Amit Shah takes stock of political situation in Bihar

PATNA: A day after sounding poll bugle for Bihar Assembly elections, BJP national president Amit Shah today discussed the political situation in the state in a closed door meeting with senior party leaders.

Besides, Shah met over 100 BJP leaders and workers at the state guest house where he stayed during his two-day visit to Bihar and sought to instill confidence among them ahead of the Assembly polls, Bihar BJP president Mangal Pandey said.

Shah later left for New Delhi by a flight, he said. Mediapersons were barred from attending Shah's meeting. During a party rally here yesterday, Shah claimed the BJP will sweep the Assembly polls to be held later this year with two-thirds majority.

He also said the merger of Janata Parivar parties and their collective might will not be enough to prevent rout at the hustings.

Jayalalitha's DA case: SC gives split verdict prosecutor

NEW DELHI: The Supreme Court on Wednesday delivered a split verdict in the disproportionate assets case against Jayalalitha that will now be heard by a larger bench, a decision that has come as a dampener on her hopes for an early verdict from the Karnataka high court.

As a consequence of the split verdict on a plea for removal of special public prosecutor Bhavani Singh appointed by Karnataka government, the matter has been referred to Chief Justice H L Dattu, who will constitute a larger bench for an authoritative pronouncement.

Justice Madan B Lokur, heading a two-member bench, allowed the plea of DMK leader K Anbazhagan seeking removal of Singh and ordered a fresh hearing on the AIADMK chief's plea against her conviction saying the proceedings have been "vitiated".

However, justice R Banumathi differed with Justice Lokur and held that the SPP was duly authorised to represent the state before the Karnataka high court as well.

Justice Lokur said the delay in deciding the case was "extremely unfortunate" and the "criminal justice delivery system is a loser". He also observed that "something drastic needs to be done".

The court on April 7 had reserved its verdict on the plea of Anbazhagan for Singh's removal, raising questions about his impartiality as a prosecutor in the case.

The DMK leader had alleged that the SPP was "hand in glove with an accused (Jayalalithaa)".

China praises Modi's leadership, sees likely resolution of border dispute

BEIJING: Ahead of Prime Minister Narendra Modi's visit here next month, China on Wednesday said the border dispute has "good prospects" of resolution if it is backed by "strong political will" from both sides.

Huang Xilian, deputy director general of Asian affairs, said Beijing wants India and China to act as a "bridge" for the development of Nepal and Sri Lanka so as to reduce strategic rivalry between the two Asian giants and firm up their strategic influence in the region.

"There are lot of perceptions about border issue. So long as the two leaderships have strong political will we have good prospects for the resolution of the border issue," Huang said at a briefing to Indian media about Modi's visit which is expected to take place in the third week of next month.

Huang stated that progress has been made in recent Special Representatives (SR) talks held in New Delhi.

"We believe that the two SRs will continue to carry on this process according to the consensus reached by the two leaders," he said in reply to a question as to whether China is open for a resolution of the border dispute based on status quo.

Border dispute: India, China take positive steps

China says the border dispute is confined only to 2,000km mostly in Arunachal Pradesh whereas India asserts that the dispute covered the western side of the border spanning to about 4,000 km, especially the Aksai Chin area annexed by China in 1962 war.

The two sides have held 18 rounds of talk and expectations are high on both sides as both Modi and Chinese President Xi Jinping were regarded as strong leaders who could clinch a solution.

"We have a very long border. You can see anywhere in the world there will be shooting crimes, but generally speaking, along the border we have maintained peace and stability, there have been no shooting incidents in the past decade. What is important is that both sides should work together to avoid such kind of incidents and promote tranquillity and stability," he said.

Praising the Indian Prime Minister's leadership, Huang said since "Modi took over, the whole international community has shown interest in India. We have seen the new momentum has been achieved in economic development." "Made in China and 'Make in India' can work together," he said.

"The new government introduced a lot of reforms and measures. We are happy to see the new momentum and hope that India will achieve progress in future and develop faster," Huang said adding that India's development will bring more opportunities to China and the region.

Hectic preparations are underway on both sides to make Modi's visit a success and Huang said a number of agreements were expected to be signed during the trip.

CPI(M) has given up the idea of Third Front: Karat

VISAKHAPATNAM: The CPI(M) has abandoned the idea of formulating a third alternative (non-Congress and non-BJP) at the central level given the political situation in the country, the party's outgoing General Secretary Prakash Karat said.

Speaking to media persons at a press conference, the Left leader also said the 21st Congress of the party passed a resolution demanding that the Government should hold a special Parliament session on the occasion of the 125th birth anniversary of BR Ambedkar.

The Congress also adopted another resolution against the new land acquisition bill currently awaiting Parliament nod.

Replying to a query, Karat said, "since these parties (regional parties) with their policies and programmes cannot be alternative to the Congress and the BJP, we may cooperate with these parties on different issues. We may join movements and struggles with them. It is possible that we may have an electoral alliance in some states at a particular juncture, but there will not be any national level alliance with them. We will not project any alliance at national level with such parties."

He said that his party propagated the idea of forming the third alternative. However, it has become irrelevant to the current political trends.

Karat presented the Draft Review Report on the Political Tactical Line, in the party's 21st Congress which began yesterday.

The review covers the period of 25 years from 1990-91. It focused on assessing how the Political Tactic Line has helped the 'independent growth' of a Left and Democratic alliance.

Karat said the report was processed all the amendments received from the party members and units of the Draft review Report.

All together, 1431 amendments and 136 suggestions were received, out of these 29 amendments have been accepted. "Still discussions are going on and by tomorrow we will be able to come out with the resolution on Political Tactic Line of the party," Karat explained.

According to him, the party has a membership base of over one million mostly concentrated in West Bengal, Kerala and Tripura.

He said the party Congress is also discussing on the strategies to grow independently.

BSF seizes gold biscuits, CFC cylinders in Bengal

KOLKATA: Over the last couple of days the Border Security Force (BSF) has succeeded in foiling attempts to smuggle in gold biscuits and Chlorofluorocarbon (CFC) cylinders into India. Two motorcycles and automobile parts were also seized while being smuggled in from Bangladesh. The 22 gold biscuits seized weigh 2.56 kg and are valued at Rs 65 lakh. CFC, once used as a coolant in refrigerators and air-conditioners is banned in India due to its ozone depleting property.

"The gold was seized by troops of the 40Bn posted at the Jayantipur Border Outpost near Petrapole in North 24-Parganas around noon on Wednesday. Acting on specific information, the troops carried out a special operation and apprehended two Indian nationals carrying 22 gold biscuits. They were identified as Amir Mondal (67) and Aser Mondal (45). They are brothers from Jayantipur village in the Bongaon police station area. The gold and miscreants have been handed over to the customs department. In 2015, the BSF's South Bengal Frontier has seized more than 31.53 kg gold worth Rs 2,30,35,740 and apprehended 11 smugglers," a senior BSF officer said.

The CFC cylinders were seized around 9 pm on Tuesday by troops of the 173Bn posted at the Puttakhali BOP in Krishnanagar. During an operation, the troops spotted Bangladeshi criminals attempting to smuggle in cylinders. On being challenged, the Bangladeshis fled the spot, leaving behind 60 gas cylinders. Each cylinder weighs 13.6 kg and the haul is valued at Rs 8.16 lakh.

"On Tuesday, troops posted at the Bithari BOP in Swarupnagar, North 24-parganas, received information of auto spare parts and motorcycles being smuggled into India along an unfenced portion of the international border. During the operation, automobile spare parts and a motorcycle were seized. The haul is worth nearly Rs 4.5 lakh. BSF troops from the Tarali BOP also seized a motorcycle being smuggled into India. Several infiltration attempts have also been thwarted. On Tuesday, troops of the Tarali BOP apprehended 23 Bangladeshis attempting to enter India without necessary documents. On Monday, troops of the Haridaspur BOP near Petrapole apprehended 56 Bangladeshis attempting to sneak into India. The South Bengal Frontier has apprehended 1,623 Bangladeshis this year while trying to enter India," the officer added.

'Advani missing' posters emerge in Gandhinagar

AHMEDABAD: Posters saying that BJP leader L K Advani was "missing", appeared in his Lok Sabha constituency Gandhinagar.

Similar posters, taking a dig at Congress vice-president Rahul Gandhi, had recently appeared in Amethi, his constituency in Uttar Pradesh.

The posters, pasted on electricity poles, bore the name of Aam Aadmi Party.

However, AAP denied that it had put up the posters.

Convener of Gujarat unit of AAP, Sukhdev Patel, said that anti-Advani camp within BJP could be behind the prank.

