Dalit triple-murder case: Fadnavis assures speedy probe

JAVKHEDA (Maharashtra): Maharashtra chief minister Devendra Fadnavis on Sunday met the family members of three Dalits who were brutally killed here last month and assured a speedy police probe into the matter.

The chief minister's visit comes amid protests by various political parties which condemned the brutal killings of the Dalit family members at Javkheda village in Maharashtra's Ahmednagar district and demanded a CBI probe into it.

"I am constantly monitoring the developments in this case and taking a note of the problems the police personnel are facing while conducting the probe. I have categorically told the police to solve this case as quickly as possible," Fadnavis told reporters here.

"I have been regularly taking briefings from the director general of police and the intelligence department. I have also made my point clear that we cannot give them an indefinite time to conduct the probe. The answers must be revealed in a specific period of time," he said.

If the police does not manage to solve the case within a specific period of time, the state government will have to think of transferring the case to CBI, he said.

Fadnavis, however, did not specify the time-frame he has alloted to the police to solve the triple-murder case.

On October 21 and 22, villagers of Javkheda had retrieved dismembered body parts of a mason, Sanjay Jadhav (42), his wife Jayashree (38) and their teenage son Sunil (19) from a well and strewn all around the land owned by Jadhav.

State governor C Vidyasagar Rao had recently directed the DGP to appoint a special task force (STF) to probe the killings, after meeting a delegation led by RPI(A) president Ramdas Athawale at the Raj Bhavan in Mumbai.

The incident led to widespread protests in the state and evoked memories of the horrific 2006 Khairlanji massacre, where four members of a Dalit family were brutally murdered in Maharashtra's Bhandara district.

BJP hits out at Vaiko for remarks against PM

KUMBAKONAM (TN): BJP on Sunday took a swipe at its Tamil Nadu ally MDMK for party founder leader Vaiko's reported critical remarks against the Prime Minister, saying they would not tolerate it.

"We never deny MDMK's democratic rights. But we won't tolerate continuous attacks on Prime Minister Narendra Modi," BJP national secretary H Raja told reporters here.

He said Vaiko had a penchant for making such remarks, one of which was blaming the Centre over the death sentence awarded by a court in Sri Lanka to five fishermen, who were subsequently released. Another was saying that 'imposition' of Hindi in Tamil Nadu would lead to divisions in the state.

Raja pointed out that the fishermen were granted pardon by Sri Lankan President Mahinda Rajapaksa after Modi spoke to him. His efforts in getting them released had been appreciated by the Tamil Nadu chief minister and also DMK chief M Karunanidhi.

Vaiko had reportedly criticized Modi for greeting Rajapaksa at the recent SAARC summit in Nepal.

Raja said the Centre had granted several schemes for Tamil Nadu. They had also announced that Thiruvalluvar day and poet Bharathiar's birthday would be celebrated as national festival.

He urged Tamil Nadu government to take appropriate action to check movements of Naxalites in the state, whose numbers were reportedly increasing.

Amit Shah’s Kolkata rally a ‘flop’, BJP should concentrate on Delhi, Trinamool says

KOLKATA: West Bengal's ruling Trinamool Congress on Sunday hit back at BJP president Amit Shah, who had asserted the party would be uprooted form the state, asking him concentrate on Delhi instead of Bengal and Kolkata.

Dubbing Shah's Kolkata rally as a "grand flop show", Trinamool secretary general Partha Chatterjee accused the Bharatiya Janata Party (BJP) of trying to ensure disintegration of regional political parties by using power and police to maintain its political supremacy.

"BJP is daydreaming of coming to power in Bengal. Instead of dreaming about Bengal and Kolkata, it would be better if he and his party concentrate on Delhi," Chatterjee, also the state education minister, told reporters hours after Shah's rally.

"The BJP is trying to see regional political parties disintegrate by using power and police to maintain its political supremacy," said Chatterjee calling Shah's rally a grand flop.

The BJP was initially denied permission by the police and the Kolkata Municipal Corporation for the rally before it approached the Calcutta high court form where it eventually got the nod to go ahead with the event.

During the rally, Shah attacked Trinamool supremo and chief minister Mamata Banerjee for "shielding Saradha scamsters and the militants accused in the Bardhaman blast" and asserted he was in Bengal to "uproot the Trinamool from the state".

