Countries differ widely on statin use

MUMBAI: The first question that any patient newly diagnosed with high levels of cholesterol would ask is whether he should take statins. After all, doctors across the world consider statins to be the best bet against cholesterol buildup. But there is no uniformity across the world on when should patients be put on a daily dose of statins.

In fact, a study from the Netherlands found that both European and American guidelines overestimated the risk of untoward cardiovascular risk.

The study also found that proportions of individuals eligible for statins differed substantially, with one US guideline recommending statins for nearly all men and two-thirds of women. The study has been released online in the Journal of American Medical Association.

Maryam Kavousi of Erasmus MC-University Medical Center, Rotterdam, looked at the cardiovascular disease (CVD) prevention guidelines developed by the American National Cholesterol Education Program expert panel, the American College of Cardiology/American Heart Association (ACC/AHA) task force and the European Society of Cardiology (ESC).

Around 4,800 Dutch participants who were 55 years of age or older were enlisted for the study. If the American College of Cardiology/American Heart Association guidelines were used, 96.4 % of men and 65.8 % of women were eligible for treatment. As per the American cholesterol education guideline, the portion was 52 % of men and 35.5 % of women while the European guideline recommendation was for 66.1 % of men and 39.1 % of women.

Using the American College of Cardiology approach, average predicted risk versus observed heart events was 21.5 % versus 12.7 % for men and 11.6 % versus 7.9 % for women. Similar overestimation occurred with other models as well.

The Rotterdam concluded there is an urgent need to improve risk predictions to facilitate better decision making by doctors.

AAP's Anwar Alam to take on JD(U) chief Sharad Yadav from Madhepura seat 

NEW DELHI: Film actor Jaaved Jaaferi will be the Aam Aadmi Party's (AAP) candidate in Lucknow against BJP chief Rajnath Singh as the party announced its 13th list of candidates for 22 Lok Sabha constituencies. With this the party will field 407 candidates for the Lok Sabha 2014.

In Bihar, Anwar Alam will contest from Madhepura constituency, a seat represented by Janata Dal (United) Chief Sharad Yadav. The Congress-RJD combine has fielded local warhorse Rajesh Ranjan alias Pappu Yadav from the constituency. Others fielded by the party include Prof Yogendra Mahto from Bhagalpur, Dr Jamshed A Quiser from Begusarai, Dr Banwari Lal from Gopalganj, Sudhir Paswan from Hajipur, Major Parmeshwar Jha from Supaul and Suresh Choudhary from Ujiarpur.

The party named seven candidates for Bihar, three each for Jharkhand and Gujarat, five in Tamil Nadu and Andhra Pradesh and one each in Chattisgarh, Himachal Pradesh, Rajasthan and Uttar Pradesh.

Riturajbhai Maheta will be the party's candidate against BJP's senior leader L K Advani from Gandhinagar seat in Gujarat. From Jamnagar Rajendra Jhala has been fielded while Thakorbai Manekbhai Gamit will contest from Bardoli. Dr Sangeet Dhanka will face Congress minister Sachin Pilot from Dausa in Rajasthan.

The party has given tickets to Ramakant Verma from Dhanbad in Jharkhand, Sahdeo Soren in Dumka and Jai Shankar Jha in Godda. From Tamil Nadu AAP has fielded S A N Vasigaran from Sriperumbudur, S Palanirajan from Thanjavur, R Valayapathi from Karur, S Srinivason from Chennai North and Thamil Arima from Sivganga against Karti Chidambaram.

BJP has no heart for tribals: Rahul Gandhi

KONDAGAON (BASTAR): Taking a dig at BJP's campaign hype the run up to the Lok sabha polls, Congress vice-president Rahul Gandhi on Monday said development would take place by working for the welfare of tribals, poor and farmers and not by just "releasing India Shining and Gujarat model balloons".

"It's not the leaders who take the nation forward. You make the nation", he said while addressing election meeting here in Bastar (ST) Lok Sabha constituency in Chhattisgarh — where polling is scheduled for April 10.

Rahul Gandhi's speech mainly focussed around the issues pertaining to welfare of tribals, poor and farmers as he contiued his scathing attack on BJP saying "they have no heart for tribals and poor". Describing Chhattisgarh as a rich land of poor people, he said the state is endowed with vast natural resources but the benefits are not percolating down to the people.

"Do you have sufficient schools, colleges and proper roads?", Gandhi asked the gathering in tribal Bastar, one of country's most backward and under-developed tribal areas. " The fruits of development is falling into the hands of a selected few. Tribals and poor are not getting its benefits", he said.

Pointing out that UPA government at the centre had launched 10 major programmes, all for the poor, he cited example of how MANREGA had benefited the masses across the country. He said the Congress in its manifestoi for polls have promised to make health and edcation a right of people while the party has also decided to focus on a population of more than 70 crore who are neither poor nor in middle class category.

"Congress is a party for tribals, poor, dalits and the downtrodden. We treat Hindus, Muslims, Christians and Sikhs as equal", he said adding, "We don't believe in speeches and hollow promises instead work for development".

Referring to BJP propaganda on corruption, Congress vice-president said, " These people cannot see corruption in Chhattisgarh, Madhya Pradesh and Gujarat. In Karnataka, BJP chief minister himself landed up in jail on corruption".

Pointing out that land owned by farmers are being snatched away in the name of development, Gandhi said " We are not against development and Industrialisation. But the land is going into the hands of a selected few while farmers are not even getting proper price or benefits of development.

State Congress president Bhupesh Baghel, former chief minister Ajit Jogi, Congress treasurer Motilal Vora and other party leaders spoke. After the meeting, the Congress leaders walked up the people and greeted them.

Bastar being a Maoist affected region, a massive security umbrella was thrown over Kondagaon where state police and para-military forces kept a close vigil by carrying out intensive patrolling.

There are deep flaws in Modi’s character, Chidambaram says

NEW DELHI: Finance minister P Chidambaram on Monday attacked BJP's PM candidate Narendra Modi saying there are "deep flaws" in his character and warned people against the "danger" from one individual taking over the party, Cabinet and government.

"It is no longer BJP led by Modi. It is BJP supplanted by Modi. These are dangerous things that people of India must watch carefully. If party, democracy, republic, cabinet, government, everything is supplanted by one individual, then it is dangerous.

"I, me, mine (of Modi)... people have enough time to reflect", the senior congress leader told reporters at the AICC headquarters here.

Chidambaram's attack came close on the heels of Modi targeting Sonia Gandhi at an election rally in Assam and demanding that she come clean on who helped the two Italian marines get "safe passage" from the country after killing two fishermen off the Kerala coast.

"Sonia Gandhi should answer the people on who helped the two Italian marines get safe passage from India after killing two fishermen in Kerala," he said.

Hitting out at Modi, Chidambaram said, "There are deep flaws in his character. He cannot resist from making such provocative and derogatory remarks."

The finance minister said that Modi had made "such perverse characterisation" of a former chief election commissioner by calling him as "James Michael Lyngdoh" in election meetings apparently referring to his religion.

"Referring to people practising a certain faith, he had said 'ham panch, hamare pachis. (we five, our 25)'. When he referred to the Congress president sometime back, he said 'das numberi'," Chidambaram said.

He said he was "astonished" by the fact that the party to which he belonged does not point out these "deep character flaws" in Modi. "These are the traits in his character about which we have been talking for the last two years."

Turning to the Italian marines issue, Chidambaram wondered what the country of the Congress president's origin had to do with it as it was a matter before the Supreme Court and the issue was between the lawyers and the courts.

Chidambaram also attacked Modi for his remarks that he would go after the former Maharashtra chief minister Ashok Chavan, fielded by Congress from Nanded, in the Adarsh Housing scam.

"Is he going to appoint himself as a director of CBI. Modi has said that he will go after Chavan, that is an astonishing statement. But if he is appointing himself as CBI Director, then he will have to go against several others in his own party from the south of the Vindhyas and east of the Vindhyas. There are several people", he said.

He was asked about Modi's statement against Chavan while ignoring the CBI chargesheet against a BJP MP from Maharashtra, Ajay Sancheti, who has been accused of having eight benami flats in the Adarsh society.

Referring to inflation, Chidambaram said, "We have contained inflation. I am not saying that we have tamed inflation, but we have moderated it."

Wholesale price-based inflation eased to a nine-month low of 4.68 per cent in February, while retail inflation slowed to a 25-month low of 8.1 per cent.

Replying to questions on reduction of import duty on gold, Chidambaram said the government could consider some relaxation in consultation with the Reserve Bank.

"Let the RBI's monetary policy be announced tomorrow and then we will consider whether some relaxation can be done," he said.

On the issue of new bank licences, Chidambaram said the RBI had sought the approval of the Election Commission only out of abundant caution and suggested that the process of issuing new licences should continue without interruption.

Regarding the controversial gas pricing issue, the minister said the Ministry of Petroleum and Natural Gas should not have sought the approval of the Election Commission since the issue had already been cleared by the Cabinet.

"I think there is no case to revisit the Cabinet decision. The Cabinet decision is a right decision. It has taken into account all pros and cons, including reservations expressed by different ministries. So the Cabinet decision is the right decision and I would defend the Cabinet decision," he said.

Asked about the reluctance of the Swiss government to share banking data, Chidambaram noted that if Switzerland can share the information with the US, they can do so with India.

"I intend to raise it (sharing of bank information) in the G20 which meets in Washington on the sidelines of the Fund-Bank meeting on April 10-11. And later, on every forum we will raise the issue that Switzerland is non-compliant with the G20 resolution that the era of bank secrecy is over," he said.

Govt to continue focusing on AIDS prevention

MUMBAI: From a programme that was wholly funded by foreign donors, India's HIV/AIDS control programme now enjoys 67% domestic funding.

"When we launched the National AIDS Control Programme-III, the government's contribution to the programme was only 12.3%. But with NACP IV, the domestic funding has increased to 67%," said Dr B B Rewari, who is the national programme officer with Naco (National AIDS Control Organisation).

The percentage of local funding has increased mainly due to the fact that foreign funding is no longer available. In fact, the Planning Commission has earmarked Rs 13,400 crore for the next five year for HIV\AIDS control. "The AIDS control programme is one of the most successful health programmes of India. Every rupee that is allocated to it is spent in a transperant manner," said the official.

A big chunk of the budget allocated for HIV\AIDS control will be dedicated to advocacy or creating awareness about the disease. "We have to remember that 99.7% of India is not infected by the disease. We have to keep it that way. Hence, 60% of the budget will continue to be spent on advocacy," said Dr Rewari. Around 24% of the budget is spent on providing care, support and treatment.

Congress slams Modi's silence on Yeddyurappa, Muthalik, Sabir Ali

MUMBAI: The Congress on Sunday lashed out Narendra Modi for targeting Ashok Chavan on corruption and asked why he was silent about tainted leaders in his party like BS Yeddyurappa and Sriramulu.

