According to a recent CAG report, between in 2008-09 and 2013-14, around 333 bamboo coupes, spread over an area of 1.91 lakh hectares, were not felled despite being ready for harvest. As a result of this, 1,61,507.622 NT bamboo, valuing a whopping Rs 39.10 crore could not be harvested by the Forest department.
Though the District Forest Officers (DFO) of Bastar, Dantewada and Narayanpur had claimed that 258 bamboo coupes could not be harvested due to naxal problems in the area, the report states that the department had made no plans for harvesting the bamboo crop in these sensitive areas. The reports also points out that the department also did not carry out silvicultural operations as per the prescription of work plan in 50 coupes in Bastar, Khairagarh and Raipur divisions due to non-profitability.
In their defence the forest department informed the CAG that in Raipur and Raigarh divisions, bamboo felling was not done due to financial non-viability. However, the CAG refused to accept the reply and noted that non-exploitation of bamboo would result in entangled clumps, which shall decay in near future leading to permanent loss of the bamboo forests. It also stated that even in case of financial non-viability, adequate silvicultural treatments should be carried out for increasing the productivity.
