3k men to be hired in BSF, CRPF from Naxal-hit areas

NEW DELHI: Central paramilitary forces may soon embark on a major recruitment drive in the country's Naxal hotbeds, with special rallies across 30 worst-affected districts set to induct around 3,000 local youth. The successful candidates will be recruited as constables in CRPF and BSF, which together man the counter-Naxal grid.

The proposal to induct up to 3,000 young men from districts that have recorded the highest incidence of Left-wing Extremist (LWE) violence is aimed at weaning them away from potential recruitment into Maoist ranks. "These young boys will be exposed to a life beyond violence, with their jobs in the CRPF and BSF set to take them across the country," said a senior official of the Union home ministry, which is currently finalizing the contours of the special paramilitary recruitment drive.

Though the recruitment formula for Central paramilitary forces requires 20% of the total hiring to be done from Naxal-hit areas, the actual inductions in the recent past have fallen short. The 3,000 jobs up for grabs at the special rallies across 30 Naxal-hit districts are actually a carryover of the vacancies that could not be filled in the past years. "For example, few people from Kerala show interest in recruitment to the Indo-Tibetan Border Police, which requires its personnel to be deployed at high altitude...this leaves the state quota underutilized and, from time to time, the MHA decides to make good this shortfall from other areas," said a senior home ministry official.

Incidentally, the Central paramilitary recruitment drive in Naxal strongholds draws inspiration from a similar initiative by the Mamata Banjeree government in West Bengal to induct nearly 5,000 locals from Junglemahal area as junior constables in the state police. Not only did this initiative generate employment in what was once a Naxal pocketborough, but it also caused violence levels to nosedive to insignificant levels.

Though the Centre has been requesting the other Naxal-hit states to emulate West Bengal and hire locals into their respective police forces, they are yet to take any concrete steps in this regard.