It also questioned the BJP's PM candidate did not speak about controversial leaders Pramod Muthalik and Sabir Ali, who were inducted by his party only to be dumped within hours.

"The CBI charged Yeddurappa and the former Karnataka chief minister went to jail as well, but the BJP did not think twice before readmitting him. Same was the case with Sriramulu. BJP re-inducted them and nominated them as party candidates," Maharashtra unit spokesman Sachin Sawant said.

Sriramulu is a close aid of the jailed mining baron Janardhan Reddy. Sawant said that Modi has made Puroshottam Solanki and Babu Bokharia ministers in his cabinet, despite the court convicting them. Similarly, the BJP has given tickets to two MLAs who were accused in the Muzaffarnagar riots.

"I wonder why Modi is silent about Pramod Mutalik and Sabir Ali, who were inducted into the BJP and thrown out in a matter of few hours," he said. According to Sawant, Adarsh Society was not meant for Kargil war widows and Modi was misleading people on this issue.

"Why is he silent about BJP MP Ajay Sancheti's nine flats in the society, owned in other people's names," Sawant said.

He alleged that Modi had asked for money as reimbursement for cattlefeed sent from Gujarat during the drought.

Chavan dismissed Modi's tirade against him and accused the BJP's prime ministerial candidate of trying to create disturbance in the country and Maharashtra.

He, however, said that there was "no need to worry" about Maharashtra."It is a well developed state and people here are secular," the former chief minister said as Modi addressed a series of rallies in Vidarbha where he attacked Congress for fielding Adarsh scam tainted Chavan and on farmer suicides.

"He (Modi) has been trying to create disturbance in the country as well as Maharashtra but it won't make any difference in Nanded," Chavan said.

"'Shahzada' had said he won't compromise with corruption. They said there would be an investigation. For Congress giving ticket is taking action ... Shameless." Modi said on Sunday taking on Rahul Gandhi for fielding tainted leaders at an election meeting in Nanded from where Chavan is contesting.

CPI, CPM to fight together in Tamil Nadu

NEW DELHI: The CPI and the CPM will together fight the AIADMK, DMK and the Congress party in Tamil Nadu on 18 Lok Sabha seats for the first time since 1964.

"In Tamil Nadu, the CPI and the CPM are contesting on 18 Lok Sabha seats for the first time together since the united CPI split in 1964," CPM Politburo member Sitaram Yechury said.

"We are contesting these seats to win, opposing all other forces including AIADMK, DMK and the Congress," he said.

Asked about the post poll scenario, he said, "What happens after the elections will be decided only then depending on the post poll result scenario".

"After elections the Left is committed to work for a non-Cong, non-BJP government that will implement alternative pro-people policies," he said.

On March 6, CPI(M) and CPI had called off their month-old alliance with the Jayalalithaa-led party after getting miffed over ruling AIADMK's "approach" in finalising seat-sharing agreement for the Lok Sabha polls in Tamil Nadu.

GHAZIABAD: The Congress and the BJP are facing a crisis of contestants as big leaders are shying away from the Lok Sabha polls to escape humiliation. That is why both parties are luring film actors, Uttar Pradesh Chief Minister Akhilesh Yadav said here Sunday.

Without naming the Congress candidate for Ghaziabad Lok Sabha seat -- film star-turned-politician Raj Babbar, Akhilesh said it was the same leader who was instrumental along with former prime minister V.P. Singh in obstructing the construction of a power project in Dadri.

"If this man had not created snags in the power project, it could have come into existence to solve the power shortage and the city would have flourished," the Samajwadi Party leader said.

"Now the same man is crying for development. He always ditched voters. Ghaziabad residents would teach him a lesson," he said.

Hitting out at Rajnath Singh, Akhilesh said the Bharatiya Janata Party president left the city in fear of defeat.

Targetting BJP's prime ministerial candidate Narendra Modi, he said: "The Gujarat model is a technique to mislead the masses like 'India Shining'. If the Gujarat model would have been true in existence, why did Modi opt to contest from Varanasi? He does not feel safe to contest from one place."

He said the BJP was an expert in spreading communalism, and it was the party that had ignited the violence in Muzaffarnagar.

He said his government effectively controlled the situation and restored peace. The Supreme Court has appreciated the role of the state government in controlling the violence.

On his government's achievements, the chief minister said it has regularised the jobs of 1.6 lakh state employees, sanctioned unemployment fund, distributed 15 lakh laptops and sanctioned funds for the extension of Delhi Metro rail project in Ghaziabad.

Cong equally responsible for trust deficit between people of J&K and rest of country: Mufti

JAMMU: Emphasizing on the need of formulating a long term policy to solve all problems of Jammu and Kashmir, Peoples Democratic Party (PDP) today said Congress is equally responsible for prevailing trust-deficit between people of the state and rest of the country.

"Like National Conference (NC), leadership of Congress is also equally responsible for prevailing anarchy, chaos and sense of uncertainty in the state," PDP patron Mufti Mohammad Sayeed said at a public meeting at Khanpur area of Nagrota Assembly segment in support of party nominee Yash Pal Sharma.

Mufti reminded the gathering that it is a historical fact that whenever Congress has entered into alliance with NC, the state of Jammu and Kashmir plunged into unprecedented crisis and their alliance always proved ominous for the people of the region.

"It is a coincidence that whenever both these parties shared power, alienation of people increased and faith of the masses in the system was badly shattered," he said and added that like their previous experiments for enjoying power, the present NC-Congress coalition has also proved disastrous for the people of Jammu and Kashmir.

"Coalition has been exposed due to its misdeed, mis-governance and mal-administration so people are looking towards PDP to get rid of the present anarchist dispensation," the Mufti said.

"PDP-led coalition regime had laid the foundation of mutual trust and confidence among inhabitants of different regions of the state," he said.

Earlier addressing a meeting of Kashmiri Pandits in support of party candidate Mehbooba Mufti, he said his party promised to facilitate honourable return of Kashmiri Pandit migrants to their native places and sought support and cooperation of the community to change the present system.

AAP single issue-based party, alliance depends on them: CPM

GUWAHATI: Terming Aam Aadmi Party as a single issue-based movement, the CPM on Sunday said the Arvind Kejriwal-led party is getting acceptance in those places where the Left is traditionally not strong.

"It (AAP) is a single issue-based movement. AAP is going strong where traditionally the Left is not strong," CPM Politburo member Sitaram Yechury told PTI here.

The Rajya Sabha member said AAP represents a force which wanted a clean government and this particular idea was an international phenomenon which had emerged from the Tahrir Square movement in Egypt.

"They (AAP) talk about an ideal state, which is not corrupt, secular and also follow some democratic traditions. But we cannot achieve that ideal state from the abstraction of the economic policies that are already followed. I am sure, with experience they will get mature," Yechury said.

The senior Communist leader said corruption was not just a moral issue the way AAP was projecting.

"Corruption is an outcome of economic policies. It is a part of crony Capitalism. There is no clarity on the issues that they are raising," he added.

When asked whether the CPM and the Left was willing to form a post-poll alliance with AAP, Yechury said, "Many of the issues that they are raising, we have been talking about for long. Forming an alliance with AAP depends on them whether they want to join us or not."

He said the party was open to an alliance with anyone who was non-Congress and non-BJP.

Congress, CPI inching closer to a seat-sharing pact in Telangana

NEW DELHI: Congress and CPI are inching closer to an electoral pact in Telangana under with the Left party is likely to contest in 10 assembly segments and one Lok Sabha in the newly-carved out state.

The arrangement in bifurcated Andhra Pradesh comes at a time when TRS has closed its doors for an alliance with Congress.

"We have reached an understanding with CPI over seat- sharing for the upcoming legislative assembly and Lok Sabha elections," C H Umesh Rao, spokesperson of Telangana Pradesh Congress Committee, said here.

According to sources, CPI will contest from 10 assembly of the 119 constituencies and one Lok Sabha constituency in Telangana. Congress would be contesting from remaining 16 parliamentary constituencies.

Rao said an official announcement on the alliance is expected in a week's time.

Asked about the alliance between the two parties which are otherwise in opposite camps, CPI general secretary Sudhakar Reddy claimed the talks on alliance had commenced following a request from the state unit to consider Telangana as a "peculiar" case.

CPI had presented a wish list, consisting of seats identified by it for contesting, to both Congress and TRS.

While talks with TRS did not appear to have made much headway, the Left party began talks with Congress.

"We are still holding talks with Congress," Reddy said replying to a query on whether the seat-sharing talks have concluded.

CPI had supported the creation of a separate Telangana state.

Goods train derails after Naxalites damage rail track in Chhattisgarh

RAIPUR: Three wagons of a goods train and its engine got derailed after Naxalites allegedly ruptured a railway track in Dantewada district of Chhattisgarh, police said.

The railway administration has undertaken the track restoration work.

"Naxals damaged a rail track on Kirandul-Visakhapatnam route that falls under Bhansi police station limits, due to which three wagons of a goods train and its engine got derailed," Superintendent of Police of Dantewada district, Narendra Khare told Bhasha/PTI over phone on Saturday.

According to the police officer, Saturday was the last day of their 'Dandakaranya bandh', which had been on since the last week.

After the incident, teams of police personnel as well as railway officials have reached the spot and the railway administration has already launched the track restoration work, he said.

However, since the spot is located inside the forest area, the railway staff is finding difficulties in carrying out the restoration work.

Khare said that on Friday, the Naxals had torched 15 vehicles at the Essar beneficiation plant under Kirandul police station.

According to senior police officers here, some incidents of Naxals felling trees on roads in Bastar region and also distributing anti-poll posters had been reported.

Will file defamation case against Naqvi, Sabir Ali says

NEW DELHI: After the BJP annulled the party membership of Sabir Ali, the controversial former JD(U) leader on Saturday said he would file a defamation case against party vice-president Mukhtar Abbas Naqvi and challenged him for a debate.

Claiming he had a much larger support base than Naqvi, Ali said he was ready to go to any village in the country — even Naqvi's — to prove that more Muslims or people will stand behind him than the BJP leader.

"I will file a defamation case against Naqvi. I am also ready to sit with him for a debate," Ali told PTI.

"I am ready to go to his (Naqvi's) village or even any village in the country. One would see how many people stand by him. I have people's support. He (Naqvi) is fearing loss of support," Ali said when asked why Naqvi was against him.

Naqvi had attacked Sabir Ali on Friday as "a friend of terrorist Yasin Bhatkal" and strongly opposed his entry into the party, terming it a "mistake" that needs to be rectified.

The BJP annulled Ali's membership in less than 24 hours of his induction in its fold following intense opposition from within, particularly from Naqvi, and RSS.

BJP chief Rajnath Singh took the decision after taking note of the public comments made by some party leaders but asked them to raise matters concerning decisions within the party forum and not go public, following the open criticism by Naqvi and others of the decision to induct Ali.

