Statements of several surrendered women Maoists in Odisha, Chhattisgarh, Bihar and other states reveal instances of sexual assault and forced marriage in Maoist camps. "This not only includes rape, physical assault by Maoist commanders but also swapping of wives of other cadres who are lower in grades," a senior police official told TOI.
In Chhattisgarh, there are also instances of women Maoists deployed as bodyguards to commanders being physically molested and exploited. Maoist leaders like Ganpathy, Sonu alias Bhupathi, Ramchandra Reddy, Sukhdev alias Gudsa Usendi and Prabhakar, who are all married to women of almost equal rank, have been exploiting women cadres who are either spinsters or wives of other Maoists, surrendered women cadres in Chhattisgarh said. Teenagers were being raped and assaulted.
They mentioned that the issue was raised several times and proposals were put up against exploitation during the party meet with other senior Maoist leaders. "But the complaints fell on deaf ears or were hushed up by the commanders," says the statement.
In fact, when women Maoists conceive, they are forced to undergo abortion against their will, they are not allowed to give birth to children as they believe, it could mar their capabilities, the police official said. During several search operations in the Maoist-affected areas, security forces have recovered large number of pregnancy test kits, condoms and contraceptive pills which authenticate the statement.
Shobha Mandi, 25, who was an area commander in Jhargram and had surrendered before Jharkhand Police, has also mentioned in her recently published book 'Ek Maowadi ki Diary' (Diary of a Maoist) that women cadres are forced to have sex with senior commanders and are beaten if they protest. She mentioned that she had to undergo same pressure and assault resisting which she surrendered.
The senior police official said that initiatives were being taken to revamp existing rehabilitation policy of surrendered Maoists so that could be persuaded to surrender and join mainstream society. Also frustration due to their lifestyle, isolation from family, spending life in hideout has led to differences among the Reds, the official added.
Maoists may intensify attacks on security forces
An Intelligence Bureau advisory said Maoists may intensify attacks on security forces as they are observing Peoples' Liberation Guerrilla Army week from December 2-8 in honour of slain leaders of CPI (Maoist). They may target police stations, camps and also disrupt vehicular movement. Forces were told to be more cautious and follow standard operating procedures (SOPs). Naxal pamphlets and posters were seen at some places in Narayanpur and Bijapur districts of Bastar region, appealing the cadres to observe the week. Naxals may hold meetings and gatherings during the week to spread their propaganda, besides recruiting youths.
