In a message to the international conference of jurists and writers on international terrorism, being organized on March 29, 2015 in Mumbai by the International Council of Jurists (ICJ), International Commission of Writers, Department of Law in the University of Mumbai, All India Bar Association (AIBA) and the Indian Council of Jurists, Mukherjee said: "All countries of the world must get together and chalk out a joint, effective strategy to defeat terrorists. Deploying state-of-the-art information and communication technologies, harnessing better intelligence and drawing greater cooperation from the people could be key measures in this regard."
The conference is being held at the University of Mumbai on Sunday, said the ICJ president and senior advocate Adish C Aggarwala.
As for the jurists' role in containing terrorism, the President said jurists must play an important role in ensuring that the wheels of justice moved faster - both to give justice to victims of terrorism and to persons wrongly accused of crimes they may not have committed.
Chief justice of India H L Dattu, in his message said, "terrorism does transcend national boundaries, and invariably remind one of November 26 massacre. It is often represented as the scourge of 21st century, although polymorphic threat has manifested itself through 20th century in horrendous forms". He also added that, "dangers posed by terrorism have become increasingly borderless inviting attention to the need for an effective response from the international legal framework. Terrorist organisations often abuse passive toleration of most countries to operate."