Ali had earlier written to BJP general secretary Dharmendra Pradhan, also in charge of party affairs in Bihar, that in view of the allegations levelled against him his membership be kept on hold.

Ali said he will discuss his future course of action with everybody and would not like to comment on it now. He also declined to comment when asked whether he would look for other party options.

Jayalalitha describes Sethusamudram project as useless; slams DMK

RAMANATHAPURAM (TN): Describing the Sethusamudram project as a "useless" one that could harm the marine environment badly, Tamil Nadu chief minister Jayalalithaa on Saturday said Centre had wasted Rs 830 crore on it.

The project envisages dredging of a shipping channel across the Palk Straits between India and Sri Lanka.

Campaigning for Anwar Raja, AIADMK candidate from Ramanathapuram constituency, Jayalalithaa wondered why the DMK was so keen to implement such a project.

"Is it for the benefit of the people of the state or for self-interest," she asked.

She said the project would affect the marine wealth in the sea including traditional fish population and coral reefs that helped in breeding fish. Besides,it would affect the livelihood of the fishermen, she said.

"AIADMK is opposing the project because the fishermen are against it," Jayalalithaa said. Besides big ships could not pass through the Sethusamudram channel, she claimed.

Even the State-owned Poompuhar shipping corporation ships, carrying 30 per cent of the coal requirement of thermal power stations of Tamil Nadu would not be able to pass through the channel, she said.

Even for small ships to pass through, the channel should be dredged frequently and recurring expenditure would be heavy she said, opposing the project.

AIADMK was planning schemes for people but DMK was planning schemes with self-interest, she alleged.

WhatsApp audio message puts Kaushik in controversy

HARIDWAR: An audio message on WhatsApp has landed former minister and BJP legislator Madan Kaushik in the thick of controversy. In the message, Kaushik and one of his supporters, Sushil Tyagi, are reportedly heard making remarks that smacked of regionalism and also discussing supporting a candidate of a rival party. The MLA has been quick to term it as a "politically motivated move" to malign his image and that of BJP before the Lok Sabha polls.

According to sources, Kaushik and Tyagi can be heard in the message talking about supporting a Lok Sabha candidate from the "plains" rather than "the hills". It also has the two discussing that people should vote for Ambrish Kumar if he contests from the Haridwar seat as a BSP candidate.

Earlier, Kumar was trying to get a BSP ticket from the Haridwar seat. He joined Congress after failing to get a BSP ticket.

The message apparently also has a discussion between the two on CM Harish Rawat and his family belonging to the hills and why should people of Haridwar vote for them if they contest from a seat in the plains.

On his part, Tyagi has lodged a complaint in this regard at Roorkee Kotwali police station. The matter has been handed over to the Special Operation Group team of the local police to find out the details relating to the message.

Kaushik was among the frontrunners for party ticket from Haridwar Lok Sabha seat but BJP announced former chief minister Ramesh Pokhriyal 'Nishank' as its nominee. After initial reluctance, Kaushik joined Nishank's poll campaign.

"It seems that things said on different occasions have been put together in this three-minute long clip," Kaushik told TOI. He termed it as "fake" and an effort to dent his image. The BJP leader claimed that the matter has also been reported to Roorkee police and those behind the act would soon be exposed.

Tyagi suspected that some BJP leaders have helped members of rival parties, Congress, SP and BSP in the matter. He has sought a thorough probe into the matter.

Meanwhile, SP (rural) Ajai Singh said the SOG has been asked to look into the matter and check the "genuineness" of the audio clip.

People will punish Congress, Narendra Modi says

KONDAGAON: BJP prime ministerial candidate Narendra Modi on Friday dubbed the Congress manifesto as a document of "deceit" and said the party had let down the people of the country by failing to fulfill its 2009 election promise of bringing down prices within 100 days of coming to power.

Addressing a well-attended "Bharat Vijay Rally" in the Maoist heartland, Modi claimed that an anti-Congress wave was sweeping the nation and this would turn into a "tsunami" as the poll date approaches.

Dubbing the ensuing Lok Sabha elections as "unparalleled", Modi said while in politics the general trend is that all opposition parties have the common goal of ousting the government in power, in these polls all the political parties had got together with a single agenda of trying to stop "Modi" from coming to power. "They are scared that if I come to power, they'll have nowhere to hide", he said

In his typical style of connecting to the people, Modi initially started his speech with the greetings in the local dialect, "jai juhar", and repeatedly asked questions about the UPA's performance from the crowds. "Has the UPA controlled price rise? Has it provided security to you? Has is controlled corruption", he asked, eliciting a loud "Nahi" (no) on all.

Accusing the UPA of mass corruption, Modi said the past decade has seen the worst government. "They have left nothing and looted wherever they could lay their hands on", he said adding that people were fed up of the Congress and were waiting to teach it a lesson of a lifetime. "This time people will not vote to participate in election process but to punish the Congress for it's doings", he said.

Claiming that the "winds of change" were palpable across the nation, Modi said he had addressed elections rallies in Chhattisgarh earlier also but never witnessed such a response. Despite waiting for him for over an hour, the crowds were indeed responsive to Modi and they clapped at almost every jibe he took at the Congress during his 25-minute speech.

Though the local stadium, where the rally took place, was jam-packed, security was very tight. People had to pass three layers of security to get into the stadium area. Additional security measures were also taken in view of the Maoist attack on BSF personnel in Dantewada district earlier in the day. Though the rally venue is about 200 kms from the site of the attack, which left two BSF personnel injured and about a dozen vehicles gutted, security was beefed up in and around the stadium.

Arvind Kejriwal attacked in Haryana, his supporters turn violent

BHIWANI (Haryana): Aam Aadmi Party leader Arvind Kejriwal was attacked and hit on a neck on Frday a by an unidentified man. Following this incident, the man has been assaulted by his party activists during his campaigning Charkhi Dadri area in Haryana.

Kejriwal, who is on a campaign trail in Haryana, said he was "hit hard" on his neck.

"Someone hit me hard on my neck just now. This kind of violent reaction is expected of them. It only shows their true character and desperation," the former Delhi chief minister said.

AAP volunteers then hit back and assaulted the attacker. "Our supporters beat him up in retaliation. That is very wrong. That is not expected of us," Kejriwal said in a tweet.

"I am deeply hurt by the reaction of our supporters. If we also react violently, then what is the difference between them and us?," he said.

Asking his supporters not to indulge in violence, Kejriwal said AAP's movement will be "finished" if his supporters retaliate to such attacks.

"If we ever become violent, the movement wud be finished. So, please please please, in future, if anyone hits us, including me, we shud be nice to him," he said in an appeal to AAP supporters.

Kejriwal kicked off a three-day roadshow in Haryana from Dhansa earlier in the day.

Bihar's former chief minister Satish Prasad Singh quits BJP

PATNA: Bihar's former chief minister Satish Prasad Singh on Friday quit BJP, barely seven months after joining it, to protest against the 'inadequate' ticket distribution to the backward Kushwaha and Keori castes.

"I have decided to quit the BJP to protest inadequate representation to the Kushwaha Samaj during ticket distribution for the general elections," the 83-year-old leader, who was earlier with the Congress, told reporters here.

Amid speculations that he might join the JD (U), Singh, however, refused to divulge anything.

Singh, who had served as the state chief minister for five days, between January 28 to February 1, 1968, had joined the BJP on September 22 last year after spending a long time in wilderness.

NEW DELHI: Induction of expelled JD(U) leader Sabir Ali on Friday triggered angry protest within BJP, with senior leader Mukhtar Abbas Naqvi terming him as a "friend" of Indian Mujahideen chief Yasin Bhatkal and mocking that Dawood Ibrahim could be the next entrant.

"Terrorist Bhatakal friend join BJP...soon accepting dawood.........," Naqvi tweeted, hours after Ali was inducted into the party with much fanfare as it was seen as a boost to the BJP's attempts to attract Muslims.

Naqvi, a muslim face and Vice President of the party, said he will convey his protest to the BJP leadership.

Justifying his opposition to the induction, he alleged that Bhatkal was arrested from Ali's Mumbai residence some time ago.

He also alleged that Ali's name had figured in the murder case of noted music magnate Gulshan Kumar.

The fresh controversy comes days after the one over induction of Sri Ram Sene chief Pramod Muthalik in Karnataka. The entry was scrapped within hours after strong criticism from both within and outside the party as Muthalik had been involved in attack on women in pubs few years back.

Premium train with dynamic pricing to run between Bandra and Jaipur

MUMBAI: Western Railway has decided to introduce premium fare with dynamic pricing on Mumbai-Jaipur routes.

WR spokesperson said, "Train No. 09726 Bandra Terminus-Jaipur Premium Weekly Special train will depart from Bandra Terminus at 23.55 hrs on March 31 and April 07 and reach Jaipur the following day at 19.05 hrs.

Similarly, Train No. 09725 Jaipur - Bandra Terminus Weekly Premium Special train will depart from Jaipur at 10.25 hrs on March 30,2014 and April 6 and reach Bandra Terminus at 04.55 hrs next day.

The train will halt at Surat, Vadodara, Ahmedabad, Abu Road and Ajmer stations in both directions.

He further said, "The train will have AC II Tier, AC III Tier & Second class sleeper coaches."

No waitlisted tickets shall be issued and there will be no refund except when the train is fully cancelled on railway account due to unforeseen circumstances or due to severe disturbances affecting operations. Adult fare shall be charged for all passengers irrespective of their age. No concession shall be applicable to this train.

The booking of train no. 09726 departing Bandra Terminus on 31st March, 2014 shall be available from 30th March, 2014 only through IRCTC's portal and not through the counters at reservation centres.

The fare is also likely to increase depending on the demand intensity.

1 in 4 Indians believe India was fighting UK in WWI

LONDON: Indians are in dire need of a crash course in history, as far as World War One (WW1) is concerned.
Over 1 in 4 Indians have revealed that they believe India was fighting the British and against the UK in the WW1. In reality, India was actually part of Britain when the war started in 1914 (2014 being the centenary of the great war).
More than 1.4 million Indians fought as part of the British forces making the contingent Britain's biggest volunteer army. During the course of the war, over 100,000 Indians were killed or wounded by the war's end.

As part of its commemoration to mark 100 years of the war, the British Council commissioned YouGov to carry out a survey among the adult populations of Egypt, France, Germany, India, Russia, Turkey and the UK to gauge their knowledge surrounding the war.

The report says "When asked which country India was fighting for, 27% assumed that the country was fighting against the UK. The largest contribution to Britain's war effort came from India. The total number of Indian troops amounted to some 1.4-1.5 million men, serving in France, East Africa, Mesopotamia and Egypt".

Another interesting myth that emerged was that 78% of French respondents assumed India was neutral, when, in fact, India provided over 1.4 million soldiers - many of them to defend French soil.

