Maoists attack Inter-City Express train in Bihar, 3 jawans shot dead

MUNGER: In a daring attack, armed Maoists on Saturday shot dead three GRP jawans and injured two others, besides looting five rifles from them in Sahebganj-Patna Inter-City Express in Bihar's Munger district, police said.

The incident took place in the running train near a tunnel between Jamalpur and Ashikpur railway stations on Saturday evening, Jamalpur's railway superintendent of police Amitabh Kumar Das said.

Two other GRP jawans sustained bullet injuries, he said.

The Maoists looted five rifles from the GRP jawans before making good their escape.

The deceased GRP jawans have been identified as Hawaldar Ashok Kumar, constables Bhola Thakur and Uday Singh, Das said adding that the bodies were being sent for postmortem.

The injured GRP jawans are Md Imtiyaz and Vinay Kumar, the SP said adding that arrangements were being made to rush them to a hospital.

Besides five automatic rifles, unspecified number of cartridges were also looted by the Maoists from the GRP jawans, he said.

The five GRP jawans belonged to the Bihar Military Police (BMP)'s 12th unit at Bhagalpur and were escorting the train on way to Danapur, Das said.

Meanwhile, the Sahebganj-Danapur Inter-City Express has reached Jamalpur railway station.

Sugar factory owner not happy with the govnt sugarcane price

BELGAUM: All the sugar factories in Maharashtra and Karnataka will have to be closed-down if government enforces rate of Rs 2,500 per tonne of sugarcane said chairman of Renuka Sugar's Vidya Murkumbi.

Vidya said that it was unfortunate that a farmer died during the protest in front of Suvarna Vidhana Soudha. "Due to assured cane prices, the area under cane cultivation is almost increased by 30 per cent from 2010 to 2013, due to assured cane prices, resulting in increase in sugar production by 34 per cent from 187 lakh tonne in 2010 to 250 lakh tonne in 2013; while consumption is increased by just 10 per cent from 213 lakh tonne in 2010 to 235 lakh tonne in 2013. At the same time, continuous increase in cane prices has been pulling down the industry to sickness" added Vidya.

"To save both farmer and industry, which are solely dependent on each other, they should sit together along with government to prepare the roadmap as by what structure of cane price industry and farmer both will survive. We should keep in mind that since we are producing more than consumption, we have to be competitive in world market as exports will be inevitable. Even if imports are stopped, which have already stopped in last 2 months, the excess sugar produced has to be sold in the competitive world market. If not exported and if sugar production continued to be surplus, even to pay FRP, government will have to compensate both the farmers and industry to crush the cane" added Vidya. She also mentioned that the sugar industries are ready for discussion with the government for solving the issue amicably.

Tarun Tejpal's anticipatory bail plea rejected, faces arrest

PANAJI: Beleagured Tehelka's founder editor Tarun Tejpal's plea for anticipatory bail was rejected by the sessions court on Saturday evening and his arrest appeared imminent.

The order was pronounced at 8.10pm.

The sessions judge Anuja Prabhudesai pronounced the order in a packed court room after a three hours delay. Scorching rumours that he may attend the court, Tejpal chose to go directly to the crime branch at Dona Paula, on the outskirts of the city, at around 4.30pm ahead of the verdict.

Tejpal is facing charges of rape and sexual assault after Manohar Parrikar government took suo motu cognizance of the case on November 21. The Goa Police then filed a FIR against him based on media reports and also on the complaint filed by the victim with the news magazine's managing director Shoma Chaudhury.

The case was registered under section 354, 376 and 36 (2) (k) of IPC. The alleged incident occurred at a starred resort in Bambolim, 5km from here, during the ThinkFest between November 7-8, 2013.

Tejpal had moved for anticipatory bail Friday morning soon after the non-bailable warrant was issued against him by a Goa court. Though the Goa Police had gone to arrest him in Delhi, they couldn't do so as the court had granted him relief till 2.30pm Friday. Offering to cooperate with the police, he took a flight to Goa with his daughter and lawyers.

The sessions court heard the arguments of Tejpal's counsel Geeta Luthra on Friday evening and Saturday morning after which public prosecutor Saresh Lotlikar made his submissions that Tehelka founder editor was required for custodial interrogation.

In the first half on Saturday, Tejpal had attended the court hearing with his counsel pointing out that he has joined the investigation. Tejpal had also visited the crime branch office at Dona Paula in what was seen as a move to show that he was fully cooperating with the police.

Telangana leaders caution Naveen against Jagan Mohan Reddy

BHUBANESWAR: Seeking the support of BJD for the formation of a separate state by dividing Andhra Pradesh, a delegation of Telangana leaders on Saturday cautioned Odisha chief minister Naveen Patnaik to be 'careful' with YSR Congress leader Jagan Mohan Reddy.

"Please be careful with him and do not give support to a corrupt person," Rajya Sabha MP V Hanumantha Rao said in a memorandum to Patnaik.

"As per 2004 election declaration, Jagan's assets were Rs 9.2 lakh, but by 2011, it reached Rs 365 crore. You can imagine that within 7 years, how this huge jump can happen."

Stating that Telengana was a long standing demand, he said "YSR took 37 MLAs to Sonia Gandhi to give a representation demanding a separate state of Telangana. TDP leader Chandrababu Naidu also supported the formation of a Telangana state.

"But now, everybody has taken a U-turn to seek sympathy in Seemandhra and are blaming the Congress for the division with selfish motives," Rao said.

Rao led a five-member delegation of Telangana leaders which met Odisha's parliamentary affairs minister Kalpataru Das here in the absence of the chief minister in the state capital.

The delegation claimed that Telengana should not be compared with other states because it was not part of Andhra Pradesh previously. "They came here and joined us in 1956 on the basis of one state for Telegu-speaking people," they said.

"Division of state is a sensitive, political, social and emotional issue. In case of Andhra Pradesh, people of the state should have been consulted and a consensus developed before any decision," Das said after the delegation met him.

The Telangana leaders were here six days after Jagan Mohan Reddy sought Patnaik's support against division of Andhra Pradesh.

Super Hercules in air ambulance mode lands at Bagdogra

KOLKATA: Chetak and Mi-17 helicopters of the Indian Air Force flying into the Jorhat Air Force Station from forward bases with injured soldiers. An-32 transport aircraft carry in some more from Advanced Landing Grounds (ALGs) along the Line of Actual Control (LAC). Some are shifted to the local IAF hospital while the seriously injured are transferred to a waiting C130J Super Hercules which takes off for Bagdogra within minutes.

Sounds like a clip right out of a war movie. This was no movie but the injured soldiers were playacting. The remaining members of the 'cast' were serious. After all, this was a drill - part of Ex Casevac East 2013 - that needs to be perfected if valuable lives are to be saved during any aggression from across the LAC. The Super Hercules finally lands at Bagdogra and the 50 patients are brought out and transferred to waiting ambulances.

The Army and IAF are certainly taking the possibility of a military strike by China quite seriously. Apart from developing infrastructure to counter any such move, support mechanism is also being perfected. According to an officer, Ex Casevac East 2013 involved the states of Arunachal Pradesh, Assam, West Bengal and Sikkim. While Arunachal and Sikkim share borders with the Tibet Autonomous Region (TAR) and China, Assam and West Bengal will play vital roles in the movement of men and equipment and casualty evacuation.

"The Super Hercules was modified into an air ambulance configuration with 'patient transfer unit' and life saving equipment. It became part of the 'critical care air transport team' for speedily airlifting casualties from a simulated disaster zone in Jorhat, upper Assam to Bagdogra in West Bengal. Helicopters and smaller transport aircraft like An-32s participated in the drill. This was a demonstration that will benefit stakeholders like the Army, paramilitary forces and disaster management response managers from Darjeeling, Jalpaiguri and Sikkim," the officer added.

According to him, the exercise successfully showcased the IAF and Army's operational preparedness, cohesion and professional capabilities besides synergizing inter-dependencies among the various stakeholders in disaster situations. It was also aimed to evaluate, analyze and adapt to ever-changing situations, lack of time, information and resources.

Distribution of anti-Modi pamphlets by dalit activists kicks up dust

MYSORE: Distribution of pamphlets by dalit activists at the UOM campus urging people to prevent Narendra Modi from winning elections has run into a controversy with Namo brigade activists seeking action against the people including a couple of teachers involved in this anti-Narendra Modi campaign .

On Wednesday, activists of Karnataka Dalit Sahitya Academy carried out a campaign called "Save India" in which they distributed pamphlets against Narendra Modi and BJP. Many activists and litterateurs who participated in the campaign strongly urged the people who were handed over the pamphlets not to vote for BJP and involve themselves in a campaign urging the people not to vote for BJP.

K Gokul Goverdhan the convenor of newly founded Namo brigade said they have filed a complaint against the people who campaigned against Modi at UOM to the UOM authorities and sought a disciplinary action against them." Such a political activity on the University campus is against the law and will spoil the academic atmosphere at the seats of higher learning" he said and added: the activities of the so called progressive elements is highly condemnable .

He said the UOM should not have allowed the people indulge in such a political activity and "we have filed a complaint against dalit activists". "We have also decided to take out a bike rally on Saturday afternoon in favour of Modi" he claimed, adding that UOM should not allow such political activity on the campus.

Meanwhile UOm Registrar C Basavaraj said they have received a complaint and going through it. "I will consult the VC and go through the rules before initiating any action against the people who carried out the campaign" he said adding that the UOM is against any political activity on the campus." A UOM teacher is also involved in the campaign and we will go as per the law," he added.

Shocked, shattered by sexual harassment allegations, former SC judge Ganguly says

NEW DELHI: Denying any sexual harassment of a young woman law intern, former Supreme Court judge Justice A K Ganguly on Friday said he was "shocked and shattered" by the charges against him.

"I am denying everything. I have told the committee that all the allegations levelled by the intern are wrong. I don't know how such allegations have been levelled against me," he said.

He was giving his reaction after an apex court official released a statement that Justice Ganguly had recorded his statement before a three-judge committee that went into the intern's allegations and has submitted its report to the Chief Justice of India.

The apex court official statement said Justice Ganguly had recorded his statement to the three-judge committee headed by Justice R M Lodha. The report was handed over to CJI Justice P Sathasivam on Thursday.

"I totally deny the allegations. I am a victim of situations," he told television channels.

"I am not ashamed of anything," he said in reply to a question in regard to the alleged episode which came out in public domain after the intern spoke about in a legal portal earlier this month.

