PANAJI: Goa chief minister Manohar Parrikar did it again! He ridiculed UPA minister Kapil Sibal's brainchild Right to Education Act for the second time in less than three months, this time at a meeting with parents on Wednesday to calm opposition to extended school hours in Goa.

"You can be promoted to a higher class, even if you have scored zero. Thanks to Kapil Sibal," Parrikar said.

Regretting his statement the very next second, Parrikar told parents, "I should not have said that actually. But I know of cases where students challenge teachers saying that they cannot detain them in the class."

In May this year, the Goa CM had called RTE a 'foolish policy' directly making a reference to Sibal for its formulation.

On Wednesday, he clarified in his interaction with parents that the school timings in Goa have been extended by half an hour not based on RTE requirements. "Forget about the RTE. If I go by the RTE, all of you (parents and teachers) will be in big trouble. The school timings have been extended because Goa has the lowest school hours in the country and we were not able to complete the required 220 instructional days. Some schools could only achieve as low as 160 instructional days," he said.
