BHOPAL: MP has failed to provide education to children with disabilities. As per Unified-District Information System for Education (U-DISE) 2013-14 statistics of Union HRD ministry recently tabled in Parliament, state has among worst enrollment of children with special needs (CWSN) both at primary and upper primary levels.
While only 0.5% enrollment of children with special needs (CWSN) has been done in Madhya Pradesh at primary and upper primary levels, it is much below national average where 1.3% disabled children have been enrolled in primary while in upper primary the enrollment is 1.18%. Total CWSN children enrolled in schools in the state are around 73,000.
Special needs children are those with visual impairment, hearing problems, cerebral palsy and multiple disabilities.
Neighbouring Chhattisgarh with a sizeable tribal population and facing Naxalite problem, has much better enrollment ratios, - 1.96% in primary and 1.73% in upper primary classes, according to HRD ministry data.
Union territory of Delhi too is lagging behind in providing education to special needs children. In fact, as far providing primary education to these children, it is almost as bad as MP. Out of 18,536 CWSN enrolled in schools, only 0.53% are enrolled in primary while in upper primary the number slightly rises to 0.8%.
Worst however, among the states is Haryana with merely 0.14% enrollment in primary and 0.12% enrollment in upper primary respectively.
North eastern states likes Mizoram and Arunachal Pradesh have performed better and higher than the national average. They also have the best enrollment of disabled children at primary level at 6.48% and 4.31% respectively.
11,725 special needs children inMizoram and 13,011 in Arunachal Pradesh are enrolled in primary classes.
Kerala, meanwhile leads in upper primary level among all states at 5.67% while at primary too it is above the national average with 3.88%.
As per U-DISE report, a total of 25.03 lakh CWSN are enrolled in schools. Besides, 2.06 lakh severe or profound CWSN are covered under home-based education (HBE). Together they account for 1.36% of total enrolment of all children. There are no HBEs in Delhi, Jammu and Kashmir and Kerala.
Sarva Shiksha Abhiyan, the national educational initiative to help realise universal elementary education policy, describes the educational placement of CWSN and states that "as far as possible, every CWSN should be placed in regular schools, with needed support services."
