At least seven Raipur bound trains originating or heading towards Orissa and Andhra Pradesh were cancelled while many have been diverted due to threat of cyclone Phailin. One flight of Delhi bound Jet Airways has been cancelled.
In Bastar and Raigarh regions, which were said to be most sensitive areas, are on high alert and all the helicopters were removed from the helipad. Raigarh, which is close to Orissa border witnessed fall of five degrees in its usual temperature and weather was cloudy and chilly. Raigarh district administration alerted its 9 blocks and the electricity board in case of short circuits of poles uprooted due to strong winds.
Chief Minister Raman Singh convened a high level meeting to review the disaster management preparedness where it was directed to keep all the hospitals open for 24 hours, ensure deployment of doctors and para-medical staff and to make arrangements for food and drinking water supply in the areas which are likely to be affected. Disaster management control rooms in all the districts will be kept open.
A meeting headed by state's chief secretary Sunil Kumar directed the authorities concerned to closely monitor the water level in state's all reservoirs so that water could be timely released keeping in view of the inflow. Motor boats, life-jackets and other essential items are being mobilized while a team of divers are ready at sensitive areas for any rescue operations
Many trains running in the East Coast Railway were also terminated at prior stations of their destination point, rail PRO Ratan Basak told TOI. He said Bilaspur-Tirupati express, Durg-Puri Express, Durg-Vishakhapatnam Express, Puri-Ahmedabad Express, Puri-Haridwar, Raipur-Vishakhapatnam, Korba-Vishakhapatnam Express, were cancelled due to the disturbed weather forecast.
While Ahmedabad-Puri ended its journey at Raipur itself, the trains going towards south have been diverted towards Nagpur route. Trains which had to end their journey before reaching the destination point are Ahmedabad-Puri Express was stopped at Raipur, Lokmanyatilak Terminal-Bhubaneswar Express stopped at Bilaspur, the Bilaspur- Tirupathi Express ended its journey at Raipur.
Chief public relation officer Sanjay Pandey said that the trains running in the South Eastern Central Railway were cancelled and many which do not run via SECR, were diverted through SECR. He said that more than 15 trains were diverted for next 24 hours running around the coastal areas and few were diverted via Bilaspur and Raipur.
Howrah-Secunderabad Express, Howrah-Yashwantpur Express, Howrah-Hyderabad Express, Howrah-Hyderabad Express Express, Howrah-Chennai Express, Guwahati-Trivandrum Express were diverted via Raipur, Bilaspur, Durg and other parts of state.
Though weather department sounded alert at Swami Vivekanand Airport in the state capital, Airport director Anil Rai said that as the cyclone seemed to be delayed and there was no indication of storm till 7pm, all the flights were flying as per schedule except of Jet Airways. "Anyway the last flight from Raipur leaves by 8pm and there doesn't seem to be any disturbance," he said.
Talking to TOI, Kirti Vyas, president travel association, he said, "Passengers of Jet Airways flying from Raipur to Delhi were already on board at around 4pm and suddenly the announcement came that flights from Delhi to Raipur and Raipur to Delhi were cancelled due to cyclone threat. Ironically, the Indigo flight which flies to Delhi at around 7.30pm wasn't cancelled."