He said the charges against him were totally wrong. The girl had not raised any sexual harassment issue with him, he said, adding that he had not done any physical harm to her.

The former judge said the intern worked with him though she was not officially allocated to him. She came in the place of another intern who had gone abroad after marriage. "I never put up a poster. She came on her own."

He said the girl had come to his house on a number of occasions in connection with the work.

Asked about the charge that he had asked her to come to a hotel room, Justice Ganguly said he was in Delhi at that point of time in connection with work and she was also in Delhi.

"I know what she has said. The question is that when I was in Delhi she was also in Delhi. She came on her own to my...," he said.

"If anybody feels uncomfortable to work with me she was free to leave," he said, adding that there was inconsistency that she has respect for him and there was no rancour.

He said that the intern was like his child and he treated her that way.

Asked if he was worried whether the three-judge committee will pass strictures against him, he said, "I don't know what kind of strictures will be there."

To another question if he felt that the committee could have preconceived notions about him, he said,"I am not saying anything."

Asked whether the allegations have cast a shadow on him, he said, he has faith in people and the people will judge him by his "conduct" and by his judicial work.

Justice Ganguly, who demitted office on February 12 last year, said that if this trend continues it will be difficult for the upright judges to continue to work.

"I have worked with several interns in my life, a large number of them and I treat them like my children. They are all well placed in several places in their lives and nobody has made such allegations. I am shocked and shattered."

He said that his case be not compared with that of Tarun Tejpal. "Don't compare this case with Tejpal. Please," he told to a television channel.

To a question if asked to prove ..., Justice Ganguly shot back "how can I prove the negative."

The intern had earlier this month told a legal news portal that a "recently retired" judge with whom she was working earlier had sexually harassed.

Hit by the allegation, the Supreme Court constituted the three-judge committee to go into the charge of the intern.

Justice Ganguly was elevated to Supreme Court on December 17, 2008 and demitted office on February 3, 2012.

The intern, in a blog, had accused the retired judge of having misbehaved with her in a hotel room last December when the nation was grappling with the gang-rape of a 23-year-old woman in the national capital.

On November 18, the intern appeared before the panel and gave details of the incident and on November 21, she had sent certain applications and affidavits to the panel.

While setting up the panel on November 12, Justice Sathasivam had observed that he was concerned as head of the institution (judiciary).

"In the cases of sexual harassment, we cannot take it lightly," the CJI had said.

The young woman intern had first come out in public by writing her experience and ordeal in a blog of NGO 'Natural Justice: Lawyers for Communities and the Environment', with which she has been working.

She has also got support and solidarity from her employer NGO.

Shinde endorses Cobrapost expose on IT companies

NEW DELHI: Union home minister Sushilkumar Shinde on Friday said the Cobrapost expose on IT companies' alleged use of social networking platforms like Twitter and Facebook to build and destroy reputations online had only confirmed his fears on the growing misuse of social media.

"I had raised this issue in the recent Intelligence Bureau conference...my worry is being proved right," he told reporters here, when asked to react to the website's revelations about a dozen IT companies offering online reputation management services to help politicians artificially boost their popularity, gain followers and engage in smear campaigns.

Shinde suggested he was gathering details regarding misuse of social platforms for such make-believe online campaigns.

In his address to the DGP conference here last week, Shinde had lamented the "mischievous" use of the social media to spark off communal trouble, ethnic clashes and revive militancy in states like Punjab, and said there was need to monitor such propaganda over the internet.

"While government favours freedom of expression, mischievous use of this medium (social media websites) to foment trouble needs to be checked," he had told the state police chiefs. Cobrapost, which conducted the sting operation named 'Operation Blue Virus', claimed to have exposed about two dozen IT companies allegedly in the business of online reputation management.

Among other things, the IT companies were allegedly offering their clients a fake following on Facebook and Twitter, and indulged in negative publicity against a political leader or a party, or a corporate house, at the behest of their opposite camp, for money.

Arunachal Pradesh is 'integral and important part' of India: Pranab Mukherjee

ITANAGAR: On one of the rare presidential visits to this part of the country, incumbent Pranab Mukherjee on Friday asserted that Arunachal Pradesh is an integral and important part of the northeast region of India and a core stake holder in country's 'Look East' foreign policy.

In comments that will be read with interest in Beijing, which lays claim over parts of the state, he said no longer should this region be considered remote.

"The Centre and the state government should together rapidly build the infrastructure linkages and connectivity with the rest of India that is required and this legislature and the people of Arunachal should extend every assistance possible to this venture," he said in his address to Arunachal Pradesh assembly.

China, which has raised disputes regarding India's sovereignty over Arunachal Pradesh, has of late upped the ante by issuing stapled visas to residents of the state in a bid to buttress its claim.

But the visits by Prime Minister Manmohan Singh some years ago and the President now are seen as an attempt by India to send a clear message to China that India has an unassailable sovereignty over the state.

The President said the country had a long-standing civilizational bonds with its neighbours in South and South East Asia as well as East Asia.

"The northeast of India provides a natural bridge between us and South East Asia. The essential philosophy of our 'Look East Policy' is that India must find its destiny by linking itself more and more with its Asian partners and the rest of the world," he said adding India seeks to make its neighbours as partners in development.

"We believe that India's future and our own best economic interests are served by closer integration with Asia...there is little time to be lost. Considering the huge pool of natural resources and the quality of its human resources, the northeast of India has the potential of being an important investment destination and a centre for trade and business," he said.

He said there was a need to harness opportunities that were emerging from the rise of Asia and India's growing economic integration of India with the region.

Mukherjee said it was a challenge for the state and the central governments to complete and commission all the hydel projects in the state so that the economy gets a quantum jump to become one of the richest states of the country.

"Since Arunachal Pradesh has common borders with three countries, the development of border areas is also vital and must receive our utmost attention," he said.

Tarun Tejpal reaches Goa, granted bail till 10am tomorrow

PANAJI: On a day of high drama and action, Tarun Tejpal, accused of sexually assaulting a woman reporter in Tehelka, on Friday got a minor relief when a local court gave him interim protection from arrest till 10am on Saturday.

Dodging a combined team of Goa and Delhi Police that visited his house in Delhi at the crack of dawn to arrest him, Tejpal landed in Panaji around the time district and sessions judge Anuja Prabhudesai gave him the reprieve till Saturday morning.

The judge, who had issued non-bailable warrants to Goa and Delhi Police for his arrest earlier in the morning, later stayed his arrest till 2.30pm on an anticipatory bail application moved by Tejpal's lawyers

During arguments on the bail application in the post-lunch session, Tejpal's lawyer Geeta Luthra contended that he was a man of high integrity and reputation and that the CCTV footage of the hotel will exonerate him.

The complaint from the victim, who was seen normal even after the alleged incident, came 10 days after the said episode, she argued.

After securing the relief, Tejpal, the founding editor of the weekly where the victim was working as the journalist and was allegedly assaulted in five-star hotel lift earlier this month, left Delhi by a 2.30pm flight, accompanied by his wife Geetan Batra, other family members and lawyers.

Before boarding the aircraft, Tejpal said he was going to Goa as he has got summons from the police.

Television journalists on board the same flight milled around an unwilling Tejpal for comments that the air crew reportedly threatened to make an emergency landing in some other destination.

Tejpal faced some protests and black flag demonstration by BJP's youth wing activists as he left the Dabolim airport amidst tight security.

Luthra said Tejpal was a free man but would be joining investigations whenever the investigating officer calls him. He has come to Goa to join the probe, she said.

During arguments, Luthra twice took the name of the victim to which the public prosecutor took strong exception.

The judge sternly told the lawyer this was not right on her part to name the victim. "You know the law is strict on it," the judge said.

Luthra said none of the charges of rape, outraging the modesty of a woman and custodial rape have been made out against him.

She said strange procedures have been adopted in the case. "I fear that there is some political hand in it resulting in tainted investigation."

She said Tejpal stood for human rights. He has ruffled many feathers within own community and also political leaders because of which he is not getting opportunity to have any say.

When the judge asked whether the allegations against him were politically motivated, the lawyer refused to say they were political.

Luthra said the allegations were post facto — almost eleven days after the alleged incident.

"My client is a person of great integrity and reputation. For three years Tehelka was persecuted. It is easy to get him into disrepute, the credibility (has been) created over 50 years. My client was created many enemies. His sting operations had even forced the defence minister to resign".

The lawyer said Tejpal was not asked to join investigation even days after the FIR was filed. "I was waiting for intimation. I filed transit bail only after the girl was examined by Goa Police."

She said summons were sent through Goa Sadan. They were served in the absence of an adult male member. "Police are carrying out media trial. If this can happen to such a person what can happen to ordinary person."

Luthra urged for private viewing of CCTV footage inside and outside the lift. "No criminality happened, no offence happened. No criminality has happened."

She contended that the entire two-day CCTV footage of the girl should be viewed to check whether she was really "hysterical and distraught".

The defence lawyer also produced the picture of the victim with Tejpal and eminent writer Robert De Nero taken two days after the incident and said that the girl was seen comfortable.

"If you see the CCTV footage, you will exonerate me completely. At this stage we cannot say what the girl says is gospel truth," she said.

The public prosecutor will present the prosecution arguments when the court resumes hearing on Saturday.

Kargil veteran raises Mandi memorial issue

SHIMLA: In Mandi district a park was created in the memory Kargil martyrs but the way names of martyrs have been inscribed on the wall of a store room has left Kargil War hero pained. To complete the formality of creating a war memorial, a plaque naming the martyrs of Mandi district has been fixed on the wall of store room used to store gardening implements. Even 15 years after Kargil war nothing has changed and no effort has been made to renovate the memorial by state governments.

Not happy with this, Brigadier Khushal Thakur (retd), who was the commanding officer of 18 Grenadiers that had captured Tololing and Tiger Hill during Kargil war, said this shows the apathy and insensibility of political leaders and respective governments towards martyres and defence forces.

He said the park created as a Kargil memorial at Seri Maidan in Mandi, though is ideally located, but it was never planned to be a memorial as such. "Infact it was meant for water fountain. The idea of naming it as Kargil Park was an afterthought and post hustle after Kargil War by the then government since there were twelve martyrs from Mandi district. That is why the place gives no semblance of a memorial and it lacks basic thought of sanctity, ambiance and infrastructure to look like as a memorial," he added.

Thakur said to make it more dishonourable a plaque naming the martyrs of Mandi district on the wall of a store room has been fixed. He said Himachal Pradesh is a state which has a rich history and tradition of sending great soldiers to defence forces of India and who have given the supreme sacrifice of their lives for the nation besides winning many gallantry awards.