Senior Trinamool leader and state panchayat minister Subrata Mukherjee accused the BJP led centre of using for political gains, the Central Bureau of Investigation (CBI) which is probing the Saradha scam and the National Investigation Agency (NIA) investigating the October 2 Bardhaman blast.

"The BJP has been using the CBI and the NIA for political purposes. Both the probe agencies have joined hands with the centre to help BJP maintain its supremacy," he alleged.

Woman dies at Haryana sterilization camp, 2 doctors booked

FARIDABAD: Two doctors have been booked for negligence in connection with the death of a 25-year-old woman who died at a sterilization camp organized by the Haryana health department on November 25, police said on Sunday.

A case was registered following a complaint by Sukhbir Singh, husband of the victim Rajbala, a resident of Mohana village, in this connection, a police spokesperson said.

Rajbala had gone to the sterilization camp in the village accompanied by her mother where she died. Family members alleged negligence of doctors, police said.

A case under Section 304 (culpable homicide not amounting to murder) of IPC has been registered against Dr Prahari and Dr Mehra who had operated on the victim, they said.

At least 13 women lost their lives while several others were left critically ill due to botched surgeries at tubectomy camps earlier this month in Chhattisgarh.

Historian Mushirul Hasan still critical

NEW DELHI: The condition of former vice-chancellor of Jamia Millia Islamia University Mushirul Hasan, who met with an accident on Saturday, is still critical.

"He is critical and is under observation. He is being attended by a team of our doctors who are constantly monitoring his condition and giving him the required medical aid," a statement issued by Apollo Hospital, where he is admitted, said on Sunday evening.

67-year-old Hasan was on his way to Mewat from Delhi along with two others, at around 11.30am on Saturday when the car they were travelling had a head-on collision with a dumper.

The leading academician had sustained head injuries and was operated by a team of neurosurgeons at the hospital.

Professor Hasan is a noted historian and has written extensively on the partition of India, on communalism, and on the histories of Islam in south Asia.

He served as the vice-chancellor of Jamia Millia Islamia University between 2004-2009.

India can lead the world in achieving gender equality: UN

NEW DELHI: India has the potential to lead the world in creating just and equitable societies, the head of UN's women empowerment body has emphasized and said men and boys can play an important role in achieving gender equality.

"We need India in the leadership in changing status of women. For me it is very important that India leads in the kinds of changes that you want to see 20 years after Beijing and in the post 2015 agenda," UN Women's Executive Director Phumzile Mlambo-Ngcuka said here today.

Mlambo-Ngcuka, who is on her first official visit to India, is expected to advance gender equality agenda in the lead-up to the 20th anniversary of the Beijing Declaration.

She talked about the leadership displayed by "strong thought leaders in India" to formulate the Beijing Declaration and Platform for Action, a blueprint for advancing women's rights 20 years ago.

Referring to the December 2012 horrific gangrape of a 23-year old in Delhi, she said, "Using the tragedies that you have seen, you need to mobilize more people, mobilize men, mobilize young people on the side of fighting for gender equality in collaboration with the government. I want to confirm that you can also count on us."

"Here in India there are many challenges but also there is a lot of creativity. It is a country where you can make a difference. And also there is a good partnership that you can form with the government.

Talking about the low ranking that India received in World Economic Forum's 2014 Gender Gap Index, released last month Mlambo-Ngcuka said that "it should not be a source of discouragement."

The report ranked India 114 out of 142 countries in removing gender-based disparities in the field of education, health and equal pay for equal work.

Stating that the indicator is a cumulative of "doing many different things" in areas of the economy, in education and in politics among others she said, "We have to touch all the areas and if all goes together it strengthens the indicators."

"I don't think the low ranking should be a source of discouragement, the important thing is that India is trying. The report must put pressure but it must never discourage," Mlambo-Ngcuka said.

Breakthrough in Burdwan blast case: Main suspect, a Bangladeshi national, arrested

NEW DELHI: In a major breakthrough, West Bengal police arrested the main accused in Burdwan blast, Sajid, a Bangladeshi national and chief commander of terror group Jamaat-ul-Mujahideen Bangladesh (JMB).

