December," he said here during his ongoing Jantantra yatra.

"This time the slogan would be, bring Jan Lokpal or go out," he said.

Hazare said political parties do not give tickets to candidates to contest elections on the basis of character, but on the basis of money and muscle power.

"This is the reason there were 163 tainted MPs and 15 ministers facing corruption charges," he claimed.

"Our fault is that we elect persons to whom parties give ticket and therefore, we are facing the consequences.

"We should resolve that we will not vote for goons and corrupt persons. Only then, a true democracy would be established," he said.

Hazare said his struggle was not limited to Jan Lokpal, but to "get democracy implemented in its true sense."

Batla encounter: Digvijaya Singh reiterates his stand

INDORE: Reiterating his earlier stand for judicial inquiry into Batla house encounter, Congress general secretary Digivjaya Sing on Thursday in Indore said he had asked for a judicial enquiry into Batla house encounter which he felt was fully justified and he stand on his earlier statement.

Digvijaya Singh was talking to media in Indore few hours after Delhi sessions court judgment in which court has hold Indian Mujahideen operative Shahzad Ahmed guilty of killing inspector MC Sharma and termed 2008 Batla House encounter as genuine.

On the judgement of court, Singh said, "I respect the judgement on Batla House. It is for the aggrieved party to either accept the verdict or go into appeal." He added that if his demand for judicial inquiry would have accepted then who know today's judgement would have been different. Singh said he has not seen the judgement and he is not party in it. People who are party in it have to decide whether they appeal against it or not.

Digvijaya Singh had earlier doubted over the authenticity of encounter. He has even termed the encounter as fake and demanded for judicial inquiry into it.

The judgement has once again exposed the habit of Congress general secretary to give controversial and irresponsible statement. However, Singh refused to take back his words even after the court judgement.

Singh also took a dig at BJP leader and senior journalist Chandan Mitra for making a statement against noble laurel Amartya Sen. Economist Amartya Sen had said that Gujarat chief minister Narandra Modi is not secular to become Prime Minister of India. Following he has faced criticism from BJP leader.

Singh said he had not expected Chandan Mitra to make such an uncharitable remark about Amartya Sen. He is obviously in company of narrow minded people. He added humble request to all those who are making derogatory remarks on such an eminent economist as Amartya Sen and not drag him into politics.

Chhattisgarh Congress raises pitch over Raman's scalp on narco-test

RAIPUR: Opposition Congress raised its pitch for resignation of Chhattisgarh chief minister Raman Singh, linking his name and four other ministers with a cooperative bank scam as a large number of its members marched towards his official residence on Thursday- forcing police to use force and water cannon to block them at various places in the state capital.

Security personnel had erected barricades to seal all roads leading to chief minister's residence in Civil Lines much before noon. Heavy security was in place around the area to prevent Congress workers from marching towards Singh's residence.

The main opposition had called for a gherao to press the demand for his resignation, registration of criminal offence against him and his four cabinet colleagues and for a CBI inquiry in the cooperative bank scam.

Hundreds of Congressmen, who came from different parts of the state, gathered near the Congress office for a public meeting before marching towards the CM's residence. AICC general secretary B K Hariprasad, state Congress working president Dr Charandas Mahant and other senior leaders addressing the public meeting demanded Raman's resignation.

Congress general secretary B K Hariprasad, who is in charge of Chhattisgarh desk in the AICC, alleged that the state police had deliberately supressed the narco-analysis test CD and its findings after the accused named chief minister and four ministers. "But, the truth came out in public domain after six years. Now, the BJP owes an explanation to the people," he said.

A large number of Congressmen were seen moving around, wearing masks of Raman Singh and other ministers carrying currency notes as their party leaders accused the BJP ministers of having received illegal gratification at a time when the state police was probing the fraud due to which the bank went bust in 2006.

State Congress media cell in charge Shailesh Nitin Trivedi said that thousands of party men had courted arrest while 28 of them sustained injuries as the police used force to disperse them.

Meanwhile, youth Congress workers are distributing copies of the controversial CD in which the accused claimed that Raman and other ministers had received money from bank officials. Youth Congress members distributed this narco-analysis CD in Durg district.

"We plan to distribute thousands of copies of this CD across the state, particularly in chief minister's constituency Rajnandgaon and constituencies of four other ministers whose names figured during narco-analysis," opposition party sources said.