"Out of four Param Vir Chakras, two have been won by Himachalis one by Capt Vikram Batra and other by Rifleman Sanjay Kumar and this should make Himachal proud of its soldiers. The least a country and states can do for such martyrs to honour and respect them as well as to inspire and motivate future generations, is to build suitable War Memorials at appropriate locations," he added.

Thakur suggested that at present major changes may not be feasible but some functional changes definitely can be accommodated to give it a more dignified look as a memorial with minimum changes and minimum financial cost for which the services of an architect and engineers can be taken. He also requested the state government and the administration for urgent consideration and to carry out necessary renovation and modifications on priority to the present "Kargil Memorial."

Tarun Tejpal's request for more time rejected, may be arrested

NEW DELHI/PANAJI: Tarun Tejpal has sent a fax to Goa Police stating that he will join the investigation tomorrow, his lawyer said on Thursday.

Earlier, Goa Police on Thursday rejected Tarun Tejpal's request for time till Saturday to appear before it and did not rule out his arrest after he failed to present himself before the 3pm deadline set by it.

Without specifically saying whether a non-bailable warrant has been issued against Tejpal, DIG O P Mishra said "whatever logical and legal step as empowered by law has already been initiated".

The Goa Police statement came two hours after Tejpal, accused of sexual assault of a woman journalist colleague of his in Goa earlier this month, chose not to appear before the investigating officer and instead sought time till Saturday for the purpose.

"Keeping in view the seriousness of the offence, the investigating officer (IO) has not accepted his (Tejpal's) request (for more time) to appear before her," he said. "The IO is now proceeding in the case as per law. All other formalities will follow. We will do them without any loss of time," he said without disclosing what the step was.

Asked whether a non-bailable warrant of arrest was being issued or whether he would be arrested, Mishra said, "it has serious implications and as per law empowered, we are proceeding without any further delay".

To a question again whether NBW will be issued, Mishra that is the logical and legal step.

Mishra said the notice asking Tejpal to appear before the IO by 3pm on Thursday was duly served and was received by the family. But around 12 noon today, a lawyer for Tejpal served a letter to the crime branch police seeking an extension of time for appearance by Saturday since he was not in Goa.

To all questions on the next strategy including whether Tejpal would be arrested, he said "I would not divulge what steps we are taking. It has serious implications. As per law empowered, we are proceeding without any further delay."

He said when the deadline of 3pm was for Tejpal's appearance today the police took into account the journey time from Delhi to Panaji.

Describing the "seriousness" of the case, Mishra said that it was not too short a time for the accused to reach Goa today. "We will act as per law and proceed without wasting time", he said.

Tejpal withdraws bail plea from Delhi HC

Meanwhile, in a change of strategy, Tarun Tejpal, accused of sexual assault against a woman colleague, on Thursday withdrew his bail plea in the Delhi high court, saying he will "approach appropriate court for appropriate remedy".

A day before the high court was to pass order on his bail plea, Tejpal counsel made the plea which was allowed by Justice Sunita Gupta who had on Wednesday reserved her order in the matter.

"We told the judge that we are withdrawing it with a liberty to approach appropriate court for appropriate remedy which also includes anticipatory bail and the court allowed our plea," advocate Sandeep Kapur, appearing for Tejpal, said.

Fearing arrest by Goa Police in connection with the case, Tejpal had approached the high court seeking either anticipatory or transit bail.

Amidst speculation that Tejpal might approach the Supreme Court, his wife, daughter and some close friends were seen in the apex court in the morning along with his counsel Geeta Luthra and Kapur.

Tarun Tejpal to appear before Goa Police tomorrow, his lawyer says

NEW DELHI/PANAJI: Tarun Tejpal has sent a fax to Goa Police stating that he will join the investigation tomorrow, his lawyer said on Thursday.

Earlier, Goa Police on Thursday rejected Tarun Tejpal's request for time till Saturday to appear before it and did not rule out his arrest after he failed to present himself before the 3pm deadline set by it.

Without specifically saying whether a non-bailable warrant has been issued against Tejpal, DIG O P Mishra said "whatever logical and legal step as empowered by law has already been initiated".

The Goa Police statement came two hours after Tejpal, accused of sexual assault of a woman journalist colleague of his in Goa earlier this month, chose not to appear before the investigating officer and instead sought time till Saturday for the purpose.

"Keeping in view the seriousness of the offence, the investigating officer (IO) has not accepted his (Tejpal's) request (for more time) to appear before her," he said. "The IO is now proceeding in the case as per law. All other formalities will follow. We will do them without any loss of time," he said without disclosing what the step was.

Asked whether a non-bailable warrant of arrest was being issued or whether he would be arrested, Mishra said, "it has serious implications and as per law empowered, we are proceeding without any further delay".

To a question again whether NBW will be issued, Mishra that is the logical and legal step.

Mishra said the notice asking Tejpal to appear before the IO by 3pm on Thursday was duly served and was received by the family. But around 12 noon today, a lawyer for Tejpal served a letter to the crime branch police seeking an extension of time for appearance by Saturday since he was not in Goa.

To all questions on the next strategy including whether Tejpal would be arrested, he said "I would not divulge what steps we are taking. It has serious implications. As per law empowered, we are proceeding without any further delay."

He said when the deadline of 3pm was for Tejpal's appearance today the police took into account the journey time from Delhi to Panaji.

Describing the "seriousness" of the case, Mishra said that it was not too short a time for the accused to reach Goa today. "We will act as per law and proceed without wasting time", he said.

Tejpal withdraws bail plea from Delhi HC

Meanwhile, in a change of strategy, Tarun Tejpal, accused of sexual assault against a woman colleague, on Thursday withdrew his bail plea in the Delhi high court, saying he will "approach appropriate court for appropriate remedy".

A day before the high court was to pass order on his bail plea, Tejpal counsel made the plea which was allowed by Justice Sunita Gupta who had on Wednesday reserved her order in the matter.

"We told the judge that we are withdrawing it with a liberty to approach appropriate court for appropriate remedy which also includes anticipatory bail and the court allowed our plea," advocate Sandeep Kapur, appearing for Tejpal, said.

Fearing arrest by Goa Police in connection with the case, Tejpal had approached the high court seeking either anticipatory or transit bail.

Amidst speculation that Tejpal might approach the Supreme Court, his wife, daughter and some close friends were seen in the apex court in the morning along with his counsel Geeta Luthra and Kapur.

Kapur, however, said that Tejpal is not planning to move the apex court in the matter.

Name new state as 'Sonia Telangana': Ex-Andhra minister

NEW DELHI: In a queer demand, a former Andhra Pradesh minister today suggested the Centre to name the new state carved out of Andhra Pradesh as 'Sonia Telangana'.

"I am putting forth this demand, as she has prevented more individuals from the region committing suicide for Telangana cause," P Shankar Rao, who claims to be a founder member of Congress (I), said.

"Over a thousand people have committed suicide till the announcement on creation of Telangana was made. However, there were no suicides reported in the last 70 days," he added.

Terming Sonia as 'Telangana Talli' (Mother of Telangana), Rao said he is installing a statue in Hyderabad by December which would resemble the face of the AICC chief.

In prison, dentists Talwars earn Rs 40 a day

GHAZIABAD: Dentist couple Rajesh and Nupur Talwar, sentenced to life imprisonment for a gory double murder, are earning Rs.40 each a day at the Dasna Jail here, a prison official said Thursday.

The Talwars have been read out the jail rules: they cannot meet daily although their barracks are close to one another. They can meet once every week — just for 40 minutes.

Rajesh and Nupur Talwar have been lodged in barracks 11 and 13 respectively. Rajesh Talwar has been allotted prisoner number 9,342 while Nupur's number is 9,343.

Jail Superintendent Viresh Raj Sharma said that husband-wife prisoners meet in the Dasna prison, located on the outskirts of Ghaziabad district, on Saturdays.

"They would be allowed to meet for 40 minutes in the park situated inside the jail," Sharma said.

On Nov 25, when a Special CBI Court convicted them for the May 2008 murders of their teenage daughter Aarushi and domestic help Hemraj, the Talwars were upset and refused to have their dinner in the jail.

They cooled down the next day, even though they were sentenced to life imprisonment, and took to work allotted at the prison.

"They have been provided jail uniform which they have to wear all the time," Sharma told IANS. "They have been allotted work as per their qualification."

Rajesh Talwar will work as a doctor and treat dental patients — and earn Rs.40 a day. This would come to about Rs.1,200 a month.

Nupur Talwar has been assigned to teach the women and children — this is what she did during her last term in jail. She too will be paid Rs.40 a day.

The prison offers three types of work: unskilled, semi-skilled and skilled.

Unskilled workers are paid Rs.25 a day, the semi-skilled get Rs.30 while the skilled earn Rs.40.

Convicted prisoners in jail are expected to work in one of the areas: flour making, prison stores, farms, stores, prison office, bakery and the cleaning section.

Law intern says she is being looked at with suspicion by SC panel

NEW DELHI: A law intern, who has alleged sexual harassment by a recently-retired Supreme Court judge, feels she is being looked at with "suspicious eye" when she appears before the apex court's three-member probe panel.

She also said the reason for delay in coming out with the sexual harassment allegation was that she feels Indian law is "not equipped enough to sensitively deal with crimes against women".

The website 'Legally India', which was the first to come out with her story, on Monday quoted her interview to Wall Street Journal in which she said it took her time to come to terms with the fact that she had been assaulted.

"When I finally did, all that I wanted to do was to erase the memory from my conscience. This was a man I had admired, I looked up to him.

"Indeed, I pondered over the idea of legal recourse, but feared it would do more harm than good. First, my case would have dragged on for years. Second, defence lawyers would make me relive every violating moment in court - something I wanted to bury at the time.

"Third, in cases of assaults, where there is no physical evidence, it's one's word against another's, really. There's no reason why a law graduate would have won over a judge with a spotless record. Even now, for instance, when I appear before the panel, I feel I'm being looked at with suspicious eye. I have to constantly justify that I'm not lying, I'm not making up this story. I feel humiliated," the website quoted her.

She also said it was ironic that she, being a lawyer, "does not think Indian law, or our legal system for that matter, is equipped enough to sensitively deal with crimes against women".

The law graduate, who first made public the allegation by writing her ordeal in a blog, said though she had not expected it to go viral, she was happy that it has caught national attention and triggered broader debates.

The intern said earlier there was guilt and shame attached to being raped and assaulted. The words were a taboo.