The posters say in Hindi: "MP from Gandhinagar L K Advani is missing for the last few years. We all residents of Gandhinagar have never seen him in the city. We all want to meet him and tell him about our problems. If any one of you find him in Gandhinagar, please inform us... Regards ... AAP-Gandhinagar."

"Our volunteers in Gandhinagar learnt about these posters only after media drew our attention to them. AAP is not involved in such acts. It is not our way of working. It can be the work of BJP dissidents, who can not express their unhappiness on the party forum," Patel said.

It may be noted that when Narendra Modi was made chief of the campaign committee of BJP before the 2014 elections, Advani had resisted the move. Later, the veteran leader had expressed the wish to switch the constituency, shifting to somewhere in Madhya Pradesh.

Adavni has been elected to the Lok Sabha from Gandhinagar six times.

BJP leaders denied that anyone from the party could be behind the posters.

Actor Roopa Ganguly alleges attack by TMC supporters

KOLKATA: Actress and BJP leader Roopa Ganguly's convoy was today attacked allegedly by ruling TMC supporters in the city's upmarket Alipore area, where she had gone to campaign for the upcoming Kolkata Municipal Corporation election.

Ganguly alleged that she was attacked, her driver beaten up and the car damaged when she arrived in the area for campaigning in support of her party candidate.

The actress said that the police personnel present there saved her, wondering why they had to resort to such acts if the ruling party was so sure about its victory.

She said that she had registered a complaint with the police.

According to a senior police official, a scuffle broke out between the BJP and TMC supporters in the area. When Ganguly arrived at the spot, her car was gheraoed by the TMC workers, he said.

BJP national secretary Siddharth Nath Singh who visited the area said that the TMC had got scared of the BJP and that was why they resorted to such attacks.

Alleging that jungle raj prevailed in the state, he demanded that the culprits be arrested.

LeT planning attacks in India: Intelligence agencies

NEW DELHI: Days after Lashker e Taiba commander and 26/11 attacks accused Zaki ur Rehman Lakhvi walked free, Indian intelligence agencies have warned all states and union territories about LeT's plans to launch fresh attacks at hotels, railway stations and metro stations in key cities over the next couple of months.

The alert, issued on Sunday, is based on inputs passed on by railway authorities in Mumbai that LeT is planning a 26/11-type strike at hotels and railway stations in the city. The Mumbai alert had warned that around 8-10 terrorist may infiltrate through the sea route to execute the attack.

The IB has asked the states to beef up security outside hotels, particularly five-star properties, as well as at railway stations and metro stations, even as agencies in charge of coastal security also tighten vigil.

Latest assessment by the intelligence agencies state that Lakhvi's release has come as a major morale booster for LeT's rank and file, and may encourage them to launch yet another spectacular attack against India.

Lakhvi was released on Saturday after a court in Pakistan called his detention illegal. He was arrested in 2009, months after 166 people were killed by 10 gunmen in a three-day siege in Mumbai.

The LeT operations chief and six others in Pakistan have been charged for planning and executing the Mumbai attacks, but the case has made little progress in six years despite repeated appeals from India to bring the accused to book.

Prashant Bhushan and Yogendra Yadav form new group, call it ‘Swaraj Abhiyan’

NEW DELHI: Rebel Aam Aadmi Party leaders, Prashant Bhushan and Yogendra Yadav have formed a new non-political group 'Swaraj Abhiyan'.

"It's a new beginning. If today we announce of forming a new political party, then dangers will be the same which AAP is facing," Prashant Bhushan said while initiating a dialogue ""on present and future of alternative politics".

"One opinion is that everything is fine with party leadership and we should trust them, while the other is we should struggle or form another party," Yogendra Yadav said about future course of action.

Significantly, Yadav said they would "not" quit AAP as he emphasised that it does not belong to a "single" person.

On the day of a meet organised by the AAP dissidents, Bhushan, who was particularly aggressive, sought to take on the party's top leadership for "threatening" to expel those attending the same, saying it meant that "there is no place for dialogue in the party".

Speaking at the 'Swaraj Samwad' convention in Gurgaon, Bhushan said, "Those who raised questions were expelled from top party posts. Today, I heard that we may be expelled for organising this samwad. The message from the top is that if you raise voice against the party, you will be expelled."

As to the crisis that has rocked AAP, Bhushan said that going to the court or Election Commission against those who have "captured" the party would be a "long and messy" affair.

Yadav for his part said that the attendance at the meet was indicative of the fact that the problems which have beset AAP are not limited to only one or two people.

"Principled workers of the party do not agree on happenings in the AAP... the biggest challenge is to prevent hope from being broken," he said.

Both Bhushan and Yadav appeared to steer clear of the question of the launch of a new party even as they stressed on the importance of a "new start".

"We need time to prepare, today is not the day for a new party. We will keep working for the people. We will not leave this party, it does not belong to a single person," Yadav said.

Echoing those thoughts, Bhushan said that "if today we announce the launch of a party" it would run into the "same situations" that AAP is now facing.

"We will have to start a new dialogue on issues like challenges being faced by the farmers... development models in the country through swaraj and find solutions and launch a movement.

"The day we manage to show that our movement has stayed true to its ideals, we can make it a political party," the senior lawyer said.

Earlier, the rebels' meet began in the presence of volunteers from across the country, who termed it a day for a "new beginning" even as AAP warned of action against those attending the event.

Triggering speculation that they wanted to float a new party, Yadav and Bhushan had announced their decision to hold the 'Swaraj Samwad' meet to discuss the future course of action after their expulsion from AAP's top echelons.

Prisoners play T20 cricket, Satyam fraudster Ramalinga Raju keeps away

HYDERABAD: If 20:20 is the flavor of the season, it's just that even at the Central Prison, Cherlapalli where jail birds played a limited overs match for the first time on Tuesday. And no, cricket did not seem to interest Satyam fraud convict B Ramalinga Raju as he stayed put in his barrack.

Perhaps taking a cue from the Tihar jail in Delhi, a T20 cricket match was organized for the first time ever at the biggest jail in Telangana. And it wasn't just a game. It was played in the most competitive spirit. The pitch was soggy considering the rain in Hyderabad but there was enough play area in the expansive jail to go ahead with the finals of the T20 match. "Because of the better weather conditions in the morning, the pitch also got dried to facilitate play," a prison official said. Central Prison, Cherlapalli is Telangana's most modern prison located on 120 acres near Hyderabad.

"When the Warangal team, which batted first went on a scoring spree, it received a lot of support from the inmates who cheered them. The prisoners were not divided on whom to support. They were simply enjoying cricket," a prison official said. There are 943 convicts in the prison and that was a huge crowd of spectators for the players. The end result was that the Warangal central jail team triumphed lifting the T20 cricket cup. The winners in all the games were given away prizes on Tuesday evening.

With the IPL 2015 also being underway, there was much enthusiasm amongst the prisoners for the game - not just for the prisoners selected as teams but also the other inmates who cheered.

The teams competing for the honours were the Central Prison, Warangal and Central Prison, Cherlapalli. Cricket matches were organized in various jails in Telangana in the last few months. Warangal and Cherlapalli entered the finals to battle it out for the cup, which was introduced for the first time.

Sports and games including volleyball, chess and caroms are otherwise organized regularly by the prisons department but cricket was never organized. According to prisons department officials, the players who got selected to play in the finals were also giving coaching by professional coaches whose help was taken.

In the T20 fixture organized in Tihar Jail in Delhi, Jail no. 3 had lifted the trophy in the inter-jail cricket tournament in January last year was attended by cricketer Gautam Gambhir.

Injured STF jawans in Chhattisgarh had alerted about ambush via tracker device, got no help

JAGDALPUR: Even as the Maoists ambushed a team of Special Task Force (STF) in the forests of Pidmal on Saturday, the beleaguered security personnel had timely sent alerts on tracker device, seeking help but it took too long time for additional reinforcements to get to the spot.

"There was a delay in additional reinforcements getting to the spot despite timely sending alert on tracker device minutes after ambush", injured STF constables undergoing treatment at the hospital in Jagdalpur said.

Talking to TOI, STF's Arvind Sharma, who hail from Gorakhpur, Uttar Pradesh who has sustained bullet injuries in both his legs alleged, "As we we realized that the team has been ambushed, I had pressed the button on tracker device which works like an alarm button indicating that firing has begun and force has been ambushed. It alerts directly at police headquarters and STF basecamp at Baghera in Durg district."

Arvind, who was the one holding tracker instrument, said that the tracker not only alerts but also gives proper location where the incident is taking place.