French defence minister in India to seal mega fighter project

NEW DELHI: Even as India and France struggle to finalize the long-awaited $20 billion MMRCA project to supply 126 Rafale fighters to the IAF, French defence minister Jean-Yves Le Drian is now on a three-day visit here to bolster the "bilateral strategic and defence cooperation partnership".

The medium multi-role combat aircraft (MMRCA) project, the largest such arms deal in the making around the globe at present, is sure to figure high in the talks between Le Drian and defence minister A K Antony on Friday.

"They will also discuss the security situation in the Af-Pak region, especially after the withdrawal of the US-led international coalition forces from Afghanistan in 2014. Le Drian will also brief the Indian side on the French white paper on defence and national security released last April," said an official.

While the proposed Rs 30,000 crore joint project to develop the Maitri air defence missile systems will also be on the agenda, the focus will be on the MMRCA project. India has not been too happy with the progress in the final commercial negotiations with Dassault Aviation, which had earlier stalled due to the French aviation major's insistence that it would be responsible only for the first 18 jets, while Hindustan Aeronautics will have shoulder responsibility for the 108 fighters to be manufactured in India under licence once the kits for them are supplied to it.

But the Indian defence ministry had firmly rejected this contention, holding that Dassault will have to partner with HAL in the execution of the entire project as was specified in the original tender or RFP (request for proposal) for the hotly-contested project.

It was in January 2012 that Rafale was selected over Eurofighter Typhoon - the two had earlier outclassed the American F/A-18 `Super Hornet' and F-16 'Super Viper', the Russian MiG-35 and Swedish Gripen in the extensive field trials - for the final negotiations since it had emerged as the L-1 (lowest bidder) both in terms of life cycle costs and direct acquisition costs.

Though both New Delhi and Paris are keen to conclude the negotiations for the complex project as soon as possible, there is a big question mark over whether that will indeed happen within the 2013-2014 fiscal since India is headed for general elections early next year.

Incidentally, Le Drian will on Saturday also visit the Gwalior airbase, which houses the 51 French-origin Mirage-2000 fighters that are to be progressively upgraded under another massive defence project finalized with France in 2011-2012.

The overall upgrade programme of the Mirage-2000s, first inducted in the IAF fleet in the mid-1980s, is pegged at Rs 17,547 crore. The first two fighters are currently being upgraded by Dassault in France, which will take another 18 months or so, the rest 49 jets will be progressively upgraded in India by HAL under transfer of technology.

While the upgrade will cost Rs 10, 947 crore, India is paying another Rs 6,600 crore to acquire 490 advanced fire-and-forget MICA (interception and aerial combat missiles) systems to arm the fighters from French armament major MBDA.

There has been some criticism about the upgrade programme, which will take over a decade to complete, being "very exorbitant" but the MoD and IAF contend the Mirage-2000s will be "virtually new and potent" fighters after it.

Another major bilateral ongoing project is the building of six French Scorpene submarines at Mazagon Docks (MDL) under the Rs 23,562 crore `Project-75' at Mumbai. Apart from a major cost escalation, the project is running four years behind the original 2012-2017 induction schedule, as was first reported by TOI earlier. The first submarine is now slated to roll out of MDL only by November 2016 at the earliest.

India, of course, remains steadfast about its strategic partnership with France, which did not impose sanctions after the 1998 Pokhran-II nuclear tests. Apart from supporting India's bid for permanent membership of the UN Security Council as well as G-8, France is one of the biggest arms suppliers to this country. The armed forces from the two countries also conduct regular military exercises -- the naval "Varuna", the air "Garuda' and the land "Shakti" wargames.

Goa CM takes potshot at Kapil Sibal again for Right to Education

PANAJI: Goa chief minister Manohar Parrikar did it again! He ridiculed UPA minister Kapil Sibal's brainchild Right to Education Act for the second time in less than three months, this time at a meeting with parents on Wednesday to calm opposition to extended school hours in Goa.

"You can be promoted to a higher class, even if you have scored zero. Thanks to Kapil Sibal," Parrikar said.

Regretting his statement the very next second, Parrikar told parents, "I should not have said that actually. But I know of cases where students challenge teachers saying that they cannot detain them in the class."

In May this year, the Goa CM had called RTE a 'foolish policy' directly making a reference to Sibal for its formulation.

On Wednesday, he clarified in his interaction with parents that the school timings in Goa have been extended by half an hour not based on RTE requirements. "Forget about the RTE. If I go by the RTE, all of you (parents and teachers) will be in big trouble. The school timings have been extended because Goa has the lowest school hours in the country and we were not able to complete the required 220 instructional days. Some schools could only achieve as low as 160 instructional days," he said.

