BANGALORE: The Karnataka government will not dump foreign junkets by legislators but plans to regulate them in future. This comes after a proposed South American study tour by 30 MLAs of the state led to controversy.
Speaker Kagodu Thimmappa is said to have convened a meeting of legislative assembly secretariat officials on January 2 to discuss the future course of action on foreign tours.
Both Thimmappa and legislative council chairman DH Shankaramurthy have maintained that foreign tours undertaken by the legislators cannot be stopped immediately, but some kind of regulations need to be brought in place.
A senior secretariat official said submission of study report will be made mandatory for the touring committee. "Besides being a privilege, the foreign tour programme was charted out scrapping the all-India tour scheme. Each legislator through their legislative committee was entitled to go an all-India tour thrice with flight and good facilities. This was scrapped and converted into one foreign tour in their term," he said.
"In future, there will be less scope for jolly trips and more onus on study and purpose of the tour," he added.
During the meeting later this week, Speaker is likely to constitute a team or assign a task to reputed universities or educational institutions to submit a report on ways and means of making legislators' foreign junkets effective in terms of constituency development or benefits to the state.
While chief minister Siddaramaiah reiterated that neither he nor the government can intervene in the functioning of the legislative committees, KPCC president G Parameshwara backed the junkets. Parameshwara said there was nothing wrong in legislators undertaking foreign tours, but added that the timing should be appropriate. Siddaramaiah said he will hold talks.