"While the firing continued till 3.30 pm from all sides, we didn't get an opportunity to send SMS, not even to check where the bullet has hit us. We were in hope that additional forces would rush in but none turned up till end. In fact, the injured jawans had walked continuously to 13 kilometers after sustaining bullet injuries." Arvind said.

Another injured jawan Ranjeet Singh, 22, said that more than 400 Maoists had ambushed us and he failed to understand why such a small team of 49 jawans was sent to an area dominated by the Maoists.

"We carried all other injured jawans till the nearest CRPF camp and had continued to retaliate", he said the rebels followed us.

Bastar superintendent of police Ajay Yadav said that tracker was an equipment that also works offline and alerts the base camp and PHQ about jawans' locations, movement, halt which also helps in cross checking if the team had really gone for search operation.

A police source confirmed that they had received the alert but not any SMS on gun battle between forces and the Maoists. Bastar Inspector General of Police S R P Kalluri could not be reached for his comments about the alleged lack of coordination.

Meanwhile, now there were reports that intelligence agencies had prior inputs about presence of Maoists cadres in the forests of Bastar. However, it is being felt that police lacked strategies for swift action based on these intelligence inputs

Geelani emerging as most powerful separatist in Kashmir

SRINAGAR: Pro-Pakistan hawk Syed Ali Shah Geelani is emerging as the most powerful and influential separatist in Kashmir, with six members of the Mirwaiz led Hurriyat Conference, ready to join him.

At the moment, Geelani's Hurriyat has 10 member organization in its faction. With the addition of another six to seven members, it will become the largest separatist conglomerate in Kashmir.

Mirwaiz Umar led Hurriyat suffered this week another split, third since its creation in 1993 when 26 separatist groups had come together to form an amalgam called All Party Hurriyat Conference (APHC) to fight for Kashmir's secession from India. The APHC broke up soon after the 2002 assembly polls, when the Lone brothers, Bilal Lone and Sajjad Lone were accused of fielding proxy candidates. This led to the creation of two factions of Hurriyat, one seen as moderate and led by Mirwaiz and another by the hardliner Geelani.

The second division occured in 2014 when Shabir Shah, head of the Democratic Freedom party (a constituent of the Hurriyat), with other senior separatist leaders claimed they were the real Hurriyat and named it as JK Hurriyat conference.

Jammu Kashmir Salvation Movement chairman Zaffer Akbar Bhat, Muslim League chairman Hakeem Abdul Rashid, Kashmir Freedom Front chairman Syed Bashir Indrabi, Syed Salim Geelani chairman National Peoples Party, Peoples league chief Sheikh Yaqoob and Yasmeen Raja chairperson Muslim Khawateen Markaz who quit the Mirwaiz group have expressed their willingness to join the Hurriyat led by Syed Ali Shah Geelani, Ayaz Akbar, spokesman of Geelani said.

The defectors from the Mirwaiz faction have alleged that Mirwaiz-led Hurriyat had departed from All Parties Hurriyat Conference's 1993 constitution and become defunct over the years.

Spokesperson of Mirwaiz's Hurriyat, however, said : "These members wanted to be made part of the executive council and they were trying very hard for it. But they never expressed any disastifaction against the functioning of the party or the constitution and till yesterday extended their full support by implementing the programs of the organization. So it is quiet strange that all of a sudden instead of discussing their new found reservations with regard to the constitution, they decide to run to the press."

The Mirwaiz Hurriyat spokesman said, "There is definitely more to all this than meets the eye and very soon the actual reason of their quitting will be known to all."

"We have received a formal letter from seven leaders," Ayaz said. "But as of now, we are waiting for Syed Ali Geelani who is to return to Srinagar on March 15." A day after Geelani's return, Ayaz said Geelani led Hurriyat advisory council or Majlis-e-shoora will meet to take a final call on admitting the members to the group.

Chairman of moderate Hurriyat Mirwaiz Umar has cautioned his supporters and appealed to them not pay heed to any "propaganda" and said that his faction "is the inheritor of the legacy of thousands of sons and daughters of the soil who sacrificed their lives and properties for the most noble cause of freedom and justice for the people of J&K."

Syed Ali Shah Geelani emerging as most powerful separatist in Kashmir

SRINAGAR: Pro-Pakistan hawk Syed Ali Shah Geelani is emerging as the most powerful and influential separatist leader in Kashmir, ​with six members of the Mirwaiz led Hurriyat Conference ready to join him.

At the moment, Geelani's Hurriyat has 10 member organizations in its faction. With the addition of another six to seven organizations, it will become the largest separatist conglomerate in Kashmir.

Mirwaiz Umar led Hurriyat suffered another split this week — third since its creation in 1993 when 26 separatist groups had come together to form an amalgamation called All Party Hurriyat Conference (APHC) to fight for Kashmir's secession from India. The APHC broke up soon after the 2002 assembly polls, when the Lone brothers, Bilal Lone and Sajjad Lone were accused of fielding proxy candidates. This led to the creation of two factions of Hurriyat, one seen as moderate and led by Mirwaiz and another by the hardliner Geelani.

The second division occured in 2014 when Shabir Shah, head of the Democratic Freedom party (a constituent of the Hurriyat), with other senior separatist leaders claimed they were the real Hurriyat and named it as JK Hurriyat conference.

Jammu Kashmir Salvation Movement chairman Zaffer Akbar Bhat, Muslim League chairman Hakeem Abdul Rashid, Kashmir Freedom Front chairman Syed Bashir Indrabi, Syed Salim Geelani chairman National Peoples Party, Peoples league chief Sheikh Yaqoob and Yasmeen Raja chairperson Muslim Khawateen Markaz, who quit the Mirwaiz group, have expressed their willingness to join the Hurriyat led by Syed Ali Shah Geelani, Ayaz Akbar, spokesman of Geelani said.

The defectors from the Mirwaiz faction have alleged that Mirwaiz-led Hurriyat had departed from All Parties Hurriyat Conference's 1993 constitution and become defunct over the years.

Spokesperson of Mirwaiz's Hurriyat, however, said : "These members wanted to be made part of the executive council and they were trying very hard for it. But they never expressed any disastifaction against the functioning of the party or the constitution and till yesterday extended their full support by implementing the programs of the organization. So it is quiet strange that all of a sudden instead of discussing their new found reservations with regard to the constitution, they decide to run to the press."

The Mirwaiz Hurriyat spokesman said, "There is definitely more to all this than meets the eye and very soon the actual reason of their quitting will be known to all."

"We have received a formal letter from seven leaders," Ayaz said. "But as of now, we are waiting for Syed Ali Geelani, who is to return to Srinagar on March 15." A day after Geelani's return, Ayaz said Geelani led Hurriyat advisory council or Majlis-e-shoora will meet to take a final call on admitting the members to the group.

Chairman of moderate Hurriyat Mirwaiz Umar has cautioned his supporters and appealed them to not pay heed to any "propaganda" and said that his faction "is the inheritor of the legacy of thousands of sons and daughters of the soil who sacrificed their lives and properties for the most noble cause of freedom and justice for the people of J&K."

Anna Hazare plans another anti-Land Bill protest

PUNE: Social activist Anna Hazare, who is opposing the controversial Land Acquisition Bill, is said to be keen on undertaking a fast in Delhi on the issue, but he is being dissuaded by activists from doing so on health grounds.

"Anna is very keen on undertaking a fast at Jantar Mantar in Delhi but in view of his health and hot climate we have requested him to refrain from the same," said Vishwambhar Choudhary, an associate of Hazare, here today.

Choudhary, who attended a closed-door meeting held by Hazare with like-minded organisations on the land issue here yesterday, told PTI that a country-wide protest was being planned to oppose the Bill, actual format and dates of the proposed agitation were, however, yet to be finalised.

The anti-corruption crusader, who in February staged a sit-in in Delhi opposing the NDA government's legislation terming it as " anti-farmer and pro-industrialist", might opt for a "jail bharo (fill prisons) or a "dharna" after undertaking a nation-wide tour, Choudhary said.

The septuagenarian Gandhian had a few days back also called for a public debate with Prime Minister Narendra Modi on the disputed clauses of the Bill, which had been passed by Lok Sabha with nine amendments.

Amit Shah, Rajnath to launch BJP Bihar poll campaign tomorrow

PATNA: BJP president Amit Shah and Union Home Minister Rajnath Singh would attend a party workers convention tomorrow to sound the bugle for Assembly elections to be held later this year.

"Our leaders Amit Shah and Rajnath Singh will launch the campaign for Bihar Assembly polls at the mega workers' convention tomorrow. At least three workers from each of the around 62,000 booths in the state will participate in it," state BJP president Mangal Pandey told reporters today.