"Now, more and more people are questioning why they should put up with harassment - on the streets, in their homes, and at their workplaces. 'Why should we bear with this? We haven't done anything wrong,' they say."

The intern added that she had told her family about the harassment five months after the incident in May 2013 and they were also not keen to file a formal complaint.

"When I told my grandmother I was assaulted, she couldn't understand why I was making a big deal out of it. In fact, she didn't even think it was wrong. 'We have all been harassed at some point or the other,' she (grandmother) would say.

"My mother, meanwhile, said what had happened was indeed wrong, but that I had to accept it and move on. 'You don't have any other option,' she (mother) would say," the intern said.

Tarun Tejpal moves HC for anticipatory bail, journalist who accused him of sexual assault quits

NEW DELHI: The Tehelka journalist, who had accused its editor Tarun Tejpal of sexually assaulting her, has resigned from the magazine to be "free from any kind of pressure" as its employee.

Tejpal has been charged with rape by the Goa Police. When contacted, the girl said that she has resigned from Tehelka.

Sources said she had sent her resignation to the Tehelka management two days ago as she wanted to be free from any kind of pressure as an employee of the organisation.

The woman journalist on Saturday had issued a statement suggesting she and her family were being subjected to pressure and intimidation at an "intensely traumatic" time to "protect" Tejpal.

Disappointed over Tehelka management's handling of the case, consulting editor Jay Mazoomdaar and Revati Laul, an assistant editor, have also have put in their papers.

There are reports that Tehelka's literary editor Shougat Dasgupta also stepped down and more people are likely to resign in the next few days.

A three-member Goa Police team in the last two days had quizzed Tehelka managing editor Shoma Chaudhury and three employees who were contacted by the victim to corroborate her version.

The woman journalist had mentioned the names of her three colleagues, with whom she had interacted soon after the alleged assault happened at a Goa hotel lift around a fortnight ago, in her complaint and said Chaudhury could corroborate the incident from them.

Tejpal moves HC for anticipatory bail

Tejpal on Monday moved the Delhi high court seeking anticipatory bail.

The Goa Police had on November 22 lodged an FIR against Tejpal under sections 376 (rape), 376 (2)(k) (rape by a person of a woman in his custody taking advantage of his official position) and 354 (outraging modesty) of IPC in connection with the incident.

Meanwhile, NCW member Nirmala Samant Prabhavalkar expressed surprise over Goa Police leaving Delhi on Sunday without arresting Tejpal.

"They interrogated the managing director Shoma Choudhary and recorded the statements of three other colleagues with whom the victim had shared the details of the incident, but suprisingly they left Delhi without arresting Tejpal," she said.

Prabhavalkar said she has spoken to Mumbai Police who told her that they are cooperating with Goa Police in investigating the case.

She also said that the commission has spoken to Mumbai Police asking them what measures they have taken for protection and security of the victim following media reports that she was being pressurised by Tejpal's family.

"We have spoken to Satyapal Singh and Himanshu Roy (police officials) asking them what action they have taken for the protection of the victim girl. In turn, they have conveyed to us that they are duty-bound to provide all the protection and security needed to the girl of she asks for it," she said.

Prabhavalkar also said that the commission had provided numbers of all the police officials to the victim whom she can contact and meet.

Coastal Odisha alerted as cyclone Leher approaches landfall

BHUBANESWAR: Hardly had the dust settled on the devastating Cyclone Phailin ravaging Odisha and Andhra Pradesh's coastal districts, the two states were bracing for another storm "Cyclone Lehar" to strike.

The state government on Monday put district authorities on alert, especially those of 10 southern and coastal districts, as the severe cyclonic storm is expected to make a landfall between Kalingapatnam and Machhlipatnam of Andhra Pradesh at around noon of November 28.

It is now stationed at about 1000-km south-east of Gopalpur, the weather office said.

"We have alerted the Collectors of 10 districts of south and coastal region. Fishermen have been advised not to venture into the sea," Special Relief Commissioner P K Mohapatra told reporters.

He, however, said that the storm, which is expected to pack a wind speed 200kmph during landfall, will have less impact in Odisha than Andhra Pradesh.

As predicted by the MeT department, three coastal districts of Kendrapara, Puri and Jagatsingpur may be affected by the storm while southern districts, including Ganjam, Gajapati, Koraput, Malkangiri, Nabarangpur and Rayagada, may face heavy showers.

"We have asked the district collectors to ensure that the mandis should remain prepared to store paddy and other grains before the disaster strikes," Mohapatra said.

As per the latest MET prediction, Cyclone Lehar over southeast Bay of Bengal has moved westwards with a speed of 15 km/hr.

The system would intensify further into a very severe cyclonic storm and move west-northwestwards and cross the Andhra Pradesh coast between Machillipatnam and Kalingapatnam near the Kakinada coast at around noon of November 28.

The Distant Warning Signal Number Two (DW-II) has been hoisted at Paradip and Gopalpur ports, sources said.

Trinamool triumph continues in West Bengal

KOLKATA: The Mamata Banerjee-led Trinamool Congress's juggernaut rolled on in West Bengal as the ruling party captured the prestigious Howrah Municipal Corporation and won elections to three of the four other civic bodies on Monday.

The Trinamool wrested the Jhargram municipality, which the Communist Party of India-Marxist (CPM) lost after a gap of 35 years, and won an absolute majority on its own in Midnapore municipality in West Midnapore district.

The Trinamool retained Krishnagar (Nadia district), while the Congress swept its stronghold Baharampur municipality in Murshidabad district. The CPM-led Left Front drew a blank.

The elections were held on November 22.

The polls in Kolkata's twin city Howrah, which had generated keen interest, saw the LF getting decimated as the combine lost the board for the first time since the area was upgraded to a municipal corporation in the mid-1980s.

With counting complete in 48 of the 50 wards, the Trinamool triumphed in 41 while the Congress bagged three and the CPM-led LF and the Bharatiya Janata Party two each.

The LF suffered major jolts with both mayor Mamta Jaiswal of the CPM and deputy mayor Kaberi Moitra of Communist Party of India biting the dust.

In Maoist-affected Jhargram in West Midnapore district, the Trinamool won 16 of the 17 wards in Jhargram. The CPI got one ward but the CPM failed to open its account.

The Midnapore municipality, so long run by a Trinamool-Congress alliance, saw the Trinamool bagging the board on its own by winning 13 of the 25 wards. The Congress got six and the CPM four.

In Krishnagar, a Congress bastion, the Trinamool registered a thumping victory while the Congress was annihilated. The Trinamool got 22 wards. The remaining two went to Independents - both of whom announced after their victory that they would join Trinamool.

The Congress, which ran the board till a month back, seemed to have suffered heavily after its councillors, including chairman of the municipality, switched over to the Trinamool in October. With some LF members also joining its fold, the Trinamool had seized the board then.

The Congress's only success came in Baharampur, considered a pocket borough of minister of state for railways Adhir Ranjan Chowdhury. The Congress won 26 seats but the Trinamool also made some inroads taking two wards. All the LF candidates lost.

This is the first time since 1998 that the Congress has conceded any seat to its opponents in Baharampur. The Trinamool vote share also went up from 2.8 per cent (in 2008) to 29 per cent this time, said its general secretary Mukul Roy, who described his party's successes as the people's endorsement of Banerjee's welfare agenda.

Reacting to the results, Chowdhury said the Congress needed to introspect on the results and the desertion of its leaders and workers to the Trinamool.

Aarushi murder: Convicted by court, Talwars say 'we refuse to feel defeated'

GHAZIABAD: More than five years after the double murder and flip-flops in investigation, dentist couple Rajesh and Nupur Talwar were on Monday held guilty of killing their 14-year-old daughter Aarushi and domestic help Hemraj in their house in Noida.

In a case that has had a number of twists and turns, additional sessions judge Shyam Lal held both of them also guilty of destruction of evidence in the murder on the intervening night of May 15 and 16, 2008, days before the birthday of the Class IX student.

The father was also convicted under section 203 of IPC for filing wrong information with the Noida police station about the incident.

After two adjournments since morning, the judge, who is to lay down office this month end, arrived in the high-security court room at 3.25pm and summoned both the accused.

He read out the operative portion from his order that both the parents have been convicted for murder and destruction of evidence and on the charge of committing an act in furtherance of common intention.

49-year-old Rajesh was also convicted on the charge of filing false FIR. Nupur is a year younger than her husband.

Arguments on sentencing will be held on Tuesday after which the judge will announce quantum of sentence.

The Talwar couple, who were well known dentists of Noida, broke into tears as they were taken into custody and were being taken to jail.

Immediately after the verdict was announced, a statement was circulated on behalf of the Talwar couple which read "we are deeply disappointed, hurt and anguished for being for being convicted for a crime that we have not committed. We refuse to feel defeated and will continue to fight for justice."

Defence lawyer Satyaketu Singh said the judgement was wrong in law and would be appealed against in the high court.

Counsel for one of the domestic helps, Fakir Chand Sharma, said he felt vindicated by the judgement today. "I was opposing tooth and nail, the charge against domestic helps as there was no evidence against them," he said.

The double murder made sensational headlines after reports that it was a case of honour killing by the parents after they suspected their daughter of liaison with 45-year-old Hemraj who hailed from Nepal.

Rajesh was arrested by Noida Police after the then inspector general Gurdarshan Singh alleged that the father had murdered his daughter. Later, he came out on bail after the case was handed over to the CBI.

Ironically, the CBI, which was handed over the case within a fortnight of the murders, initially gave Talwars a clean chit and pinned the blame on three domestic helps — Krishna, Rajkumar and Vijay — who were arrested.

However, the CBI could not file a chargesheet in the stipulated three months time paving the way for their release on bail.

The then CBI director A P Singh was of the opinion that no case was made against the three domestic helps and constituted a new team to probe the case afresh.

The CBI later filed a closure report saying though there was enough suspicion about the role of the parents in the murder, they had no direct evidence to prove it.

The CBI judge took on record the closure report and after perusing it, decided to press murder charges against the couple. Today's judgement came after 15 months of trial.

Answering questions on CBI's change of stand, prosecution lawyer R K Saini said investigation is a continuous process and ultimately what the court says is final.

Security was beefed up outside the court premises. "Three DSPs, three station house officers, 90 constables and one platoon of PAC have been deployed outside the court," SP (City), Ghaziabad, Muniraj said.

