Directing the police to register a case in three days, commission vice chairman Raj Kumar Verka has asked SSP, Kapurthala, to file an affidavit why a case was not registered even though the girl had submitted a written complaint.
The girl, who is 17 now, was resident of Kapurthala district and was reportedly "married' in Batala and police at both the places had been citing jurisdictional reasons for not registering the case.
In presence of the girl, Verka said that her uncles, Mehnga and Barkat, married her off to one Lakhbir Singh of Tandoi village in Batala three years back.
The girl had alleged that she was also facing harassment at the hands of her in-laws' family. When she protested, she was told that they had spent Rs 70,000 in "buying" her.
She said that she somehow escaped from there and had been complaining to police, but no action was being taken. She said that her parents had died and she was living with her uncles, who sold her.
