On the second day of monsoon session, the house witnessed uproarious scenes as the Congress MLAs, clad in black clothes, sought to stall the proceedings right from question hour, accusing BJP government of having failed to provide security to the Congress parivartanyatra that was attacked by the Maoist rebels. Speaker DharamlalKaushik had to adjourn the house twice during the question hour.
Even after the house assembled at noon, Congress members continued to raise the issue of Bastar massacre with Mohammad Akbar (Congress) seeking a ruling from the speaker on how he had expunged various statements made by the Congress MLAs while paying homage to the departed leaders on the opening day of monsoon session. But the speaker opined that he would give a ruling if the Congress was ready to participate in the proceedings.
As the speaker took up the business listed for the day despite slogan-shouting by Congress members, agitated members moved into the well of the house, raising slogans-thus attracting a provision of state assembly rule which provides for automatic suspension of those members who try to disrupt the proceedings by reaching the well of the house. Announcing the suspension, speaker named the Congress members and asked them to go out of the house. However, the MLAs remained within the house and continued to sloganeer.
The house proceedings were drowned in the din as Congress legislators were raising slogans accusing chief minister Raman Singh and his government of being 'hand-in-glove' with the Maoists.
Speaker Dharamlal Kaushik rushed with the proceedings during which the house transacted its business, including passing of eight government bills, without a debate.
Later, the house was adjourned for the day.