With the arrest of Sajid, on whose head the National Investigation Agency (NIA) had announced a cash reward of Rs 10 lakh, the exact plan of the terror group is likely to come to fore.

Sajid was arrested by West Bengal Police a couple of days back, official sources said on Saturday but refused to immediately divulge the exact location and circumstances leading to his arrest.

Sajid had been extensively questioned by the police and sleuths of central agencies about the functioning of JMB and its plans within the country and in Bangladesh.

NIA arrested two key members of Jamaat-ul-Mujahideen (JMB) on Friday, picking up Zia-ul-Haque from Malda's Kaliachak and Sujana Alam — wife of wanted Assam doctor Sahanur Alam — from Guwahati bus terminus.

President Pranab Mukherjee hails 'most memorable' Bhutan visit

THIMPHU: Terming his just-concluded state visit to Bhutan as very successful and his "most memorable", President Pranab Mukherjee today hoped that bilateral relations between the two countries would continue to grow from strength to strength.

"I was delighted to be in Bhutan - the abode of happiness. I have travelled many times to Bhutan in different capacities and my association with this beautiful country dates back to the early 80s when I began my public career. Through these past decades, I have always worked for stronger, enhanced relations between our two countries. I am privileged to be a friend of Bhutan," Mukherjee said.

The president was given a warm send-off at the Paro airport by Bhutanese King Jigme Khesar Namgyel Wangchuck and his wife, as he departed after his two-day visit, the first by an Indian head of state to the Himalayan kingdom in 26 years.

"I was deeply touched by the warmth of the reception I received and am happy to see a festive atmosphere across the country. I am impressed by the remarkable progress of Bhutan in improving the quality of life of its people while preserving its cultural identity," he said.

"The main purpose of my visit was to strengthen our multi faceted relations and consolidate our ties. In keeping with our longstanding historical and civilisational linkages and strengthening people-to-people contacts, we have extremely close ties based on shared values as well as commonality of interests and objectives," he said.

"I discussed all issues of mutual interest, including those of bilateral and regional importance with the King of Bhutan Jigme Khesar Namgyel Wangchuck and Prime Minister Tshering Tobgay.

"Our mutual security interests are closely intertwined. Our border security cooperation in the past has been excellent. Both sides have reiterated their determination not to allow their territory to be used by interests inimical to the other.

"India is proud to be a privileged partner in Bhutan's advancement and growth. I am happy that our assistance is being effectively utilised in important sectors like education, roads and bridges, agriculture, health, cultural preservation and hydropower," Mukherjee said.

4 Armymen, civilian trapped under avalanche near LoC

SRINAGAR: Four Army personnel and a civilian were today trapped under an avalanche near the Line of Control (LoC) in Kupwara district of Jammu and Kashmir, Army said."At about 8 AM today, an army link patrol operating in areas south of Nasthachun pass were overrun by an avalanche triggered from the higher reaches of Shamsabari range (in Kupwara)," army said in a press release.

A Junior Commissioned Officer, three jawans and a civilian porter got trapped under the avalanche.

Army's avalanche rescue teams have launched a rescue and search operation which was in progress till the last reports came in, the Army said.

High reaches of Kashmir Valley received moderate to heavy snowfall over the past couple of days.

Cabinet reshuffle tomorrow, 20 new ministers likely to be sworn in

NEW DELHI: As many as 20 new faces are expected to be inducted into the Union Council of Ministers on Sunday in the first revamp exercise which is likely to bring in BJP leaders Manohar Parrikar, Mukhtar Abbas Naqvi, Rajiv Pratap Rudy and Bandaru Datttatreya, besides elevating a few others.

While a TDP representative is sure to be inducted, last-minute problems appeared to have cropped up over a Shiv Sena member joining the ministry in view of unresolved issues in Maharashtra.

Five months after taking over, Prime Minister Narendra Modi is undertaking an expansion and reshuffle of his Cabinet in which Parrikar appears all set to get defence portfolio which is now held as an additional charge by finance minister Arun Jaitley.

The swearing in of the new ministers will take place at 1.30pm on Sunday at the Rashtrapati Bhavan. Before the swearing-in ceremony, Modi is hosting a breakfast for the newcomers.

The current strength of the Council of Ministers is 45 — 23 of Cabinet rank, including the Prime Minister, and 22 ministers of state. Of the 22 MoS, 10 hold independent charge.

