BHOPAL: Now, state board schools will form a 'disciplinary or anti-ragging committee' to check incidents of ragging on school premises and outside. The committee would act on the lines of CBSE advisory on ragging given to all schools. The move comes after the recent ragging incident in Scindia School, Gwalior which led to alleged suicide attempt made by Bihar cooperatives minister Jai Kumar Singh's son.
After the incident, school education department was keeping a close watch on ragging incidents in schools. Now, department has put the onus and accountability of taking such incidents on district, block and school officials along with students.
Orders for constituting the committee were recently issued by commissioner public instructions (CPI) DD Agarwal. According to them, the disciplinary committee will be headed by principal and will have two senior teachers and students each, who will monitor ragging in schools and outside premises by school students.
Also, a 'ragging cell' will be constituted in every block level which will have block education officer (BEO), principal of a School for Excellence, principal of a higher secondary school, among others.
Agarwal has instructed district education officers (DEOs) to constitute ragging cells in every development block in the district and file a compliance report of the same.
All principals have also been told to strictly announce in the morning assembly about zero tolerance on ragging and the same shall be put up or painted at the display board for all students.
If any complaint of ragging is received, then the concerned principal will take strict disciplinary action against the student after informing his/her parent.
Also, student/students involved in ragging can be fined monetarily and even expelled from school in consultation with school management committee (SMC) depending upon the seriousness of the incident.
In his orders, Agarwal has also asked officials to take note of CBSE advisory on ragging dated July 14, 2009 and take action accordingly.
CBSE advisory against ragging
*Full-time counsellor at primary, upper-primary, secondary/senior level.*20 counselling sessions of each student at secondary, senior secondary stages.
*'Health, Wellness Clubs' should act as monitoring cells to curb violence in any form.
*Manuals on life skills, health, adolescence education taken up in activity periods.
*Peer educators, mentors create awareness and monitor sensitive zones in schools.
*Counsellors, wardens in boarding and residential schools need to be sensitized and empathetic.
*Parents should be proactive in parent teacher meetings, other school committees.
*No act of violence which includes physical or sexual abuse, bullying or ragging will go unnoticed or unpunished' to be clearly stated in prospectus.
*Drastic action against ragger without risking identity of victim at all times.
*Punishment meted out should be according to gravity of action, varying between suspension, collective and heavy fine in case of group offenders and to the extent of rustication or expulsion.
*Life skills reflected in continuous and comprehensive evaluation (CCE) card. Any form of aggressive behaviour must also be recorded in behavioural terms.