Reacting to Kumar's remark that BJP has nothing to do with Ambedkar, Sushil said "A large number of people are seen at Manjhi's public rally. I don't know whether BJP will get their votes in the polls, but they will certainly teach Kumar a lesson as to who is a follower of Ambedkar."

On the process of merger of six Janata Parivar parties -- JD(U), RJD, SP, INLD, JD(S) and SJP, he said it was not aimed at developing Bihar, but to check BJP in the state.

"These kind of experiments have happened earlier also in 1977 and 1989. The Janata Party was formed and broken within one and one-and-a-half years," he added.

PM Modi meets top German business leaders in Hannover

HANNOVER: Prime Minister Narendra Modi today met top German business leaders here and told them about steps being taken by his government to ensure the ease of doing business in India.

The Prime Minister outlined the steps at a roundtable where the business leaders shared their views on how to improve the ease of doing business in the country.

Modi, who reached this northern German city from Paris, held the roundtable meet with CEOs from leading German companies like Daimler, Bombardier, Voith and Metro AG, on the first day of his three-day visit to Germany.

About 15 CEOs attended the meet followed by one-on-one meetings with Modi.

The Prime Minister told them he has already taken steps to ensure doing business and has identified around 80-90 things in this regard, sources said.

Giving an assurance to them, he said he was personally monitoring implementation of these steps.

Later speaking at another function, Modi said India presents vast opportunities as it was modernising and developing.

He particularly referred to opportunities in areas of manufacturing, infrastructure development, Ganges cleaning and solid waste management.

"Business is 1st in order of priority PM @narendramodi assisted by @CimGOI engages with German business leaders," tweeted External Affairs Ministry spokesperson Syed Akbaruddin.

"Movers & shakers of German economy/industry meet with PM," Akbaruddin tweeted.

Centre postpones recovery of farmer loans by a year

DEHRADUN: In a major relief to the farmers in Uttarakhand, the Central government today agreed to postpone recovery of loans from them by a year.

The announcement came after Chief Minister Harish Rawat called up Union Agriculture Minister Radha Mohan to apprise him of heavy damages incurred by the farmers in Uttarakhand due to recent unseasonal rains and hailstorms.

The Minister also agreed to take up the issue of waiving off a year's interest before Union Finance Minister Arun Jaitley, a state government statement said.

Informing about the steps taken to mitigate the farmers' losses, the Chief Minister said his government has announced a Rs 25 crore relief package and more funds will be released if needed be.

Rawat informed that Rs 5 crore each would be released for agriculture and horticulture sectors in a day or two.

The chief minister said the recovery of cooperative loans to the farmers have been postponed by six months and the state government has decided to pay the interest on these loans.

The state government has also decided to write off revenue, irrigation dues and power surcharge for farmers for the six months period of April to September, Rawat told Singh.

Telangana CM orders probe into killing of undertrials

HYDERABAD: Telangana chief minister K Chandrashekhar Rao on Sunday ordered a probe by Special Investigation Team (SIT) into the killing of five undertrial prisoners by police in a gunfight.

Rao instructed chief secretary Rajiv Sharma to issue orders on Monday appointing the SIT.

The chief minister has taken the decision keeping in view the doubts expressed by certain organizations and some individuals on the matter, said a statement from the chief minister's office.

Police had gunned down the five undertrials at Aler in Nalgonda district on April 6 when they were being brought to Hyderabad from Warangal central jail. Police claimed that they were trying to snatch weapons and escape.

J&K govt rejects Engineer Rashid's statement

JAMMU: The Jammu and Kashmir government today rejected the remarks made by independent MLA Engineer Rashid who had called for an apology from the Kashmiri Pandit community for "leaving Kashmir".

"I don't agree with that (Rashid's statement), we don't agree with that, they (Kashmiri Pandits) have no reason to apologise, they had to leave in a very unfortunate circumstances which we hope will never visit Kashmir again," Minister for Education Naeem Akthar told PTI when asked to comment on the remarks of Engineer Rashid.

Known for making controversial statements Engineer Rashid had yesterday demanded an "unconditional apology" from the Kashmiri Pandit community for "leaving" the Kashmir Valley.

Various Kashmiri Pandit organisations have strongly condemned the statement of Engineer Rashid. His comments have also invited fury of the social media users.

"The statement was condemnable and instead these leaders must apologise from the Pandit community for their irresponsible utterances," the All Parties Migrants Coordination Committee (APMCC) Chairman Vinod Pandit said.

Centre committed to cleaning all rivers: Javadekar

UDAIPUR: Union Environment Minister Prakash Javadekar today said the Centre was committed to cleaning the country's rivers on the lines of project on Ganga taken up by Prime Minister Narendra Modi.

"Prime Minister Narendra Modi took up the initiative of cleaning Ganga and now, under his leadership, we will clean all the rivers in the country," said the Minister, who inaugurated Sajjangarh Biological Park built here at a cost of Rs 22 crore.

The Minister called upon the people to save rivers and their tributaries.

He said Rajasthan would soon be turned into a "green state" with the development of more biological parks such as Sajjangarh. Javadekar said the Rajasthan government was also planning to develop a wildlife safari zone in the forests on the state's border for tourists.

"Took selfies with young friends at CNES. We were all trying to take the best selfie out there," Modi tweeted on his visit to the French National Centre for Space Studies (CNES) here on the second day of his trip to France.

Many students chanted "Modi, Modi" when he arrived at the space agency and assembled around the premier, who obliged them by clicking a selfie himself.

Lakhvi affair to affect Modi visit to China, Xi visit to Pakistan

BEIJING: India expects China to use its influence over Pakistan to resolve the delicate situation thrown up by the release of Zaki-ur-Rehman Lakhvi, the alleged mastermind of the Mumbai attack from prison, informed sources said.

"Any gesture from China is bound to have a very positive effect on negotiations during the Prime Minister's visit to Beijing next month," a source cued on government thinking told TNN. Both sides want to make the visit a big success and some political gestures can pave the path for smooth negotiations, he said.

India has also conveyed its expectation from Beijing to Chinese authorities, sources said. Though China is unlikely to publicly express its displeasure over the action of Pakistan, whom it regards as all-weather friend, Beijing can still use diplomatic channels to express its concern at Lakhvi's release.

The episode might also delay Chinese president Xi Jinping's visit to Islamabad because he would not want to be seen endorsing the Pakistani action, a Chinese expert said on condition of anonymity.

"It is a very complex issue. China wants good relations with both countries. But we don't want to be seen backing one against the other," he said. China is Pakistan's closet allay but Beijing needs India for its vast market and international influence,

Indian officials worry China will reiterate its old stance about not interfering in the internal affairs of other countries in order to keep silent on the Lakhvi release. China may also be afraid about angering extremist groups in Pakistan because some of them are known to instigate terrorism in the Chinese province of Xinjiang across the border.

Modi's success obtaining support from the United States and France on his stance over the Lakhvi release is also weighing on Chinese diplomats, sources said. This was evident as the government controlled CCTV aired India's concerns over Lakhvi's release and the fact that the US and France.

China is regularly compared with India in the western world, and Beijing's reluctance to take a stand on the Lakhvi issue may earn it minus marks.

Beijing would also avoid losing influence over Pakistan, which is a major market for Chinese made weapons and nuclear technology. The US this week initiated the process of selling $1 billion worth of weapons to Pakistan resulting in greater competition for China.

The former Punjab chief minister suggested that Sonia Gandhi must continue as the president of Congress. "Rahul should continue as vice president. Sonia Gandhi should be Congress president as she alone can keep it together," he said.

Amarinder also had a word for Rahul's detractors. "Don't write off Rahul yet. He is very hard working", the Congress leader said.

The Congress has been finding it hard to defend a long holiday taken by Rahul Gandhi, and some seniors in the party are questioning whether the scion of the country's most famous family is interested in politics.

Modi pays homage at war memorial for Indian soldiers in France

PARIS, Prime Minister Narendra Modi on Saturday paid homage at the Indian memorial at the Neuve Chapelle in France that commemorates Indians who sacrificed their lives in World War I.

The memorial on the outskirts of Neuve Chapelle in the department of Pas de Calais in northern France commemorates over 4,700 Indian soldiers and labourers who lost their lives on the western front during World War I and have no known graves.

The Indian national anthem was played as the Prime Minister stood in silence in memory of all those who are commemorated in the memorial.

After arriving in the northern French city of Lille from Toulouse on Saturday afternoon, Modi drove down to the memorial on what was a rainy day.

Earlier on Saturday, Modi visited the Airbus facility and the French space agency CNES in Toulouse.