Among the new inductions are Babul Supriyo, BJP MP from West Bengal, Vijay Sampla, a dalit and a first time Lok Sabha member of the party from Hoshiarpur in Punjab and possibly former RJD leader Ram Kripal Yadav, elected on BJP ticket from Patna.

An IIT-M alumnus, Parrikar will be the first Cabinet minister from Goa and shares a good rapport with the Prime Minister. Naqvi (57), a prominent Muslim face of the BJP, returns to the Union Council of Ministers 15 years after his stint as MoS Information and Broadcasting in the Atal Bihari Vajpayee government. A member of Rajya Sabha from Uttar Pradesh, he is currently the vice president of BJP.

Civil societies want govt to end its campaign of intimidation against NGOs

NEW DELHI: Amid definite signs of unease within the government over the roles of NGOs and human rights activists who have been critical to its policies, civil society leaders from across the country on Friday joined the environmental group Greenpeace India in demanding the home ministry to end its campaign of intimidation against voluntary groups.

Asking the government to "respect right to dissent" in a free and democratic society like India, the leaders emphasized that the roles of civil societies should be taken up positively as they also work as watchdog and constantly remind the policy-makers and corporations of their wrong doings, if any.

Though the government has, of late, taken many decisions to keep NGOs at bay, the recent move of the home ministry that submitted an affidavit in the Delhi High Court against the Greenpeace India on October 9 acted as a trigger for the civil society leaders to take up the issue more strongly.

They have now joined hand and slammed the Centre for its discriminatory and negative approach towards free speech and constructive criticism.

The home ministry had in its affidavit told the High Court that the Greenpeace India was working against national interest by often opposing government policy. Criticizing the government for such an action, senior Supreme Court lawyer Prashant Bhushan, women's rights activist Vrinda Grover, Achin Vanaik of the Coalition for Nuclear Disarmament and Peace and journalist Paranjoy Guha Thakurta in a joint media briefing stressed that the government's recent actions on the environment was at odds with its mandate of 'Sabka Saath Sabha Vikas'.

Emphasizing that the role of environmental watchdogs like Greenpeace is important to keep checks and balances on government's environment policies, they noted that the 'national interest' point was used in the affidavit by the home ministry as a pretext to justify blacklisting Greenpeace International and blocking them from transferring funds to any entity in India.

Kumi Naidoo, executive director of Greenpeace International, said: "The Greenpeace is a globally respected organization that for the last 40 years has been working for a sustainable and equitable future. We are present in over 50 countries and all continents. For us to be 'blacklisted' in this manner is unprecedented.

"Civil society voices are critical to any democracy. Suppressing these voices through restrictive measures is against all that India represents to the world. This is not the image that the new government should be projecting to the world."

Referring to the home ministry's affidavit, Prashant Bhushan asked, "When did advocating for clean development, energy access for all and the implementation of India's laws become anti-national"?

He said, "When organizations like Greenpeace India raise their voices against the policies of the state that threaten the environment, they are operating within the constitutional frame of India and should be allowed to do so. The government is bending over backwards to attract foreign investment in mining, insurance, retail and other sectors - why is it afraid of the money that comes to legitimate NGOs?"

The Greenpeace has already written to the Union home minister Rajnath Singh and minister for environment, forests and climate change Prakash Javadekar, seeking an appointment to discuss the case and the group's work in India.

Frame policy on protecting identity of accused, victims: Bombay high court

MUMBAI: The Bombay high court today asked the Maharashtra government to frame a policy within six months on prohibiting police and prosecutors from disclosing the identity of the accused and the victims in criminal cases.

It also asked the Union Government to issue a circular, similar to the one issued by the state, prohibiting pre-trial disclosure of identities of accused and victims.

The court was hearing a public interest litigation filed by advocate Rahul Thakur against 'trial by the media'.

Earlier, the court had asked the state government to issue a circular prohibiting disclosure of certain information about the crimes to the media before the trial starts. The circular was issued, but the court expressed dissatisfaction as it covered only the accused but not the victims and complainants.

The court then sought a fresh circular. The government today informed the division bench headed by Justice Abhay Oka in an affidavit that it had come out with a new circular restraining police, investigating officers and prosecutors from briefing media about the cases.

