Parrikar, who is also Goa home minister, told the media that he had ordered a suo motu "preliminary enquiry" into the charges leveled against Tejpal by his own journalist. Admitting that the survivor had not filed a complaint in Goa, he said a preliminary enquiry does not need a complaint.
"Since a criminal offence was committed in the jurisdiction of Goa, we are required to investigate regardless of whether there is a complaint or not," Parrikar said.
The chief minister said the next course of action will depend on the report of the preliminary enquiry. While a prima facie case against Tejpal has been made out, police are collecting evidence and may also call the survivor to Goa if required, Parrikar said.
"The letter which the girl has written to her office indicates that there was an attempt to rape or it may have happened," he said.
The chief minister also said that if the girl files a police complaint then the state government will proceed with full force in this case.
