Taking cognizance of Intelligence Bureau's view that release of the film may create tension between Hindus and Sikhs, the Union home ministry wrote to the I&B ministry seeking a review of its certification. Though the release of the film is cleared under the relevant state cinematograph law, the home ministry and I&B ministry were of the view that this power is also available to the Government of India under the Central Cinematograph Act.
The ministry has reportedly sought cutting of several objectionable scenes and a possible review of its certification in states like Punjab and Delhi.
It is alleged that 'Kaum De Heere' was cleared by Censor Board after a Rs 1-lakh bribe was paid to its tainted CEO Rakesh Kumar. Kumar was recently arrested by the CBI in a separate bribery case involving certification of a regional film from Chhattisgarh.
'Kaum de Heere' is reportedly based on the lives of Kehar Singh, Satwant Singh and Beant Singh, who in 1984 had assassinated the then prime minister Indira Gandhi in the aftermath of Operation Bluestar. While Beant Singh was killed on the spot, Satwant Singh and co-conspirator Kehar Singh were later convicted and hanged to death. However, they have been recognized as martyrs by the Akal Takht, the highest temporal seat of the Sikhs.
Though the IB had warned that the glorification of Indira's assassins may trigger communal hatred, the film's producer Pardeep Bansal maintains that he has projected facts as recorded by the Thakkar Commission that probed the assassination, and presented a balanced picture without belittling any religion or sect.