Majority of Indians also weren't aware that Mahatma Gandhi's first civil disobedience campaign against British authority in 1919 stemmed from the unrealised hope that India's contribution to WW1 of around 1.5 million men would be honored with a transition to self-government.

The report says "Mahatma Gandhi and Muhammad Ali Jinnah assumed that Britain would honour India's contribution to the war with a transition to self-government. Their expectations were dashed in November 1918 with the extension of martial law".
"In February 1919, Gandhi launched his first India-wide campaign of civil disobedience against British authority. By the outbreak of the Second World War, resistance efforts redoubled. Indian nationalists, under the auspices of the 'Quit India' movement, were not going to risk their lives in a British war effort twice with little tangible return".

This perhaps, the report says, explains the way in which the First World War gives rise to negative perceptions of the UK for some in India.

For the survey, there were 7,488 responses - Egypt (1,052), France (1,029), Germany (1,070), India (1,215), Russia (1,019), Turkey (1,022) and the UK (1,081).

The research revealed a widespread lack of understanding of the global scale.

The report "Remember The World As Well As The War" shows that knowledge of the conflict is limited.

In the UK, less than 22% of the 1081 people questioned were aware that Asia was involved.

The report also revealed the extent to which it still influences overseas views of the UK.

Around 45% of people questioned in India said the UK's role in the war has a positive effect on how they view the UK today.
Almost three quarters of people (72%) across the seven countries surveyed believe their country is still affected by the consequences of the war.

Only 1 in 3 Indians (34%) knew that the location of the assassination of Archduke Franz Ferdinand and his wife Sophie, which sparked the war, was Sarajevo.

A large majority of Indians (75%) feel broadly positive towards the UK. In contrast, when asked about their attitudes with reference to the UK's role in WW1, over one in 10 state that these have a negative (11%) effect on their views of the country today.

The war certainly started in Europe. On 28 June 1914 in Sarajevo, Gavrilo Princip,a Bosnian Serb student, assassinated Archduke Franz Ferdinand, heir to the Habsburg throne, and his wife Sophie, hoping to end Austria-Hungary's rule over Bosnia-Herzegovina. Exactly one month later, Austria-Hungary declared war on Serbia.

A series of alliances rapidly brought Germany, France, Belgium, Russia and the UK into the conflict, which, within a week, became what we now know as the WW1.

Economically, the contributions from different parts of empires were crucial for Britain during the war.
By 1917, Canada provided Britain with half its shrapnel, 42% of its 4.5-inch shells and 25% of its 6-inch shells; 97% of Australia's meat was consumed in Britain during the war while India's jute supply was turned into sandbags.

Modi vows to end terrorism, mum on Maoism

GAYA/SASARAM: Launching a frontal attack on Nitish Kumar-led Bihar govt for its alleged failure to deal with terrorism with an iron hand, mainly on account of the compulsions of vote bank politics, BJP prime ministerial candidate Narendra Modi on Thursday afternoon vowed to end terrorism once he came to power at the Centre.

Dwelling on the terror threat for a good part of his nearly 25-minute speech amid slippers and other objects being thrown, Narendra Modi identified 'tourism' as a major source of income of the Biharis and said that terrorism will end tourism, which, in turn will destroy Bihar (tourism khatam, Bihar hhatam), said Modi.

Prefacing his speech with the July 7, 2013 terrorist attack on the Bodh Gaya shrine, Modi regretted that the place which delivered the message of peace and fraternal feeling to the entire world was subjected to such attacks. "The Bihar govt was more anxious to protect its vote bank and not the nation," said Modi.

To the utter surprise of the Magadh people, Modi did not say anything about red terror even though the Maoists greeted his maiden visit to the temple town with two explosions that blew up mobile phone towers and placed a 5kg can bomb in Dumaria Bazar that was according to CRPF DIG Chiranjeev Prasad effectively defused in the afternoon.

At one point of time, the BJP PM nominee, targeted all three opponents, the Congress, Nitish Kumar and Lalu, reserving the most acidic epithet for Lalu, whom without naming, Modi called 'jail returned'.

In his attempt to cover as many issues as possible at his Gaya rally, Narendra Modi bemoaned the lack of development in the state and the country, and cursed Congress for its failure to contain skyrocketing prices and ridiculed the party for repeatedly presenting unfulfilled promises including jobs and civic amenities in its manifestos, the latest being the one that was released by Congress on Wednesday.

"They are now promising 10 crore jobs and in the previous 2009 manifesto they promised one job for at least one member of each family," said Modi.

Modi said taking public memory to be short, the Congress repeated the same promises each election. "But people's memory was not as short as Congress believed it to be."

He also referred to the non-execution of a 1975 irrigation project which has already cost Rs 800 crore without giving benefit to any of the 25 lakh farmers of Gaya, Aurangabad and Karakat prliamentary constituencies of the state.

In Sasaram, Modi strongly criticized Lok Sabha speaker and Congress candidate Meira Kumar for doing nothing for her constituents. Accusing Meira Kumar of political opportunism for personal gains, Narindra Modi said that Meira's father late Jagjivan Ram left the Congress on grounds of principle but she betrayed her own father by clinging to the same party that her father left.

Virtually promising the moon to the Rohtas farmers, the BJP's prime ministerial candidate regretted that despite possessing the rice bowl, the area farmers have been left to fend for themselves and their produce ends in distress sale and destruction due to non availability of storage facility. Modi also promised a three-pronged strategy to the local farmers for better procurement, remunerative price, storage and proper marketing of their produce.

Narendra Modi also regretted the non-execution of the Durgawati project launched way back in the year 1972.

The prominent participants at Modi's two Bihar meets included LJP chief Ram Bilas Paswan, BJP state chief Mangal Pandey, leader of the opposition in the Bihar assembly Nand Kishor Yadav and former urban development Minister Prem Kumar.

Cong facing uphill task in defending fort against Sena-BJP

KUDAL (MAHARASHTRA): Congress is facing a tough challenge in its bid to retain the Ratnagiri-Sindhudurg Lok Sabha seat in an area where state industries minister Narayan Rane holds sway.

Rane's son Nilesh represents the seat which is situated at the southernmost tip of Maharashtra. Marked by a vast, hilly terrain and a sea coast, this is an area where leaders like Madhu Dandavate and Shiv Sena's Suresh Prabhu have fought and won Lok Sabha elections for several years.

The constituency known for Chhatrapati Shivaji's famed sea fort at Malwan and the Tarkarli beach was earlier called Rajapur. Following delimitation in 2008, parts of Ratnagiri district were included in the new Ratnagiri-Sindhudurg constituency.

Col Sudhir Sawant, who won the erstwhile Rajapur Lok Sabha constituency in 1991 on a Congress ticket, told that the group of Shiv Sainiks which came with Narayan Rane in 2005 was the Congress party in the district now.

"The original Congress members are sitting at home," he said.

Sawant, who quit Congress a few years back, said the party could never establish itself in Konkan region because it fell short of money and muscle power and was also affected by internal bickering.

"The Sharad Pawar faction in Congress used to support Shiv Sena in the 1990s," he charged.

Even though all villages in the Ratnagiri-Sindhudurg seat have road connectivity and electricity supply, farmers have several grievances.

"The tourism policy is flawed. The focus is only on five star hotels and acquisition of land for it. Given the rural nature of the constituency, focus should have been on village- based and high-end tourism," he said.

Industries have shied away from investing in the area due to law and order problems, he further charged.

Kudal MLA and former Sena-BJP chief minister Narayan Rane is the lone Congress legislator in the Assembly segments in this constituency.

The Sena-turned-Congress leader suffered a blow when party candidates and close associates Ganpat Kadam and Ravindra Phatak, lost from Rajapur and Kankavli, respectively, in the 2009 Assembly polls while NCP's Uday Samant won from Ratnagiri and Deepak Kesarkar took Sawantwadi.

Congress wants BJP derecognized over "Har Har Modi' slogan

NEW DELHI: The Congress on Thursday lodged a protest with the Election Commission against the use of "Har Har Modi" slogan in Varanasi, from where the BJP's prime ministerial candidate Narendra Modi is contesting the Lok Sabha poll. The party sought the de-recognition of BJP as well as action against Modi for allegedly violating the model code of conduct by drafting a slogan along "religious" lines.

Incidentally, the Congress has moved EC notwithstanding BJP's clarification on Sunday that "Har Har Modi" chant was not its official slogan. Modi himself tweeted that "some enthusiastic supporters have been using the slogan 'Har Har Modi'...I respect their enthusiasm, but request them not to use this slogan in the future".

Modi's tweet followed shortly after Shankaracharya of Dwarka Peeth, Swaroopanand Saraswati, objected to the chant, saying that it amounted to "worship of an individual".

In its complaint submitted to the EC, the Congress claimed that the 'Har Har Modi. Ghar Ghar Modi' slogan continued to be used by BJP workers in Varanasi. The Congress alleged that the chant was part of BJP's strategy to "present" Modi as Lord Mahadev (Shiva), to exploit religious sentiments of people for electoral gains.

Sub para 3 of Para 1 of the model code of conduct restrains parties and candidates from making appeals to caste or communal feelings for securing votes.

The Congress on Thursday also objected to the use of Lord Shiva's image as a backdrop of the stage from where Modi recently addressed a public rally in Varanasi. "Lord Shiva or Mahadev and the ancient Kashi Vishwanath temple at Varanasi have religious sanctity throughout the world. Hindus and all devotees of Lord Mahadev chant 'Har Har Mahadev, Ghar Ghar Mahadev' with deep sense of devotion to seek blessings of the Lord. No human being can replace Lord Mahadev in the said chant," said the memorandum signed by K C Mittal of the Congress' legal cell. Citing media reports, it claimed that BJP had organised 400 mobile vans equipped with LCD TVs, carrying the Har Har Modi, Ghar Ghar Modi' slogan.

The Congress said the BJP had recently also come up with a new slogan 'Dil mein Modi, ghar mein Modi, Kashi ke kan kan mein Modi (Modi in every heart, Modi in every home; Modi everywhere in Kashi).'

"The new slogan also aims at arousing religious sentiments and feelings of the people...'Kan kan mein Bhagwan (God is omnipresent)' is a well known religious slogan..." the memorandum claimed.

Priyanka Vadra helped Varun Gandhi oust me from Pilibhit, Cong leader says

BARELI: Senior Congress leader Vinod Kumar Tiwari accused BJP leader Varun Gandhi and Congress president Sonia Gandhi's daughter Priyanka of colluding against him, and said he was denied the ticket to contest from Pilibhit because there were fears that a strong Congress candidate would divide Hindu votes. Such a division would hurt the prospects of BJP candidate from Pilibhit, Maneka Gandhi, he said.

Tiwari said the Congress candidate from Pilibhit, Sanjay Kapoor, was considered weak, and seen as "an outsider".

