June monsoon rainfall weakest in five years

NEW DELHI: India's monsoon rainfall was 43 per cent below average in June, the weather office said on Monday, the weakest first month of the season in five years.

Rains were 34 per cent above average a year earlier, as the monsoon arrived on the normal date of June 1 and covered half the country by mid-June, two days ahead of schedule.

"We expect the monsoon to recover in next three to four days as signs of revival are visible over the Bay of Bengal," said BP Yadav, head of the National Weather Forecasting Centre at the India Meteorological Department.

He said a deficiency in the first month does not mean that the four-month-long rainy season would be a failure.

In 1926, the monsoon recorded its worst first-month shortfall at 48 per cent below average in June, but the season ended at seven percent above average, due to a late revival.

This year, the monsoon covered half of the country four days behind schedule following a late onset over the southern Kerala coast.

The progress of the monsoon towards the grain bowl belt of northwest India is late by up to ten days.


In 2009, the June-September monsoon season was the driest in 37 years with the first month posting a 47 per cent below-average rainfall.

NHRC seeks reports from Centre, states on open defecation issue

LUCKNOW: The National Human Rights Commission has sought reports from the secretary, union ministry of drinking water and sanitation and chief secretaries of all states and union territories within four weeks on the issue of defecation in open and lack of toilets.

The Commission took sou motu cognizance of a survey published in various newspapers stating that around 30% women in the rural areas faced sexual assault when they had gone out for toilet. The Commission has observed that the contents of the press report, if true, raised a serious issue of violation of human rights.

The Commission also took cognizance of a media report quoting the 2011 census that half of India went for toilet in open. It states that 77% population in Jharkhand and Odisha and 76% in Bihar and 64% in Uttar Pradesh did not have toilet in their houses. More than 62 crore people in India defecated in open.

The UPA government, in October, 2013, accepted that lack of toilets in houses was one of the main reasons for increasing number of incidents of rape.

Pseudoephedrine tops list of most seized drugs in Tamil Nadu

CHENNAI: Pseudoephedrine and mandrax, used as party drugs in foreign countries, are the most smuggled drugs in Tamil Nadu, data released by Narcotics Control Bureau (NCB) show.

Pseudoephedrine was the most seized drug in the state during 2013-14. Authorities seized a total of 115kg of pseudoephedrine in the period. It is followed by mandrax (48.68kg), ganja (45.33kg) and ephedrine (37.47kg).

Sources say smugglers take pseudoephedrine abroad, mostly to Malaysia, to manufacture methamphetamine and crystal meth. One kilogram of pseudoephedrine costs Rs 60,000 to Rs 75,000, but smugglers sell it in Malaysia for Rs 7 lakh to Rs 10 lakh a kilogram.

Smugglers, with the help of illegal pharmaceutical firms, are supplying these drugs to their clients in foreign counters. "We are monitoring their movements and also taking action against them" said an NCB official.

According to him, mandrax is almost similar to paracetamol and also very difficult to differentiate. "Mandrax, which is also known as methaqualone, is banned in several countries. But there is a huge demand for this drug in African countries."

12 years on, Gujarat riots probe panel gets 22nd extension

AHMEDABAD: The Gujarat government today granted yet another extension to the Justice Nanavati commission which is probing the 2002 post-Godhra riots.

"Today, the state government granted a two-month extension to the commission, valid up to August 31," said secretary to the panel C G Patel.

This is the 22nd extension granted to the commission. In December 2013 it had got a six-month extension, which was to expire today.

The commission comprises Justices G T Nanavati and Akshay Mehta (both retired).

In 2008 it submitted a part of its finding, which held that burning of S-6 coach of Sabarmati Express near Godhra railway station on February 27, 2002, which led to the riots, was "a planned conspiracy".

The state government led by the then Chief Minister Narendra Modi set up the commission on March 3, 2002, under the Commission of Inquiry Act, comprising Justice K G Shah. Initially, its terms of reference were to inquire into only the burning of the S-6 coach of Sabarmati Express.

In May 2002, the state government appointed retired Supreme Court judge G T Nanavati as its chairman. In June 2002, the panel was asked to probe the incidents of violence that took place after the Godhra incident too. In 2008, after the death of Justice K G Shah, retired High Court judge Akshay Mehta was appointed to the commission.

Recently, suspended IPS officer Sanjiv Bhatt had locked horns with the commission over the issue of granting him permission to examine classified documents related to riots, submitted by the state government.

TMC MP Tapas Pal openly threatens opponents with rape, murder

NEW DELHI: An undated video of TMC MP Tapas Pal surfaced on Monday in which the leader is seen making threats of "sending his boys to rape CPM women" if the party harms anyone from his constituency.

The controversial video shows the parliamentarian insisting that if CPM harms anyone, the leader will pull the trigger himself.

"If any mother, sister and uncle in this village are harmed I wont spare them," said Pal, who is a popular Bengali actor and two-term MP from Krishnanagar.

The video shows the TMC MP claiming to be a "big goonda" saying that he will "destroy homes, destroy families, shoot them and get them raped".

Congress has demanded immediate action from the Mamata Banerjee government against Pal for his shocking statements.

"TMC does not endorse the statement made by Tapas Pal, the statement was utterly insensitive," said TMC leader Derek O'Brien.

Pipeline blast: 2 GAIL officials suspended

NEW DELHI: State gas utility GAIL on Sunday suspended two senior company officials of its Andhra Pradesh office after a fire caused by a possible leakage in an underground gas pipeline killed 19 persons and injured several others.

A massive fire on Friday morning in Nagaram village of East Godavari district in AP left 19 people dead and several others injured.

The fire was suspected to have been sparked when a tea vendor lit a stove in the vicinity of what was a leaking pipeline running 4 meters below the ground.

"Pending the outcome of the inquiry set up both by the government as well as the company, two senior officials in-charge of regional operations and maintenance of the pipeline network have been suspended," GAIL said in a statement in New Delhi.

GAIL has initiated implementation of a slew of relief measures for the affected families and villagers of Nagaram and is paying Rs. 20 lakh to the next of kin of the deceased besides the Rs. 5 lakh compensation announced by the Central and state governments.

GAIL today handed over Rs. 3.89 crore to the district administration towards compensation for the families of the deceased at Rs. 20 lakh each along with Rs. 50,000 to each of the 19 injured. The disbursement of compensation will begin on Monday.

Company Chairman B C Tripathi said, "GAIL deeply mourns the tragic loss of life and property in the unfortunate incident along the natural gas pipeline of the company at Tatipaka in East Godavari district of Andhra Pradesh. Our ED (Human Resources), Amit Ray, has been nominated as the nodal officer for coordinating the relief and rehabilitation measures and closely work with local authorities, government and villagers."

In addition to the relief measures announced by Union Minister Dharmendra Pradhan during his visit to the incident site, GAIL will bear the medical expenses of all the injured persons and put Rs. 5 lakh in fixed deposit for each of the permanently disabled persons to enable them to access benefits through monthly income schemes.

"A detailed plan of action is being drawn up for rehabilitation of the affected persons," GAIL said, adding that food and temporary shelters have already been arranged near the affected site.

The loss of property as well as crops is being assessed in consultation with district authorities and GAIL will also be extending compensation for the same.

GAIL said that its Tatipaka-Kondapalli pipeline had been certified safe by various national and international agencies of repute.

"We follow all statutory and safety guidelines in our operations. However, without waiting for the findings of the inquiry committees constituted by the government and GAIL, the company has voluntarily dispatched multiple teams to undertake foot-patrol of every inch of its pipeline network in KG basin."

Further, the Internal Audit Group of GAIL shall undertake audits to thoroughly check the various pipeline systems across the country and submit a detailed report within a fortnight.

GAIL has constituted an internal inquiry committee headed by its Executive Director (Operations and Maintenance). It has also decided to engage an international consultant to conduct an intensive third-party audit of its pipeline safety systems and other hydrocarbon installations.

