MANGALORE: A study carried out by the British Medical Journal and published on September 25, 2014; has suggested sarkari health schemes matter. The study was based on a survey of 572 villages in Karnataka carried out by a team of six including doctors, a PhD student and senior health specialists in September 2012.

Objective of the study was to evaluate effects of government insurance program - Vajpayee Arogyashree scheme (VAS) covering tertiary care for BPL families in Karnataka, on out-of-pocket expenditures, hospital use, and mortality. Implementation of VAS in the northern districts of Karnataka in India led to important health benefits among BPL people, with a reduction of 64% in mortality from conditions covered by the scheme.

Measurable benefits from the study also include substantial reductions in out-of-pocket costs among the BPL beneficiaries. Although, the study did not have power to detect an increase in utilization of services and a decrease in foregone tertiary care, point estimates were large and approached significance, which suggests an increase in utilization. The union health ministry is likely to formally communicate the results of this study on October 7 in Delhi.

Minister for Health and Family Welfare U T Khader told reporters here on Sunday that the survey was carried out by Neeraj Sood, Eran Bendavid, Arnab Mukherji, associate professors, Zachary Wagner, PhD student, and Somil Nagpal, and Patrick Mullen, senior health specialists. The team has submitted preliminary findings from this research to the World Bank, Government of Karnataka, and academic healthcare researchers.

Under VAS, BPL beneficiaries were provided free tertiary care to households below the poverty line in about half of villages in Karnataka from February 2010 to August 2012. The study, the minister citing the BMJ said, insuring poor households for efficacious but costly and underutilized health services, coupled with recruitment of patients who could benefit from these health services, has significantly improved population health in India.