Tiwari, three-time MLA from Puranpur, said, "My relentless efforts to drive home the message that the Gandhi bahu (Maneka Gandhi) has done nothing for the area during her 25 years of association with it has perhaps started cutting ice with voters. This rattled them (the Gandhis) and they apprehended a major dent in the Hindu vote bank, which is why veiled threats of getting my ticket cancelled started doing the rounds."

Asked on what basis he was making the allegations, given the stature of those he was attacking and the coldness of relations between the families of Maneka Gandhi and Sonia Gandhi, Tiwari said, "No doubt relations between the daughters-in-law have remained strained, and reached an all-time low. There is still, however, some bonding between cousins Varun and Priyanka. In Pilibhit, Maneka Gandhi and her son have always won elections by dividing Hindu votes, and turning the contest into a Hindu-Muslim one. Moreover, during the last 10 years, they have succeeded in their designs, given the friendly gesture of the Bahujan Samaj Party (BSP), which fielded Muslim candidate Anis Ahmad Phool Babu in 2004 and 2009, and has also fielded him again this year. Just days ago, Maneka Gandhi had questioned the source of Sonia Gandhi's wealth."

Tiwari said Congress candidate Sanjay Kapoor, sitting MLA from Bilaspur in Rampur district, is an "outsider" in Pilibhit. "Kapoor rang me up and said he was not interested in contesting elections from the seat, but had been forced to do so by the party high command," Tiwari said, adding that Kapoor was also close to Sonia Gandhi's son-in-law, Robert Vadra, whose home district of Moradabad in Uttar Pradesh is close to Rampur.

Congress candidate Sanjay Kapoor was not available for comments on the matter.

SOLAPUR, MAHARASHTRA: A tractor and a tempo are among the movable assets owned by Union home minister Sushilkumar Shinde and his wife Ujwala who have agriculture and social work as their profession.

Apart from these vehicles, Shinde also has a generator worth Rs 4.7 lakh and a Toyota Fortuner purchased this year for Rs 10 lakh, as per the affidavit filed by the Union Minister along with his nomination papers for the Lok Sabha polls here.

The minister has declared a total of Rs 6.18 crore worth as movable assets while her wife's assets are valued at Rs 2.4 crore. This includes jewellery worth nearly Rs 30 lakh between the couple.

Shinde's Kubota tractor of 2011 model is worth Rs 5.72 lakh while the tempo in his wife's name is worth Rs 7.3 lakh.

Among immovable assets, Shinde has agricultural land, farm houses, flats and residential plots.

He has declared total self acquired assets of Rs 5.8 crore in his name and further Rs 9.08 crore in his wife's name. As liabilities, Shinde has disclosed a loan of Rs 1.5 lakh.

Interestingly, the minister has listed agriculture and social work as his profession and LLB as his highest educational qualification.

Congress to continue with 'Primaries' despite 'shortcomings'

NEW DELHI: Unfazed by criticism of his US-style 'Primaries' experiment to select candidates for polls, Rahul Gandhi on Wednesday said the process will continue though he did acknowledge certain "shortcomings" in the exercise.

"It is designed to demonstrate that decision on candidates can be successfully taken with inputs from a large number of people. Every party talks about involving people in the ticket distribution but nobody does it.

"Congress has gone forward and done it. We have to move away from the practice of very few people choosing who will represent the nation," Gandhi said responding to questions during the party's manifesto release.

In the AICC meeting on January 16, Gandhi had announced with much fanfare his primaries idea to empower grassroot leaders to fight the Lok Sabha elections.

But most of 16 constituencies under this experiment chose sitting MPs, senior leaders, their kith and kin or close associates, virtually defeating the purpose of the exercise.

The experiment witnessed several controversies in various states including in Delhi, Maharashtra, Karnataka and Madhya Pradesh on various counts including selection of constituencies, charges of bogus voting and use of money power.

What was hailed as a pioneering experiment in Indian politics, turned out to be one that came under attack from party's own cadres.

The Congress Vice President, however, maintained that there will be issues in few seats "but these are things that come out in any new process".

Insisting that the idea of primaries is an "extremely powerful idea" under which candidates in 15-16 Lok Sabha seats have been chosen by over 12 thousand party workers, Gandhi said, "it is true that there are shortcomings in the process but it must be seen as an idea and not a process...there will be issues in one or two seats but these are the things that will come up in any new process.

"This is something we will carry out."

Demand for book on Modi rises in Pakistan

AHMEDABAD: The demand for books on BJP candidate for PM, Narendra Modi, seems to have crossed the India-Pak border. Several copies of a new biography — 'CM to PM: Narendra Modi' written by Vivek Garg and Nirendra Dev — were shipped to Islamabad recently as book dealers see a demand among readers who are curious to know about the Gujarat CM.

The book, which will be launched in New Delhi soon, talks of the Gujarat chief minister's humble background and his phenomenal rise in national politics.

"We have shipped copies of the biography to Islamabad and some other countries. Modi now has international appeal and people believe that he is the best answer to many problems our country currently faces," said Garg. This is the second book on Modi to be published by Delhi-based Manas Publications. The first book, 'Modi to Moditva' by Nirendra Dev, has been selling well since its publication in 2013.

Likewise, Tranquebar Press, which has also published books on Rahul Gandhi and Akhilesh Yadav, calls its 'Narendra Modi: The Man, The Times' by Nilanjan Mukhopadhyay, a bestseller. Madras high court grants bail to 33 crew members of US anti-piracy ship

MADURAI: Madras high court's Madurai bench on Wednesday granted bail to 33 crew members of US anti-piracy ship MV Seaman Guard Ohio that had allegedly entered the Indian waters with illegal arms. It also granted bail to a man who supplied 1,500 litres of diesel to the vessel.

However, the court denied bail to ship's captain Dudinik Valentyn and its vice-captain Paul David Dennish Towers.

Dudinik Valentyn, 34 others and diesel supplier R Munithevan of Manali had filed the bail petitions at the high court. Justice R S Ramanathan heard the matter and reserved his verdict on March 14. While passing orders on Wednesday, the judge observed that it was difficult to find fault with the other crew members for the ship's entry into the Indian waters. If needed, the captain and vice-captain could be blamed for it.

According to the bail conditions, the 33 ship members should produce surety to the tune of Rs 2 lakh each and reside in Chennai and sign at Mylapore police station twice a day, at 10am and 5 pm. The diesel supplier should produce a surety of Rs 50,000 and sign at 'Q' branch police station in Tuticorin.

Ready to forgive Congress and support it after polls, Karunanidhi says

CHENNAI: The strained relations between the DMK and the Congress took a new twist on Wednesday, with DMK chief M Karunanidhi asserting that he would forgive and support Congress, if the latter sought to form a secular government after the elections.

"I can say with hope that if tomorrow Congress repents and come forward to say that they return to secular path and not support communal forces, the DMK will forgive and support them," Karunanidhi said while kickstarting election campaign for his grandnephew and former Union minister Dayanidhi Maran (Central Chennai) and other candidates, T K S Elangovan (South Chennai) and Girirajan (North Chennai).

"Not for votes, but the DMK will pardon them to save them from the trouble," Karunanidhi said, who had parted ways with the Congress over the series of arrests of DMK leaders, including A Raja and Kanimozhi in the 2G scam.

Karunanidi said the charges against Raja for his alleged role in spectrum allocation could not be proven by any departments yet.

"The Congress was ungrateful and was targeting the DMK to save their government. They forgot those who lifted them in the past," he said, suggesting that this was the reason why the national party, which was once headed by Mahatma Gandhi and Jawaharlal Nehru, had gone to such a low in Tamil Nadu and other states.

I am sad about Gujarat riots, but have no guilt: Narendra Modi in biography

NEW DELHI: Narendra Modi says that he was "sad" about the 2002 Gujarat riots but has no guilt, and that no court has "come even close to establishing" it.

He has suffered 12 years of public "Modi-bashing" since the time of the riots but says that he had decided early on to "let the media do its work; there will be no confrontation".

"I never waste my time in confrontation", the BJP's prime ministerial candidate is quoted as saying in a just-published biography written by a British author and TV producer Andy Marino.

Marino says in the book "Narendra Modi; A Political Biography", published by Harper Collins, that he was given detailed access by Modi whom he accompanied aboard his helicopter during his campaign rallies and interviewed him over several weeks.

On 2002 riots, Modi says, "I feel sad about what happened but no guilt. And no court has come even close to establishing it."

The 310-page book deals with the riots in some detail with "hitherto unpublished, authenticated documents". It discloses that after the riots Modi wanted to resign as chief minister but was prevailed upon by the party to continue.

Marino says that the BJP strongman had confided in him "possibly for the first time in an on-the-record interview, that he no longer wanted to be the chief minister after the riots because he had decided it was unfair on the people of the state who had been subjected to extreme abuse because of him".

Narendra Modi had resolved to step down at the BJP National Executive in Panaji on April 12, 2002, about a month after the post-Godhra riots.

The largely-adulatory book quotes Modi as having told the Panaji conclave, "I want to speak on Gujarat. From the party's point of view this is a grave issue.

"There is a need for a free and frank discussion. To enable this, I wish to place my resignation before this body. It is time we decided what direction the party and the country should take from this point onwards."

The chief minister told the biographer, "I wanted to leave this position but my party was not ready to leave me, the people of Gujarat were not ready to leave me, this situation is what I had (to deal with).

"It was not up to me. And I was not ready to go against party discipline; I don't want to fight against my party. What my leaders say, I must follow it."

Modi provides some details of how he handled the situation in the aftermath of the attack on a train carrying mostly 'kar sevaks' from Ayodhya in the early hours of February 27, 2002 in which 59 people were burnt alive.

He says that after he had returned from Godhra to Gandhinagar late at night, "I informally asked my officers to alert the Army". He was told that the Army was at the border because there was tension between India and Pakistan after the attack on Parliament.

The book states that Modi had appealed to his counterparts in three neighbouring states, Ashok Ghelot in Rajasthan, Vilasrao Deshmukh in Maharashtra and Digvijaya Singh in Madhya Pradesh, to send aid in the form of law enforcement and para-military personnel. He sought 10 companies of armed police from each state. While Maharashtra had sent a very limited number of personnel to help, the other two states had quietly refused, it says.

Single window clearance by Election Commission in Chhattisgarh

RAIPUR: The Election Commission of India has decided to provide "single window' facility to political parties and candidates seeking approvals for undertaking various activities, including rallies and public meetings, during campaigning.

This was disclosed by Sudhir Tripathi, Deputy CEO, Election Commission on Tuesday, who said clearances for all activities, including permission for use of helicopters, organising rallies and public meetings, traffic clearance approvals and permissions for using public land, would be provided within 36 hours at the respective district offices. Tripathi said the process would simplify the procedure and provide ease to candidates contesting polls.

Tripathi said the ECI has also decided to provide candidates the "optional facility" for filing e-affidavits. This facility would come handy for preventing rejections in case certain columns/questions in the prescribed affidavit are left blank, he added.