V K Singh apologizes to media for 'presstitutes' tweet, with a caveat

NEW DELHI: Under fire for using the word "presstitutes" for the media, Union minister V K Singh on Saturday said he apologizes to journalists barring a small section of mediapersons who were carrying out a "motivated campaign" against him.

Arguing that he never used the word for the entire press, Singh said he believes that 90 per cent of the media is doing its job with responsibility.

"I apologize if the 90 per cent felt bad. I used the word for the 10 per cent and they deserve that word," Singh said here, claiming that there have been worst terms used by others for this 10 per cent media including "bazaaru" and "paid".

Singh, who was in Djibouti to oversee evacuation of Indians from Yemen, had on Tuesday compared the rescue operation from the war-torn country with his visit to the Pakistani mission recently, saying the evacuation was "less exciting". He later made snide remarks against a TV channel for playing up his comparison remarks.

"Friends what do you expect from presstitutes," the minister of state for external affairs said in a tweet late on Tuesday, adding that last time, the TV anchor thought there was 'O' in place of 'E'.

His remarks elicited sharp reactions from political parties as well as a media body.

The former Army chief also said that the media organizations should come together to set up an effective watchdog.

"It is time that the media itself seriously looked at creating an effective watchdog organization that has real powers. Today, the media's own credibility is at stake and unless there is effective internal policing, this problem threatens to go completely out of hand," he added.

Asked if he would suggest to the Information and Broadcasting Ministry to set up such a body, he said anything done by the government in this regard may be seen as impinging on freedom of press.

"This has to come from within the media - electronic, social and the print media," he added.

3 women allege rape by Armymen in Assam, 11 injured during protests

DIPHU (Assam): Eleven people, including nine security personnel, were on Friday injured when a protest against alleged rape of three women by Armymen in Assam's Karbi Anglong area turned violent with the protestors pelting stones at police prompting them to open fire.

Karbi Anglong superintendent of police MJ Mahanta said a mob of about 3,000 people gheraoed Dokmoka police station during the day demanding immediate arrest of armymen allegedly behind the rape of a woman and two young girls in the district and started pelting stones at security personnel posted there.

The mob, which also alleged inaction by the police, injured five policemen and four army personnel, Mahanta told PTI.

The security personnel resorted to lathicharge to disperse the mob, but when they refused to leave the area following which police opened fire in which two protestors were injured, he said.

A complaint had been lodged at the police station on April 8 alleging that some personnel of 8 Jat Regiment during search operations had raped the three on April 6 at Parkopahar area.

Mahanta said the case was under investigation and the Army personnel accused of the alleged rape have denied their involvement to the police.

Several social and political organisations had on Thursday submitted a memorandum to Union home minister Rajnath Singh through the deputy commissioner demanding immediate arrest of the Army personnel allegedly involved in the incident within 24 hours and withdrawal of Army from the area.

Senior police and civil officials have rushed to the spot as the situation in the area remained tense but under control, official sources said.

Meanwhile, several organisations of the district have jointly called a 24-hour Karbi Anglong bandh on Saturday to protest against the incident.

Lakhvi's release: India lodges strong protest, Pakistan blames New Delhi

NEW DELHI: India on Friday lodged a strong protest with Pakistan over the release of 26/11 mastermind Zakiur Rehman Lakhvi from jail even as Islamabad tried to put the blame on New Delhi.

Indian envoy in Islamabad met Pakistan foreign secretary to protest Lakhvi's release.

According to MEA, Islamabad has been told that this is the most negative development in so far as bilateral ties are concerned.

Indian envoy told Pak foreign secretary that Lakhvi's release has reinforced the perception that Pakistan has a dual policy on dealing with terrorists.

"Our high commissioner has registered our strong concerns with the foreign secretary of Pakistan at the release of a principal accused in the Mumbai terrorist attack of 2008," the external affairs ministry spokesperson said.

India has found strong backing from France on the issue with President Francois Hollande calling Lakhvi's release 'shocking'.

Pakistan, meanwhile, has reacted strongly to India's charges and has instead blamed New Delhi for Lakhvi's release.

"Inordinate delay on part of India in extending cooperation complicated Lakhvi's case and weakened the prosecution," Pak foreign office said.

"We respect the judicial process and are confident that it would serve the interest of justice," it said.

Lakhvi, who guided 10 LeT gunmen from a control room during the 26/11 Mumbai attack, walked free earlier on Friday after being under detention for six years.

55-year-old Lakhvi, mastermind of the nearly 60-hour siege, was released from Adiala Jail in Rawalpindi after authorities received the order from the Lahore High Court, setting free the LeT operations commander.

On Thursday, a Pakistani court had ordered his release.

Lakhvi's release not good for world, France tells Modi

PARIS: Terming the release of Mumbai attack mastermind Zaki-ur Rehman Lakhvi by Pakistan as "unfortunate", France on Friday said the development was not good for either India or the world.

The issue came up when Prime Minister Narendra Modi met a delegation of French lawmakers, led by national assembly president Claude Bartolone.

"One of the members of the French delegation said the unfortunate release of Lakhvi in Pakistan was not good news for either India or the world," external affairs ministry spokesperson Syed Akbaruddin told reporters while briefing on the meeting.

"The French side expressed solidarity with India on this," he added.

LeT operations commander Lakhvi was released from a Pakistani jail after spending nearly six years in detention.

The issue of Lakhvi's release came up in the context of discussions on cooperation in anti-terrorism and counter-terrorism, Akbaruddin said.

Responding to the French side's view, Modi told the lawmakers that the "concern you showed for India and the anguish you displayed indicates commonality of views".

He said India and France have common approach towards terrorism.

DGCA identifies seven key safety action plan to mitigate identified risks

PUNE: Directorate General of Civil Aviation (DGCA) has identified seven key safety priorities and developed corresponding safety action plan to mitigate the identified risks. One of the key safety priorities is to reduce "runway excursions and overruns".

The press statement issued by union ministry of civil aviation states that one of the factors leading to runway excursions is unstabilised approach which continue to landing. To emphasize this issue and develop action plan for reducing unstabilised approach which continue to landing, data for the year 2013 and year 2014 were analyzed and shared with the stakeholders during a meeting held on March 27, 2015. The study also points out that majority of unstabilised approaches have continued to landing, which mirrors the worldwide trend.

The aim of DGCA's endeavour is to encourage pilots to go around when approach becomes unstabilised. It also aims to reduce the number of unstabilised approaches by policy intervention and participation by all stake holders and fine tuning of training of pilots.

Earlier, DGCA has issued instructions in the form of circulars. Air Safety Circular 07 of 2004 prescribes speed control during approach (below FL100 and below 3000 feet and within 20 nm). The Operation Circular 2013 emphasizes on non-punitive policy towards Go Around. The Air Safety Circular 03 of 2010 requires the presence of cabin crew inside the cockpit and occupy the observer seat in the event if any of the flight crew member leaves the cockpit. The cabin crew in the flight deck will remain vigilant in case of subtle incapacitation of the flight crew member or any other situation that requires assistance. The cabin crew shall remain in the flight deck till such time the flight crew member returns to the cockpit.

Centre Plans To Upgrade 300 Medical Institutions to Colleges: Nadda

NEW DELHI: The Centre plans to strengthen medical education in the country by upgrading 300 medical institutions, Union health and family welfare minister JP Nadda said on Friday.

He added, 100 such institutions will be upgraded as medical colleges, which will add 10,000 new doctors every year.

Nadda said the government is making efforts to resolve regional imbalances in medical education facilities in the country. "The northern and eastern parts of the country still have inadequate facilities compared to southern and western parts," he said in a statement released from Thiruvananthapuram. Nadda was there to inaugurate various projects at the Government Medical and Dental Colleges.

Nadda said Kerala government has proposed four places to the Centre for the planned AIIMS in the state. "A central team would visit these places and take a final decision," he said.

Severe dearth of doctors and paramedical staff as well as monitoring of quality medical education are major challenges facing the health care sector.

The minister also underlined the need to give more emphasis for research and development in health sector.

Nadda said the success story of Hindustan Latex and Life Care Limited was a model for all public sector undertakings in the country. While most PSUs were seeking financial help from the Centre, HLL has been continuously making profit, he said.

"The fact that HLL exports its products to 170 countries is a matter of pride for the nation," he said.

He also visited the factory complex of HLL at Peroorkada.

AAP leader Atishi Marlena's letter to Prashant Bhushan and Yogendra Yadav

NEW DELHI: Aam Aadmi Party's former spokesperson Atishi Marlena wrote a letter to some senior party leaders on Monday in which she has virtually declared a parting of ways with Prashant Bhushan and Yogendra Yadav.

