MYSORE: The bypoll to legislative council on Thursday could decide the realignment of political forces with opposition fighting collectively to take on Congress at CM Siddaramaiah's turf.

The straight fight between Congress and KJP, which is backed by JD(S) and BJP, could decide the nature of alliance at the Mysore city corporation, which has emerged a fractured house after February polls to the civic body. With KJP fighting the bypoll seriously with its leader and former CM BS Yeddyurappa canvassing hard even as Siddaramaiah left it to the local leaders, the bylection from the Mysore local authorities' constituency has assumed significance. The segment is spread over Mysore and Chamarajnagar districts. Congress has fielded R Dharmasena while KJP has fielded US Shekhar. An independent, Ayub Khan, is also in the fray.

The seat fell vacant following the resignation of BJP's KR Mallikarjunappa, who won the polls in December 2010. He resigned to contest from the Chamarajnagar assembly segment on KJP ticket. The term of office for the new member will be on till December 2016.

On Wednesday, the district administration deputed 736 polling staffs to the 368 polling stations set up in Mysore and Chamarajnagar districts even as it has reserved 144 staff. 7,010 elected members from the local authorities including the gram panchayats have got the voting right. Polling booth set up at the mysore city corporation is the biggest among the 368 polling stations. Along with the staff to conduct the poll smoothly, the returning officer and DC C Shikha has drafted one staff each from the local bodies where the elected representatives will vote. This is to identify the voter. Of the 368 polling booths, 150 are marked as 'hypersensitive'. Mysore with 96 hypersensitive polling stations tops the list.

The polling staff picked up the polling materials and left to the polling stations assigned on Wednesday. The voting will be held between 8am and 4pm, Shikha stated. The DC has banned use of cellphones or cameras inside the polling stations and asked the presiding officer to impound them. She has appointed 25 micro observers to monitor the polling activities -- 15 in Mysore and 10 in Chamarajnagar.

Meanwhile, independent candidate Ayub Khan has complained to the DC that efforts are on to mislead the voters to cast single vote arguing that casting more than one vote make it invalid. It is preferential voting and the voters can cast three votes. But some are misleading the voters, he has said in a complaint.

However, DC has said the voter can cast three votes marking their preference. The voter has to mark numerically their choice and not write it, she stated. The voter has to use the pen supplied at the polling booth to mark their preference.