"The GAIL chairman is deeply concerned by the tragic incident and is personally leading the relief and rehabilitation activities. GAIL is committed to taking all necessary actions and no effort will be spared in finding the cause and to take corrective action so as to establish the trust and faith of all stakeholders," the statement said.

Both GAIL and the oil ministry has instituted separate inquiries into the incident.

GAIL's internal audit group has been asked to check various pipeline systems across the country and submit a report within a fortnight. Modi lands in Chennai en route to Sriharikota, Jayalalithaa meets him

CHENNAI: Tamil Nadu governor K Rosaiah, chief minister J Jayalalithaa and others met Prime Minister Narendra Modi at the Chennai airport on Sunday.

Modi landed in Chennai while he was going to Sriharikota to witness the launch of Isro's PSLV C-23 rocket on Monday.

This is Modi's first trip to south India after he assumed charge as Prime Minister. Modi's special aircraft had been delayed for 40 minutes due to bad weather.

Official sources said the brief meeting between Modi and Jayalalithaa at the airport lounge was very cordial.

Leaders of BJP's alliance partners in Tamil Nadu Vaiko (MDMK) and Anbumani Ramadoss (PMK) also met Modi at the airport. Vaiko met Modi for the first time after he boycotted Modi's swearing-in ceremony to express his protest against the participation of Sri Lankan president Mahinda Rajapaksa.

Later, Modi left for Sriharikota, about 100km from here, where he is set to witness the launch of Isro's PSLV C23 carrying five foreign satellites.

The Prime Minister is scheduled to reach the Chennai airport again on Monday morning when he returns to Delhi. Jayalalithaa is expected to see him off at the airport. She would leave for her constituency -- Sri Rangam - after seeing off the Prime Minister, sources said.

Create Brahmaputra river valley authority: Gogoi to Modi

GUWAHATI: Assam chief minister Tarun Gogoi has sought Prime Minister Narendra Modi's intervention for creation of the proposed Brahmaputra River Valley Authority (BRVA) and an IIM in Assam.

In a letter to the Prime Minister, Gogoi sought the BRVA to be created by revamping and restructuring the existing Brahmaputra Board within a short time frame.
Gogoi in his letter said the creation of BRVA was of paramount importance to tackle the perpetual flood and erosion problem and water-related hazards in Assam and the North East as a whole.
"We are facing formidable challenges in flood and erosion management sector due to non-implementation of integrated water resources management of the complex Brahmaputra river system since long," Gogoi said.

A chief minister's office (CMO) press release quoted Gogoi as also writing, "Though Government of India had announced creation of the North East Water Resources Authority (NEWRA) for harnessing vast water resources of North East region in 2004, it did not materialise due to objections raised by Arunachal Pradesh".

"Till this matter is resolved, Government of India may constitute the BRVA to tackle the flood and erosion problems in the region", he said.
A proposal for creation of BRVA is under active consideration of the central government and Assam Government has already placed its requisite views before government of India during November 2012, the release said.
The chief minister also urged the Prime Minister for early approval of the Flood and Erosion Management Project of the Brahmaputra and Barak Valleys by the ministry of water resources.
Gogoi further urged Modi to facilitate the establishment of an Indian Institute of Management in Guwahati. "A number of management and technical institutes and universities have come up in the public and private sectors, including the Indian Institute of Information Technology, IIT-Guwahati and NIT, Silchar, in the past decade or so".

Shiv Khori shrine in J&K attracts large number of devotees

JAMMU: The Shiv Khori shrine situated in the serene Reasi district of Jammu division has attracted over 11 lakh pilgrims from across the country since the beginning of this year.
About 5,000 to 6,000 pilgrims have been visiting the holy shrine everyday and over 11 lake pilgrims have visited it so far in 2014, Reasi District Development Commissioner Shahid Iqbal said on Saturday.
He said the rise in the number of visitors to the shine was due to availability of facilities in the area. Many of the Vaishno Devi pilgrims are also visiting the Shiv Khori shrine now, he added.
The shrine witnessed a huge footfall of devotees during the Maha Shivratri and the trend resumed with the beginning of the Amarnath Yatra, he said.
Over the years, Reasi has emerged as one of the major tourist destinations of the Jammu division with the Vaishno Devi shrine attracting over one crore and the Shiv Khori shrine 20 lakh devotees annually, Iqbal said.
Although there were a number of other religious destinations in Reasi district like Aghar Jitto, Noaun Pandian, Baba Dhansar and Deera Baba Banda Bahudur, Shiv Khori was fast emerging as the second largest pilgrim destination after Mata Vaishnodevi temple, Iqbal said.
Keeping in view the natural beauty, topography and significance of the area, the Shiv Khori Board was also making all-out efforts to develop the place as a popular tourist destination with world class infrastructure, he said.

"Who does it is not important, neither the name (of the person) is. We will not tolerate anyone creating law and order problem in the state," Parrikar told reporters, on Sri Ram Sene Chief Pramod Muthalik's announcement to set-up its branch in Goa and oppose the pub culture.
Muthalik, had recently, told PTI that he would peacefully oppose pub culture in Goa and will also meet Parrikar to clear misunderstandings created about him.
"He has not sought any appointment with me. Once he does, I will tell you," Parrikar said, responding to a query if he will meet Muthalik.
The BJP had yesterday, said that the state government cannot ban Muthalik from entering in Goa.
The party said they support views of Muthalik, but disagree with his way of executing things.
Meanwhile, Congress Goa chief John Fernandes, on Saturday, demanded that Muthalik be detained under National Security Act.

India intensifies efforts to evacuate citizens from Iraq

NEW DELHI, With the situation worsening in violence-hit Iraq, India Saturday said it has flown in officials to three Iraqi cities to help evacuate Indians wanting to return home and asserted that "all national assets are in readiness if required" to be deployed to help the 39 Indians in captivity in militant-held Mosul.

As Sunni militants led by the Islamic State of Iraq and Greater Syria (ISIS), also known as Islamic State of Iraq and the Levant (ISIS), closed in on capital Baghdad, external affairs ministry spokesperson Syed Akbaruddin said that officials from the ministry have been flown to Iraq to help in the evacuation of Indians from the cities of Najaf, Karbala and Basra "which are in relatively safe zones".

The move comes as more and more Indians from among the 10,000 working in Iraq have said they want to return. The US-based Human Rights Watch, citing satellite imagery and photographs, said the Sunni militants have massacred around 190 Iraqi soldiers in mass executions over the past fortnight in Tikrit.

The spokesperson said the 39 Indian nationals held captive in Mosul are unharmed and being "provided for". The ISIS militants have overrun Mosul and Tikrit, the hometown of late Iraqi dictator Saddam Hussein.

Asked what steps the government is taking to get the captured Indians freed, Akbaruddin said the government has "some leads" about the Indians and that it is a "national endeavour" to get them released.

"All national assets will be in readiness if required" to be deployed, he said amid reports that India has deployed a warship in the Persian Gulf to remain on standby. The step to deploy the warship was reportedly taken after a meeting of the crisis management group on Friday.

Akbaruddin said keeping in mind the situation, the government is moving "extremely carefully" and taking it "step by step". To a question whether the government was in talks with regional neighbours for help in freeing the 39 Indians, he reiterated that the government was knocking on all doors — "the front doors, the back doors and the trap doors".


On the 46 Indian nurses stranded in a Tikrit hospital, the spokesperson said they are safe and that Indian Ambassador Ajay Kumar had spoken to them Saturday. He said the nurses were "worried" in the wake of the fresh fighting that broke out in Tikrit as the Iraqi government forces tried to retake the city.

Akbaruddin discounted reports of any explosion having taken place where the nurses are. "There was no explosion in the university campus (where the nurses are). He said the fighting was taking place "some distance away".

