On March 5 a bench of Justice Abhay Oka and Justice Anil Menon specifically asked, "Whether State government has taken into consideration the safety of women? The bench then expressed its apprehension that in a city like Mumbai a situation will arise."

Two public interest litigation, including one taken up spontaneously following the molestation of a woman on a train between Nerul and Juinagar stations in the wee hours of June 19, 2011, reached hearing barely minutes before the rising of the court.
The bench pointed out that the term of the Dharmadhikari Committee, set up to suggest women-friendly recommendations, has expired. They questioned whether the State will "look into it (the aspect of women safety due to allowing nightlife) or we'll ask the Committee to do so." The government's advocate was asked to take instructions and inform the court at the next hearing.

The Dharmadhikari panel had submitted six reports with 171 recommendationsincluding ban on women waitresses in bars and restaurants as measure to curb attacks on women and reduce the crime rate in Mahararashtra, The government has accepted 109 recommendations.
