Congress in dilemma over tainted MLAs in Madhya Pradesh

BHOPAL: The fate of at least a dozen sitting Congress MLAs in Madhya Pradesh hangs in balance as the screening committee decides on the list of candidates for the upcoming November assembly polls keeping in mind AICC vice-president Rahul Gandhi's stand on the ordinance passed and later withdrawn this month by the Union cabinet to protect politicians accused in criminal cases.

A fortnight after Rahul Gandhi "tore-apart" the ordinance to save criminal politicians, a report has been released by the Association of Democratic Reforms (ADR) - a non-political civil society organization - which claims that 34 per cent of Congress MLAs in Madhya Pradesh have pending criminal cases registered against them.

The report also maintains that of the five states going to the polls this year, Madhya Pradesh has the second highest MLAs with 25 per cent legislators with declared criminal cases registered. The ruling-BJP has 20 per cent MLAs with criminal records here.

But the party in a fix over the criminal records is the Congress which has taken the strong stand. The ADR report asserts that 21 of the 62 analysed sitting Congress MLAs in Madhya Pradesh have declared criminal cases registered against them. The Congress presently has 66 out of 230 seats in the state assembly. The affidavits of three sitting Congress MLAs could not be analysed while one MLA is deceased and his seat vacant.

Charged with involvement in dacoities to attempt to murders, rioting with dangerous weapons to wrongful confinement -- some of these rogue MLAs have won the 2008 elections with impressive margins. Many amongst these musclemen have won their seats repeatedly returning to the state assembly despite the Congress' debacle in 2003 and 2008. They still remain as strong these elections and command the competence to swing the polls in favour of their party in certain districts. In their absence, the party could fail to field a winnable replacement.

Two Congress MLAs from the Chambal areas Aidal Singh Kansana and KP Singh have been charged under sections relating to dacoity. Aidal Singh won the Sumawali constituency in Morena district in 2008 by a margin of 9,651 votes. He also won the 1993 and 1998 polls with 8,700 and 4,900 votes. He has also been charged with rioting, obscenity, unlawful assembly, assault and criminal force. KP Singh won the Picchore seat in Shivpuri district four consecutive times for the party. In 2008, he won with a whopping margin of 26,835 votes.

Congress's fiery woman legislator from Mahidpur seat in Ujjain, Kalpana Parulekar, is caught in a serious case for morphing the photograph of Lokayukta PP Naolekar with that of RSS chief Mohan Bhagwat. To prove that Naolekar was an RSS man, Parulekar allegedly cut and paste his face on the figure on Mohan Bhagwat. She has been charge-sheeted for forgery under various grievous sections of the IPC and the Information Technology Act.

Dr Govind Singh, one of the most active state Congress leaders from Lehar in Bhind district has won the seat continuously for four terms from 1993. Without him, the Congress would be crippled in the state assembly where he is known to be an issues-hunter. But there are several cases registered in which he has been charged with innumerable offences including cheating, forgery of valuable security, criminal conspiracy, defamation, rioting, causing hurt, house-trespass, unlawful assembly and mischief.

Other names in the Congress ADR list of rogue MLAs include Dlip Singh Gurjar of Nagada Khachrod, Sunil Jaiswal of Narsinghpur seat, Vikram Singh of Rajnagar, Hemraj Kalponi of Rajgarh, Sanjay Pathak of Vijayaraghogarh, Pradyumna Singh Tomar of Gwalior, Lakhan Singh Yadav of Bhitarwara, satyanarayan Patel of Depalpur, Purushottam Dangi of Biaorra, Panchilal Medha of Dhar and Tejilal Sareyam of Junnardeo.

The BJP on the other hand, has 28 MLAs including four cabinet ministers with criminal records out of the 142 analysed in the ADR report. The ruling-party has 153 MLAs in the present assembly. Minister for industries and commerce Kailash Vijayavargiya, home minister Uma Shankar Gupta, minister for urban development and octogenarian Babulal Gaur (an undefeated MLA since 1977) and minister for animal husbandry Ajay Vishnoi are amongst the saffron MLAs accused in criminal cases and charged with rioting, obscenity, criminal intimidation, unlawful assembly, criminal force to deter public servant from discharge of duty.

Moti Kashyap, BJP MLA from Barwara in Katni has been accused in a case for selling a minor for purposes of prostitution while Abhay Kumar Mishra representing Semariya in Rewa district with kidnapping to wrongfully confine a person.