At a time when the party stands sharply divided between Delhi chief minister Arvind Kejriwal on one hand and Bhushan and Yadav on the other, Marlena's letter suggests that the leadership was close to arriving at a consensus but for Bhushan who backed out, not on the grounds of principle but because his father, Shanti Bhushan, said 'no'.

Dear All,

Regrettably, this letter will mark a change in our political engagement. It is being written to express strong disagreement with two people whom I hold in extremely high regard.

I don't think I have adequate words to express my respect and affection for Prashant ji - the man who can single-handedly challenge the might of the corporate-political nexus when in court, and also insist on giving you one of the two toasts on his plate during an early morning cup of tea when at home. Yogendra ji's clarity of thought and analysis of political processes have taught me a lot. Please do excuse me if what I am about to say seems harsh. But after our long journey, I believe it is important for me to tell you where I stand as we all chart our way forward.

I am cc-ing Prithvi, Vijay, Alok Bhai and Admiral Ramdas, as they have been a part of a larger process of dialogue with all of you, and with others; and have shared the heart-ache of all that has happened. I would want them to know what I have to say.

It has been a difficult journey for all of us. As an organisation, AAP has gone through its most difficult phase from May 2014 onwards. We were at a point where there were existential concerns about AAP, whether we would even survive as a political force, and today much of the credit for our survival and success should rightly go to Arvind. After the Lok Sabha elections, there were differences of opinion and approach. The tragedy of our party has been that those differences transformed into an individualised battle, which was marked by a complete breakdown of communication, reading too much between the lines, suspicion and mistrust.

Those of us who tried to remain neutral and tried to bridge this constantly growing divide found ourselves under the cloud of suspicion from all sides. I myself was accused by Prashant ji of having "lost my moral compass," by Shanti Bhushan ji of being "ready to give up my credibility for the attention and fame received from television appearances," by Yogendra ji of "being ready to change my opinion based on one phone call from Arvind" and by those close to Arvind of "being in the PB-YY camp and installing their people in key positions in Mission Vistaar." Yet, so many of us - including Prithvi, Vijay, Alok Bhai and even the Admiral - were ready to bear this emotional strain and take it in stride, because this was never about us.

I cannot but agree that there are short-comings in the organisational structure and processes of our party. And I cannot but agree that we need to be extremely vigilant to ensure that we don't fall in our ethical standards. As I have repeatedly said to Prashant ji, that his questions and concerns were always valid ones. What I did strongly disagree with was the style of bringing the organisation to the point of crisis, for the addressal of these questions. These issues needed to be addressed within the party, even if the pace was slow.

Yes, I was disappointed by the party's unwillingness to meaningfully dialogue on these issues, after the Delhi victory. But I was equally disappointed with Prashant ji's seeming keenness to immediately precipitate an organisational confrontation on these issues. In the last resort, the struggle for inner party democracy cannot supersede the struggle against communalism and crony capitalism. I believe it was an unforgivable mistake to take the fight for inner party democracy to its final confrontation.

On 22nd March, when Prithvi and Alok Bhai came to Delhi and their attempt at reaching an agreement failed, many of us on the side-lines feared that a bitter confrontation was inevitable and our movement would sustain irreparable damage. But all that changed; it changed when unknown to the public and our volunteers, Sanjay Singh made a remarkable effort, leaving no stone unturned for everyone to come to an agreement. He even offered to resign from the NE himself, along with the two of you. Amazingly, by the 26th, Sanjay Bhai had succeeded in bringing a consensus that promised a collective apology from the leadership of the party, time bound institutional changes under Prithvi's leadership and 6 new, neutral and credible members in the National Executive.

These were major steps forward. These steps would have paved the way forward for the very changed you talked about in the party. There could not have been a more credible and principled person than Prithvi to carry these changes forward. Yes, this would have meant the resignation of the two of you from the NE - but this was not about you.

When I found out the final reason for the refusal of this agreement by your side, I was appalled. Prashant ji - you refused to accept these terms because Shanti Bhushan ji said 'no'! The same Prashant Bhushan who can take on the strongest forces in this country, did not agree to something in the larger interests of the party, because his father said 'No'; because Shanti Bhushan ji said that he would leave the family home. Pardon a possible exaggeration, but I believe that this decision will go down in history as one of the gravest mistakes of our times.

Further, when Sanjay Bhai's consensus building broke down because of Prashant ji's actions, all of you repeatedly said in public that talks broke down on a matter of principle, that the other side was not serious about the negotiations. So when you presented a one-sided picture in the public domain and did not share this truth, people were misled to believe that the party was not ready to work on any of these issues. This is just wrong.

Today, AAP's image as a force for good lies in tatters barely a month after a spectacular triumph against impossible odds. We are being dismissed as just another party. And while we have made numerous mistakes - big and small - the events of 26th March showed that we are different. AAP supporters across the world will now not know of the extraordinary leadership of Sanjay Bhai and Prithvi who succeeded in building a consensus against an atmosphere where fatigue and emotion often got the better of reason.

The outcome of Sanjay Bhai's and Prithvi's efforts would have shown the public and our volunteers that this is still different party and a different movement, and that this movement still stands as a beacon of hope for millions across the country; that despite such deep differences and heightened conflict it was possible for the organization to move forward in a positive direction. Yes, some seriously wrong things have happened thereafter - such as the removal of Admiral Ramdas as Lokpal or the manner in which the national council meeting was conducted. There is no question that we need to be extremely careful that we don't go down the road of other political parties.

Yet I believe this could have been avoided because Sanjay Bhai's and Prithvi's action would have begun to cool the emotionally charged internal atmosphere that had been prevailing for so many months. This is not to be, at least for now, though I want to hope that it will happen soon. However, since both of you were not ready to accept the possible compromise within the institutional framework of the party, the tragedy is that any steps that you now take will effectively weaken the fight against the forces of corruption and cronyism. Every further escalation of these issues in the public domain by you, will lead to a response from the party and the conflict will keep growing and get uglier.

One of the reasons I joined AAP was because at the time Prashant ji's presence assured me that AAP will stay the course in the fight against crony capitalism and communalism. Today, I believe AAP is still that force and now Prashant ji may not be a part of this force, but standing against it.

I will continue to hold both of you in the highest regard, but I do not believe that our paths can be common any more. I do hope that they do not diverge to a degree that we may have to stand confronting each other.

"I may be thrown out of AAP soon," says Yogendra Yadav

LUCKNOW: Apprehending that he might be thrown out of party soon, dissident Aam Aadmi Party leader Yogendra Yadav on Thursday said that ills of traditional politics have infected the AAP which was founded to bring transparency and democracy in political system. "AAP was founded to bring alternative to traditional politics but what today it is being infected by individualism, greed for power, centralized authority and other ills," he said in a veiled attack at AAP convener and Delhi chief minister Arvind Kejriwal.

Yadav, who is touring the country to muster support for the proposed convention of rebel volunteers 'Swaraj Samwad' in Gurgaon on April 14, was in Lucknow on Thursday. After addressing supporters, he told reporters that he has received an overwhelming response from across the country and claimed prominent activists like Medha Patkar, Aruna Roy, Nikhil Dey, SP Udayakumar and Shanti Bhushan, besides 70 lok sabha candidates of AAP have confirmed to attend the convention. "So far, 3591 AAP members and volunteers have registered for the convention, of which 661 are from UP," he said. Asked if he has extended invitation to Kejriwal, he said that an open invitation has been sent to all.

Denying that he wants to form a new party and that the present `differences between him and Kejriwal' are actually struggle to take control of the party, Yadav said that whatever he and his colleague Prashant Bhushan have said so far, have also submitted in writing to the party and nowhere they have asked for any post or power. "Arvind bhai was and is national convener of the party, what we want is to keep the `soul' of the organization alive by reminding the top brass about the founding principals of AAP," he said.

When asked his meetings with expelled leaders and open criticism of top brass have been dubbed as `anti-party' by Kejriwal loyalists, Yadav said that `Swaraj Samwad' being held on Babasaheb Bhimrao Ambedkar's birth anniversary is not to break AAP but a `samwad' (discussion) to keep alive the principal of `swaraj' (power to the people) which made AAP different from others. "Discussion never breaks anything but joins it. However, the manner in which the March 28 meeting was conducted using bouncers and ouster of leaders without issuing show cause notice or waiting for their replies was an attempt to break the party," he said.

"Its a matter of pride for me to sit with people like Vishal Sharma who were ousted for opposing goondagardi in the national executive meet. Some more may be expelled later. I may also be thrown out for holding this press conference," he said.

