Telangana GoM discusses Hyderabad and water sharing issues

NEW DELHI: The Group of Ministers on bifurcation of Andhra Pradesh on Thursday discussed various matters relating to its terms of reference, including the Hyderabad issue, revenue-sharing and water-sharing, but put off a decision until wider discussions with secretaries of the concerned ministries, Andhra parties and Central ministers from the state.

These discussions have now been scheduled over the next 10-11 days. Union home minister Sushilkumar Shinde, who heads the GoM, announced after the meeting that the ministerial panel will hear secretaries of various ministries dealing with issues concerning the bifurcation on November 11, followed by one-on-one meetings with representatives of Andhra parties on November 12 and 13. The GoM will also meet Central ministers from the state on November 18 to hear their views.

Sources in the home ministry said the November 11 meeting with secretaries of various minstries will help the GoM understand their respective proposals on matters like making Hyderabad a joint capital, setting up educational institutes in Seemandhra, water sharing and irrigation, revenue sharing, splitting of cadre and protection of employment opportunities for Seemandhra youth. All these matters were reviewed by the GoM on Thursday. The GoM also saw petroleum minister Veerappa Moily and rural development minister Jairam Ramesh making presentations on bifurcation of natural resources.

The consultation with secretaries will be followed by one-on-one meetings with the Andhra parties on November 12 and 13.

"We will meet one or two representatives of each party, preferably one, for 20 minutes each," Shinde told reporters soon after the GoM meeting.

Though Congress, BJP, TRS, CPI and Loksatta have responded to the Centre's invite, TDP, YSR Congress and CPM have indicated their reluctance to any deliberations on bifurcation, citing their unflinching stand for a unified Andhra Pradesh.

On November 18, the GoM will hear all Central ministers from Andhra Pradesh, including those from the Seemandhra region. Incidentally, Seemandhra ministers, who met GoM members P Chidambaram and Veerappa Moily on Thursday, were assured that their concerns would be addressed by the GoM.
