NEW DELHI: Amid reports of strong preference of non-Telugu 'babus' for Telangana, a central advisory committee — looking into strength and composition of IAS, IPS and IFoS (Indian Forest Service) in two successor states — has decided that the existing cadre strength of Andhra Pradesh to be bifurcated without any change in the overall cadre strength.

'Babus' of these All India Services will, therefore, be bifurcated in the ratio of 13:10 for residual Andhra Pradesh and Telangana which is the ratio of number of districts in the newly formed states.

Instead of giving preferential treatment to them, the committee has indicated to follow the principles of shifting them on the basis of their batches. Accordingly, all the batches will be divided keeping in mind the agreed ratio.

The six-member committee, headed by retired IAS officer of Bihar cadre and former Central Vigilance Commissioner (CVC) Pratyush Sinha, is expected to come out with a tentative list, comprising respective cadres for officers of these three services, by May 19. A final list will be out in the next two to three days so that the officers can join their works latest by May 25.

It is learnt that most of the non-Telugu bureaucrats from these three services have given their preference for Telangana whereas Telugu bureaucrats have a mixed kind of choice.

Government sources, however, indicated that though the committee would try its best to consider their individual preference while allocating cadre, it would keep in the mind the cadre strength of both the states in the ratio of 13:10 for residual Andhra Pradesh and Telangana.

"The Committee will, therefore, prefer to allocate the cadre batch-wise. Same yardstick was adopted in the case of Bihar and Jharkhand where most of the non-Bihari 'babus' had preferred for the new state (Jharkhand) way back in 2000," said an official.

Under the agreed ratio, Telangana will have 163 IAS, 112 IPS and 65 IFoS officers while the residual Andhra Pradesh will have 211 IAS, 144 IPS and 82 IFoS officers.

Once the Committee comes out with its final list, all the officers will be expected to join their works as per newly allocated cadres by May 25 — a week before the new state will formally come into being.