Nearly 200 people took part in the Lucknow meeting. Yadav had addressed a similar meeting on April 7 in Chandigarh attended by over 700 volunteers. On Friday, he hold meeting in Mumbai. Yadav-Bhushan camp here claimed besides response from 27 states for the convention, around 100 Non-Resident Indian have also registered. The Swaraj Samwad facebook page has garnered more than 6,500 likes so far. The Swaraj Swamwad participation form states "Quest for alternative politics stands at crossroads today. We need to stop to think, to reflect and to plan our way forward. That is why we invite you for 'Swaraj Samvad' a dialogue to be held on the 14th of April."

AAP has already warned of strict action against those attending the meeting. Yadav and Bhushan were expelled from the party's National Executive along with Anand Kumar and Ajit Jha on March 28. It has already suspended UP leaders Rakesh Sinha and Vishal Sharma Lathe for openly coming out in support of Yadav and Bhushan.

Karnataka to implement internal reservation among Dalits

BENGALURU: Karnataka chief minister Siddaramaiah on Wednesday promised to implement the justice A J Sadashiva inquiry commission report on internal reservation and send it to the union government for approval.

He made this assurance after some dalit activists staged a protest during the Babu Jagjivan Ram memorial award function held at banquet hall at Vidhana soudha.

Addressing the agitators, Siddaramaiah, who is the thick of controversy over replacing him by a Dali CM said he would take it up soon.

Sadhashiva commission, which looked into methods of equitable distribution of reservation facilities among Scheduled Castes (SCs), has recommended internal reservation among the castes by broadly reclassifying all the 101 castes into four groups.

The commission had recommended reclassification of all SCs into four groups of right, left, touchables and other SC communities for equitable distribution of the overall reservation of 15 per cent that is being given to SC.

WSO urge Canadian PM to raise their concerns with Modi

AMRITSAR: While a few Sikh organizations have announced to hold parallel rally and protests during the visit of Prime Minister Narendra Modi in Canada others have called upon Canadian government urging to raise their concerns with Modi.

Legal Counsel, World Sikh Organization (WSO) of Canada informed TOI on Thursday that they had submitted a brief to prime minister Stephen Harper and foreign affairs minister Rob Nicholson outlining issues of concern in light of the upcoming visit of prime minister Modi.

"Specifically, we have expressed concern over escalating attacks on minority communities in India, particularly Christians and Muslims, continued attempts to marginalize the Canadian Sikh community by members of the Indian government through baseless claims alleging a rise in Sikh extremism and the intimidation and coercion of Canadian Sikhs by Indian officials in Canada with respect to the granting of Indian visas," he said.

He informed that the WSO had called on the government of Canada to follow the recent example of US President Barack Obama in insisting that India uphold freedom of religion for all its citizens, including religious minorities such as Christians and Muslims, who, according to WSO, had come under increased since Modi came into power last year.

Balpreet informed that they had also rejected India's claims of rising "Sikh extremism" as unsubstantiated and hails Harper's comments during his November 2012 trip to India, clarifying that violence or terrorism couldn't be confused with the right of Canadian Sikhs to hold and promote political views, including those that governments may find disagreeable.

WSO President Amritpal Singh Shergill said, "increased trade and economic ties between Canada and India are important for the prosperity of both countries."

However, he said Canada had a paramount duty as an international defender of human rights to encourage India to protect its religious minorities and to uphold freedom of religion.

"Silence is the greatest enemy of human rights, and our government has an obligation to ensure that it raises these concerns with world leaders whenever possible," he said.

HYDERABAD: Satyam scam convict B Ramalinga Raju is Khaidi no. 4148 in the Central Prison, Cherlapalli.

Ramalinga Raju who was convicted to seven years imprisonment on Thursday was taken to the jail on the city outskirts much after the time of admissions. Generally, all admissions have to take place by sunset. However, it is the discretion of the jail authorities to admit prisoners after following due procedures.

The prison authorities took some time to process the admissions before sending them into a block. All the convicts will be treated as ordinary prisoners as a petition on behalf of Ramalinga Raju to be treated as special class prisoner was rejected by the court.

Ramalinga Raju's brother, Rama Raju who was also convicted has been given Khaidi no. 4147, according to prison superintendent K V Reddy.

Indian, Chinese defence officials hold preliminary talks

BEIJING: Amid fresh reports of incursions by Chinese troops, top defence officials of India and China on Wednesday held preliminary talks to improve relations between the two militaries ahead of their Annual Defence Dialogue (ADD).

A high-powered Indian military delegation headed by defence secretary RK Mathur which arrived here on Wednesday held preliminary talks as the two sides had a wide agenda for the ADD besides exchanging views on a number of regional and global security issues of mutual concern.

The seventh round of the ADD will be formally held on April 10 and aims at improving military ties.

The talks between the top military officials were held ahead of Prime Minister Narendra Modi's visit to China expected to take place in the middle of May during which he would hold talks with Chinese President Xi Jinping on critical issues like the boundary dispute as well as forging closer trade ties with more Chinese investments.

Today's preliminary talks were held days after two recent face-offs between Indian and Chinese troops along the Line of Actual Control (LAC) in Ladakh in the same area where People's Liberation Army (PLA) had pitched camps in April, 2013, leading to a three week-long standoff.

According to Indian officials, the Chinese troops came to Burtse and Depsang areas in north of Ladakh, first on March 20 and then on March 28, apparently as part of attempts to reach the Old Patrol Point, the last established base of Indian security forces.

China says such incidents take place because of different perceptions of the LAC.

The two sides were expected to review the implementation of the Border Defence Cooperation Agreement (BDCA) reached two years ago to address aggressive patrolling by both sides along the disputed border.

Both the countries recently held the 18th round of border talks in New Delhi aimed at resolving the issue that was presided over by Special Representatives Ajit Doval and his Chinese counterpart Yang Jiechi.

The contention in the border talks lies in China's claim that the border dispute is confined only to 2,000 kms mostly in Arunachal Pradesh while India asserts that the dispute covered the western side of the border spanning to about 4,000 kms, especially the Aksai Chin area annexed by China in 1962 war.

Congress seeks V K Singh's dismissal

NEW DELHI: Congress on Wednesday demanded immediate sacking of Union minister V K Singh for his controversial "presstitutes" remarks against newsmen and targeted Prime Minister Narendra Modi for not taking any action against him.

"We are not going to rest till the demand is met. He should be sacked immediately. This is a highly condemnable remark against the media, which is the fourth pillar of democracy," Congress spokesperson Khushboo told reporters at the AICC briefing.

Asked what the party would do if Singh was not removed, she said, "We will first wait to see what action is being taken." Khushboo said what is lamentable is that the Modi government and the BJP is full of ministers and leaders and MPs ranging from Sadhvi Niranjan Jyoti to Giriraj Singh and Sakshi Maharaj, known for making controversial remarks.

Singh came under attack from several Congress leaders who slammed the minister of state for external affairs over his remarks. Singh's "statement shows utter intolerance and incapacity to hear any kind of criticism or dissent", the Indian National Congress said on its Twitter handle, quoting its spokesman Abhishek Singhvi.

Another party spokesman, Sanjay Jha, tweeted, "General VK Singh's choice of dreadful terms to attack Indian media is not just politically inappropriate but seriously lamentable."

"Generally speaking, BJP confesses that it is a lousy, bad guardian of Indian democracy. A direct assault on Indian media is no private matter," Jha said in another tweet.

Singh, who is currently in Djibouti to oversee evacuation of Indians from Yemen, had on Tuesday compared the rescue operation from the war-torn country with his visit to the Pakistani mission recently, saying the evacuation was "less exciting". However, he later made snide remarks against a TV channel for playing up his comparison remarks.

"Friends what do you you expect from presstitutes," he said in a tweet late last night adding that last time the TV anchor thought there was 'O' in place of 'E'.

His remarks elicited sharp reactions from political parties as well as a media body.

Former Union minister Manish Tewari said that what Singh has said is "completely reprehensible" and needs to be condemned in strongest possible terms. "It's an assault on the freedom of the Press," he said.

Targeting Prime Minister Narendra Modi over the issue, he said that had there been a sensitive Prime Minister, he would have "dismissed" the minister by now. "But since the Prime Minister and the Minister seem to share a similar mindset, I have no expectation out of the PM," he said, alleging this is a "completely fascist" mindset.

TN fishermen stage protest against move to implement Meena Kumari panel recommendations

KANYAKUMARI: Around 3,000 deep sea fishermen from the coastal villages of Kanyakumari district of Tamil Nadu staged a demonstration in front of the collectorate in Nagercoil on Wednesday to protest against the central government's move to implement the recommendations of the Dr Meena Kumari Commission.

