In its report, which was released last week, the CAG has questioned as to how the work of harvesting bamboo was undertaken between 2008-09 and 2012-13 when villagers of some of these areas had refused to enter the forests to work due to fear of Naxalites. The report clearly states that the expenditure of Rs 2.11 crore incurred on the Rehabilitation of Degraded Bamboo Forest (RDBF), soil and water conservation was "doubtful".
According to the report, 2,232.490 hectares of area in 10 compartments of Bijapur, Narayanpur and Sukma districts of the state either could not be exploited or the exploited material could not be transported during the period of 2008-09 to 2012-13 due to Naxal extremism. However,RDBF work was carried out in the same area at an expenditure of Rs 84.27 lakh during the period.
Similarly, 6,283.61 hectares area in 25 compartments could not be exploited between 2008-09 and 2012-13 in Dantewada and Sukma districts due to Naxal extremism. However, soil and water conservation work was carried out in the same area during a period of 2009-10 to 2011-12 and expenditure of Rs 1.27 crore was incurred.
In its response to CAG, the state government had stated that if the Naxal problem subsides in the area, the coupes could be exploited. It also claimed that silvicultural activities were up in these areas as the provisions of WP.
However, the CAG did not accept the argument on grounds that the government had filed to clarify as how the works were executed in areas areas where villagers had refused to go for exploitation of bamboo due to the Naxal terror threat.