He said the EC has received several complaints about misuse of the duplicate voter slips issued in case of complaint of missing/lost. He said to avoid this, the distribution of voter slip would be completed five days before the polling day and in case slips are left, they would be available at the booths.

Earlier, Tripathi held a meeting today with the CEO and representatives of various political parties, including BJP, Congress, BSP and CPI. Senior officials of police and administration were also present at the meeting.

He said during the meeting Congress leaders raised the issue of four police officers who have been posted at sensitive positions for long tenures. "We are looking into all the issues raised by the Congress and have sought factual reports from our staff", he said.

Tripathi said they had also received the complaints about distribution of liquor and money and they had asked their officials to take necessary action to curb it. "We have observers in flying squads, who are keeping a close eye on such mischievous activities", he added.

Meanwhile talking to TOI, DD Singh, Joint Chief Electoral Officer said the revenue department has been given a nod for distributing relief payments to farmers whose crops were destroyed due to rains.

BJP appoints M J Akbar as national spokesperson

NEW DELHI: Senior journalist M J Akbar, who joined BJP only three days ago, was on Tuesday appointed as the party's national spokesperson.

Akbar, a Congress MP from Kishanganj in Bihar between 1989 and 1991, was appointed national spokesman by BJP chief Rajnath Singh. He was also a Congress party spokesperson in 1989 ahead of Lok Sabha polls.

Rajnath Singh also appointed Arun Singh as in charge of the party's affairs in Odisha where assembly elections are also being held along with Lok Sabha elections.

Rahul promises to implement Right to Health if UPA govt returns to power

KOROIMURA, TRIPURA: Congress vice-president Rahul Gandhi on Tuesday said if a third UPA government is installed at the Centre, Right to Health will be implemented in the country to ensure good health for all.

"It is one of our promises that people's Right to Health will be ensured if the third UPA government comes to power. We have ensured food security for all and MGNREGA to ensure employment. Now we have to implement people's right to health," Gandhi said while addressing a public gathering here.

He said women in the country needs to be properly empowered for a strong nation.

"We have empowered women up to some extent by introducing the panchayati raj system. We need to do more. We are trying to bring the women leadership in our party to the fore," he said.

Criticizing the Tripura government for not being able to provide safety and security to women, Rahul said, "Women in Tripura are the most tortured in the country. They are intimidated, molested and gang raped, but do not get proper redressal."

He said the Autonomous District Councils for protecting and safeguarding tribals would be more powerful because the Union Home Ministry has approved greater autonomy for them.

"I will always stand in Delhi like a sepoy (sentry) to help any tribal who face any problem," Rahul said.

He said communism was abolished in Russia, West Bengal and Kerala but only exists in Tripura.

"They should be ousted soon. Not only they, but their ideology of partisan system and showing nepotism to the relatives of their leaders and cadres. Communism is an old thought," the Congress vice-president said.

He also criticized the Left Front government in Tripura for not implementing a pay scale for state government employees at par with the central government and misuse of central funds.

Alagiri hardens stand, to take expulsion from DMK issue to court

MADURAI: Undeterred by the party's decision expelling him, a belligerent M K Alagiri on Tuesday alleged it was taken under "threat" and he would face the issue legally as he asserted he and his supporters continued to be members of the party.

"The decision to dismiss me from the party was not taken by the party president independently. He has succumbed to pressure. I know our friend who threatened the DMK chief. I also know who helped the friend. You will also come to know about it shortly," he told reporters here.

Indicating that he was in no mood to accept the expulsion, Alagiri, who was the DMK's South Zone organizing secretary, said he had decided to face the issue legally.

"I will file a case... As per party rules, if a member is suspended, he has to be issued a notice. But I was not given an opportunity to explain my position," he said hours after Karunanidhi announced the decision to expel him for continuing to be critical of the party even after suspension.

"Just because I have been dismissed from the party, it does not mean we will leave the party or quit the party... Whether they dismiss me or not, myself and my party supporters are DMK members. That nobody can change," he said.

He also said (Anna) Arivalayam, the DMK headquarters in Chennai, was a trust property. "It is built out of our hard work. It is equally our property."

Ignored Tollywood stars find a pillar in BJP to lean on

HYDERABAD: Film actors who are feeling lost at being ignored this election season are making a beeline to the Bharatiya Jana Party (BJP) to assuage their egos. Last week, actor Pawan Kalyan met Gujarat chief minister Narendra Modi and on Monday, actor Nagarjuna met him in Ahmedabad. If Tollywood sources are to be believed, comedian Brahmanandam who is said to be nursing political ambitions may well be on the plane next to meet the BJP's prime ministerial candidate.

This is the first time ever that the Telugu film industry is feeling neglected. Several years ago, it was Rajiv Gandhi who took the initiative to get film stars from Andhra Pradesh to join the party and actors like Krishna and Jamuna took the plunge. Subsequently, it was the TDP which wooed film artistes to support it while some went into the BJP fold. During the 2004 elections, an entourage of film actors campaigned for the Telugu Desam but N Chandrababu Naidu could not come back to power.

Y S Rajasekhara Reddy of the Congress took no interest in film stars and completely ignored them. The Congress has continued the legacy and is not showing much interest in film stars. This time, even Chandrababu Naidu has remained quite indifferent to film stars. The result: Tollywood stars are looking only to the BJP to pamper them.

Actress Jaya Pradha wanted to make a comeback to state politics but neither the TDP with which she was formerly associated, nor the Congress were excited about her. After partying ways with Mulayam Singh Yadav's Samajwadi Party (SP), Jaya Pradha and Amar Singh have now aligned themselves with the Rashtriya Lok Dal of Ajit Singh.

On August 11, 2013 when Narendra Modi came to Hyderabad, local BJP leaders got several Tollywood stars to meet him at a hotel. Those who met Modi included actor Balakrishna, brother-in-law of TDP president N Chandrababu Naidu, D Rama Naidu's grandson, actor Rana, actor Suman, producer C Kalyan, director V Raghavendra Rao, producer Ashok Kumar, music director M M Keeravani, actor Murali Mohan, actor Mohan Babu and his two sons Manoj and Vishnu, and daughter Lakshmi.

Out of those who met Modi, Balakrishna and Murali Mohan belong to the TDP and are expected to contest on the party's ticket. The others have not been in active politics. Mohan Babu who was once associated with the TDP and fell out with Naidu was away from politics but is now expected to join the BJP bandwagon, it is learnt.

Actor Krishnam Raju who had earlier been a union minister in the BJP government had stayed away from politics but during the 2009 polls joined the Praja Rajya Party (PRP) of Chiranjeevi. He contested the polls and lost. Now, he has come back to the BJP fold.

Actor Jeevitha and her husband Rajasekhar were with the Congress but came out of it when Chiranjeevi merged his PRP it. They subsequently joined Y S Jaganmohan Reddy but distanced themselves from him for being neglected. They also lambasted him in public levelling allegations of corruption. The couple then met N Chandrababu Naidu but for some reasons were not able to join the TDP. Recently, Jeevitha joined the BJP.

Comedian Babu Mohan who was with the TDP in the past and had also been a minister during Naidu's rule has now quit the party at being ignored. Unlike in the past when he went out of his way to woo film stars, Chandrababu Naidu is ignoring Tollywood personalities. In fact, during the 2009 elections itself, he gave the short shrift to Jr NTR, son of Harikrishna. Feeling slighted by Naidu, N T Rama Rao's grandson, gave up campaigning for the TDP midway and came back to Hyderabad from the districts.

In recent days, comedians Ali and Venu Madhav met Chandrababu Naidu but they were not given any positive indications by Naidu that the TDP would field them in the ensuing elections. Both the actors were said to be keen on getting a TDP ticket to contest the polls.

Actress Jayasudha who represents the Secunderabad assembly constituency was at one time contemplating to leave the Congress and join the YSR CP of Y S Jaganmohan Reddy. She, however, refrained and stayed back in the Congress. Actress Roja, however, has stuck to the YSR CP because she had quit the TDP to join the Congress under Y S Rajasekhara Reddy, who died before she could formally join the party.

Another big hero Mahesh Babu has been apolitical but this time, he is expected to lend his support to his brother-in-law Jay Galla who will be contesting on a TDP ticket. Mahesh Babu will restrict his support only to his brother-in-law and not campaign for the TDP as such. Overall, Tollywood has found in the BJP a pillar to lean on.

Withdraw instruction to make Aadhaar mandatory: SC to Centre

NEW DELHI: The Supreme Court on Monday directed the Centre to immediately withdraw the instruction, if any, issued by it for making Aadhaar card mandatory for citizens to avail government services.

"If there are any instructions that Aadhaar is mandatory, it should be withdrawn immediately" a bench of justices B S Chauhan and J Chelameswar said while staying the order of the Goa bench of the Bombay high court directing sharing of data collected for issuing Aadhaar card to citizens with CBI for solving a rape case.

The bench said biometric or any other data should not be shared with any authorities unless the accused gives consent in writing.

The probe agency had sought the data base, including biometrics of persons from Goa, so that those could be compared with the ones obtained from the crime scene for the purpose of investigating rape of a minor girl in a school premises in Vasco.

The apex court had in its September 2013 interim order said Aadhaar card be not (not) made mandatory for people for availing government services and nobody should be deprived of such facilities for want of the card.

The bench passed the order on a petition filed by the Unique Identification Authority of India (UIDAI) challenging the high court order which asked it to consider sharing biometric data collected from people with CBI in order to help the investigating agency solve a rape case in Vasco.

The high court had in an February 26 interim order directed the director general, Central Forensic and Scientific Laboratory (CFSL), New Delhi, to appoint an expert to ascertain if its data base has the technological capability for matching the chance fingerprints electronically obtained.

INS Sumedha arrives Visakhapatnam from Goa

PANAJI: INS Sumedha, the latest induction into the Indian Navy, arrived here on Sunday, after being commissioned at Goa Shipyard Limited on March 7 by Vice Admiral Anil Chopra, Flag Officer Commanding-in-Chief, Eastern Naval Command.

Sumedha is the third ship of the indigenous new-generation offshore patrol vessel (NOPV) project to be inducted into the Indian Navy, and the first to join the Eastern Fleet. Designed and built at the Goa Shipyard Limited, the ship demonstrates the immense potential of the country's indigenous ship building capability, said the Navy.

The primary role of the ship is EEZ surveillance, anti-piracy patrols, fleet support operations, maritime security to off-shore assets and escort operations for high value assets. The ships weapon and sensor outfit includes a SRGM 76.2 mm gun, close in weapon systems, latest navigational and early warning radars and an integrated ESM system, an official release here on Sunday stated.

The ship is also equipped with two rigid inflatable fast motorboats and is capable of carrying a helicopter on board. The ship is propelled by two of the largest diesel engines of their type to be inducted in the Indian Navy and is capable of achieving high speeds. The entire propulsion and power management of the ship is controlled electronically by an automatic power management system, the release added.