Around 100 Indian nationals continue to remain in the conflict zone in Iraq, mainly the northern areas that have been overrun by the militants. A few days ago 17 Indians had been evacuated by helicopter from the conflict zone of Samarra.

In Basra, Najaf and Karbala, officials of the Indian external affairs ministry have set up "mobile offices" to help Indian workers with evacuation, said the spokesperson. The Indian nationals would be helped with their travel documents, with their contractual agreements by speaking with their employers or sponsors, and also with air tickets, he added.

There are around 12 Indian officials now helping out with evacuation efforts of Indians in the safer zones of Iraq, while a core group is dealing with the issue of freeing the Indians in captivity and evacuating those in Tikrit. Twelve more MEA officials would be flying down over the next two days to bolster the evacuation effort.

External affairs minister Sushma Swaraj, who has been monitoring the situation in Iraq, has called a meeting of Indian heads of mission of the Gulf nations. The Indian ambassador in Iraq would not be attending as he is required to be present in Baghdad.

Monsoon likely in north India in 1st week of July: IMD

NEW DELHI: A western disturbance is likely to help advance the monsoon in the hilly parts of north India in the first week of July, according to the MET department.

"A fresh western disturbance would affect northwest India in the beginning of July. We are expecting mild interaction of monsoon and western disturbance and this will help in advancement of monsoon in northern Uttar Pradesh, Himachal Pradesh and Jammu division," said B P Yadav, Director, Indian Meteorological Department.

According to Skyment, a private weather forecasting agency, there could be some respite in the first week of July for the national capital reeling under searing heat.

"With fresh monsoon over the west coast and the cyclonic circulation over north Bay of Bengal, the cumulative deficit might get narrowed down by a significant margin."

"Monsoon will cover Punjab, Haryana, Delhi and west Uttar Pradesh by the first week of July and continuous rain is likely in the national capital and northwest plains, commencing around July 5," the private agency said.

"West coast is also likely to experience above normal rainfall activity from the beginning of July onwards," the IMD said.

However, rainfall may remain below normal over western parts of the country during the above period.

"The monsoon season rainfall for the country as a whole between June and September is likely to be below normal at 93 per cent of the long period average with a model error of plus/minus four per cent," Minister of State for Science and Technology Jitendra Singh had said earlier this month.

In April, the Met Department had predicted a below normal monsoon at 95 per cent. The less rainfall is being attributed to El Nino condition whose chances of occurrence are as high.

'Befitting reply' to Maoists if forces are attacked: Rajnath Singh

NEW DELHI: Warning of a massive retaliation in the event of a major attack by Left-wing extremists, Union home minister Rajnath Singh on Friday stressed on the need for the Centre and affected states to adopt a uniform approach to make any counter-action effective. At the same time, he asked the states to weave in entitlement of local tribals and perception management into the counter-Maoist strategy, which so far was focused on security action and development.

While entitlement will cover distribution of pattas to local tribals in Naxal-hit districts under the Scheduled Tribes and Traditional Forest Dwellers (Recognition of Forest Rights) Act, perception management refers to publicizing through the media the hurdles posed by Left-wing extremists to development projects in areas dominated by them.

Addressing a meeting of chief secretaries and DGPs of 10 Naxal-hit states - Chhattisgarh, Jharkhand, Odisha, Bihar, Maharashtra, Telangana, Andhra Pradesh, West Bengal, Uttar Pradesh and Madhya Pradesh — here on Friday, Singh asked them to raise special forces modeled on Andhra Pradesh's Greyhounds, from within their respective police. While the badly-hit Chhattisgarh, Jharkhand, Bihar and Odisha will take the lead in raising these special forces, other states may follow later. The Centre will fully fund the initiative, an official said, adding that the home ministry has already sought doubling of the Rs 200 crore allocation towards its security-related reimbursement (SRE) scheme to Rs 400 crore in the coming budget.

While ruling out a soft approach towards CPI(Maoist), including possible talks, Singh on Friday asked the states to improve coordination in anti-Maoist operations, especially along inter-state junctions. It was agreed that the officials posted in adjoining districts of different states would meet at least once a month to review joint operations.

Incidentally, a presentation made by the Intelligence Bureau at the meeting is said to have rated Odisha and Maharashtra as better performers on the counter-Naxal front, followed by Chhattisgarh. Jharkhand and Bihar were ranked the lowest. According to sources, Bihar, which had earlier been at variance with the Centre and other states on tough policing against Maoists, on Friday joined other states in unanimously backing a uniform approach against Left-wing extremism.

At the review meeting, attended by MoS for home Kiren Rijiju and heads of para-military forces, the Union home minister insisted on better road connectivity in Naxal-infested areas to bring out the tribals from areas claimed as "liberated" by the Left-wing extremists. "The Centre will micro-manage road projects," said a home ministry official after the meeting.

The new initiatives also include making skill building the focus of the Integrated Action Plan scheme, under which Rs 30 crore is directly given to top district officials across 88 districts every year for development works. "The young tribals will be imparted skills to help them earn a regular livelihood, which will prevent them from being poached upon by CPI(Maoist)," said the official.

States complain against Land Acquisition Act

NEW DELHI: Most of the states today came out openly against the new Land Acquisition Act, complaining that it had hurt the process of acquiring land for infrastructure projects and demanded "drastic changes" in certain provisions of the farmer-friendly law.

At a meeting of State Revenue Ministers' here chaired by Union rural development minister Nitin Gadkari, the states including Congress-ruled Haryana objected to provisions for mandatory consent of at least 70 per cent locals for acquiring land for public-private-partnership (PPP) projects and 80 per cent for acquiring land for private companies.

The states also opposed provisions for Social Impact Assessment (SIA) study, which is made mandatory in all land acquisitions, saying that it was "time consuming and leading to cost escalation in small projects".

The common refrain of most of the states was that certain provisions of the law, enacted during the tenure of previous UPA government, were posing a major hindrance in acquiring land for infrastructure and industrial projects.

"We have taken note of issues raised by states and will prepare a report which will be submitted to Prime Minister Narendra Modi in ten days," Gadkari told reporters later.

At the same time, he expressed the government's commitment to protect the interest of farmers.

"As far as the interest of farmers is concerned, especially compensation, rehabilitation and resettlement, our party and government have already decided we will not compromise any condition related with beneficiaries, particularly farmers," he said.

Partnership with Japan is high priority: Narendra Modi

NEW DELHI: Prime Minister Narendra Modi on Friday said the strategic and global partnership with Japan is a high priority for India and he was attaching great importance to his visit there which has been put off till after the budget session of Parliament ending August 14.

Receiving a Japanese parliamentary delegation at his residence here, Modi said India and Japan share the "fundamental identity of values, interests and priorities". This was Modi's first meeting with Japanese political leaders after assuming office of the Prime Minister.

For India, the strategic and global partnership with Japan has high priority, the Prime Minister told the delegation.

He said though he attached great importance to his visit to Japan, which was originally scheduled in the first week of July, he had to defer it in view of the budget session of Parliament, the new government's first.

Modi has decided to postpone the visit till after the budget session which ends on August 14. He has already written a letter to his counterpart Shinzo Abe in this regard.

Talking about the bilateral relationship, Modi said apart from economic ties, India and Japan share strong Buddhist cultural linkages, according to a PMO statement. Modi, the former chief minister of Gujarat, noted that Japan has been a partner country for the 'Vibrant Gujarat' meet initiated during his tenure in the state.

Leader of the visiting delegation Ichiro Aisawa said Japanese nationals working in India have great expectations from Modi's government.

He added the people of India also hoped that the new government will take the Indian economy to new heights.

Responding, the Prime Minister said his government had been elected with a mandate to make India strong and prosperous and the government would do its best to fulfill that mandate.

He underlined that an economically vibrant and strong India was in the interest of the entire Asian continent.

The Japanese delegation suggested parliamentary exchanges between the two countries, which was welcomed by the Prime Minister.