Goa launches preliminary police probe into Tarun Tejpal sexual assault case

PANAJI: Goa chief minister Manohar Parrikar on Thursday did not rule out the possibility that Goa police may summon Tehelka editor Tarun Tejpal to Goa for questioning in connection with the allegations of "attempted rape" against him. Tejpal allegedly committed the offence in a starred hotel in Goa around November 9 or November 10 during Tehelka's annual ThinkFest.

Parrikar, who is also Goa home minister, told the media that he had ordered a suo motu "preliminary enquiry" into the charges leveled against Tejpal by his own journalist. Admitting that the survivor had not filed a complaint in Goa, he said a preliminary enquiry does not need a complaint.

"Since a criminal offence was committed in the jurisdiction of Goa, we are required to investigate regardless of whether there is a complaint or not," Parrikar said.

The chief minister said the next course of action will depend on the report of the preliminary enquiry. While a prima facie case against Tejpal has been made out, police are collecting evidence and may also call the survivor to Goa if required, Parrikar said.

"The letter which the girl has written to her office indicates that there was an attempt to rape or it may have happened," he said.

The chief minister also said that if the girl files a police complaint then the state government will proceed with full force in this case.

Congress calls for action against Tejpal

NEW DELHI: Congress on Thursday condemned the alleged sexual assault of a young woman colleague by Tehelka editor Tarun Tejpal and said action should be initiated against anyone found guilty of such an offence, irrespective of one's position.

Congress also raised concerns over such "black-sheep" existing in all four pillars of democracy and called for corrective measures.

"On the issue of sexual assault, the Congress party's stand is clear that anyone found guilty of such an offence, action should be initiated against him...This is condemnable. It should be condemned," party spokesperson Meem Afzal said.

"Be it a anyone big or small, the demand for action remains the same...If black sheep are there in the four pillars of democracy, who are not common people but guide them, then it is a very serious issue. Corrective measures will have to be taken. All will have to come forward in this fight," Afzal said.

He lamented that in the recent past, such incidents of sexual assault against women have been reported against people in high positions in the legislature, executive and judiciary and now against someone in the media, saying this is a "serious issue"

The Congress leader also lamented that when there is such a complaint against a politician, the issue of blown out of proportion and more publicity is given to them.

Afzal said even journalists were shocked at the incident and called for action into the incident.

Sins of Congress's vote-bank politics created SP and BSP, Modi says

AGRA: Hitting out at the "tikdi", a term he used for Congress, Samajwadi Party and BSP at the Kanpur rally, BJP's present poster boy Narendra Modi at Agra on Thursday said that the Samajwadi Party and the Bahujan Samaj Party are born out of the sins of Congress's vote-bank politics.

The basic character of Congress is to divide people and establish its rule, Modi further said and added they divided the country during the time of Independence and they then went for dividing Vande Matram song into two.
Presenting SP and BSP as the mirror image of Congress, Modi said that however, the Samajwadi Party and the Bahujan Samaj Party have stolen Congress' vote-bank politics and added their own colour.

Modi's attack on vote bank politics came at a time when SP chief Mulayam Singh Yadav flaunted Muslim appeasement policy when he said that he has ensured a Muslim sub-inspector and a constable are posted at each of the police stations in the state. Interestingly, it was only on Thursday that the Supreme Court served notice to Mulayam's son Akhilesh-led state government for distributing community-specific compensation to the victims of Muzaffarnagar riots.

Taking a dig at SP and BSP, Modi said that now, there was a race on who would come first in this vote-bank politics. The Bharatiya Janata Party is the only nationalist party that believes in the politics of development and not vote-bank politics, Modi said, minutes after Laxmikant Bajpayi-led state BJP felicitated Muzaffarnagar riots accused BJP MLAs - Suresh Rana and Sangeet Singh Som on the main dais. The SP government had slapped NSA on both Rana and Som for instigating the mob during the violence, however, the same was overruled by the National Security Act Advisory Board paving way for the release of the two later on.

However, both Modi and national BJP chief Rajnath Singh, who had feigned ignorance about the state BJP plan a couple of days back while talking to mediapersons, had not arrived when the felicitation of the two MLAs a few party workers was done. All the more strange was the fact that the two MLAs had left the rally venue without listening to Modi's speech.

Later, while addressing a packed Kothi Meena Bazaar ground, Modi said that the BJP is the only nationalist party which believes in the politics of development and not vote-bank politics. "I assure people that we will wipe out the differences of class, caste and community prevalent in our society," Modi said.

Probably wary of the goof ups during his speeches on historical facts, Modi, unlike his earlier three rallies in the state, desisted from delving in detail on the historical facts attached to Agra or the Braj region. However, he stuck to his development plank based on Gujarat model.

Tourists flock to Agra due to Taj Mahal, yet the region had been lacking on development, Modi said and added that there was power crisis at a time when there was plenty of water in the state unlike in Gujarat. "But, We laid a pipeline to take water of the Narmada to our soldiers guarding the border with Pakistan. We laid the world's longest pipeline," Modi said and added: "It is so big that chief minister Akhilesh can drive a car through it in a Maruti car with his family.

He said that the state was reeling under power crisis, but the favoured constituencies were getting 24-hour electricity supply.

Holding the coalgate responsible for the power crisis, Modi said that power plants producing 20,000 mw electricity were forced to close due to shortage of coal that has been "devoured by Congress-led UPA II government at the Centre". When Supreme Court asked for the details of the coalgate, they said that the file related to it has gone missing, Modi said in a sarcastic tone and added its not the file that has gone missing but the life of the people of the country.

Modi also took a dig at foreign affairs minister Salman Khurshid without naming him. Salman represents Farrukhabad Lok Sabha seat from the state. He said that level of corruption in the country is such that when a minister's NGO was accused of swindling Rs 70 lakh, another minister in UPA II government said that it was unbelievable as the amount was only Rs 70 lakh.

He would have believed on the allegation if the amount had been Rs 70 crore, Modi, whose speech was much shorter as compared to that of earlier three rallies of Kanpur, Jhansi and Bahraich, said.

Also unlike the earlier three rallies, national BJP chief Rajnath Singh could make it to Agra rally with Modi, as the state BJP chief claimed that his plane was not allowed to take off from the Palam Airport in New Delhi. However, Singh reached the rally ground moments after Modi finished his speech. Singh also hit out at Centre for indulging in corruption and price rise.

NEW DELHI: Leniency in matters involving sexual offences is undesirable and against public interest, the Delhi high court has said while denying relief to a man sentenced to five years in jail for sodomising a teenaged boy 13 years ago.

"Sexual violence apart from being a dehumanising act is an unlawful intrusion of the right to privacy and sanctity of a victim.

"It offends his/her self-esteem and dignity- it degrades and humiliates the victim and where the victim is a helpless innocent child, it leaves behind a traumatic experience. Thus, leniency in matters involving sexual offences is undesirable and against public interest," a bench of Justice S P Garg said.

"The assailants took turns to ravish the child and caused injuries on his body. Sexual violence apart from being a dehumanising act is an unlawful intrusion of the right to privacy and sanctity of a victim.

"The appellant's crime is the result of a perverse mind," the court said in its brief judgement.

The bench was hearing the appeal of Gulfam alias Ghoda Singh who was sentenced to a five-year jail term for abducting a 16-year-old boy in central Delhi area on knife-point and sodomising him on the intervening night of August 24-25, 2000.

He was assisted in the crime by Imran who was also convicted by the court but his sentence was quashed by the high court as he managed to convince it that he was a juvenile on the day of the incident.

Gulfam, who was 21 years old at the time of incident, did not challenge the conviction but pleaded that he be released on the imprisonment already undergone which was about three years.

Sanjeev Bhatt writes to Modi, demands higher security

AHMEDABAD: Taking a swipe at the Modi government over the "zeal" shown in providing "foolproof security" to a girl at her father's request, suspended IPS officer Sanjeev Bhatt wrote to the Gujarat chief minister today demanding adequate security for himself and his family.

"In view of the unprecedented zeal and unparallelled alacrity displayed by you in providing foolproof security to Mr Soni's daughter, I am tempted to once again request you to immediately provide adequate and foolproof categorised security cover for myself and my family members," Bhatt wrote in the letter addressed to Modi, referring to the ongoing "snooping" row.

"Hope you will not resort to taking shelter behind some 'threat assessment' conducted by your supplicant stooges and will shed your stock vengefulness to accede to... Genuine request," he said.

He was an important witness against Modi and others in various complaints, inquiries and petitions pertaining to the 2002 riots, Bhatt claimed, adding that this drew antipathy and hatred towards him.

"The fact that my wife, Shweta Bhatt, contested against you in the Gujarat Assembly elections 2012, has further added to the hostility towards me and my family."

Bhatt claimed that he had written a letter last year to the state Home Department.

"My repeated requests for provision of a bullet-proof car and an escort vehicle for my protection during all road journeys within the state have not yet received any response from the Home Department... Despite passage of more than a year... the already insufficient and meagre security provided to me and my family has been reduced to a farcical deployment of just one untrained PSO."

Earlier this month Bhatt had written to Ahmedabad Commissioner of Police Shivanand Jha to verify the actual deployment of PSOs for him and his family.

AgustaWestland denies wrongdoing in chopper deal

NEW DELHI: Facing threat of cancellation of its deal, AgustaWestland on Wednesday told the defence ministry it was not involved in any wrongdoing in securing the Rs 3,600 crore contract for supplying 12 VVIP choppers to the IAF.

After meeting with defence ministry officials, the company issued a statement saying it has nominated former Supreme Court Judge B N Srikrishna for arbitration with the defence ministry. The officials of AgustaWestland including its top executives here denied any wrongdoing on the part of the firm in the chopper deal, defence officials said.

The defence ministry was represented by Joint Secretary and Acquisition Manager (Air) Upamanyu Chatterjee along with other officials at the meeting, they said.

Earlier in the day, the firm had said in a statement that, "AgustaWestland denies all allegations of violation of the pre-contract integrity pact and the contract. We will deliver the formal written response to the exceptions raised by the Indian defence ministry."

The ministry's stand on the issue comes after defence minister A K Antony's assertion that the firm had violated contractual obligations, for which the government had initiated action against it. On the arbitration process initiated by the firm, defence ministry has taken a stand that it does not apply to the pre-contract integrity pact, which is signed by the ministry with its vendors.

Congress, BJP slam AAP over Anna CD; Arvind Kejriwal ‘very, very sad’

NEW DELHI: A video showing anti-corruption crusader Anna Hazare purportedly expressing disappointment over the alleged misuse by Aam Aadmi Party of funds collected during the Jan Lokpal Bill drive had Congress and BJP both tearing into Arvind Kejriwal and group ahead of Assembly elections in Delhi on Wednesday.