NCP, opposition rubbish Plan panel's data on poverty

NEW DELHI: Political parties, including UPA constituent NCP, on Wednesday rubbished the Planning Commission's claim that the number of poor people had declined to 21.9 per cent and said the criteria for identifying them should be updated.

BJP slammed the figures as a "political gimmick" and a "conspiracy" of the Congress to deprive the poor of the benefits of government schemes while CPM said it amounted to "adding salt to the wounds of the poor".

NCP, which is part of the government, said it does not agree with the Planning Commission figures and that there should be a new ceiling for gauging poverty considering the current situation.

BJD said the country still has a large population of poor people as he criticised the data that showed the number of those living below the poverty line has shrunk to 21.9 per cent in 2011-12 from 37.2 per cent in 2004-05 on account of increase in per capita consumption.

Commenting on the figures released by the Planning Commission on Tuesday, BJP spokesperson Prakash Javadekar said, "The latest report showing reduction in the number of people below the poverty line is a conspiracy of the Congress against the poor to deprive them of the benefits of BPL schemes. This is the Congress mindset against the poor."

He said these poverty figures do not reflect the price rise and is just a "political gimmick" to show more people are now out of poverty by lowering the benchmark.

"We challenge the Congress leaders to show how one can survive on Rs 34 per day ... They want to show more people are rich by changing the definition," Javadekar said, adding the government was trying to present a "false rosy picture".

As per the government benchmark, a person earning over Rs 34 per day is above the poverty line.

"The Planning Commission's ceiling of gauging poverty is completely wrong ... We don't agree with these figures," NCP leader and Union heavy industries minister Praful Patel said.

CPM leader Brinda Karat said the figures are "dubious" and "discredited" and amounts to "adding salt to the wounds of the poor".

Rejecting the figures, BJD leader Jay Panda said a lot of work remains to be done in tackling poverty as the country still has a large population of poor people.

"There are many miles to go before we sleep," he said, while suggesting that there should be no politics over the issue.

PETA releases damning report on filthy, illegal Victoria horse stables

MUMBAI: People for the Ethical Treatment of Animals (PETA) India has just released reports on its latest investigations of filthy and decrepit Mumbai stables for horses used to pull carriages in advance of Thursday's Bombay High Court hearing for the case in which PETA and other NGOs are calling for a ban on Victorias in the city.

Shocking photos reveal horses - some of whom are injured, sick or severely malnourished - who are forced to stand in their own urine and faeces on trash-strewn floors.

The inspection of Mumbai's three biggest stables at Kamathipura, Nariman Point and PD Mello Road, near the Dargah—all of which are unlicensed—were conducted by Dr Avinash S Patil, senior veterinary officer, Municipal Corporation of Greater Mumbai; Dr Manilal Valliyate, PETA India's director of veterinary affairs and co-opted member, Animal Welfare Board of India (AWBI), a statutory body under the Ministry of Environment and Forests; and Dr Chetan Yadav, clinical quality assurance manager, Animal Rahat, an organization that provides relief to animals forced to work. Also among the inspection team was Sunil Havaldar, honorary animal welfare officer, AWBI, and senior animal welfare officer, Animal Rahat.

"These horses' suffering doesn't end after they're forced to pull heavy loads through Mumbai's dangerous streets all day including through the monsoon rains", says PETA's Dr Valliyate. "All they can look forward to at the end of grueling day of hard labor is being forced to wallow in filth in these despicable stables that don't even have licenses to exist."

The following are just a few of the inspectors' findings:

* Faeces and urine accumulated on the stable floors attracting flies with drainage either absent or blocked.

* Horses were tightly bound by their legs and heads, allowing them little or no movement, and forced to stand in their own waste on broken, uneven floors.

* Feed troughs and managers were also filthy and lacked fresh food.

* The water kept in open plastic containers was muddy, contaminated and unfit for drinking.

* Some horses were so malnourished that their bones were protruding; others were injured and otherwise debilitated with a body condition score of 'very thin'.

* Conditions apparently violate the Prevention of Cruelty to Animals Act, 1960, hygiene and basic standards of animal housing and the Mumbai Municipal Corporation Act, 1888 as the stables are not licensed by Municipal Corporation of Greater Mumbai. These stables were so atrocious that they present a threat to public health.

