Supervisory committee to inspect Mullaperiyar dam on July 17

CHENNAI: A supervisory committee set up to raise the water storage level in Mullaperiyar reservoir to 142 feet, in accordance with the directions of the Supreme Court, will inspect the dam on July 17.

The first session of the panel, which was constituted on July 1, was held in Thiruvananthapuram on Tuesday.

L A V Nathan, chief engineer (Dam Safety Organisation), Central Water Commission, is the chairman of the panel. Tamil Nadu public works department secretary M Sai Kumar and Kerala water resources department additional chief secretary V J Kurien are the other members of the panel.

"A meeting will take place at Thekkady on the same day and Tamil Nadu's request to work out the modalities to increase the water level will be discussed during the meeting," a source, who has an access to Tuesday's meeting, told TOI.

Tamil Nadu contended that necessary works had been carried out, including greasing of shutters, marking the level of 142 feet and clearing the path way of baby dam. It is ready to lower the shutters of the spillway to raise the water level to 142 feet as ordered by the Supreme Court.

In 2012, a Supreme Court appointed empowered committee endorsed the safety of the dam -- hydrologically, structurally and seismically -- and ordered Kerala Irrigation and Water Conservation (Amendment) Act, 2006 as ultra vires and unconstitutional in so far as it is related to Mullaperiyar dam and allowed Tamil Nadu to raise the water level to 142 feet. "Therefore, the prime function of the committee as ordered by the Supreme Court is to supervise the restoration of full reservoir level in the Mullaperiyar dam to 142 ft," Tamil Nadu argued.

The monsoon has already set in Kerala and the reservoir is receiving flows. The statistical data of inflows show that the reservoir has been receiving good flows during southwest monsoon and it recoded even surplus flows in some years in the month of July, August and September.