The panel has recommended issuing of Letter of Permit to foreign vessels to fish in the Exclusive Economic Zone of Indian waters - 200 nautical miles off the coast. It suggested deploying 1,178 deep sea vessels, including the existing ones and an additional 270 vessels.

The protesters said the implementation of the panel's recommendations would wipe out the livelihood of traditional fishermen.

The protest caused a traffic block in the area. Police lathicharged the fishermen to disperse them. A fishermen, Carlos from Chinnathurai, suffered injuries in the melee.

All the commercial establishments were closed in the coastal hamlets, and fishermen didn't go for fishing.

Fisherwomen in Chinnathurai and Kollangode abstained from selling fish and carried out the ritual of boiling seawater in pots. "Through this ritual our fisher women symbolized that there will be nothing but seawater for fishermen once the committee's report is implemented. Our deep sea fishermen will lose their livelihood to foreign fishing vessels," stressed P Justin Antony of the Tamil Nadu Fishermen Development Trust.

"While being reluctant to provide minimum infrastructure for the fishermen, the central government is ready to facilitate foreign fishing companies to fish in Indian waters," said D Sharlin of Thoothoor.

"As deep sea fishermen, we don't have proper fishing jetties and other facilities. But the Centre seems to be interested only in helping foreign fishing companies," he said.

Joe D' Cruz, renowned author and fishermen think tank, urged the Centre to scrap the Dr Meena Kumari report. "Instead of supporting our deep sea fishermen by providing duty free fuel and infrastructure to store their catch on board and off shore, our government lets them down by implementing the recommendations of the Dr Meena Kumari panel. When so much focus is given on facilitating fishers to abandon destructive trawl netting along the Indian coast, such a move would deprive them of their resources once they set sail to deep seas," he said.

"When a change of policy in fishing is expected from the present government, it seems to follow the previous government's policies even more vigorously. This would destroy the livelihood of fishers along the coast", he added.

Cruz said the Centre should implement the recommendations of the P Murari Committee. The panel recommended revoking licences to foreign fishing vessels and providing infrastructure for local fishermen.

HAL's operations to be expanded: Manohar Parrikar

KANPUR: Defence minister Manohar Parrikar on Wednesday said the operations of the state-run Hindustan Aeronautics Limited (HAL) would be expanded to compete with global aerospace and defence equipment manufacturing companies.

He inspected the defence equipment manufacturing companies here and discussed with the units' officials the ways to increase quality and quantity of their products.

"We want to expand HAL so that it can take on the global defence equiment manufacturers. We'll be meeting with the company's officials and dicuss with them issues related to technology, quality and production," the minister said.

He said the government would endeavour to give the city - which has five ordnance factories, a HAL unit and an IIT - "the place it deserved in the defence industry".

The minister said the was no plan to privatize the Kanpur-based defence companies. "The government, rather, was devising ways to improve their efficiency and output."

Defence Research and Development Organisation (DRDO) has been asked to collaborate with the Indian Institutes of Technology (IITs) to conduct joint research programmes to help meet the country's defence needs, he added.

Modi thanks Sharif after Pak forces evacuate 11 Indians from Yemen

YEMEN: As Pakistan ferried 11 Indians whom it evacuated from strife-torn Yemen, Prime Minister Narendra Modi on Wednesday thanked his counterpart Nawaz Sharif for the "humanitarian gesture" and remarked that "service to humanity knows no borders".

"I welcome our 11 citizens who've returned from Yemen with assistance from Pakistan. Thank you PM Nawaz Sharif for your humanitarian gesture," Modi tweeted.

"Service to humanity knows no borders. Glad we helped many countries in evacuation from Yemen," he added. The Prime Minister noted that India too also extended help to Pakistan and other neighbours Bangladesh, Maldives, Myanmar, Nepal and Sri Lanka to evacuate their citizens from Yemen.

Sharif had on Tuesday offered to send the 11 Indians evacuated by Pakistani navy from Yemen by a special flight, which was readily accepted by India. They were airlifted from Karachi to New Delhi today.

Earlier on Wednesday, foreign secretary S Jaishankar also appreciated Pakistan, saying "it was a very positive, good, generous gesture... Pakistan took great trouble and we need to appreciate that."

The Indians were evacuated by a Pakistani Navy ship from Yemen to Karachi along with 171 Pakistanis.

Jaishankar said the crisis like in Yemen provides an opportunity for countries to work together as he noted that India too had evacuated 409 nationals of 32 countries, including Pakistan, Bangladesh, Nepal and Sri Lanka. "Different countries are helping out irrespective of nationalities," he said, adding India sees it as an opportunity to cooperate with each other while some may see it as "posturing".

India evacuates 232 foreigners including Americans, Europeans from Yemen

NEW DELHI: India has evacuated 232 nationals of 26 countries including US, UK, France and Sweden from strife-torn Yemen, foreign ministry spokesman Syed Akbaruddin said on Tuesday.

India has evacuated nationals of almost all its neighbours (Pakistan has pulled out 11 Indians) and taken in US, UK, German and Malaysian nationals among others.

On Tuesday, foreign ministry spokesman tweeted: "232 persons from 26 countries evacuated by India from Yemen. Efforts continuing," along with the list of the names of the countries that sought India's help.

He also tweeted saying India has accepted Pakistan's offer to fly back the 11 Indians, rescued by Pakistani warship PNS Aslat, from Karachi by special plane. On Monday, India evacuated over 1,000 (574 from Sanaa by air and 479 from Al-Hodeida by sea) executing a sophisticated air-sea operation showcasing its maritime power.

India is executing one of the most challenging rescue operations in Yemen.

India's decision to make Djibouti the operation's hub served the authorities well. People are being taken out of Aden, Sanaa, Al-Hodeida and Al-Mulala, ferried to Djibouti and thence by Air India planes and IAF C-17 Globemaster aircraft. Djibouti is a port and INS Mumbai, INS Sumitra and INS Tarkash are functioning there.

Foreign minister Sushma Swaraj has worked the phones with regional leaders and has been responding to rescue requests on social media. After PM Narendra Modi spoke to Saudi King Salman, New Delhi was allowed a 3-4 hour window during which its planes flew into Yemeni airspace to pick up evacuees from Sanaa.

"The clock starts ticking from the time we enter Yemeni airspace," said an official. Since Sanaa is at a height India can use only small planes like the A-321 and these can't be packed.

Until now, India has evacuated over 3,500 of its nationals.

Smugglers killing: NHRC issues notice to Andhra Pradesh government

NEW DELHI: Hours after 20 alleged red sanders smugglers were killed in an encounter in Andhra Pradesh's Chittoor district, the National Human Rights Commission has issued notices to Andhra Pradesh government and police seeking explanation.

The alleged red sanders smugglers were killed in firing by a joint team of special police and forest personnel in the Seshachalam forests of Chittoor district, Andhra Pradesh in the early hours on Tuesday. The act has also been criticized by the political parties in the state.

NHRC has taken suo motu cognizance of the reports that police and forest officials opened fire as the smugglers attacked them with stones, axes and knives.

NHRC member Justice D. Murugesan, who is camping in Thiruvananthapuram in connection with the camp sitting of the Commission, observed that incident involved a serious violation of human rights of the individuals and the opening of firing cannot be justified on the ground of self defence since it resulted in the loss of lives of 20 persons.

Accordingly, notices have been issued to the Chief Secretary and the DGP of Andhra Pradesh calling for report explaining the act of police and forest officials within two weeks, said a NHRC statement.

The Commission has also noted that this incident has taken place at a time when a similar incident was reported from the bordering districts of Andhra Pradesh and Tamil Nadu in the month of December, 2014 wherein Andhra Pradesh forest officials were seen physically torturing and assaulting a man in a naked position and reports are awaited from concerned authorities and the issue is under consideration of the Commission.

Fresh summons issued to Fabindia MD and CEO in Irani voyeurism case

PANAJI: After failing to adhere to the summons issued by the crime branch of Goa police, crime branch on Tuesday issued second summons to Fabindia managing director (MD) William Bissell and chief executive officer (CEO) Subrata Dutta to appear before the crime branch on Thursday in union HRD minister Smriti Irani voyeurism case.

Crime branch superintendent of police Karthik Kashyap told TOI that fresh summons have been issued to Bissell and Dutta to appear before the crime branch on Thursday at 10am.

The CCTV camera and digital video recorder (DVR) from the store has been attached by the crime branch and sent to the central forensic science laboratory (CFSL), Hyderabad, for analysis.

The four accused persons, who were arrested by Calangute police after Union HRD Minister Smriti Irani was filmed while trying out some clothes at an outlet in Candolim, were released on conditional bail on Saturday evening.