"CD released of Anna's allegation against Kejriwal of misappropriation of funds collected at Ramlila Maidan again proves my allegation! Would Kejriwal and his friends on Social Media please react", Congress leader Digvijaya Singh said on micro-blogging site twitter.com.

Neither did BJP pull any punches in attacking Kejriwal with party spokesman Praksah Javadekar saying that, "We are not interested in knowing the details (about the money) ... but it seems Anna is not happy.

"(Anna is saying that) money collected in his name is being misused for electioneering. This has actually exposed AAP and brought out its hypocrisy," he added.

Meanwhile, Kejriwal, for his part, said that he was "very, very sad" over the video even as Hazare came forward to clarify that there was no "tiff" between himself and the AAP convener — only differences of opinion which could be sorted.

"The picture is painted as if there is a tiff between myself and Arvind, as if I have accused him.

"That is wrong, this is not an accusation, there are differences of opinion and we are trying to sort them out," he said.

Earlier in the day, Kejriwal told reporters that he was "very, very sad after seeing the video, which surfaced on Tuesday. I could have made crores from the job I left. I have only earned honesty in my life".

The video presented AAP's rivals in the Delhi assembly elections with ammunition against Kejriwal and his aides and both Congress and BJP used it to level allegations at the party which is getting ready for its first poll outing.

Singh, the Congress general secretary, said, "If you see my tweets and statements at the time, I had clearly said that it is all a process to make money.

"An innocent man like Hazare is being duped by them. This has been proved that the money made from people during the whole movement has been used by AAP," he said.

Cyclone Helen to cross Andhra, thundershower likely in Odisha

CHENNAI/BHUBANESWAR: The deep depression over the Bay of Bengal would intensify into a cyclonic storm and cross the coast between Chennai and Ongole on Thursday night, the India Meteorological Department said here on Wednesday.

Cyclone "Helen" would cross the south Andhra Pradesh coast near Kavali on the night of November 21, the IMD said.

The deep depression over west-central Bay of Bengal would intensify into a cyclonic storm in the next few hours and to a severe cyclonic storm in the next 24 hours, it said.

Moving westnorthwestwards for some time and then westsouthwestwards, it would cross south Andhra Pradesh and adjoining north Tamil Nadu coasts between Chennai and Ongole close to Kavali around the night of November 21, the IMD said.

IMD further warned of heavy to very heavy rainfall at a few places with isolated extremely heavy rainfall over coastal Andhra Pradesh from Wednesday onwards.

Squally winds with speed of 55 to 65kmph gusting to 75kmph would prevail along and off north Andhra Pradesh and north Tamil Nadu and Puducherry coasts, it said, adding sea conditions would be very high along and off Andhra Pradesh coast.

Odisha likely get rain

Odisha is likely to experience rainfall and thundershower as an impact of the cyclonic storm Helen, presently situated around 520km south of Gopalpur.

"The system would further intensify into a severe cyclonic storm during the next 24 hours. It would move west-north-westwards for sometime, then west-south-west ward and cross south Andhra Pradesh coast between Sriharikota and Ongole, close to Kavali around night of November 21, 2013," a press release issued by the local MeT office said.

Though Cyclone Helen would have less impact in Odisha, some parts may expereince rain and thundershower, weatherman Sudarshan Mishra said.

"Northeasterly surface wind speed 30 to 40kmph gusting to 50 kmph may prevail along and off south Odisha coast," he said, adding that fishermen of south Odisha coast are advised to be cautious while venturing into sea.

Distant warning signal number two has been hoisted at Paradip and Gopalpur ports, official sources said.

Manish Tewari calls Modi 'Hitler' at IFFI

PANAJI: The BJP-Congress face off over Narendra Modi's PM candidacy on Wednesday spilled over to the 44th International Film Festival of India (IFFI) being held in Goa.

Information and Broadcasting Minister and Congress spokesperson Manish Tewari while addressing the media on IFFI compared Modi to Adolf Hitler. Tewari drew the parallel while talking about whether the festival was a vehicle of brand India.

Insisting that IFFI was being organized in the spirit of cinema and not as a branding exercise, Tewari said, "A certain individual keeps talking about using the 100 years of Indian cinema as a branding exercise.

We all no what happened when a dictator tried to brand himself through the Berlin Olympics."

It was Modi who had recently said that the government had failed to use the occasion of 100 years of cinema to build its image in front of the world and peddle its soft power. Tewari further attacked Modi over the snooping controversy saying there was no point asking resignation of the Gujarat CM over the issue as he had no morals or a conscience.

Tewari was taking political questions at a press conference in Panaji ahead of the inauguration ceremony of the International Film Festival of India (IFFI). Responding to a question as to whether Modi should resign following the revelations of the controversial tapes, Tewari said: "Resignations should be sought from those who have morals.

If he had any shame, he would have resigned after the 2002 pogrom in Gujarat. This is a shame." The image of Narendra Modi and his aide Amit Shah is under cloud after the tapes released by two investigative websites last week revealed that a woman allegedly had been put under surveillance by the state government. "It is a travesty. Putting people under unauthorised surveillance is a criminal offence which is punishable under our constitution," Tewari said.

When asked why the Congress had picked up the issue when the girl's father did not want it to be followed, Tewari said, "While I have all the respect for the woman's privacy, it is our constitutional duty to take note of and question the wrongs done by the state."

Govt collecting information on ‘Gujarat snooping’: Shinde

NEW DELHI: Union home minister Sushilkumar Shinde has said that security agencies are gathering information on the alleged snooping of a woman by Gujarat police at the behest of Narendra Modi aide Amit Shah, and a probe could be ordered if required.

"We are collecting information on this and after that we will look into the matter," he told reporters here a day after the National Commission of Women chairperson Mamta Sharma wrote to Shinde requesting a probe into the illegal surveillance mounted on the woman.

Incidentally, the home minister said he was yet to receive the NCW representation. "We have not received any letter yet," he claimed.

Two news portals, Cobrapost and Gulail, had last week released tapes of alleged telephone conversations between Shah and suspended Gujarat cadre IPS officer G L Singhal, discussing surveillance of a woman by the state police at the direction of one "saheb".

The issue has been lapped up by the Congress, with party spokespersons as well as senior ministers asking BJP prime ministerial candidate and Gujarat chief minister Narendra Modi to come clean on the alleged "stalking" of a woman in the name of providing security.

"I think it is condemnable. Providing security is not the same as stalking, providing security is not the same as snooping," finance minister P Chidambaram noted during an interaction with reporters in Mumbai on Tuesday.

Telecom minister Kapil Sibal too joined in the attack, saying that time had come for the main Opposition to come clean on the "real story behind the manufactured story (of providing security to the woman)".

The BJP, however, countered this, alleging that the Congress was engaging in "mafia-style politics to target the opposition through proxies like CBI and IAS officers, as it cannot defeat them in an open contest".

NEW DELHI/MUMBAI: Sparring over the illegal snooping row got shriller on Tuesday with the Congress fielding two senior ministers to take on Narendra Modi asking him to "come clean" on it and the BJP accusing the ruling party of engaging in "mafia-style politics" to target the opposition.

Slamming the BJP on the issue of a young woman being stalked allegedly at the behest of Amit Shah, close aide of Modi, Union minister Kapil Sibal said the time has come for the main opposition to come clean on the "real story behind the manufactured one".

Sibal rubbished BJP chief Rajnath Singh's allegation that the "dirty tricks department" of the Congress is behind the whole issue.

In Mumbai, finance minister P Chidambaram took a dig at the Modi government, saying that in the "wonderful state of Gujarat, security is provided by stalking and snooping".

"The first time I have heard that there is a request for providing security and in that wonderful state, security is provided by stalking and snooping," he told reporters.

He was asked about Shah, former minister of state for home in Gujarat, being accused of misusing his powers and police machinery for illegal surveillance of a young woman in 2009.

"I think this is condemnable. Providing security isn't the same as stalking, providing security is not the same as snooping," he said.

Faced with a blistering Congress attack on Modi, BJP said the ruling party is engaging in "mafia-style politics to target the opposition through proxies like CBI and IAS officer Pradeep Sharma" as it cannot defeat them in an open contest.

Two investigative news portals, Cobrapost and Gulail, had claimed on November 15 that Shah had ordered illegal surveillance of the woman at the behest of one "saheb".

They had released taped conversation between Shah and IPS officer G L Singhal to support their claim but said its authenticity could not be confirmed.

Naxalite-affected Chhattisgarh records highest-ever polling of 75%

RAIPUR/NEW DELHI: Naxalite-affected Chhattisgarh recorded the highest-ever polling of around 75 per cent as elections were held on Tuesday in 72 constituencies in the second phase which went off peacefully barring an incident in which one person was killed and two others injured in firing by CRPF personnel following a scuffle.

While the second phase of polling on Tuesday recorded 74.7 per cent polling, the first phase of elections in the Naxalite-affected areas of Bastar in the state in which 18 constituencies went to polls on November 11 witnessed 75.53 per cent. The state recorded a voter turnout of 71.09 per cent in the 2008 assembly elections. "It was a peaceful poll marked by very impressive turnout. Barring one incident, polling was very peaceful in the second phase of elections in which 72 constituencies went to polls today ... The voter tunrout is the highest-ever so far," deputy election commissioner R Balakrishnan told reporters in Delhi.

A man was killed and two others were injured in firing by CRPF personnel at Bhindarwani polling booth of Saja assembly constituency in Bemetara district this afternoon following a scuffle with a group of people. Polling was withheld for about half-an-hour after the incident and later it resumed, officials said.

According to state DGP Ram Niwas, the incident took place when five people in an inebriated state reached Bhindarwani village and started arguing with a Central Reserve Police Force personnel who was on duty at the polling booth.

There were conflicting versions on the firing with one claiming it was accidental and another saying the CRPF man pulled the trigger in the heat of the moment.

A magisterial inquiry has been ordered into the incident and the CRPF man has been removed from duty, the DGP said. "The injured were admitted to Durg hospital," he said, adding, the body of the deceased has been brought to Raipur for postmortem. A total of 1.40 crore voters were to cast their votes to elect 72 candidates in which 843 candidates, including 75 women, were in the fray.

The Election Commission has seized cash and other items of Rs 8.69 crore and 38,780 litres of liquor valued at Rs 1.3 crore during the second phase of elections. A total of 22 paid news cases have also been detected and notices sent.

