RAIPUR: In a major post-poll attack, 15 people, including six personnel of Central Reserve Police Force (CRPF) and nine civilians, were killed on Saturday when Maoists blew up an ambulance and a bus in two separate incidents in tribal Bastar region of Chhattisgarh.

Maoist guerrillas first triggered a powerful blast, targeting a bus when a polling party was returning, at village Kutulnar between Kutru and Gudma in Naxalite-affected Bijapur district. Seven members of the polling party were killed in the blast and subsequent firing, while five others were injured.

Within an hour, rebels struck again and blew up an ambulance, killing six CRPF personnel, a medical attendant and a driver on the spot in Darba on Jagdalpur-Sukma National Highway 30. The incident took place at Kamanar region in Darbha area.

Additional director general of police (Naxalite operations) RK Vij said, "Six polling personnel died on the spot after the landmine blast while another person died on way to the hospital. Other injured were admitted to hospital at Bijapur and those critically injured were airlifted to Raipur."

The CRPF personnel, who belonged to 80th battalion, have been identified as inspector MK Rai, assistant sub-inspector Kanti Bai, head constable Sitaram and Umesh, constable Dinesh and a civilian Vasu Sethiya.

Changing their guerrilla attack tactics this time, Maoist rebels have targeted poll party while they were returning after polls. Earlier, they would attack polling parties and security forces before polls or on polling day in an effort to disrupt elections.

However, Maoists could not succeed in their designs during both the November polls and during April 10 polling for Lok Sabha constituency in Bastar because of successful area domination by security forces.

Security experts told TOI that once polling is over in a constituency, poll parties and security forces tend to become complacent over security and rebels used the situation to their advantage to strike at them at an unsuspecting area.

Quoting standard operating procedures, they said, security personnel deployed in troubled areas of Bastar are not supposed to use vehicles in view of possibility of landmine attacks. However, security personnel—who mostly belong to other states and unfamiliar with the terrain and situation, normally get easily exhausted due to heat and humid conditions of forested areas of Bastar—forcing them to board vehicles passing through the area. Rebels keep track of movement of forces in vehicles and target them.

Similar situation had led to the attack on ambulance on Jagdalpur-Sukma national highway 30. CRPF personnel, who were part of a road opening party, had used a 'Sanjeevni 108' ambulance service to return to their base as they were exhausted after a road opening exercise in the region. Maoist guerrillas got specific information about the movement of CRPF personnel in an ambulance, which led to the blast and killing of six CRPF men, a medical attendant and a driver.

Meanwhile, top intelligence sources said police authorities in tribal Bijapur were timely alerted on Friday about the movement of Maoist guerrillas in an around Kutru area in Bijapur but the polling party, travelling in a bus, fell victim to the attack. Reports said no security personnel were present in the bus. Circumstances indicate that only one of two Maoist cadres was involved in the landmine blast targeting the ambulance. Unlike the usual practice, rebels did not take away weapons from the dead CRPF personnel.

Chief minister Raman Singh has strongly condemned the killings describing it as an act of cowardice. A group of BJP and its youth wing members took out demonstrations and burnt effigies of Naxalism at different places protesting against killing of innocent people.

Employees at collector's office staged a protest at collectorate premises, protesting against the killing of polling parties.
