Ansari was speaking in a Conference on Federalisms and Localisms at OP Jindal Global University, Sonipat.
While pointing out the finding of Expert Committee, which was constituted by the Central Government to examine how Panchayats can be leveraged for more efficient delivery of public goods and services, he said that despite the unprecedented progress made in the scale of operations, the reason for 'the slow and halting pace and pattern of Panchayat Raj is a lack of political will to proceed with the Constitutional schema.'
He said that the situation is indicative of galloping federalism and crawling localism, a situation in which there is a propensity to acquire power at one level and a reluctance to concede it to other levels. He said that federalism requires flexibility, cooperation, tolerance and accommodation of political, societal and economic complexities. In this regard, we need fresh ideas and new suggestions from scholars and practitioners, he added.
Speaking at the International Conference, the Haryana chief minister, Bhupinder Singh Hooda, said that the Centre and states must work together for the benefit of the nation as a whole.
Non-interference by the Centre in the functioning of states and support and coordination from the Centre to facilitate their progress on the path of development are vital for servicing federalism, he said.
Other prominent personalities present on the occasion included Governor Haryana Jagannath Pahadia, Member of Parliament, Mani Shankar Aiyar, Chancellor, OP Jindal Global University, Naveen Jindal, Secretary- General, Europaeum, Dr. Paul Flather.
