UP govt forms commission to probe Muzaffarnagar riots

NEW DELHI/MUZAFFARNAGAR: The Samajwadi Party government on Monday announced to constitute a one-man commission under Justice Vishnu Sahai, a retired judge of the Allahabad high court, to inquire into the latest communal violence in and around Muzaffarnagar.

The commission will submit its report in two months. "The commission will probe all the incidents from August 27 to September 9," said state home secretary Kamal Saxena.

A situational report from the UP government received by MHA on Monday evening put the death toll at 31 and the number of injured so far at 48. While Muzaffarnagar remains the most hit, accounting for 28 deaths, Shamli, Saharanpur and Baghpat have reported one death each. However, the UP administration is still trying to establish if the bodies recovered from Shamli and Saharanpur were of persons killed in riots or due to other reasons.

Tension was simmering in Muzaffarnagar since August 27 when three persons were killed in Kawal village over a dispute on harassment of a girl.

As many as 4,700 personnel from Central paramilitary forces and PAC were deployed across Muzaffarnagar, Shamli, Saharanpur, Baghpat and Meerut, but with the situation still sensitive in around a dozen villages of Muzaffarnagar — particularly Phugana, Mansurpur, Bhorankalan and Shahpur — the UP government on Monday requisitioned the Centre for 5,000 additional troops. Sources in the home ministry said it may dispatch around 3,000 personnel soon.

Meanwhile, the Union home ministry also sent a fresh advisory to UP on Monday directing to identify and deal firmly with the rioters. Seeking situational updates twice a day, the MHA has cautioned UP to watch out for a ripple effect in other sensitive towns, and nip any communal build-up in the bud.

The UP government said it had deployed police and Central paramilitary personnel in areas that are either sensitive, have a mixed religious profile or have a high concentration of people belonging to a particular community.

Arrests of anti-social elements were being made (the state government put arrests so far at 286, including 200 from Muzaffarnagar alone) and arms of 1,744 licensed holders across sensitive villages/towns were being seize
