Raja Bhaiya's clout: Six district police chief in Pratapgarh in 12 months

LUCKNOW: Pratapgarh district, which is in the news these days for brutal killing of deputy superintendent of police (DSP), Zia-Ul-Haq, has witnessed six superintendents of police in past 12 months after Samajwadi Party (SP) came to power.

The district is considered as stronghold of independent MLA from Kunda and former minister in the Akhilesh Yadav government, Raghuraj Pratap Singh alias Raja Bhaiya, who is also an accused in the DSP murder case.

Sources said that the six superintendent of police, who are district police chief, were transferred in a short span because none of them could compromise with Raja Bhaiya's diktats beyond a point.

Deepak Kumar, who was the superintendent of police when Raja Bhaiyya became minister on March 15, 2012, was transferred on March 28.

He was replaced by Shalabh Mathur. However, Mathur was given marching orders on May 16, 2012 within 50 days of joining. After Mathur, Om Prakash Sagar was posted in the district but was shunted out within 44 days on June 29. Kiran S replaced Sagar and worked till February 13 before being transferred. After him Anil Kumar Rai was posted as SP but was replaced with LR Kumar following the murder of the DSP.

These transfers show the clout Raja Bhaiya enjoys. When accused by Haq's widow of conspiring to kill her husband, Raja Bhaiya in his defence had said that had he been 'not in good terms with Haq', he could have easily got the officer transferred instead of killing him.

DSP Haq was in charge of Kunda block. He was brutally killed on March 2 at Balipur village where he had gone to control violence which erupted after the killing of the village pradhan Nanhe Yadav. Haq was attacked by a group of people and killed. Eight policemen escorting him fled the scene. Later, slain pradhan's brother Suresh was also found dead with bullet injuries. Police said that the pradhan was killed due to enmity over election rivalry. The case, however, is now been probed by the CBI.

The CBI has taken custody of Raja Bhaiya's two associates Guddu Singh and Rohit Singh. Raja Bhaiya, Om Srivastava and Gulshan Yadav have also been named in the FIR for allegedly conspiring to kill DSP. The CBI has also taken into custody two persons named in the murder of Nanhe Yadav and has recovered Haq's service revolver missing since his death.

Haq's widow Parveen had claimed that her husband never went to meet Raja Bhaiya, as per the 'tradition' in Pratapgarh, and refused to compromise. Haq had prepared Raja Bhaiya's crime history sheet and was probing the riots which occurred in the district last year. Several followers of Raja Bhaiya were reportedly named in the investigation report. Raja Bhaiya, however, has rubbished all allegations.

Raja Bhaiya belongs to the family which once ruled the Beti princely estate in Pratapgarh. His word is said to be the law in the area. He was forced to resign from the post of minister after his named figured in the FIR. He is also facing two CBI inquiries — one in connection with the mysterious death of a police officer RS Pandey, who raided Raja Bhaiya's house in Kunda and arrested him in 2002 during Mayawati rule, in an accident and another on the multi-crore food grain scam. Raja Bhiya has been winning assembly election from Kunda since 1993. He has been minister in the BJP governments led by Kalyan Singh and Rajnath as well as Mulayam Singh Yadav led SP government.

Raja Bhaiya has been arrested twice in the past, each time during Mayawati's rule.