INS Sumedha is commanded by Commander Anand E Kulkarni, a gunnery specialist, and is manned by a crew of nine officers and about 100 sailors.

On arrival at Visakhapatnam, the ship was accorded a warm reception by senior officers of the Command and families of the crew. The ship will now form a part of the Eastern Fleet and will augment the off-shore surveillance and maritime capability off the eastern seaboard.

Gujarat model is based on exploitation: CPM

NEW DELHI: CPM on Monday alleged the so-called Gujarat model of development and claim of being riot-fee is based on "big lies" mantra of the Nazi propaganda.

Releasing two booklets - Defeat BJP, Defend Secularism and No To the Gujarat Model - based on NSSO data and census records, politburo member Brinda Karat and CPM Gujarat secretary Arun Mehta said Gujarat model is based on exploitation. "The so-called Gujarat model is based on cheap labour and its exploitation, very low expenditure on consumption, very high malnutrition, very high school dropout rates and very low expenditure on education and healthcare," she said. Karat also said there is no Modi wave in the country and BJP's prime ministerial candidate is just getting desperate.

"Their desperation shows in their actions. They are not only annoying and disappointing their own senior leaders but also giving tickets to those who have been chargesheeted in the Muzaffarnagar riots cases and attracting people like Amit Shah, who is accused in an encounter killing case, and the likes of Pramod Muthalik (whose outfit was accused of molesting women in Mangalore)," she said.

Talking of development, Karat said, NSSO records shows the per capita consumption expenditure in rural areas of Gujarat showed that 90 per cent people spent only Rs 75 per day on food and essentials. She said the dropout rate is as high as 58 per cent, employment rate grew at 0.4 per cent, much less than the national average. "Narendra Modi and P Chidambaram are equal in terms of jobless growth. The so-called Gujarat model is only for the corporates and not the people," she said.

Mehta said a myth is being spread that there is 24-hour power supply in Gujarat. "In rural Gujarat power supply is not for more than six hours. Also, 1.21 lakh applications for power connection are pending for five years," he said. Even water supply, he said, is irregular. He gave out details of various cities like Rajkot, Gondal, Junagadh, Amreli, Fathehpura and others where water supply is either on alternate days or once a week. Mehta said thousands of kilometer of Narmada sub-canal has not been constructed. As for jobs, he said, for the post of 1500 block secretaries with a fixed salary of Rs 5000 per month, eight lakh applications came. "It was found that a BJP leader was involved in taking bribe ranging from Rs 10 lakh to Rs 15 lakh from applicants," he said.

Not retiring from politics, Chidambaram says

SIVAGANGA: Union finance minister P Chidambaram on Monday denied reports that he would be retiring from politics, saying he was only giving way to youngsters to revive Congress and "rejuvenate" it.

"A section of press reports that I am going to retire from politics. I am not retiring...I am only giving way to the youngsters. Youth should be fielded to rejuvenate the party," he said.

While speaking at Pudukottai two days back, he had said he would step down from electoral politics and choose to serve the people following the path of Mahatma Gandhi.

Addressing a series of election meetings in his constituency here, he claimed that the main contestants in the coming Lok Sabha polls are Congress and BJP.

He recalled that former BJP leader and Prime Minister Vaypayee was a fair and a dignified man. "But his Government was not fair and dignified."

The Finance Minister then lashed out at BJP, saying the party was born out of "communal fanaticism" and was one of the faces of RSS, which did not have any woman leader in the organisation, nor any Muslim, Christian or Dalit.

Chidambaram also listed out the development activities initiated and implemented by the Congress-led UPA government, including expansion of NTC textile mills and Bhel unit.

 BJP inducts pub attacker Muthalik but dumps him within hours

NEW DELHI/HUBLI: BJP was on Sunday left red-faced as it inducted Pramod Muthalik, the controversial chief of Sri Rama Sene linked with the attack on women at a pub in Mangalore in 2009, only to dump him within hours after opposition from within and severe flak from other parties.

Muthalik, who is facing some 45 cases including those relating to promoting enmity between two communities, was welcomed into the party fold in the presence of Karnataka party president Prahalad Joshi, former chief minister Jagadish Shettar and former deputy chief minister K S Eshwarappa at a function in Hubli.

But as Congress and other parties latched on the issue to attack BJP and rumblings began within the saffron party, BJP president Rajnath Singh directed Joshi to rescind the move.

Party spokesperson Nirmala Sitharaman said in Delhi the central leadership was not consulted on the decision and has disapproved of it. "It had instructed the state party to reject the membership of Muthalik."

Soon after the party chief's call, Joshi said the decision allowing entry of Muthalik has been set aside.

"Due to various reasons, induction of Pramod Muthalik has been set aside under central party direction by the state president Prahlad Joshi," said a statement issued by the party's Karnataka unit.

Asked about the confusion, Joshi said the decision to induct Muthalik into the party was taken at the state level.

51-year-old Muthalik had shot into limelight after activists of his right-wing outfit had barged into the pub in Mangalore in 2009 and assaulted youngsters — women and men — after accusing them of behaving in an "obscene manner".

Muthalik, who was arrested after the incident, had apologized for the violence but claimed that their actions were "aimed at protecting the women". The then Karnataka chief minister B S Yeddyurappa had said Sri Ram Sene had "nothing to do" with BJP or the Sangh parivar.

Congress slammed BJP's move to induct Muthalik saying that its leaders, including Sushma Swaraj have been talking about women's empowerment but their party was now "glaringly opposing women's emancipation" and had been exposed.

Party leader Ambika Soni said people should send a firm message in the coming election that "any party which honours, appeases people who publicly violate the self-respect and dignity of women are not going to be tolerated".

"You can see this is height of opportunism and I think that women across the country should take a very decisive call on this."

BJP leader and Goa chief minister Manohar Parrikar also asked the party leadership to reconsider the decision to induct Muthalik.

Parrikar, who was in Nagpur to campaign for the BJP, said that he had conveyed his opposition to the BJP's national leadership.

"I have said he should not be (taken into BJP) and his membership should be quashed," he said.

Congress leader Digvijaya Singh, a known RSS baiter, hit out at the Sangh Parivar and renewed his allegations of its links with terrorism.

"There have been people responsible for all acts of terrorism done by Hindus. All this is now become apparent. People will have to choose whether the country is to remain united or divided.

"BJP is part of this conspiracy, (or else) why would they admit leader of Sri Ram Sene. Why would Suhsma Swaraj and others go and plead to the PM not to put Sadhvi Pragya behind bars," he said.

CPM leader Brinda Karat lashed out at BJP and described Muthalik as a "criminal who led a mob to attack women".

"The Modi wave is to get criminal, corrupt people into the party. That is why Jaswant Singh is raising questions. The message being given is that don't trust BJP as far as women's rights are concerned," she said.

Muthalik has had a love-hate relation with BJP, which was evident when the saffron party had accused him of misusing Modi's name for raising funds. He joined RSS in 1975 and Shiv Sena in 2005, but left the latter in 2006.

This is the first time he is officially being associated with the party.

Mayawati asks tribals and dalits to change government, not religion

BHUBANESWAR: BSP supremo Mayawati on Sunday slammed religious conversion and asked members of weaker sections, dalits and tribals to change the government instead of their religions.

"I understand that people from BJP and RSS visit remote areas of Odisha and persuade adivasis and dalits to go for reconversion in order to change their living standards. I am telling you not to change religion, but governments both in the state and the Centre," Mayawati told a public meeting.

Stating that about 50% of Odisha's population comprised tribals and dalits, Mayawati said there had been no development of poor people even 65 years after Independence. She also highlighted the plights of poor people among the upper caste communities.

Blaming the economic policies of both Congress led UPA government and previous BJP led NDA regime at the Centre, she said "while a huge amount of black money is stashed in foreign banks neither Congress nor BJP had made any effort to bring it back."

"If the black money is brought back, most of the problems faced by the poor, dalits and tribals would be over for all time to come. But, those in power don't take such step," she said.

Holding poverty and unemployment responsible for the growth of left wing extremism, Mayawati said the Maoist menace would certainly come down if the government took steps to uplift the poor members of the society.

She said Odisha remained poor and backward for ages due to faulty policies of successive governments in the state and the Centre. "We will fulfill Odisha's demand of a special category State status if voted to power in Centre," Mayawati said.

"We have reduced poverty in Uttar Pradesh and distributed unutilized government land to landless people. Same can be done in Odisha and elsewhere," she said.

Appealing to people to vote for BSP candidates in the ensuing twin polls, Mayawati said "we do not have alliance with anyone in the state. BSP has put candidates in all the 21 Lok Sabha and 147 assembly segments of Odisha."

On the thin attendance in her first public meeting here, Mayawati said she was happy that poor people attended the BSP rally. "We do not bring people by bus or train to show fake strength. I am happy that so many people attended the meeting despite scorching heat," she said.

Modi requests supporters not to use ‘Har har Modi’ slogan

AHMEDABAD: As Hindu seers and opposition parties objected to 'Har har Modi' slogan, Narendra Modi on Sunday asked his supporters not to use it.

"Some enthusiastic supporters have been using the slogan 'Har har Modi'. I respect their enthusiasm, but request them not to use this slogan in the future," Modi said on Twitter.

Shankaracharya of Dwarka Peeth, Swaroopanand Saraswati was the latest to be offended by the slogan and registered a strong protest with RSS chief Mohan Bhagwat, asking him to stop such 'vyakti puja' (eulogizing of an individual).

The Shankaracharya was unhappy over the traditional chant 'Har har Mahadev' which is raised to hail Lord Shiva being 'modified' into 'Har har Modi', to spruce up Modi's campaign.

Political parties like Samajwadi Party and Congress had also protested against the BJP's slogan 'Har hr Modi, gar gar Modi' saying that it disrespected Lord Shiva.

Union mnister Salman Khurshid also strongly opposed the slogan and requested the Election Commission to take cognizance of it.

"After learning about it, I called up Bhagwat yesterday and asked him to stop such slogans, which is an insult to Lord Shiva," Swaroopanand told PTI today.

"I told him that converting 'Har har Mahadev' into 'Har har Modi' must be stopped. Instead of worshipping god, it is an attempt to worship a particular human being, which is against the Hindu religion," Swaroopanand said.

The seer said that he was flooded with phonecalls from devotees, who were "deeply hurt" by such sloganeering.

"In his reply, Bhagwat claimed that the RSS has always been against personality worship. He also claimed that such chanting is done due to over enthusiasm by some supporters, and it is not BJP's intentional effort," Swaroopanand said.

However, when Swami Swaroopanand was contacted after Modi's latest tweet requesting his supporters not to use the slogan, his disciple Brahmvidyanand told PTI over the phone that, "Maharaj ji will welcome Modi's move," also clarifying that the seer would not want to make any comment.