70 years after defeating Japan, India forgets Imphal

Seventy years is a long time to forget people, events, the past. In India, it doesn't take that long. Even heroes are forgotten here in a matter of months, or a few years. In such a scenario, it's not surprising that nobody has remembered the 70th anniversaries of the twin battles of Imphal and Kohima. There have been no newspaper ads, no radio jingles, no special programme on TV, absolutely no mention of the battle or its veterans anywhere, save a few stray news reports. But that doesn't mean that the rest of the world is suffering from the same amnesia.

On Saturday, representatives from Britain, the United States, Australia and Japan, apart from an ever-shrinking group of veterans, would be part of a closing ceremony in Imphal of a three-month-long programme remembering those brave souls who had died fighting in two of the fiercest and most horrific battles mankind has ever known. There will be representatives of the Indian Army, too, who will quietly hope that someday their government would fully embrace these two battles as Indian, and acknowledge the role of the 2.5 million (25 lakh) soldiers who fought by the Allies' side in the Second World War. Independent India has never shown any care or concern about the war veterans, as they are a living memory of India's colonial past—men who fought a "foreign war" for a foreign government.

Yet the truth is the battles of Kohima and Imphal, in fact the whole of the Burma Campaign, was the swansong of the old Indian Army. It was for the first time that the Indian Army fought a foreign invader on Indian soil—a subtle transition for a force that for centuries had been an imperial strategic reserve, an instrument of colonial expansion and retention of the British Empire. And it was the first time that the seemingly invincible armies of the Empire of Japan were decisively beaten by the same Indian soldiers whom the Japanese perceived as lesser men.

"The two world wars showed the fighting quality of the Indian soldier to the world. Victory in the Second World War has been, by far, our biggest military achievement, yet nobody in India talks about it. It's such a sad state of affairs that the country that sent the largest voluntary army in history to fight that war has forgotten the sacrifices of the millions of men and women. We expect the Narendra Modi government to do something about it. Of course, we are late, but better late than never," said Lieutenant Colonel (retd) Anil Bhat, the former spokesperson of the defence ministry and Indian Army.

The two battles resulted out of the 1944 U-Go Offensive of the Japanese 15th Army under Lieutenant General Renya Mutaguchi. The plan was to conquer India and use it as a launchpad of future Japanese military campaigns. Imphal, which was heavily invested by the 15th and 33rd divisions of the Japanese 15th Army, was defended by the IV Corps of the British Fourteenth Army, comprising the 17th, 20th and 23rd Indian Infantry Divisions, including the 50th Indian Parachute Brigade.

Kohima, on the other hand, was defended by just 1,500 men of the 1st Assam Regiment, Assam Rifles, and 4th Queen's Own Royal West Kent Regiment. But they held off 15,000 invading Japanese for two weeks until they were relieved by the 161st Indian Infantry Brigade, a vital component of the battle-hardened 5th Indian Division.

Incidentally, in Imphal, the Japanese were assisted by the Indian National Army, which had another objective apart from fighting: to try and make soldiers of the Indian Army defect. This strategy, of course, didn't work. There were a few desertions, no doubt, but for every Indian Army soldier who switched his loyalty, 68 remained loyal.

On July 3, 1944, the Japanese decided to retreat to Burma, but the retreat became a rout. Thousands of sick and wounded Japanese soldiers died by the wayside and were never cremated. London-based Japanese filmmaker, Junichi Kajioka, has made a film on this, named Imphal 1944. It will be screened in Imphal at the closing ceremony on Saturday.

"Many Japanese still come to Manipur every year in search of the bones of their family members who lost their lives in this war. The battles of Imphal and Kohima are not forgotten by people, and a lot of unburied souls are still sleeping in Northeast India and the border of Myanmar. I believe they are still being taken care of by the people here. My film aims to be a symbol of peace between Britain, Japan and Manipur. The film offers the world an important message of friendship between old enemies," Kajioka told this correspondent.

Incidentally, June 28 will also be the 100th anniversary of the assassination of Archduke Franz Ferdinand of the erstwhile Austro-Hungarian Empire in Sarajevo, an event that triggered the First World War where 1.3 million Indian soldiers participated. But that's another story for another time.

Tamil Nadu govt formulates guidelines for running hostels, homes for girls

CHENNAI: Taking a strong view of the recent incident of rape of two minor girls in Pollachi, the Tamil Nadu government on Thursday formulated new guidelines for running hostels for girl students, teenage girls and working women across the state.

All homes and hostels for girl students, teenage girls and working women run by the government, non-governmental, associations, trusts, religious institutions, schools, colleges, training institutes, factories and companies run by organizations and individuals would immediately be brought under the purview of these guidelines, chief minister J Jayalalithaa said in a statement.

A high level meeting convened under the leadership of the chief minister at the state secretariat in this regard framed the guidelines. Senior ministers and higher officials and advocate general attended the meeting.

The government has framed 23 general guidelines to ensure the safety and security of the girls and working women.

"Hostels should be started only in buildings with enough security. Hostels should have separate buildings for boys and girls. If there is no other option but to stay in one building, boys and girls, should stay in separate rooms. If the number of inmates exceeds 50, CCTV & digital video recorder is a must," the statement said.

The government said that only women could be appointed as wardens or supervisors at the hostels and government homes for teenage girls and women. "To ensure the safety of the hostels security should be provided round the clock. Securities should be posted for all the entrances of the hostel. Closed circuit television camera or Digital Video Recorder (DVR) should be installed in the homes and hostels which will have more than 50 inmates," the statement added.

The guidelines also said only the parents or the recognized guardians can be allowed to meet the inmates. The meeting should be under the purview of hostel warden. The children and teenage girls should not be allowed alone to visit their native place on holidays.

The government also framed a few guidelines for the appointment of hostel wardens and securities. They should be appointed only with the good conduct certificate from the police. They should also provide medical certificates to avoid any kind of communicable diseases.

Similarly, the government framed guidelines for district administrations to supervise these private and government hostels and shelter homes.

The district administration should ensure the registration of such hostels and homes of children, teenage girls and working women.

District police should include these places in their night rounds. District collectors should review the conditions of these places during their monthly meetings.

On June 12, two minor girls, who were staying in a private hostel in Pollachi town, were abducted and gang raped by two persons at a nearby complex.

Multi-pronged security system for Amarnath yatra: DIG

KATHUA (Jammu): A multi-pronged security system has been put in place along the highway from Kathua to Jammu for visiting Amarnath pilgrims, a senior police officer said on Thursday.

The security arrangements include quick reaction teams (QRTs) and road opening parties (ROPs) besides check posts at various locations from Lakhanpur to Jammu, DIG, Jammu-Kathua range, Shakeel Ahmed Beig told reporters on the sidelines of a welcome function of Amarnath yatris at Lakhanpur, the gateway of Jammu and Kashmir.

The border posts have also been put on alert, he said, adding that police, security forces and Army are also put on job to defuse any odd situation.

"Our aim is to ensure peaceful yatra for pilgrims and their safe return," Beig said.

Earlier, the first batch of Amarnath yatris were received at Lakhanpur by district officials, including Kathua district development commissioner (DDC) Jitendra K Singh.

These yatris, who had come from different places of the country in buses, were later flagged off from Lakhanpur to Jammu.

The DDC and DIG also inaugurated the newly set up yatri assistance and registration centre at Lakhanpur.

Speaking on the occasion, the DDC Kathua said district administration has made arrangements with regard to the security of the yatries, provisions for boarding and lodging in case of any halt of yatra, set up helpline and arranged round-the-clock emergency medical facilities.

He said special team were constituted to monitor quality and hygiene at and around langar sites, besides a team to check the rates and quality of food items at important halt points.

BPF ends 13-year alliance with Congress in Assam

KOKRAJHAR (Assam): The Bodoland Peoples Front, an ally of Congress in Assam, on Thursday broke its 13-year-old alliance with the party accusing it of non-cooperation in development of the Bodoland Territorial Area Districts.