UAVs set to crowd Indian skies

NEW DELHI: How about a pizza being delivered at your home by an UAV ( Unmanned Aerial Vehicle)? Or getting a courier through this flying machine? Or spying with a UAV as small as a butterfly which perches itself on a windowsill? Sounds like sci-fi? Experts say this could well become a reality.

While UAVs have been widely used in the West for policing, oil pipeline inspection and detecting illegal immigrants, in India, they are mainly used by the armed forces (eg, Heron, Lakashya, Nishant) for intelligence gathering and surveillance. But this is changing. Increasingly, they're being used for civilian purposes and are akin to God's eye in the sky.

Teal Group Corporation, a US aerospace consultancy, predicts that UAVs will be the most dynamic growth sector of the aerospace industry, with spending going up from the current $5.2 billion annually to $11.6 billion, totaling over $89 billion in the next decade. Philip Finnegan, director of corporate analysis, Teal Group, told TOI via email, "We see a growing market in India — 50 medium-altitude, long-endurance (MALE) UAVs, 60 Navy UAVs, 70 Air Force tactical UAVs, 100 Army tactical UAVs and 980 mini-UAVs over the next decade."

Recently, UAVs kept vigil as Narendra Modi flagged off the Jagannath rath yatra. They were also deployed in Kaziranga National Park to protect one-horned rhinos from poachers and have been procured by Mumbai police. Earlier, only government agencies such as DRDO, National Aeronautical Laboratory and Hindustan Aeronautical Limited (HAL) made UAVs, but now even private companies are jumping on the bandwagon.

Mumbai-based Idea Forge has made 'Netra', a UAV weighing less than 1.5 kg. Amardeep Singh, its chief marketing officer, says, "We have given over 200 demonstrations to various companies. UAVs can be made to hover over an area, zoom in and stream live video. Netras can fly 2-3 km away and up to 300 m high."

In HAL, a special team has been formed to design, develop and market them. "We have sold 35 UAVs so far. They can fly a distance of 100 km and an altitude of 6.5 km," says a source. Their costs vary from tens of millions of dollars ('Global Hawk') to a few thousands.

According to Air Vice Marshal Manmohan Bahadur VM (retd), Distinguished Fellow, Centre for Air Power Studies, Delhi, "There are many classes of UAVs — HALE which flies above 30,000 ft; MALE which flies between 20-30,000 ft; micros which can be carried by one person and minis which fit into a palm. The US Air Force has more personnel training to be UAV operators than pilots. Even International Civil Aviation Organisation is framing rules to permit UAVs to fly international."

With UAVs sending data without loss of lives, a cockpit or a pressurised cabin, they are easy come, easy go. While the next step for India will be UCAVs (unmanned combat aerial vehicles) or drones, Bahadur says UAVs can be used here for aerial news broadcasting, crop monitoring, aerial shots in films and infrastructure inspection of nuclear sites.

The world is literally at its feet.

Chief commander of JeM killed in encounter, Army says 'jolt' to terror network

SRINAGAR: A self-styled chief commander of Pakistan-based terror outfit Jaish-e-Mohammad (JeM) was shot dead on Tuesday in an encounter in Kupwara in a major breakthrough for the security forces.

"Qari Yasir, top most Jaish commander, was gunned down by police with the assistance of army at village Garewad in Lolab area of Kupwara," a police spokesman said.

Describing the killing of Yasir as a "big jolt" to the terror network operating in the valley, a defence spokesman said he was instrumental in facilitating guidance of the infiltrating terrorist columns of all the tanzeems (outfits) across the Line of Control (LoC).

Yasir was also responsible for organising the drill for reception and dispatching the terrorists to various places to cause violence and spread terror, the spokesman added.

On a tip off about the presence of the militant in the village, a search operation was launched, police said.

The militant was confronted by the search parties in the wee hours and asked to surrender, the police spokesman said, adding the ultra opened fire and in the ensuing gunfight got killed.

Yasir, a resident of Nooristan in Swat valley of Pakistan, was active in the Valley since 2005 and took over as the self-styled chief commander of the outfit after the killing of Sajad Afghani, police sources said.

They said he was involved in a large number of militancy-related incidents in the Valley.

An AK assault rifle, three magazines and three grenades were recovered from the possession of the slain militant, the defence spokesman said, adding, "It was a fine example of surgical operation based on credible information and synergy between security forces".

General Officer Commanding(GoC) of Srinagar-based Chinar Corps Lt Gen Gurmit Singh dedicated the success to the sustained joint efforts by Army and Police, spread over months and the perfect understanding of the operating procedures at the ground level.

