Khurshid, Sibal at odds over US snooping

NEW DELHI: The information technology ministry does not share external affairs minister SalmanKhurshid's perception that the US National Security Agency's covert program to spy on internet communications across several countries, including India, amounted merely to a "study of patterns" and not "snooping".

"We do not know the nature of data or information sought (as part of Prism). Even the external ministry does not have any idea," telecom and IT minister Kapil Sibal told TOI. While refusing a direct comment on Khurshid's statement, Sibal said he would rather wait to know the exact nature of data mined by the NSA before articulating his views. "Let the external affairs ministry first find that out," he said.

Khurshid had on Monday sought to play down the concerns over Prism, even as foreign media reports claimed it was used to eavesdrop on diplomatic missions of 38 countries in the US, including the Indian embassy in Washington DC.

"I don't think we should be raising it to such a high level...that it becomes a matter of serious question. It (Prism) is only a computer study of patterns - meaning destination. It is not snooping," he underlined from Brunei, where he was to attend meetings with the Asean countries.

"This is not scrutiny, and access to actual messages. It is only a computer study and a computer analysis of patterns of calls," Khurshid claimed.

India had said earlier that it would be "unacceptable" if it is revealed that the cyber snooping by US had infringed on the privacy laws of Indian citizens.

According to Khurshid, India's concerns were raised during US Secretary of State John Kerry's visit here last week. "There are issues that America is looking at..Kerry and (US President Barack) Obama have clarified, there is some information that they get out of scrutiny and they use it for terrorism purposes. "As far as we are concerned, there are no issues at stake," he added.

Latest media reports claim US spies eavesdropped on European diplomats in EU buildings in Washington DC. AGerman magazine Der Spiegel reported that computers were also hacked so the US had access to computer files and emails.

The latest disclosures come days after American whistle-blower Edward Snowden exposed the massive data mining by NSA using its top-secret Prism program, causing a major among millions of net users as well as the countries subjected to surveillance.

India on Tuesday rejected an asylum request from Snowden, currently sheltered in the transit zone of Moscow airport.