"The present Congress government has not cooperated at all with us in all round development of the Bodoland Territorial Area Districts (BTAD). There is no point in continuing in this government if we cannot fulfil the aspirations of the Bodo people," BPF chief Hagrama Mohilary told reporters here.

Mohilary, who is also the chief of Bodoland Territorial Council, said after a meeting of the BPF's policy-making body that the Congress government failed to provide security to the life and property of the Bodo people despite being in power for so long.

"BTC has always been deprived of the state government's fund allocation. The fund allocation is done taking into account the population factor of a particular region, but this has not been the case with us."

Asked about speculation that the BPF would join the BJP, more particularly for the Assembly elections in the state in 2016," Mohilary said the party had not decided about it.

BPF has 12 members at present out of 126 in the state Assembly.

Chandan Brahma is the only member in Tarun Gogoi's council of ministers, with the portfolios of Transport, Tourism and Welfare of Plain Tribes and Backward Classes in BTAD Areas.

Brahma, along with his party colleagues in different government bodies would resign from their posts by Friday, Mohilary said.

BPF had joined the Congress in 2001, when Tarun Gogoi had formed his first government in Assam.

No luxury of 'honeymoon period' for my govt, Narendra Modi says

NEW DELHI: On completion of 30 days in office, Prime Minister Narendra Modi on Thursday said he had no luxury of 'honeymoon' period as a "series of allegations" started in less than 100 hours but he feels there are "areas where surely we need to improve".

Looking back, he said "every decision we took has been guided solely by national interest" but here have been some "instances" in the last one month with which the government had nothing to do, "yet these controversies have persisted". He, however, did not specify the controversies.

Modi, former Gujarat chief minister, said "a big challenge" he was facing in Delhi is to "convey to a select group of people about our intentions and sincerity to bring a positive change in this country" and they are "both within and outside government system".

Refusing to blame anybody, he expressed the commitment to take India to "greater heights in the years to come" as he asserted that "my confidence and determination has increased tremendously".

In a blog, he wrote "67 years of previous governments is nothing compared to 1 month but I do want to say that in the last month, our entire team has devoted every single moment for the welfare of the people."

He said "every new government has something that friends in the media like to call a 'honeymoon period.' Previous governments had the luxury of extending this 'honeymoon period' upto a 100 days and even beyond.

"Not unexpectedly, I don't have any such luxury. Forget 100 days, the series of allegations began in less than a hundred hours", he wrote.

Referring to the series of meetings he had with ministerial colleagues, chief ministers and officials, Modi said "I feel there are areas where surely we need to improve."

While talking about the controversies and allegations, Modi said "when one is working with the sole aim of serving the nation determinately, these things do not matter. That is why I keep working and that is most satisfying."

The Prime Minister said when he took over a month ago, "I kept thinking that I am new to this place and some people believed that I would take at least a year or even two to learn the intricacies of the working of the central government. Fortunately, a month later that thought does not exist any longer in my mind."

He said the "support and affection" of the people has been overwhelming and "this inspires us to work even harder".

Recalling that on this date 39 years ago the Emergency had been imposed in the country, he said it "stands out as one of the darkest periods in our history and is a grim reminder of the dangers associated with subverting freedom of speech, press, expression and silencing opposition.

"Our democracy will not sustain if we can't guarantee freedom of speech and expression.

"Today is also a day to reaffirm our pledge to safeguard these values and at the same time create strong institutions through good governance so that that we never ever see those dark days again."

Happy over the "fruitful" meetings with CMs and detailed presentations with ministers and officials, he said "together we will take India to greater heights. Due to people's affection, collective experience of ministerial colleagues and support from officials, my confidence level rose tremendously."

Thousands of Indian Muslims sign up to defend Iraq's shrines

NEW DELHI: Thousands of Muslims in India have signed up to defend Iraq's holy shrines and, if need be, fight Sunni Islamist militants in the country where the civilian death toll from the Sunni insurgents' advance is estimated at least 1,300.

Denouncing the militants of the Islamic State in Iraq and the Levant (ISIS) as terrorists, these Indian Muslims have filled out forms, complete with passport-size photographs and photocopied identification documents, to travel to Iraq.

Leaders of Anjuman E Haideri, the religious organisation spearheading the effort, said they might march to the Iraqi embassy in New Delhi on Friday to deliver the forms.

A Shia cleric is leading the effort and the volunteers want to protect shrines venerated by the sect in Iraq, but the group's leaders say their cause is not sectarian.

Already at the group's headquarters located off Karbala Road in a leafy New Delhi neighbourhood, picket signs of "It's not Shias vs Sunnis (it's) Iraqis vs Terrorists" have been prepared.

"They aren't Muslims. Jihad means to defend. Jihad doesn't mean to kill," said Syed Bilal Hussain Abidi, a senior member of the group as he showed graphic footage on his cellphone of beheadings and bombs exploding in Iraq.

"We could travel to Iraq to form a human chain to save people from being tortured. We could fetch water and donate blood and do anything to save our shrines," he said, surrounded by brightly coloured files stacked with volunteers' forms.

Even though Muslims are a minority accounting for only 15 percent of Indians, they still number about 175 million, making them the third-largest Muslim population in the world.

Whether the volunteers will be granted visas and allowed to travel to Iraq is not clear. Officials at the Iraqi embassy were not immediately available to comment.

India's foreign ministry has said it will not allow Indians to go to Iraq because of the security situation in a country where 40 Indian hostages are being held in an undisclosed location and 46 Indian nurses are stranded in Tikrit hospitals.

But Syed Bahadur Abbas Naqvi, the group's general secretary, said that since the Indian government does not plan to send forces to Iraq, the supporters have little choice but to head over there themselves.

So far, the volunteers, who range from engineers to students and police officers, have signed a form that says: "I firmly believe that terrorism of all kinds including the one which is being inflicted by known terror groups in Iraq is not only a serious threat to innocent Iraqis (irrespective of their religious beliefs) but is also a threat to the entire humanity."

The group said it has 100,000 signatories from across India and has held several demonstrations "against terrorism" in Delhi and other cities.

The group wants to defend shrines spread across Iraq in the cities of Karbala, Najaf, Samarra and Kirkuk, but also stem the rise of crude oil prices that have shot up as a result of the crisis and could hit importer India hard.

"If they need help, we're ready from Hindustan," said Dilawar Abbas, a group member, using another name for India. If the ISIL is in Iraq right now, "tomorrow they can be in India."

Beas tragedy: Himachal high court orders Rs 5 lakh compensation

SHIMLA: Himachal Pradesh high court ordered a compensation of Rs 5 lakh each to the parents of 24 Hyderabad engineering college students who were washed away in Beas river at Thalot in Mandi district on June 8.

A division bench comprising chief justice Mansoor Ahmad Mir and justice Tarlok Singh Chauhan directed that the Larji Project authorities and management of VNR Vignana Jyothi College would bear the cost of compensation in 50:50 ratio (Rs 2.5 lakh each for each student).

The court ordered that the officials on duty at the Larji project dam on June 8 be arrayed as respondents and impleaded Himachal State Load Discharge Centre (SLDC) and Northern Region Load Discharge Centre (NRLDC) as party.

The bench further said that "till the investigation is taken to its logical end by the investigating officer and the petition is disposed off, we deem it proper to exercise inherent powers to grant interim relief to the unfortunate parents, who are hapless, helpless, broken and shaken".

"We are conscious that money is not a substitute, but may be just to ameliorate their pains and sufferings," it said.

The court also said that the "respondents managing director, superintendent engineer and resident engineer of the project and officials/officers of the college have performed their duties negligently and because of their utter carelessness, callousness and negligence, 24 budding engineers have lost their lives".

The court fixed the next hearing for July 9 and directed the respondents to file reply/rejoinder before the next hearing.