"The highest degree of professionalism is when the target is eliminated without any injury to the troops participating in the operations and with zero collateral damage," he said, and also conveyed his deep appreciation to the 'awaam' (people) for their continued co-operation to the security forces.

CBI chief orders probe into leakage of information in Mulayam case

NEW DELHI: A red faced CBI on Tuesday ordered a probe into the leakage of its internal documents on the disproportionate assets case against Mulayam Singh Yadav even as it refuted reports that the case is being closed, saying no decision has been taken on it.

As opposition parties accused the government of using CBI for its political ends, the agency director Ranjit Sinha asserted, "No final decision has been taken on the file pertaining to the case. The file has not even reached me. A final call is yet to be taken."

He regretted that documents were being leaked by some vested interests from the premier probe agency even before a final call had been taken and announced a probe to nail the CBI officers involved in it.

The CBI officials are believed to have suggested filing a closure report in the alleged acquisition of disproportionate assets by the Samajwadi Party chief and his son Akhilesh Yadav, the UP chief minister.

The agency has taken the line that the increase in the assets of father-son duo was primarily because of loans from relatives which were later claimed to be gifts. The agency could not find any unexplained increase in their assets, sources said.

The CBI was looking into the period between 1993 and 2005 during which it was alleged that investments by Mulayam and Akhilesh had grown manifold.

CBI sources said an inquiry has been completed by the investigators who have given their findings to the senior officials to take a view whether to close the case or convert it into a regular case and probe it further.

In many cases, the sources said, decisions of the probe teams have been overturned as senior officials had spotted angles which could be probed further.

Rain eludes North India, humid conditions prevail

NEW DELHI: Parts of North India received scattered rain on Tuesday giving way to humid conditions while major rivers in Uttar Pradesh continued to flow in spate.

Intermittent rains were witnessed in parts of Delhi today which proved inadequate to give any respite to the residents from the prevailing humid conditions.

According to meteorological department, the national capital received 0.9 millimetres rains.

The day temperature settled at 35.5 degree Celsius today which was one notch above normal and significantly up from previous day's 32.7 deg C.

Minimum temperature was recorded at 26 deg C, one point below normal. Humidity oscillated between 63 to 92%.

In Uttar Pradesh, some parts received moderate to heavy rain and major rivers have registered an upward trend.

Kakrahi in Siddharthnagar district got 110 mm rain, while Lucknow and Bareilly got 50 mm rain.

The Ganga river continued to flow close to danger mark at Fatehgarh, Kannauj, Ankinghat (Kanpur Dehat) and Kanpur and was rising all through its course from Ankin Ghat to Ballia, sources in Central Water Commission (CWC) office said.

The Yamuna river was also in spate, flowing close to the red mark at Prayag Ghat (Mathura), while the Sharda river was flowing above the danger mark at Palia Kalan, they said.

The Ghaghra river continued to flow above the red mark at Elgin Bridge in Barabanki, Ayodhya, Turtipar in Ballia, CWC sources said.

Rain continued to remain elusive in most parts of Punjab and Haryana leading to humid conditions.

In Punjab, Amritsar had a high of 34.2 deg C while Ludhiana and Patiala settled at 34 and 34.2 deg C.

Chandigarh recorded 34.6 deg C. Mercury in Hisar, Karnal and Narnaul of Haryana settled at 35.2 deg C, 33 deg C and 34.6 deg C respectively.

Sushma Swaraj meets Biden, refrains from raising Modi visa issue

NEW DELHI: BJP leader SushmaSwaraj on Tuesday met visiting US Vice-President Joe Biden and raised the issue of visa to skilled workers but refrained from discussing the lifting of ban on American visa to Gujarat chief minister NarendraModi.

"I had a very good meeting with Mr Joe Biden, Vice-President of United States of America this afternoon. Amongst other issues, I raised the issue of totalisation agreement and H1B visa to Indian professionals," the Leader of the opposition in Lok Sabha said on Twitter.

US has entered into agreements, called Totalisation Agreements, with several nations for the purpose of avoiding double taxation of income with respect to social security or medicare taxes. India is not yet a signatory to this agreement.

Swaraj, however, refrained from raising the issue of the US lifting the ban on visa to Modi. BJP president Rajnath Singh, who is on a five-day visit to the US, has said he will raise this issue with the American authorities.

