Stricter visa norms for non-sponsored Pak cricket fans

NEW DELHI: Pakistani spectators, who would be visiting India without having local sponsors to watch cricket matches between December 25 and January 6, will have to follow stricter visa conditions than those who have sponsorship from friends or relatives.

They will not only have to enter or exit India at designated cities\post - Delhi, Mumbai and Chennai (by air) and Attari (by train or bus) - but also have to stay in designated hotels, which have been selected by the Board of Control for Cricket in India (BCCI).

Pakistani visitors without Indian sponsor will also have to report to local police at the special counters that would be set up at these hotels.

"The BCCI will suggest to Pakistan Cricket Board (PCB) the list of hotels along with tariff at each venue where the Pakistani spectators can be accommodated," said the minister of state for home affairs Mullappally Ramachandran in his written response to a Parliament question on Tuesday.

Others having Indian sponsors will, however, be able to enter or exit other cities like Kolkata, Bangalore or Ahmedabad using connecting flights. Since regular\existing visa procedure will apply to such visitors, they will be able to stay with friends or relatives or even make their own arrangements.

India and Pakistan will play two T20 ties in Bangalore (December 25) and Ahmedabad (December 27) and three ODI matches in Chennai (December 30), Kolkata (January 3) and Delhi (January 6). New Delhi has already decided to issue 3,000 visas to Pakistani spectators and an additional 300 visas to VIPs of that country to watch the matches.

The BCCI will send the required number of general tickets (1,000 for Delhi and 500 each for other four cities) and VIP tickets (100 for Delhi and 50 each for the other four metros) to its Pakistani counterpart as those who wish to apply for visa will have to produce the tickets for the matches along with hotel booking, return ticket by air, train or bus and a photocopy of the National Identity Card.

According to details of visa requirements (specifically designed for cricket fans for the forthcoming matches), Pakistani spectators will be given seven days visa if they plan to watch two consecutive matches and up to 15 days visa if they plan to watch more than three consecutive matches. The willing visitors are expected to apply through PCB's designated travel agents "at least seven days prior to the commencement of visit to India".

Enlisting the modalities that are required to be fulfilled by those Pakistani spectators who would be visiting India "without the sponsorship from an Indian national", Ramachandran said the point of entry/exit would clearly indicated in the visa application form and would be endorsed on the visa sticker.

"The visa for the spectators would be issued for the specific places as per the tickets issued to them and for the specific period plus journey time. The visa would be non-extendable and visit of additional places would not be allowed," said the minister.

This is the first time that India has put out such a strict visa rule for those Pakistani spectators who would be visiting India without having a local sponsor. The precaution is understandable since security agencies do not want to take any chance, keeping in mind how Lashkar-e-Taiba (LeT) terrorists and 26\11 Mumbai terror attack accused - Sajid Wajid alias Sajid Mir and Major Abdur Rehman - had taken advantage of a cricket match in Mohali for entering India in 2005 when they did reconnaissance for future terror targets.

The duo had come to India to watch cricket match in Mohali, but gone to Mumbai, Delhi and other cities to look for the LeT's terror targets.