Twenty four students of VNR Vignana Jyothi Institute of Engineering and Technology, Hyderabad, and a tour operator were washed away in Beas river near Thalot on June 8 after discharge of water from Larji Hydel Power Project.

The high court had taken suo motu cognisance of the tragedy and asked the government to submit a status report.

Railways had intelligence about possible Maoist attack in Bihar

NEW DELHI: Railway ministry had intelligence inputs about a possible Maoist attack on rail properties in Tirhut and Saran regions of Bihar, a senior RPF official claimed on Wednesday after the derailment of Rajdhani Express in Chapra.

"There were intelligence reports of possible Maoist attack on rail properties in Tirhut and Saran region and accordingly railway ministry had alerted the East Central Railway, GRP and district administrations," the official said.

Muzaffarpur, Darbhanga, Chapra and Hazipur are among the areas which comprise Tirhut and Saran regions in Bihar.

The intelligence advisory was issued by railways to the concerned authorities on June 20 to take adequate preventive measures in the wake of a Maoist bandh call to check possible attack on railway properties in the region.There were two incidents involving Dibrugrah-New Delhi Rajdhani Express and a goods train in the region on Wednesday and railways suspect it to be sabotage by Maoists.

"Prima facie, it appears to be a case of sabotage. There was a blast on the track, which could have caused the derailment," railway board chairman Arunendra Kumar told PTI.

"Another goods train, 60km away from the station, also got derailed due to a blast. 18 wagons got derailed in the accident," Kumar said.

However, home minister Rajnath Singh said it was too early to blame the Maoists for the derailment.

While railway minister DV Sadananda Gowda and minister of state for railway Manoj Sinha have rushed to the site along with railway board member (traffic) DP Pandey and member (mechanical) Alok Johri, RPF DG Krishna Chaudhury have also gone to the accident spot for a first hand information.

Expressing concern over the Rajdhani derailment, All-India Railwaymen's Federation general secretary Shiv Gopal Mishra said "though the exact cause will be known only after the inquiry, it seems to be a sabotage case."

Gopal Subramanium slams Modi govt

NEW DELHI: Eminent lawyer Gopal Subramanium on Wednesday opted out of being considered for appointment as Supreme Court judge after lashing out at the Modi government accusing it of ordering CBI to "scrounge" for "dirt" against him to scuttle his elevation.

Subramanium, who had assisted the Supreme Court in the Sohrabuddin fake encounter case in which Amit Shah, a close aide of Prime Minister Narender Modi is now an accused, said that he was being "targeted" because of his independence and integrity.

He suggested that his role as amicus curiae, a friend of the court, in the Sohrabuddin case, could have been the reason for government opposing his elevation, although he had no direct evidence.

Subramanium, a former solicitor general, sent a 9-page letter to the Chief Justice of India R M Lodha withdrawing his consent to be appointed as a judge saying that he did not want his elevation to be "the subject matter of any
politicization".

His name had been recommended for appointment to the Supreme Court bench by its collegium along with three others, Chief Justices of Calcutta and Odisha high courts Arun Mishra and Adarsh Kumar Goyal respectively and senior advocate Rohinton Nariman. Recent reports have suggested the NDA government's reluctance to Subramanium's appointment while it is said to have cleared the other three names. The CBI and the intelligence bureau (IB) are said to have given adverse reports against him.

CBI judge hearing Amit Shah's case transferred

MUMBAI: The special CBI judge hearing the case of alleged fake-encounter cases of gangster Sohrabuddin Sheikh and Tulsi Prajaptai was transferred on Wednesday following which the court adjourned the hearing on the Amit Shah's discharge plea.

Special CBI judge JT Utpat was transferred to Pune, after which the court hearing was adjourned till July 2.

Incidentally, last week, judge Utpat had reprimanded Shah's advocate for filing an exemption application without assigning any reason to it.

"Every time you are giving this exemption application without assigning any reason," judge Utpat had said.

The court had on May 9 issued summonses to Shah and other accused in the case, which had been transferred from Gujarat.

The CBI had charged Shah and 18 others, including several police officers in the case, last September.

According to CBI, gangster Sohrabuddin Sheikh, who was claimed to have links with Pakistan-based terror outfit Lashkar-e-Taiba, and his wife Kauser Bi were kidnapped by Gujarat's anti-terrorism squad when they were on way from Hyderabad to Sangli in Maharashtra and were killed in an alleged fake encounter near Gandhinagar in November 2005.

Nagaland governor Ashwini Kumar resigns

NEW DELHI: NEW DELHI: Nagaland governor Ashwini Kumar resigned on Wednesday, becoming the third person occupying the gubernatorial post to put in his papers since the NDA government prodded some of the governors, appointed during UPA rule, to quit.

"I resigned this morning and came to Shimla. I am relaxed now," Kumar told PTI.

The resignation of 63-year-old Kumar came days after Union home secretary Anil Goswami had telephoned some of the governors, appointed by the previous UPA regime, to step down after the Narendra Modi government assumed charge.

Uttar Pradesh governor BL Joshi and Chhattisgarh governor Shekhar Dutt have put in their papers last week.

Kumar, a former IPS officer who had served as director of Central Bureau of Investigation, was appointed as Nagaland governor in March 2013.

Kumar was CBI director when the agency had arrested BJP general secretary Amit Shah in connection with the Sohrabuddin Sheikh alleged fake encounter killing case in Gujarat.

All the three governors who have resigned so far are either former IPS or IAS officers. Joshi is a former IPS officer and Dutt is a former IAS officer.

However, no governor with a political background has stepped down as yet.

Earlier in the day, home minister Rajnath Singh did not rule out the possibility of appointment of some new governors before the budget session of Parliament beginning July 7.

"I will not rule out anything now...I will be able to tell you only after 3-4 days," he said here.

Sources said the government was considering appointing some BJP veterans as governors in around ten states.

India evacuates 17 more from Iraq

NEW DELHI: Seventeen more Indians have been evacuated from Iraq's conflict zone, the government announced on Tuesday.

"With the help of (Iraqi) authorities, we have been able to evacuate 17 more Indian nationals from the conflict zone. They are now in Baghdad and will come back very soon," the ministry of external affairs said.

Ministry spokesperson Syed Akbaruddin said the 39 Indians abducted and in captivity in Mosul had "not been hurt or harmed".

The 46 Indian nurses in Tikrit were also safe, he added.

The government on Monday said a total of 120 Indians were stranded in the conflict zone in Iraq where Sunni insurgents have made rapid advances against the Iraqi authorities.

KOLKATA: India's first indigenously-built anti submarine warfare corvette INS Kamorta is ready to be commissioned into the Indian Navy next month, defence officials said here today.

Built by the Garden Reach Shipbuilders & Engineers Ltd (GRSE), Kolkata, it will be the first warship armed with an indigenous rocket launcher for anti submarine warfare, they said.

The corvette is readying to sail out from GRSE's fitting-out jetty in Kolkata to join the Navy's eastern fleet at Vishakhapatnam in July, officials said.

The sophisticated front line warship with stealth features will also be the first warship armed with the new trainable chaff launcher — Kavach.

With an approximate displacement of 3400 tonnes, it can achieve a maximum speed of 25 knots. It is powered by four indigenously designed 3888 KW diesel engines at 1050 rpm and can cover nearly 3,500 nautical miles at 18 knots.

The overall length of the ship is 109 meters and is nearly 13 metres wide at its maximum bulge.

With about 90 per cent of the ship being indigenous, it is also capable of deploying a helicopter, adding considerable punch to the ship's anti-submarine capability.

Rupee recovers 7 paise vs dollar to end at 60.13

MUMBAI: Ending a two-day falling trend, the rupee on Tuesday recovered by seven paise to close at 60.13 against the dollar on the back of a sharp rise in local equities following a drop in global crude oil prices.

Fresh dollar selling by exporters and a weak dollar overseas also aided the rupee rise while sustained capital outflow restricted the surge, a forex dealer said.