Governor Shekhar Dutt, chief minister Raman Singh, state assembly speaker Dharamlal Kaushik and leader of opposition in assembly Ravindra Choubey have exercised their franchise in their respective constituency.

State's governor Shekhar Dutt exercised his franchise in Raipur City North seat where BJP's Srichand Sundarani and Congress's sitting MLA Kuldeep Singh Juneja are in close contest.

Chief minister Raman Singh voted in his hometown which falls in Kawardha constituency while speaker Dharamlal Kaushik exercised his vote in Bilha constituency.

Kaushik had won this seat against Congress candidate Siyaram Kaushik by 6,070 votes in 2008 elections.

Congress has given another opportunity to Siyaram this time from the same seat.

Ravindra Choubey voted in his home constituency Saja.

Over one lakh security force personnel have been deployed across the state to ensure peaceful polling, he said.

The polling is underway in central and north Chhattisgarh, where 72 each from the BJP, and Congress, are in the fray.

There are 75 women contestants.

The maximum number of candidates are fielded in Raipur City South constituency where 38 nominees are in the fray, while least number of candidates is in Saraipali with five.

The fate of state assembly speaker Dharamlal Kaushik (Bilha constituency) and nine ministers will be decided in the first phase.

The prominent candidates included home minister Nanki Ram Kanwar (Rampur seat), school education minister Brijmohan Agrawal (Raipur City South), housing and environment minister Rajesh Munat (Raipur City West), health minister Amar Agrawal (Bilaspur), water resources minister Ramvichar Netam (Ramanujganj) and panchayat and rural development minister Hemchand Yadav (Durg City), agriculture minister Chandrashekhar Sahu (Abhanpur), Punnulal Mohile (Mungeli) and revenue and rehabilitation minister Dayaldas Baghel (Nawagarh).

State BJP president Ramsewak Paikra (Pratappur) besides the leader of opposition Ravindra Choubey (Saja), wife of the former chief minister Ajit Jogi, Renu Jogi (Kota) will be decided in this phase.

INS Vikramaditya may have been snooped by Nato allies

NEW DELHI: Aircraft carrier INS Vikramaditya may have been snooped by a surveillance aircraft belonging to one of the Nato countries when it was undergoing sea trials in Russia.

The aircraft carrier may have been snooped by an American-origin P-3C Orion surveillance aircraft belonging to the Nato nations, sources said.

They, however, said the warship was with the Russian navy when the P-3C Orion flew close to it during the sea trials.

INS Vikramaditya has generated a lot of interest in the global navies and a lot of them, including both friends and adversaries, want to know about its capabilities and strengths.

The warship was handed to the Indian Navy on Saturday at the Sevmash shipyard Russia after a delay of more than five years.

The warship, which is without any air defence missile system, is being escorted by a group of frigates and tanker ships to bring it here at its home base in Karwar in Karnataka.

The escorting warships are also expected to protect it form any snooping attempt and other such measures.

Typhoon Haiyan: India sends relief material to Philippines

MUMBAI: The Indian government has dispatched relief material to Philippines, which was severely hit by typhoon 'Haiyan' over a week ago, a defence release said.

"Government of India mounted a speedy joint service response co-ordinated by HQ Integrated Defence Staff to provide help to the beleaguered nation," the release said.

The relief package comprising medicines, hygiene chemicals, tents,blankets, tarpaulins and meals ready to eat were provided and were airlifted by an Indian Air Force C-130 Super Hercules aircraft.

"The aircraft reached Tacloban, the epicentre of the devastating natural calamity, where more than 10,000 people are feared dead, on Saturday and delivered the much-needed relief supplies that are expected to help meet the urgent need for life saving medical care, food supplies and construction of temporary shelters in the face of a serious humanitarian crisis," the release added.

Plans are now underway to further supplement the effort and provide additional relief material, a second consignment on-board an Indian Naval Ship that is expected to be dispatched shortly from Vizag.

According to the release, additional relief material consignment on board will be of much larger quantity to include temporary shelters, prefabricated huts, life saving medical care and earth moving plants.

The water purification capacity of the ship shall also be utilised to provide clean drinking water to the affected people.

"Necessary coordination for sending the ship and its arrival formalities at Philippines are being carried out with the Embassy of Philippines," the release said.

Record turnout of 75% in second phase of polling in Chhattisgarh

RAIPUR: Barring a clash between CRPF personnel and some villagers at Saja assembly segment, which left one person dead and two others injured and a few skirmishes between Congress and BJP workers, polling for 72 of the 90 seats in the second phase of elections in Chhattisgarh passed off peacefully with a record 74.65% of 1.39 crores voters exercising their franchise.

The overall polling percentage in the two phase polling is expected to touch the 78% mark as data was pouring in from certain segments even till the filing of this report. In the first phase of polling in 18 assembly segments, spread in Bastar division, over 75% of voters had exercised their franchise. The current polling percentage is considerably higher than the 70.51% in 2008.

According officials, Ashok Sen (villager) was killed when CRPF personnel posted at the Bhinderwani polling booth, Saja, opened fire to prevent a group of "drunk" villagers from entering the polling station. According to DGP, Ram Niwas, the incident occurred at about 3 PM and he had ordered a magisterial inquiry into it. He said the polling in other of parts of the state remained peaceful with no major incident of violence.

According to EC officials while the maximum polling was reported from Kurud (88%) constituency, the lowest of 40% was recorded in the first phase in the Naxal infested area of Konta.

Sunil Kujur, state electoral officer, said that in Sarangarh constituency, two booths, Kamrid (253) and Bhamnipal (259) registered zero polling due to boycott with voters. Decision of repolling will take after discussion, he said.

The high polling has made the battle for Chhattisgarh interesting and unpredictable, as the 8% increase in voting could tilt the balance either way. In the 2008 elections, the BJP had managed to form the government by polling 40.33%, which was less than 2% higher than the 38.63% votes polled by the Congress.

A total of 985 candidates, including 86 women, are in fray for these polls. In 2008, the total number of candidates was 1066, of which 94 were women.

While the BJP, the Congress and the BSP have contested all the 90 seats, the CPI and the CPM has fielded 13 and 4 candidates respectively in these polls. In 2008 the Congress had contested 87 seats, leaving three for the NCP, and the BJP and BJP had candidates on all the 90 seats. The left parties had contested on 29 seats in the last polls.

Interestingly, despite a lesser number of women candidates in fray, women turned out in large numbers to vote. While the breakup for the second phase was no available immediately, they outnumbered males in the first phase polling, with 75.8% exercising their franchise, as compared to 75.5% of their male counterparts.

In 2008, women participation was comparatively lesser at 69.20%, as compared to 71.80 males. In the current polls, the total number of registered voters were 1.69 crores, including 83.08 lakh females. As compared to 2008, there was an increase of over 14 lakh voters this year.

A preliminary analysis of the data reveals that the constituencies, where Sonia Gandhi and Rahul Gandhi addressed public meetings in the second phase recorded slightly lower polling than what was archived in segments visited BJP's PM candidate Narendra Modi. While Bhilai and Ambikapur, where AICC president addressed rallies recorded polling percentage of — 66% and 70% respectively, Kharsia and Raipur visited by Rahul had turnout of 76% and 68% respectively.

Constituencies visited by Modi — Kurudh (88%), Korba (74%), Raigarh (70%), Bemetara (71%), Kavardha (78%), Dhamtari (82%) and Raipur (68.29%).

Lowest polling: 60% (Manendragarh, Koriya) and (Vaishalinagar, Durg)

NIA in Raipur, grills alleged SIMI members on Patna blasts

RAIPUR: A team of National Investigation Agency (NIA) on Monday visited Raipur and questioned the suspected SIMI activists, who were arrested here recently, in connection with blasts in Patna at BJP's prime ministerial candidate Narendra Modi's rally.

According to the police, the arrested persons had helped the Patna blasts culprits to hide in the city after the blasts.

"NIA's team interrogated the eight suspected SIMI operatives," DGP Ramniwas told PTI.

NIA questioned them about whereabouts of the four absconding suspects, he said, not ruling out the possibility of NIA taking the custody of the arrested SIMI operatives.

Umer Sidhhiqui, Sheikh Ajijullah, Moinuddin Kureshi, Abdul Wahid, Sheikh Habib Ulla, Roshan Sheikh, Md Aziz and Hayat Khan were arrested from various parts of Raipur last week.

According to the DGP, Haider Ali alias Abdullah, prime accused of Patna blasts case, and other suspects were in contact with Umer Siddhiqui and Abdul Wahid, who helped Abdullah get a rented house in Sanjay Nagar area of Raipur.

Moinuddin rented his house in Sanjay Nagar area to Abdullah and his associates. But they had disappeared by the time the police raided the house.

Sheik Habib Ulla, Hayat Khan and Roshan had attended a meeting of SIMI - now banned - at Barnawapara forests, around 100km away from Raipur some years ago. They all have been booked under Prevention of Unlawful Activities Act, 1968.

Dalit writer Omprakash Valmiki no more

NEW DELHI: These are gloomy days for Indian literature. After the demise of renowned Hindi litterateur Rajendra Yadav and the distinguished Rajasthani writer Vijaydan Detha in recent weeks, it suffered another grievous blow as celebrated Dalit writer Omprakash Valmiki, whose memoir Joothan is regarded as a milestone in Hindi literature, succumbed to liver cancer in Dehradun on Sunday. He was 63.

"Valmiki put Dalit writing on the Hindi literary map. He was among the first Dalit writers in Hindi to gain wide recognition," says Hindi writer Mridula Garg.

Yadav was among the first to spot Valmiki's talent and gave him an opportunity to write for Hans, the literary magazine he edited, in 1992. "After him, other Dalit writers also started getting space in magazines. Valmiki was a trailblazer," says Dalit writer Sheoraj Singh Bechain.

Valmiki was born in western Uttar Pradesh's Muzaffarnagar district and had a deprived and rough childhood. Joothan, where he spoke in detail about the caste discrimination, persecution and humiliation he faced growing up, was published in 1997. "In his book, Valmiki acknowledged the positive role played by Yadav in shaping his career, including the fact that the title Joothan was suggested by him," says Bechain.

Joothan has been translated in several languages in India and abroad. Valmiki's writing is also taught in schools and colleges. "Joothan is a powerful work of literature which makes you empathise with the narrator. Even those from a different social background can easily identify with the main character," says Garg. "That he could not write about his life after Joothan, the second part of his memoir, is a great loss to Dalit literature," says Bechain.

