"When we launched the National AIDS Control Programme-III, the government's contribution to the programme was only 12.3%. But with NACP IV, the domestic funding has increased to 67%," said Dr B B Rewari, who is the national programme officer with Naco (National AIDS Control Organisation).
The percentage of local funding has increased mainly due to the fact that foreign funding is no longer available. In fact, the Planning Commission has earmarked Rs 13,400 crore for the next five year for HIV\AIDS control. "The AIDS control programme is one of the most successful health programmes of India. Every rupee that is allocated to it is spent in a transperant manner," said the official.
A big chunk of the budget allocated for HIV\AIDS control will be dedicated to advocacy or creating awareness about the disease. "We have to remember that 99.7% of India is not infected by the disease. We have to keep it that way. Hence, 60% of the budget will continue to be spent on advocacy," said Dr Rewari. Around 24% of the budget is spent on providing care, support and treatment.