Concerns over the current macroeconomic situation after recent spike in global crude oil arose due to Iraq's crisis, lessened as crude prices dropped giving some relief. This led to sharp rise in domestic equities, giving respite to the investor fraternity and also helped the rupee recovery.

At the Interbank Foreign Exchange (Forex) market, the local currency commenced higher at 60.13 a dollar from last close of 60.20. It was trapped in a narrow breadth of 60.07 and 60.18 before concluding at its opening level of 60.13, a net rise of seven paise or 0.12 per cent.

In the previous two sessions, it fell by 12 paise. The Indian benchmark S&P BSE sensex today snapped its four-session losing streak and shot up by 337.58 points, or 1.35 per cent.

FIIs had pulled out Rs 214.49 crore on Monday, as per provisional data with stock exchanges.

The dollar index, a gauge of other global major rivals, was down by 0.06 per cent.

Pramit Brahmbhatt, Veracity Group CEO said: "Rupee traded range bound to slightly strong. Some of the bluechip shares gained which helped equities to close up by over one per cent.

"Dollar index is also trading weak which is further helping rupee to trade strong. The trading range for the spot rupee is expected to be within 59.80 to 60.60."

Oil prices slipped on receding fears that the crisis in Iraq could result in a major supply disruption. US benchmark West Texas Intermediate fell 54 cents to $105.63 per barrel and Brent eased 63 cents to $113.69 in mid-session.

Karnataka govt spends Rs 21.56 lakh on phone usage by ministers

BANGALORE: Karnataka government has incurred an expenditure of about Rs 21.56 lakh over usage of mobile and landline phones by ministers in the last one year, chief minister Siddaramaiah said today.

There was no limit for the chief minister and ministers on using landline phone facilities, he said while replying to a question by Gopalaiah (JDS) in the state Assembly.

He also said there is no limit on the chief minister to use the mobile phone, but ministers have a cap of Rs 5,000 per month.

Gopalaiah sought an answer from the government on the expenditure incurred by ministers on the usage of mobile and landline phones.

2 militants including top Pakistani Lashkar commander killed in encounter in north Kashmir

SRINAGAR: The security forces killed two Lashkar-e-Taiba militants including a top LeT commander of Pakistan namely Mehmood Bhai at Sopore's Krankshivan area in north Kashmir.

The defence spokesman based in Srinagar 15 corp said the encounter started on basis of inputs about militants hiding in the area at around 5pm on sunday. The area was cordoned by security men from 52 RR, 22 RR, CRPF and SOG. Civilians fled to the safer areas as public address system was used to suggest besieged militants for surrender. The militants were hiding a residential house since last night, the spokesman said.

After 18 hours long encounter on Monday top Lashkar commander Mehmood Bai and a local militant Javaid Ahmad Matoo got killed in Krankshiven colony in Sopore. "Today morning police had brought mother and father of the local militant Javaid Ahmad Matoo who also was holed up asking him for surrender before the forces," reports said.

Even mother of the holed up local militant was made call her son from outside the house "Javida lejiya Mouj, Karta Surrender (son please surrender) " but her militant son declined his mother's offer, the reports said.

Lt General Gurmit Singh, General Officer Commanding (GoC) 15 Corps on Sunday at press briefing said that army is well prepared to take any security challenge in Kashmir including the reports about al-Qaida possible intrusion in Kashmir.

While talking to reporters here on Sunday, Let gen Singh said that army is well prepared to take on any challenge posed by the 'forces inimical to peace'. The GoC 15 Corp told reporters that army has an effective counter-infiltration grid in place along the LoC besides having an excellent intelligence network and good synergy with J&K police and other security forces agencies to deal with any kind of challenge.

Giving details of the anti-militancy operations in 2013-14, Lt Gen Singh informed reporters that the corps commander said the security forces have managed to neutralize 61 militants during the period. He said that 41 militants including 17 from LeT and 11 from Hizbul Mujahideen were killed during this period. Lt Gen Singh said that 23 militants have been apprehended during this period. He said 365 weapons including 177 AK 47 rifles, 151 pistols besides nine IEDs have been recovered during the operations against militants in the valley.

He said that 40 militants were killed this year upto June which include both foreigners and local militants and 10 top militant leaders in five months as compared to 10 top militant leader killed in the year 2013. He lauded army for its professionalism saying that in just 40 minutes operation it neutralized two militants who had snatched weapons from Jammu and Kashmir police constables.

More than 350 militants, many of them Pakistanis, are operating in Jammu and Kashmir, the Lok Sabha was informed on Tuesday.

The parliament was informed in 2011 that about 350-370 were assessed to be operating in Jammu and Kashmir. Out of which approximately 38 per cent were foreign militants, primarily Pakistani," the then Minister of State for Home Jitendra Singh had said in a written reply.

Last year army in operation in jammu and Kashmir had said: "There was enough evidence to establish that foreign sponsored militants in the state are turning hi-tech and opting for highly sophisticated and more lethal methods of operation to increase the level of militancy in J&K."

Singh had said the new crop of militants, particularly those backed by Lashkar-e-Toiba, were equipped with hi-tech gadgetry and trained to use modern warfare techniques. He said several intercepted messages have revealed that these militants are using VOIP (Voice on Internet Protocol) technology for communication in order to prevent their phones being tapped.

The former home minister had said even though the number of militants operating in the state has gone down, their hi-tech preparedness has kept them as lethal as ever.

IAEA to get more access to India’s nuclear programme

NEW DELHI: India said on Monday it was ratifying an agreement with the International Atomic Energy Agency (IAEA) to expand oversight of its civilian nuclear programme, in a move aimed at unblocking a major nuclear partnership with the United States.

The ratification sends a strong signal that Prime Minister Narendra Modi, elected by a landslide last month, wants to bolster strategic and trade ties with the United States when he meets President Barack Obama in Washington in September.

"I can confirm that we are ratifying the additional protocol to the IAEA Safeguards Agreement," said Syed Akbaruddin, spokesman for the ministry of external affairs.

The move signals India's commitment "to the responsible use of nuclear power", Akbaruddin added, confirming earlier domestic reports. No comment was available from the IAEA.

Yet critics say the pact fails to address concerns that India could as a result get its foot in the door of a club of countries that trade in nuclear materials, without first signing a treaty that seeks to curb the spread of nuclear weapons.

In a report last week, a defence research group said one Indian enrichment facility, located near Mysore, was undergoing an expansion and could be capable of producing a large surplus of weapons-grade uranium from mid-2015.

The plant would be able to produce an estimated 160kg of weapons grade uranium a year — enough for five atom bombs — in excess of the needs of India's planned fleet of nuclear-powered submarines, IHS Jane's said.

Officials have shown displeasure over the report, with a newspaper quoting one saying it was "mischievously" timed to influence a meeting this week of the 48-member Nuclear Suppliers Group (NSG) in the Argentinian capital Buenos Aires.

Additional protocol

Following the US-India nuclear deal, the IAEA in 2009 approved the additional protocol, intended to clear the way for the NSG to grant India a waiver to trade with other countries in the civilian nuclear field.


The Kudankulam nuclear plant in Tamil Nadu is a civilian nuclear facility that generates electricity.

Ratification is a key step towards separating civilian and military nuclear operations, and could help unlock tens of billions of dollars in US-led investment in new nuclear generation capacity.

Yet as recently as a year ago, talks on India joining the group were being slowed by the prospect that its accession might trigger similar demands by other countries that have not signed the NPT, such as Pakistan, to join.

"India sees its ratification of its additional protocol as an arrow in its quiver supporting its quest for NSG membership," said Mark Hibbs, a nuclear expert at US thinktank the Carnegie Endowment.

But the lack of verification of India's weapons programme, which contrasts with tighter controls on NPT signatories, would continue to be a concern.