Swaraj had come to the capital from Madhya Pradesh for this meeting with Biden and other engagements. She left for her Lok Sabha constituency Vidisha soon after the meeting for a four-day visit.

CBI takes over probe in Ranvir Sena chief murder

NEW DELHI: Over a year after the killing of Ranvir Sena chief Bramheshwar Mukhiya, CBI has taken over investigation and registered a case in this regard following a request from Bihar government.

CBI sources said after the case was notified by the department of personnel and training, agency took up the Bihar police FIR to start its investigations.

They said although Bihar government had recommended a CBI probe in the murder last year, it could not be taken up by the agency because of some technical issues.

The agency has recently given its consent to take up the case after which DoPT notified the case to CBI.

The Ranvir Sena chief was shot dead by gunmen when he was taking a stroll near his house in Khopira village in Bhojpur district on June 1, 2012.

He was earlier facing life imprisonment in various carnage cases and was acquitted and released from jail in April last year. The chief of Ranvir Sena, a private militia of upper caste landlords, was allegedly responsible for perpetrating several killings including Laxmanpur Bathe massacre of 61 Dalits in December 1996.

His hand was also suspected in carnages that took place in the districts of Jahanabad, Aurangabad and Nawada in 1990s.

NEW DELHI: Congress general secretary Digvijaya Singh on Monday supported his colleague Shakeel Ahmad who, in a tweet, accused the BJP and the RSS of communal politics.

"Religious fundamentalism is at the root of terrorism," Digvijaya Singh told reporters while saying that even before BJP leader Narendra Modi became the chief minister of Gujarat, his party was practising divisive politics.

"Before independence, the Muslim League was also practising religious fundamentalism," he said.

Jagadish Shettar loses his cool in assembly

BANGALORE: Former chief minister JagadishShettar, known as 'Mr Cool', lost his cool when Speaker KagoduThimmappa restricted him from 'lengthy debate' on malnutrition as the subject was taken in zero hour.

Shettar sought to know whether inquiry would be held into death of six-year old Meghala allegedly due to malnutrition.

Thimmappa said the notice he (Shettar) had given on the subject did not have the points that was raised on the floor of the House. The Speaker strictly ordered Shettar to cut short his speech and pave for the minister answer.

A red faced Shettar continued argument with Speaker to debate more on the matter. Chief minister Siddaramaiah intervened and said, "You are known as Mr Cool. Why are you losing your temper today? Many of us follow you related to temperament."

Replying to Shettar, women and child welfare minister clarified that Meghala died due to infection and not for malnutrition. "She was provided nutritious food in the Anganawadi under the Integrated Child Development Services ( ICDS) and her weight had even increased recently to 11.20 kg from 10.8 kg while admission. Since environment in her living was not good she got infection and died and the death was not due to malnutrition as alleged," Umashree said.

The minister said considering the family condition, the government has now provided BPL card to get ration supplied. Umashree said that as many as 3,459 children were identified as suffering from malnutrition and steps were already taken to provide them with nutritious food.

Rajnath’s anti-English remark: What language will he speak in US, asks Congress

LUDHIANA: In a dig at BJP president Rajnath Singh, the Congress today asked what language he would speak during his current visit to the US.

"The BJP President should make it clear whether in America he would talk in Hindi or Awadhi or English. He made comments here that English has destroyed Indian culture. Such narrow vision, such closed ideology, now what he will achieve in the US only time will tell," Congress leader and information & broadcasting minister Manish Tewari told reporters.

While speaking at a function in Delhi, Singh had reportedly expressed concern that the widespread use of English language in the country had resulted in the loss of 'our language and culture' as hardly anyone speaks in Sanskrit now.

2G: Anil Ambani summoned as prosecution witness for July 26

NEW DELHI: Reliance ADAG Chairman Anil Ambani was today summoned for July 26 by a Delhi court to depose as a prosecution witness in the 2G spectrum allocation scam case.

CBI today submitted a list of five witnesses, including Anil Ambani, who are scheduled to be called for recording of their statements before the court.

According to court sources, special CBI Judge O P Saini has signed the summons to be issued to these witnesses.

Besides Anil Ambani, CBI is calling Anant Raj Industries Ltd's vice-president ( finance) Yogesh Sharma for recording of his statement before the court on July 24.

ICICI Bank official Devendra Chandavarkar, who has earlier been examined as a witness in the case, has been recalled for his examination on July 25 along with CFSL expert Deepak R Handa.

