All homes and hostels for girl students, teenage girls and working women run by the government, non-governmental, associations, trusts, religious institutions, schools, colleges, training institutes, factories and companies run by organizations and individuals would immediately be brought under the purview of these guidelines, chief minister J Jayalalithaa said in a statement.
A high level meeting convened under the leadership of the chief minister at the state secretariat in this regard framed the guidelines. Senior ministers and higher officials and advocate general attended the meeting.
The government has framed 23 general guidelines to ensure the safety and security of the girls and working women.
"Hostels should be started only in buildings with enough security. Hostels should have separate buildings for boys and girls. If there is no other option but to stay in one building, boys and girls, should stay in separate rooms. If the number of inmates exceeds 50, CCTV & digital video recorder is a must," the statement said.
The government said that only women could be appointed as wardens or supervisors at the hostels and government homes for teenage girls and women. "To ensure the safety of the hostels security should be provided round the clock. Securities should be posted for all the entrances of the hostel. Closed circuit television camera or Digital Video Recorder (DVR) should be installed in the homes and hostels which will have more than 50 inmates," the statement added.
The guidelines also said only the parents or the recognized guardians can be allowed to meet the inmates. The meeting should be under the purview of hostel warden. The children and teenage girls should not be allowed alone to visit their native place on holidays.
The government also framed a few guidelines for the appointment of hostel wardens and securities. They should be appointed only with the good conduct certificate from the police. They should also provide medical certificates to avoid any kind of communicable diseases.
Similarly, the government framed guidelines for district administrations to supervise these private and government hostels and shelter homes.
The district administration should ensure the registration of such hostels and homes of children, teenage girls and working women.
District police should include these places in their night rounds. District collectors should review the conditions of these places during their monthly meetings.
On June 12, two minor girls, who were staying in a private hostel in Pollachi town, were abducted and gang raped by two persons at a nearby complex.
