Britain to learn from Bihar’s phenomenal transformation

EDINBURGH: Britain is all set to learn from Bihar's phenomenal transformation from one of India's most backward to the country's fastest growing state.

Chief minister Jitan Ram Majhi will deliver a keynote lecture at a high-powered conference on international development in the London School of Economics on Monday on "The Bihar Story: Ressurection of the State, Inclusion and Growth".

Interestingly, the CM will be delivering his speech in Hindi.

The session will be chaired by Lord Karan Bilimoria and the discussants will be Professor Robin Burgess, Dr Shaibal Gupta and Dr Ruth Kattumuri.

Robin Burgess is director of the International Growth Centre and professor of Economics at LSE.

Shaibal Gupta is the founder-member secretary of the Asian Development Research Institute (ADRI) in Patna and is also the country co-director of the International Growth Centre's India-Bihar Programme.

Ruth Kattumuri is co-director of the Asia Research Centre and India Observatory at LSE while Karan Bilimoria is a crossbench peer in the House of Lords.

Interestingly, the state has been accorded a special status at the "Growth Week" conference which will be opened by UK international development minister Lynne Featherstone. The conference will bring together leading researchers and policymakers to discuss how developing countries can achieve sustainable economic growth.

Bihar will be the focus of two separate sessions during the conference. While one session will look at the future of the state, the other is themed around energy and will include a presentation on an International Growth Centre (IGC) project looking at how to incentivise consumers to pay for electricity.

LSE said, "In the not so distant past, Bihar was a byword for lawlessness, poverty and absence of governance. Over the last decade or so, the state has demonstrated a remarkable turnaround and has consistently been among the fastest growing states in the country. Manjhi will talk about the process that has led to this transformation and what this means for the people of Bihar".

Bihar emerged as the fastest growing state for the second year running, clocking a scorching 13.1% growth in 2011-12. Not just that, on the back of four years of double-digit growth, its economy is now bigger than that of Punjab — which was, till recently, the preferred destination of Bihari migrant workers.

Among the top five states, Bihar is followed by Delhi and Puducherry.