Like Joothan, several other works by Valmiki were autobiographical. But he also wrote about the divide between the younger and the older generation of Dalits, says Garg.

Valmiki's other works also include three collections of poetry: Sadiyon ka santap (The centuries-old anguish, 1989), Bas! bahut ho chuka (Stop it! That's enough, 1997) and Ab aur nahin (Not any more,2009).

India's maritime hawk completes 25 years of yeomen service

NEW DELHI: Quietly keeping a hawk-eye on hostile warships, submarines, pirates and other inimical forces in the wide Indian Ocean Region (IOR), the Tupolev-142M aircraft have now clocked 25 years of operations in the Navy without a single accident.

The world's largest and fastest turboprop aircraft, aptly named the "Albatross" or the "Mighty Bird", the TU-142M planes first joined the INAS 312 maritime reconnaissance squadron from Russia in 1988.

On Monday, the TU-142M's silver jubilee was celebrated at naval air station INS Rajali in Arakkonam in Tamil Nadu, with Eastern Naval Command chief Vice admiral Anil Chopra reviewing the flypast and parad.

Though the seven fuel-guzzling TU-142M aircraft in the squadron have clearly aged, the Navy says they are still "effective force-multipliers" that are always in the "forefront" of all maritime operations.

"TU-142Ms were the first true LRMR (long-range, maritime reconnaissance) patrol aircraft of the Navy. They have performed yeomen service over the years. Having undergone overhauls and life-extensions in Russia, we plan to keep them in service till at least 2018," said an officer.

With a 50-metre wing-span and a range of over 12,000 km, the TU-142M has a speed of around 850 kmph. "They also have the highest flying altitude among turboprops, with an operational ceiling of over 13,000 metre," he said.

Apart from snooping, the TU-142Ms also have potent anti-submarine and electronic warfare capabilities. "They have a 10-member crew, fitted as they are with lot of sensors. They can also carry at least five torpedoes as well as freefall bombs and depth charges," he said.

The TU-142Ms will gradually be replaced by the dozen P-8I aircraft India is buying from the US for around $3.5 billion. Under the first $2.1 billion contract inked with Boeing in January 2009, the second of the eight contracted P-8I touched down at INS Rajali earlier this month. "All eight will be delivered by 2015," said another officer.

Armed with deadly Harpoon Block-II missiles, MK-54 lightweight torpedoes, rockets and depth charges, the radar-packed P-8I aircraft will be India's "intelligent hawk-eyes" over the IOR that is increasingly getting militarized.

China in particular has stepped up its submarine activity in the IOR as well as systematically forged extensive maritime linkages with eastern Africa, Seychelles, Maldives, Sri Lanka, Bangladesh, Myanmar and Pakistan, among others.

With a maximum speed of 907 kmph and an operating range of over 1,200 nautical miles, "with four hours on station", the P-8Is will be able to detect "threats" — and neutralize them if required — far before they come anywhere near Indian shores.

Much like the TU-142Ms, the P-8Is will work in conjunction with medium-range maritime reconnaissance aircraft and Israeli Searcher-II and Heron UAVs (unmanned aerial vehicles) to establish an effective three-tier surveillance grid in IOR.

Apart from the need to take care of its primary area of strategic interest stretching from Persian Gulf to Malacca Strait, India also has a vast 5,422-km coastline, 1,197 islands and 2.01 million sq km of Exclusive Economic Zone to guard against all threats. "The P-8Is will help in this," said the officer.

Badrinath shrine closes as curtain rings down on Chardham

DEHRADUN: Braving icy winds, devotees thronged Badrinath as the sacred portals of the Himalayan shrine were closed this evening for the winter ringing down the curtain on this year's rain-ravaged Chardham pilgrimage.

Amid chanting of vedic hymns, chief priest of Badrinath Dham Rawal Keshav Namburi presided over the elaborate rituals which preceded the closure of the Himalayan shrine.

Despite biting cold, thousands of devotees reached the shrine bedecked with flowers to witness the ceremony.

The Chardham pilgrimage was marred by flashfloods in Uttarakhand in mid-June this year which led to its suspension for over three months.

It resumed only after the worst of the monsoon was over and the damaged infrastructure was partially restored.

The doors of other Chardham pilgrimage centres - Kedarnath, Gangotri and Yamunotri - were closed earlier this month for the winter.

During the winter season, the pilgrimage centres become snow-bound and inaccessible.

After INS Vikramaditya, Antony wants India, Russia to focus on futuristic stealth fighter

NEW DELHI: With turbulence hitting India's biggest defence project in the making, the critical joint development of the fifth-generation fighter aircraft (FGFA) with Russia, defence minister AK Antony on Monday stressed "both sides must give their best" for the "significant programme".

Speaking at the 13th meeting of the India-Russia Inter-Governmental Commission on Military Technical Cooperation, Antony said it was important for the two nations to do their best during "all the phases - design, development and production - in the execution" of the FGFA project.

The meeting came barely two days after India finally inducted the long-delayed aircraft carrier INS Vikramaditya, the $2.33 billion refurbished Admiral Gorshkov, after a long delay and huge cost escalation.

India and Russia on Monday also decided to hold their first-ever joint air combat exercise in the Peter the Great Bay - the largest gulf of the Sea of Japan adjoining Russia's coast - next year. A joint naval exercise will also be held there in 2014.

While Russia has been India's largest defence supplier for long, notching up military sales worth over $40 billion since the 1960s, coupled with several mega projects like the FGFA still in the pipeline, their armed forces have not exercised much together. In contrast, Indian and US forces have held around 80 combat exercises over the last decade after the post Pokhran-II thaw.

As first reported by TOI earlier, the inking of the final design and R&D contract for the stealth FGFA has been hit by a huge delay, with Russia also jacking up costs for the futuristic project. India will eventually end up spending close to $35 billion over the next two decades to induct over 200 such "swing-role" fighters.

The final design contract for the FGFA was to be inked in 2012 itself, as per the then revised timeline, after completion of the preliminary design contract (PD C) phase but squabbles over the work-share have delayed its finalization.

The 18-month PDC worth $295 million inked in December 2010, under which Indian designers and scientists were even stationed in Russia to work out the blueprints and documentation for the fighter.

The plan till last year was that India would begin inducting the FGFA from 2022 onwards, with IAF test pilots getting three prototypes in 2014, 2017 and 2019 for trials at the Hindustan Aeronautics manufacturing facility at Ozar.

But the timeframes will now have to be revised. The final design contract now being negotiated was pegged at $11 billion, with India and Russia sharing $5.5 billion each towards the cost of designing, infrastructure build-up at Ozar, prototype development and flight testing. Each fighter, in turn, was to cost over $100 million.

While the Indian "perspective multi-role fighter" will be based on the Russian single-seat FGFA called Sukhoi T-50 or PAK-FA, which now has four prototypes flying, it will be tweaked to IAF requirements. IAF had initially pitched for 166 single-seat and 48 twin-seat fighters but will go for only single-cockpit jets now to reduce costs as well as protect stealth features.

IAF is quite confident the T-50 will meet its future requirements. Apart from ultra-manoeuvrability and supersonic cruising ability, the FGFA will carry its weapons inside the fuselage to lower its radar signature. With a cruising speed of Mach 1.7 to 1.8, it has both long-range strike and high-endurance air defence capabilities.

IAF is currently making do with just 34 fighter squadrons (each has 14 to 18 jets) despite needing at least 44 to keep both Pakistan and China at bay. It's banking upon the ongoing induction of 270 Russian Sukhoi-30MKIs for around $12 billion as well as the early inking of the almost $20 billion MMRCA (medium multi-role combat aircraft) project to acquire 126 French Rafale fighters to plug operational gaps till the FGFA becomes a reality.

Petrol bomb attacks continue in Meghalaya, police clueless

SHILLONG: Police on Sunday remained clueless about arson incidents in the Meghalaya capital over the past two days involving unidentified assailants hurling petrol bombs. Police suspect groups demanding introduction of inner line permit, a British-era law, to contain migration of outsiders to the state.

In pre-dawn attacks Sunday, assailants lobbed petrol bombs at the residence of Avishek Chettri and at the house of Chandrabala Chettri inside the Sulleman compound near the Lumdiengjri police station, East Khasi Hills district police chief Mariahom Kharkrang told IANS.

No one was injured in the attacks that occurred around 2.45am, he said.

Sunday's incident took place just 16 hours after a tea-stall was set ablaze in which its owner was severely burnt.

On Saturday, two to three masked men lobbed a petrol bomb at a tea-stall in Bishnupur Bazaar in which 45-year-old tea-stall owner Bishashwar Das received grievous burns. Das was shifted to a hospital in Guwahati after his condition deteriorated in hospital here.

Meghalaya, particularly the Khasi-Jaintia Hills region, has witnessed several cases of arson since September 2 after talks between Chief Minister Mukul Sangma and pro-Inner Line Permit (ILP) pressure groups reached a dead end.

Police suspect that the petrol bombs were hurled by activists of the pressure groups who are demanding the introduction of inner line permit, a British-era law, to contain the migration of outsiders to the state.

Several cases of arson have been reported in the East and West Khasi Hill districts and more than 50 pro-ILP activists have been arrested.

On Sunday, one of the petrol bombs hit the wood-panelled kitchen of the house belonging to Avishek, while two other petrol bombs hit the next house belonging to Chandrabala. Only one bomb exploded and damaged clothes hanging outside her house.

"We strongly suspect that these (petrol bombs) attacks were carried out by the pro-ILP groups with an intention to create disturbance in Shillong," Kharkrang said. So far, no one has been arrested in both the incidents.

In a similar case, businessman Vikas Nandwal was set on fire October 9 by assailants who poured petrol on him inside his machinery store. Nandwal suffered 60 percent burns and died in a New Delhi hospital October 26.

Wankerlang Jyrwa and Badonkupar Nongbri, two Khasi Students' Union (KSU) activists, have been arrested in connection with Nandwal's death.

Fourteen organisations, including the KSU, the Federation of Khasi, Jaintia, Garo People and the Hynniewtrep National Youth Front, are demanding the introduction of the ILP system.

They say the absence of ILP would result in unchecked migration to Meghalaya, given the state's proximity to Bangladesh and Assam.

ILP is an official travel document issued by the union government allowing inward travel of an Indian citizen into a protected/restricted area for a limited period. It is obligatory for Indian citizens from outside such states to obtain permit for entering into the restricted areas.

However, the chief minister has ruled out re-introduction of the British-era inner line permit system to check illegal migrants from Bangladesh, but has promised strict laws to curb infiltration.