Only 120 winning candidates secured 50% or more of total votes polled in 2009 Lok Sabha elections: Report

CHENNAI: The Lok Sabha elections are carried out using the first-past-the-post electoral system. Under this system, the candidate securing the majority votes of the total votes polled is declared elected, irrespective of percentage of total votes polled or the total number of eligible voters.

According to an official report, in the general elections 2009, out of 543 Lok Sabha seats, 120 seats were won by the candidates who secured 50% or more of the total votes polled in their respective constituencies. This meant that on remaining 423 seats (nearly 78 % of total 543 seats), the winning candidates could not secure 50% of total votes polled.

Out of 42 Lok Sabha seats in West Bengal, half of the seats were won by candidates securing 50% or more of the total votes polled, number-wise the highest among all states.

Rajasthan had 15 such winners out of 25 Lok Sabha seats, which meant every third out of five successful candidates from the state got 50% or more of the votes polled. Not far behind was Maharashtra, where 10 successful contestants got 50% or more of total votes polled.

Uttar Pradesh though came fourth with nine such winners, percentage wise only one out of ten successful candidates got victory with this margin, given the total number of Lok Sabha seats in the state is 80.

Following Uttar Pradesh, Gujarat and Kerala both had eight winners who got 50% or more of the total votes. Out of 42 seats in Andhra Pradesh, only one winner could get as many votes to win with such margin.

Amid states with ten or more Lok Sabha seats, Jharkhand was the only state where none of the winners could get 50% or more of total votes polled. Apart from Jharkhand, states/ UTs like Goa, Manipur, Meghalaya, Uttarakhand, Andaman and Nicobar, Chandigarh, Dadra and Nagar Haveli and Puducherry had no winners who could get as many votes. In Delhi, six out of seven MPs won with 50% or more votes.

As West seeks to isolate Russia, India says nothing doing

All attempts to isolate Russia over Ukraine will be counterproductive, India has concluded ahead of a crucial upcoming Brics meeting over the issue this week on the sidelines of Nuclear Security Summit (NSS) in The Hague.

The Brics meeting is likely to be followed by a joint statement mentioning Ukraine. TOI has learnt that the government has arrived at 3 definitive conclusions as it is called out to explain where it stands on an issue which has ignited fears of a return to the cold war days.

First, it has decided that the international community needs Russia's support in handling international issues like Afghanistan, Iran and Syria and that a cold war-like situation will help nobody. The situation in Afghanistan is of particular concern to India as it looks to "like minded" countries in the region to negate any adverse impact of the international forces pullout this year.

Second, there can't be any military solution to issue and that even sanctions would not work as effective instruments of persuasion if they don't come under the UN umbrella.

Third, as India continues to abide by its traditional position of respecting territorial integrity of all countries, it wants Moscow to explore the possibility of a constructive dialogue for finding a political solution which will protect the legitimate interests of all countries.

India will be represented at the NSS by foreign minister Salman Khurshid. China will be represented by President Xi Jinping and Russia by Khurshid's counterpart Sergey Lavrov.

Russian President Vladimir Putin has already thanked PM Manmohan Singh for being supportive of Moscow even as he faced allegations of ``land grab'' from the US over Crimea annexation. With India now expanding further on its display of what it describes as an understanding of Russia's strategic interests in Ukraine, Putin is sure to feel even more pleased with the Indian stand.

The government finds it ironic that those who were together in dealing with a very difficult situation in Syria are now pitted against each other over Ukraine. It believes that another prolonged global standoff will be disastrous for international security and economy.

The Brics meeting will follow another important meeting in the Hague between President Obama and Xi on Monday. Obama is meeting Xi to wean China away from Moscow at a time when ties between the 2 neighbours are growing rapidly.

Indian officials are closely looking at the outcome of this meeting as so far Beijing has done a great job of sitting on the fence and allowing both sides to interpret its actions favourably. While Putin has thanked China for looking at the situation in Crimea taking into account the "full historical and political context", the US has pointed to Beijing's abstention from a UNSC vote against the Crimea referendum as a proof of Russia's isolation over the issue.

Russia has been quick to claim support from China and India at a time when the US are threatening to impose stricter sanctions with German Chancellor Angela Merkel declaring that the Russia headed G8 did not even exist now. While the EU and US have denounced the Crimea referendum as illegal, India had refrained from making any direct comment on it even as it talks about its "consistent" respect for territorial integrity and sovereignty.

The Brics meet will be watched with a lot of interest by the international community as the other 2 members, Brazil and South Africa, too have not yet clearly spelt out their position. Brazil, in fact, is said to be worried about offending Russia as it doesn't want to jeopardize the Brics summit meet scheduled in Brazil later this year. Brazil is sending its Vice-President Michel Temer to the Hague and South Africa will be represented by minister of international relations and cooperation Maite Nkoana-Mashabane.

 Alok Sanjar is BJP candidate from Bhopal

NEW DELHI: After BJP veteran L K Advani decided to contest from Gandhinagar Lok Sabha seat and quit his claim from Bhopal, BJP on Saturday decided to field Alok Sanjar, the state office in charge of the party from there.

The Bhopal seat was vacated after senior party leader from the state Kailash Joshi quit in favour of Advani. Former Madhya Pradesh chief minister Uma Bharti, who has been nominated by the party to contest from Jhansi Lok Sabha seat in Uttar Pradesh, is also reported to have staked her claim for the seat.

In the list released by the party, former minister Laxmi Narayan Yadav was fielded from the Sagar Lok Sabha seat and another former minister Nagendra Singh from the Khajuraho constituency.

District president from Mandsour, Sudhir Gupta has been given the party ticket from the Mandsour Lok Sabha seat.

TMC will emerge as third largest party after LS polls: Mamata

KOLKATA: Confident that her party would emerge as the "third largest" after Lok Sabha elections, Trinamool Congress chief Mamata Banerjee did not rule out a TMC-led government at the Centre while dismissing the possibility of supporting BJP and Congress.

"Our party will emerge as the third largest party after the Lok Sabha polls. Electoral reform will be our first priority if a TMC-led government is formed at the Centre," she said while releasing two party manifestos for the state and for the nation.

Banerjee said, "We stand at the crossroads of history, when the nation is demanding a political change and governance."

Stating that both Congress and BJP had lost credibility, she said, "Corruption has been rampant in the UPA-2 government, while BJP has been repeatedly held responsible for riots and communal strife."

TMC believes that an independent, honest and grassroot based federal front would serve the diverse aspirations of a united India, the West Bengal chief minister said.

Chidamabram hits back at Jaya, says she is ignorant

PUDUKOTTAI (TN): In a blistering counter attack against Tamil Nadu chief minister J Jayalalithaa a day after she questioned his victory in last polls and slammed his economic policies, Union finance minister P Chidambaram accused her of making 'sweeping charges' ignorant of cases pending against herself.

The senior Congress leader also dismissed the charge that he was shying from contesting the April 24 elections and took a potshot at Jayalalithaa's style of campaigning (hopping by choppers) saying she was not aware of the ground realities.

"It is nothing but ignorance, when Jayalalithaa, who has a long history of dragging the case pending against her, talks about me," he said addressing election meetings in Tirumayyam and others places in support of his son Karthi Chidambaram, fielded in Sivaganga constituency held by him.

Referring to Jayalalithaa's poser that AIADMK would not accept his victory from Sivaganga in 2009 and as to why he did not accept for a recounting in last polls, he said: "This is the time for me to reveal status of my (election) case. The case was filed in 2009.

"The petitioner (losing AIADMK candidate) in the case is the first witness, and he should have been examined as the first witness on January 31, 2013. However he did not turn up during trial examination, leading to ten adjournments."

He did not turn up for cross examination and the case had to be adjourned eight times.

"The Intelligence Wing of the state government probably did not bring this to Jayalalithaa's notice," Chidambaram said seeking to turn the tables.

"The chief minister is making such sweeping charges forgetting cases pending against herself," he said recalling the TANSI case and the one related to filing of nominations from four constituencies.

Accusing Jayalalitha of "dragging" her disproportionate wealth case in a Bangalore court for 17 years on various grounds, he said even the special public prosecutor had been fined (for delaying the trial).

Chidambaram, however, requested the voters to forgive Jayalalithaa for her sweeping charges against him.

"I know Jayalalithaa knows what is going on the in the state. But her speech writer is not aware. She always flies or hops. And for a person who is taking the air route..there is no chance to know what is happening in the ground," he said.

Taking a swipe the AIADMK chief for using helicopters to move around, he said she could be the one chief Minister "whose feet has not touched the Tamil Nadu soil. Compare her to late Kamaraj, who visited every nook and corner by foot".

Mewat school gives wings to Muslim girls’ dreams

MEWAT: As Mewat gets ready to decide its future ahead in the upcoming general elections, girls from the Muslim community seem to be have already found the key to the backward region's future.

In a district with a high percentage of school dropouts, mostly girls, and where parents are not keen to educate their daughters, Udaan — an all-girls residential school — has provided several school dropouts and never-been-to-school girls from the community a chance to pursue their education and achieve their goals.

Part of the Mewat Rural Education Programme, the school, set up in collaboration between SRF Foundation and CARE India in 2011, is run in partnership with the department of elementary education and Sarva Siksha Abhiyan of the Haryana government.

Basmeena Khan, 14, a resident of the district's Rehna village, aspires to become a badminton player one day. Never having been to a school, her life has changed since she enrolled in Udaan. Among the 78 students from 19 Mewat villages to complete the school's 11-month bridge course this year, Basmeena learnt to read and write, besides getting acquainted with the game of badminton after she joined Udaan.

"As a child I could only read and write Urdu, the language I learnt at the village mosque. I knew nothing about Hindi, English or Mathematics until last year," said Basmeena.

Asked about her dream of becoming a professional tennis player, the girl's eyes gleam with confidence. "I want to be like Saina Nehwal," Basmeena said, who never misses anything on the badminton champion in Hindi newspapers.

Mewat has a high dropout rate of 74% (in Class VI). The district has about 1.6 lakh students studying in Class V (2012-13), 26% in Class VI, whereas a meager 3% (4,926) in Class X, as per the district website.

Hafiz Khan, convenor of NGO Mewat Rights Watch, said, "Even if a girl joins school, she is forced to drop out after Class V as most parents hesitate to let their daughters go out after they attain adolescence." The idea of opening a school like Udaan was not received warmly and was questioned by almost everyone involved in the project, from government authorities to ground-level volunteers.

It took time to assure parents that the school will not contradict the local customs and religion. "Girls can wear the hijab. They are made to read namaz and learn Urdu. Many gradually got convinced and allowed their girls to enroll," said Rakesh, project manager, SRF Foundation.

Farmeena Khan, mother of an Udaan student Suhana, said she was initially skeptical of an all-girls residential school in Mewat but now she doesn't have any qualms about sending her daughter, who wants to be a doctor, here. "I was not sure whether to send my 9-year-old daughter to the school as she had always stayed with us. Eventually we agreed thinking it will open a window of opportunity for her," said the proud mother.
