Unfazed by high court order, Manjhi calls cabinet meeting again

PATNA: Unfazed by the uncertainty over his continuance and Patna high court's order not to take any decisions having financial implications, Bihar chief minister Jitan Ram Manjhi on Tuesday decided to convene a cabinet meeting on Wednesday.

Manjhi might take some important decision including making in-principle approval on a proposal to hike salary/ remuneration of four lakh contractual school teachers who have since long been agitating for regularization of their services at Wednesday cabinet meeting, a cabinet secretariat department official said.

"The CM has called a meeting of his cabinet at 4 pm on Wednesday. Though the agenda is not known, he may take some big decisions, including making in-principle decision to hike salary / remuneration of contractual teachers from a date to be announced later," an official close to Manjhi's office told TOI on Tuesday.

Prior to cabinet meeting, Manjhi will inaugurate and lay foundation stones for some development schemes at 'Samvad' hall at the CM secretariat at 11 am, the officer who didn't want to be identified apparently due to political upheavals, said.

Unfazed Manjhi decided to hold cabinet meeting a day after Patna directed his government "not to take any decision which has financial implications and do only routine work." The direction was given by a division bench comprising justices Iqbal Ahmad Ansari and Samrendra Pratap Singh.

"Respondents should not take any decision having financial implications except for routine matter," the bench ordered on a PIL filed by JD(U) legislator Niraj Kumar. The court instruction came four days ahead of Manjhi's trust vote on February 20. The court fixed February 19 as the next date of hearing. Besides Manjhi, there were three other respondents including the chief secretary, the principal secretary to the governor and the principal secretary to the chief minister.

A week ago, Manjhi had categorically said, "He remained chief minister till he fails to prove his majority in the state assembly."

In an earlier cabinet meeting on February 7, 21 ministers loyal to Nitish Kumar, out of total 28 ministers, had walked out from the cabinet after agriculture minister Narendra Singh (who is close to Manjhi ) had proposed dissolution of the assembly.