In the list of witnesses submitted before the court, Anil Ambani's testimony is scheduled for July 26 while another CFSL expert Vijay Verma has also been called on that day.

On July 19, the court had allowed CBI's plea to make Anil Ambani, his wife Tina Ambani and 11 others prosecution witnesses in the case.

Earlier in the day, Reliance Telecom Ltd (RTL), facing trial in the case, moved the Supreme Court challenging trial court's order summoning Ambanis as prosecution witnesses.

The apex court agreed to hear the matter on July 24. The trial court had allowed CBI's plea that the testimony of Anil Ambani and Tina Ambani may throw light on alleged investment of over Rs 990 crore by his group companies in Swan Telecom, facing trial in the case along with its promoters Shahid Usman Balwa and Vinod Goenka.

Sushma Swaraj's aircraft makes emergency landing in Jaipur

INDORE: Leader of opposition in Lok Sabha Sushma Swaraj had close save on Monday afternoon and her aircraft in which she was coming to Indore had to make emergency landing in Jaipur.

Sushma Swaraj took off from New Delhi for Indore from where she was scheduled to go to Ujjain to flag off election campaign termed as 'Jan Ashirwad Yatra' of chief minister Shivraj Singh Chouhan. Within few minutes of take off aircraft develops technical snag and it made emergency landing at Jaipur airport.

In the afternoon Sushma Swaraj tweeted-took off for Ujjain this morning. Landed in Jaipur due to technical sang in the right engine of the aircraft. After few minutes she tweeted-It is all fine. Nothing to worry.

Spokesperson of BJP Ujjain division, Jaiprakash Junwal told TOI Sushma Swaraj was expected to flag off 'Jan Ashirwad Yatara' but she could not make it due to some technical reason. He said Sushma Swaraj could to manage to reach Ujjain for the programme.

CM Shivraj Singh Chouhna has started his 50-day-long election campaign from Monday from Mahakal temple in Ujjain. Under this tour CM will visit all districts of state and he will arrive Indore in October.

Congress asks Mamata to clear stand on BJP

KOLKATA: With West Bengal chief minister Mamata Banerjee announcing that her party would not support Narendra Modi, Congress leadership on Sunday asked Trinamool Congress to come out clean on its stand on BJP.

"Trinamool Congress should stop playing to the gallery. Mamata Banerjee is saying her party doesn't support Narendra Modi. But what is her stand on BJP," Congress leader Manas Bhuniya said at a rally here to commemorate the death of Congress workers in 1993 police firing.

The comment from Congress comes days after Banerjee said, "We do not support Narendra Modi, nor we will support him (in future)."

Congress also demanded a CBI investigation into the death of the 13 Congress activists on July 21, 1993 in a police firing in Kolkata.

"We want a CBI probe into the police firing that led to the killing of 13 Congress activists. The then state home secretary, Manish Gupta, is currently a minister in the cabinet of Mamata Banerjee. Only a CBI inquiry can bring out the truth," state Congress president Pradip Bhattacharjee said.

Bhattacharjee also alleged that the inquiry commission on the 1993 police firing set up by Trinamool Congress regime has been done to save Gupta.

Bhattacharjee also asked people to unite against the misrule of Trinamool regime.

"Time has come for the people to unite against Trinamool's misrule. The two girls of Kamduni had shown the way. Trinamool can never make a turnaround as Congress is no longer with them," Bhattacharjee said.

UP chief minister's convoy attacked in Hyderabad

HYDERABAD: Uttar Pradesh chief minister Akhilesh Yadav's convoy Sunday came under attack allegedly from supporters of the Secunderabad MP here. No one was injured.

The incident took place outside a hotel when Congress MP Anjan Kumar Yadav was not allowed to sit in the visiting chief minister's car.

Window panes of a car in Akhilesh Yadav's convoy were damaged in the attack outside a star hotel. No one was injured.

Police later said they identified four people involved in stone pelting and booked them. However, no arrests have been made yet.

The incident took place when Uttar Pradesh chief minister's security guards prevented Anjan Kumar from sitting in his car. Angry over this, the MP's supporters pelted stones at the convoy as it left Park Hyatt hotel in Jubliee Hills.

Akhilesh Yadav was on a two-day visit to the city to attend national executive of All India Yadav Mahasabha.

Earlier, the visiting chief minister called on union Tourism Minister K. Chiranjeevi at the latter's residence.

He also called on chief minister N Kiran Kumar Reddy and Telugu Desam Party chief N Chandrababu Naidu on Saturday.

