``A complaint was received alleging financial irregularities against the then director in-charge of Scorpene submarine project in a defence shipyard (MDL). The complaint is under inquiry,'' defence minister A K Antony told Lok Sabha on Monday.
Though Antony did not elaborate, a probe is underway against former Scorpene project head, Commodore (retd) Gopal Bharti , for allegedly faking false claims, which were actually borne by a French company, delaying placing orders for vital items and taking his son abroad on public money, among other charges, as reported by TOI earlier.
Bharti has strongly denied the charges, holding that ``disgruntled individuals'' were making the ``baseless allegations''. But the fact remains that the Scorpene submarine project has been dogged by several controversies right from the beginning.
As reported by TOI earlier, allegations of kickbacks have swirled around the October 2005 contracts signed with two French companies — Rs 6,135-crore with M/s Armaris (a DCN-Thales joint venture) for transfer of technology and construction design, and Rs 1,062-crore with M/s MBDA for sea-skimming Exocet missiles.
Along with cost escalation of the entire programme zooming to Rs 23,562-crore, it has also faced huge delays. Running over three years behind schedule, the Navy now hopes to get the desperately-required new submarines in the 2015-20 timeframe.