"India's entire nuclear weapons programme is totally outside the scope of its additional protocol," Hibbs added. "It isn't clear to most people what the utility of the additional protocol in India is as a verification instrument."

Aziz Qureshi takes oath as Uttar Pradesh governor

LUCKNOW: Uttrakhand governor Aziz Qureshi was administered oath of office on Monday as the governor of Uttar Pradesh following the resignation of B L Joshi.

Aziz Qureshi has been given additional charge of UP.

Chief Justice of the Allahabad high court, Dhananjaya Y Chandrachud administered the oath to Qureshi at a function organized at Raj Bhawan here on Monday evening.

Uttar Pradesh chief minister Akhilesh Yadav, former chief minister N D Tiwari, several ministers, MLAs, senior bureaucrats and police officers were present on the occasion.

Earlier in the day, outgoing governor Joshi, who had resigned last week, was given a warm send-off at Raj Bhawan.

Tatas aim to build aircraft for Ruag Aviation

HYDERABAD: The Tata Group on Monday said it aims to bring out a fully built aircraft for Ruag Aviation — makers of Dornier 228 new generation aircraft, parts of which are to be made in India by TASL.

Tata Advanced Systems Ltd held ground breaking ceremony here for manufacturing Dornier 228 fuselage and wings.

The Tata-Ruag partnership is a glowing example of cooperation between India and Europe, TASL chairman S Ramadorai said.

"It is our belief that this project is a significant step forward in India's growth as a high technology, precision, manufacturing destination. Ruag has entrusted the Tatas to deliver its showcase product, the Dornier 228, at world-class standards of precision and quality," he said.

"Our vision is to work with Ruag in having a full aircraft, equipped with systems flying out from a Tata final assembly. This will be of significant importance to the Indian Armed forces in their desire to produce products locally," he said at the function.

Within five years, TASL has become a significant player in the Global Aerospace market by delivering successfully over 70 Sikorsky S-92 cabins, and delivered Empennage and Center Wing Box for the C-130 J aircraft through its separate JV with Lockheed Martin, Ramadorai said.

It has also made Hyderabad a premier manufacturing destination for Global OEMs, he added.

The Ruag project is the fourth Aerostructures unit to be set up by TASL since 2009 in Hyderabad and the products of all the units are 100 per cent exported.

Telangana chief minister K Chandrasekhar Rao, chief guest of the function, said the government will soon announce new industrial policy and consultations with stakeholders are under way.

"The goal is to make the 'Made in Telangana' label as a globally recognized brand for its quality and innovativeness," Rao said.

The city — host to many research and development bodies such as DRDO, DRDL, Midhani and BDL — is ideal for setting up aerospace industries, he said.

Following PM Modi’s directive, home ministry destroys 1.5 lakh files

NEW DELHI: On the direction of Prime Minister Narendra Modi, the Union home ministry is on a cleanliness drive and, in less than a month, has destroyed nearly 1.5 lakh files that had gathered dust for years.

While going through the steel almirahs of North Block, officials also found some interesting files which gave an insight to some historic moments.

One of these files was about the presidential sanction given to pay India's first governor general Lord Mountbatten a princely sum of Rs 64,000 as TA/DA allowance for moving back to his country.

In today's time, the amount will be equivalent to several crores of rupees, a ministry official said.

Another interesting snippet that came out was that after India's first President Rajendra Prasad refused to take any pension, it was eventually sent to the government's calamity fund.

Even the salary of former Prime Minister Lal Bahadur Shastri was sent to the calamity fund after he refused it, the files showed.

Asked if these files of historic value were saved or junked, an official expressed ignorance.

Sri Lankan filmmaker seeks Jayalalithaa's help to screen 'With You, Without You' in Tamil Nadu

CHENNAI: The screening of Sri Lankan film "With You, Without You" was cancelled in Chennai on Saturday after officials at two multiplexes received threat calls from Tamil groups.

"With You, Without You" is an India-Sri Lanka joint collaboration directed by acclaimed Sri Lankan filmmaker Prasanna Vithanage.

Rahul Roy, a prominent documentary filmmaker from Delhi and the co-producer of the movie, and Vithanage have urged Tamil Nadu chief minister J Jayalalithaa to intervene in the issue and ensure the screening of the movie in the state. "We request Jayalalithaa to ensure that action is taken against those who made threatening calls to the theatres. We request her to instruct the state police to provide adequate protection to the theatres," Roy said.

The film features Indian actress Amrita Patil and actor Shyam Fernando as a married couple in the post civil war Sri Lanka. Amrita plays a Tamil girl, who marries a much older ex-army man (Fernando). The movie shows how their married life changes post the visit of an old friend.

When contacted, Rahul Roy said it was unfortunate that the screening was stopped due to threat calls from some groups. "The film was released at PVR Ampa Skywalk and Escape Cinema on June 20 to an extremely positive reaction from the audience and rave reviews from critics," he told TOI over the phone.

"The local police, we are told, have refused to take any action and conveyed their inability to provide protection to the theatres. As a result the exhibitors have had to withdraw the film," he alleged.

"The film is a sensitive portrayal of post war Sri Lanka and the consequences of denial of justice to the Tamil population. But we are facing opposition here, not support. Some people have prejudges that the movie is against the interests of the Tamil people, but they haven't watched the movie. In fact, the film is a scathing testimony of the suffering that the war unleashed," Roy said.

Vithanage claimed that there had been very positive comments from the audience who watched the movie and strong support from activists in Tamil Nadu. "I have been raising my voice for minorities in Sri Lanka. I believe in multi-cultural society. This is an important movie and the protesters should watch the movie and then they can criticize," he said.

"With You, Without You" had been screened in more than 30 film festivals across the globe and it had received very positive comments, Roy added.

Vithange's movie 'Death On A Full Moon Day' was banned by the Sri Lankan government in 2000 and he had a yearlong legal battle to get the movie released.

National award winning editor from Tamil and Hindi film industries Sreekar Prasad has also worked for "With You, Without You."

Biggest seizure of arms, explosives this year by Army in Jammu & Kashmir

JAMMU: In a major breakthrough, Army busted a militant hideout ton Sunday and seized a war-like cache of arms and explosives, including 60kg of RDX and 104 explosive devices, in Kishtwar district of Jammu & Kashmir.

Troops of Rastriya Rifles, on specific information, launched a massive search operation in Keshwan forest belt of Kishtwar district, ministry of defence spokesperson M Mehta said.

"This is the biggest recovery made by the troops this year in Jammu region and perhaps the largest one in the past few years in Kishtwar," he said.

A big haul of arms, ammunition and explosives, including 60kg of RDX, one kg of Russian Marking explosive, 2kg unidentified explosives, one AK series rifle, one plain rifle, three 12-bore rifles, two pistols were recovered from the hideout, he said.

Besides this, the troops also recovered 104 explosive devices, including 43 hand grenades, 3 Rocket Projectile Grenades (RPGs), 40 detonators and 19 UBGL grenades, he said.

AAP will make corruption an issue in Haryana polls: Yogendra Yadav

AMBALA: Aam Adami Party will make corruption a major issue in the Haryana assembly elections, which are due in October, senior party leader Yogendra Yadav said on Sunday.

"We will make corruption a major issue in the polls," Yadav told reporters.

He alleged that the builders and land mafia in the state were indulging in large-scale corruption and government jobs were not being provided on merit basis.

When asked regarding reports that Congress was thinking about changing its chief minister in the state, Yadav said changing or not changing the chief minister would not grant any relief to the ruling outfit "which has lost its credibility among the people for its anti-people policies".

Providing details about the party's strategy for assembly elections, Yadav said senior party leaders were touring the state and meeting the workers to review the party's performance during the parliamentary elections and seeking their views on the upcoming assembly elections as well.

AAP put up a poor show, failing to win even a single seat, in Haryana in the recently concluded Lok Sabha elections.

Yadav himself was defeated from the Gurgaon parliamentary seat.