Authorities must avoid excessive use of force in J&K: National Alliance for People's Movement

LUCKNOW: The National Alliance for People's Movement has demanded that the government authorities in Jammu and Kashmir (J&K) must avoid excessive use of force while policing demonstrations. Dozens of people have been injured in many parts of J&K in widespread clashes between security forces and protestors. The protests began on 18 July, when four people were killed by paramilitary forces in Ramban district.

In a statement released by the NGO on Saturday, NAPM has demanded that authorities must protect the right to life in accordance with the Constitution of India and international law - including the International Covenant on Civil and Political Rights, to which India is a state party. It has also said India must uphold the international standards, in particular, the UN Basic Principles on the Use of Force and Firearms by Law Enforcement Officials and the Code of Conduct for Law Enforcement Officials. Law enforcement officials must always apply non-violent means before resorting to the use of force, including when policing public demonstrations. They must use force with restraint, and only when it is absolutely necessary and proportional to the threat to public safety.

The NAPM statement reads: "Firearms should only be used as a last resort, and the intentional lethal use of firearms must only be employed when strictly unavoidable in order to protect life. Amnesty International India urges authorities to conduct a full, impartial and effective investigation into any possible excessive use of force by security forces in J&K, and all deaths or serious injuries caused by the use of force or firearms. All suspects, including those with command responsibility, must be prosecuted in a competent, independent and impartial civilian court."

Over last week, protesters have defied curfew regulations and held violent demonstrations. Authorities have reportedly used excessive force, including firing live ammunition, against protestors. Local residents in Ganderbal district have told journalists that two people were seriously injured on 19 June when the J&K police and paramilitary forces from the Central Police Reserve Force (CRPF) opened fire at demonstrators, some of whom were throwing stones. The police have claimed that they used pellet guns. There are also reports that the police and CRPF fired live ammunition at protesters in Qazigund and Koimoi towns in south Kashmir. Authorities have placed curfew regulations on major towns in the Kashmir Valley. On 19 July, four people were killed and forty injured in Gool, Ramban district, when paramilitary personnel of the Border Security Force (BSF) opened fire on protestors demonstrating against the alleged roughing up of a cleric by security forces. The BSF has stated that its forces fired in self-defence when the protestors turned violent. However eyewitnesses have said that the BSF personnel opened fire indiscriminately at protestors. The J&K police have said in a preliminary report that the firing by the BSF forces was "uncalled for" and "indiscriminate."

Corruption in UPA has turned into small scale industry: Jaitley

CHANDIGARH: Senior BJP leader Arun Jaitley on Sunday said with slew of graft cases surfacing during the UPA government, corruption has taken the shape of a "small scale industry", and the upcoming Lok Sabha polls will be a fight between morality and immorality.

"Upcoming Lok Sabha election will not just be a political fight but a "Dharam Yudh" (fight for justice) between morality and immorality," said the leader of opposition in Rajya Sabha.

Jaitley was addressing party workers here on Sunday. Speaking on the graft cases, he said, "With 2G, coal scam, Bofors scam running into several lakhs of crores, corruption during the UPA government has taken a form of small scale industry."

Jaitley also attacked the Centre over CBI, alleging that Congress has been "misusing" the agency to not only save its ministers and other Congressmen but also to keep itself in power.

"Every time Congress government needed numbers for survival, the CBI suddenly went soft on the SP and BSP leaders who are facing probe for disproportionate assets.

"They have even attacked IB for vote-bank politics, however Congress should remember CBI does not gets votes it is the people who vote and the mood of the people is clearly with BJP," he said.

The BJP leader said that Congress was indulging in "crony capitalism" and Congressmen have become "name lenders" as in the coal scam, where the blocks were allotted "with name chits being passed on to the screening committee".

"So large has been the degradation that even the status report to the Supreme Court was fudged to save those from the PMO and the coal ministry," he claimed.

He also attacked former railway minister Pawan Kumar Bansal. "It seems the whole Bansal family is running an industry of postings and promotions," he said.

"The government may have manipulated the CBI, but there is a clear overlap in the Railgate phone conversations and the file movements," he said.

"Under these circumstances of failure on all the fronts there is no leadership in Congress to inspire or infuse confidence, and it seems to be ducking a political fight by going without a head," he said.

On the other hand, Gujarat chief minister Narendra Modi has been leading not only in all the opinion polls but also in the psyche of the country, Jaitley said.
