ICSSR seeks accountability from 25 research institutions

NEW DELHI: Indian Council of Social Science Research, which funds 25 top social science research institutions in the country like Centre for Policy Research, Institute of Economic Growth and Centre for the Study of Developing Societies, has sought a series of clarifications on their functioning.

Sources said the ICSSR move has been necessitated due to great deal of diversity in their Memorandum of Association, eligibility criteria for appointment of faculty and director and their recruitment and promotion rules. "Only three institutions - CPR, IEG and CSDS - get 90% funding from ICSSR. For the rest, there is a great deal of variation in funding. Even their MoAs are different," a senior ICSSR official said, adding an effort was being made to bring some uniformity in their functioning.

ICSSR has sought the total number of permanent/temporary posts sanctioned for academics/non-academics for which government funds are utilized and how many of them are approved by the government. The research institutions have also been asked to spell out the eligibility criterion for different academic posts and their pay scales. They have also been asked to give details of academic posts which are outside the purview of UGC regulations. ICSSR has also asked if the policy of reservation for SC/ST/OBC is being followed by these institutions.

On the academic side, each institution would have to give their research output in terms of research papers in peer reviewed journals, books and monographs. As for students affiliated to these institutions, ICSSR wants to know how it works for those enrolled for MPhil/PhD.

Each of the research institutions have been asked to give eligibility criteria of the head of the research institutes, the process of director's selection, the composition of the search-cum-selection committee and the scale of pay of the head of the institution. As for salaries, they have been asked to specify whether the scales of salaries and allowances of the staff of the institutions are sanctioned by the council from time to time with the approval of government of India.

These institutes will have to furnish annual reports and state whether their account is audited by the Comptroller and Auditor General. Since very few of these institutions are entirely funded by the government, ICSSR has asked for details of other sources of funding.
