NEW DELHI: The group of ministers (GoM) looking into issues relating to bifurcation of Andhra Pradesh on Tuesday held consultations with political parties from the state on its terms of reference.

The first half of the deliberations saw one-on-one meetings with BJP, CPI and AIMIM - all backing the creation of new Telangana state - during which the BJP sought a definite timeline as to when the new state would become a reality and All India Council of the Union of Muslims (AIMIM) opposed any move to bring law and order or land revenue administration in Hyderabad directly under the Centre.

The CPI, while supporting making Hyderabad the joint capital of Telangana and Seemandhra for 10 years, said the due procedure for creation of a new state must be followed and lapses in its terms of reference of the GoM, suitably addressed.

The GoM consultations with political parties got off to a start with a meeting with AIMIM representative Asaduddin Owaisi at the North Block office of Union home minister and GoM chairman Sushilkumar Shinde.

Owaisi, an MP from Hyderabad, told reporters that Hyderabad as a common capital or Union territory was not acceptable to his party. He also explained to GoM that keeping law and order in Hyderabad and other subjects with the Centre would be impractical and unconstitutional.

Owaisi demanded that a part of Hyderabad be made an interim capital of the two states with a clear timeframe to develop a new capital of Seemandhra.

The MIM chief, who submitted a supplementary memorandum to GoM, termed as 'absolute rubbish' that Seemandhra (Rayalaseema and coastal Andhra) people living in Hyderabad would face a threat after bifurcation.

Demanding protection for Muslims and Christians in Telangana, Owaisi claimed that they and not Seemandhra people face threat as Sangh Parivar and BJP would grow stronger in the separate state. He also sought inclusion of Ananthapur and Kurnool districts in the proposed separate state he prefers to call Rayala-Telangana.

Andhra Pradesh BJP president and MLA G Kishen Reddy said, "We will support the Telangana Bill, but the interests of the Seemandhra region must also be kept in mind." CPI leader about Haribabu asked the Centre to follow the due procedure and address the lapses in the bill.

All three parties also urged the Centre not to make Hyderabad a Union Territory. The GoM is meeting representatives of other political parties including Congress, which is split along regional lines, and TRS later in the day.

While TDP led by former chief minister N Chandrababu Naidu has boycotted the GoM deliberations, YSR Congress Party of Jaganmohan Reddy has decided to oppose the creation of Telangana.