The HC then asked the state to frame a policy in this regard within six months. The bench also directed the Union Government to issue a circular on the same lines.

Earlier, the judges had observed that under the media's glare, quality of investigation can suffer, and the victim and witnesses may get scared which can affect the probe.

"After the charge-sheet is filed, all the details will be in the open. Till then, the police should not disclose them," Justice Oka had said.

Advocate Thakur's PIL contends that overzealous sections of the media infringe on fundamental rights of privacy, fair trial and dignity of the accused as well as the victims with undue publicity during the investigation stage.

Burdwan blast: One more arrested for indoctrinating youth through jihadi videos

NEW DELHI: NIA on Friday arrested one more person in connection with Burdwan blast for allegedly indoctrinating youth for training by showing 'jihadi' videos related to Gujarat and Assam violence. Zia-ul-Haque, a resident of Naida in West Bengal, was arrested from Masjid Talha in Khagragarh of Burdwan district where he was hiding and was traced by NIA with the help of central security agencies.

According to NIA spokesperson, Haque, a resident of 16 Mile, Old Gurutolla, Kaaliachak police station of Naida, was a close associate of absconding accused persons Rezaul Karim and Yusuf Sheikh alias Moulana Yusuf. While Karim has a reward of Rs three lakh, Sheikh carries a reward of Rs 10 lakh on his head.

During investigation, it was found that the accused was part of a jihadi training module where he was a key motivator for trainees in the jihadi ideology.

He used to facilitate the training module by collecting jihadi videos related to Gujarat and Assam riots and killing of Rohingya Muslims.

These video clips were then shown to the trainees at Simullia and Mukhimnagar Madrassas, NIA alleged.

The investigation into the role of Zia-ul-Haque showed that he was also closely associated with top Jamaat-ul- Mujahideen Bangladesh (JMB) commanders including absconding commander Sajid for whose arrest a cash reward Rs 10 lakh has been announced by NIA.

The NIA team also conducted a raid at his house in Naida and recovered a laptop which is alleged to have been handed over to Haque by Karim after the Burdwan blast on October two.

A forensic analysis of the laptop is on to find out information that may have been deleted, the NIA said.

On October two, the blast had taken place inside a house at Khagragarh in which one person Shakil Ahmed died on the spot and another person Sovan Mandal died in hospital. Both were suspected to have terror links.

Another person - Hasan Saheb, who was also injured in the blast gave some information which led to the arrest of six people in Assam. However, only two women including the wife of one of the dead man was useful in giving some sketchy information about the blast conspiracy.

Nirmala Sitharaman adopts two villages in Andhra Pradesh

VIJAYWADA: Union Minister of State for Commerce Nirmala Sitharaman said here today that she has adopted two villages in West Godavari district of Andhra Pradesh under the Sansad Adarsh Gram Yojana.

The two villages — Pedamainavanilanka and Toorputallu, will be developed into 'ideal village' with within a period of one year with funds provided from the MP Local Area Development Scheme (MPLAD) and Central schemes.

Under the one-year work, the aim is to do comprehensive development of the villages by improving basic amenities like constructing better roads, strengthening health and education facilities, Sitharaman told reporters at a press conference here.

MP Gokaraju Ganga Raju and women sarpanchs of the two villages were also present at the conference.

India, Bhutan sign MoU on establishment of Nalanda University

THIMPHU: India and Bhutan on Friday agreed to collaborate on the "noble objectives" of the establishment of Nalanda University in Bihar to develop the institution as an international centre of excellence.

The two sides signed a memorandum of understanding (MoU) in this regard in Thimphu after President Pranab Mukherjee held talks with the Bhutanese King Jigme Khesar Namgyel Wangchuck.

According to the MoU, signed by foreign secretary Sujatha Singh and her Bhutanese counterpart Yeshey Dorji, the Nalanda University will be located at Rajgir in Bihar and will have the power to confer degrees, diplomas and certificates.

The MoU states that the objectives and functions of Nalanda University includes the establishment "of an international institution of learning that will bring together the brightest and the most dedicated students from all countries irrespective of gender, caste, creed, disability, ethnicity or socio-economic background."

"To build an Asian community of learning where the intellectual potential of every student can be developed to the fullest extent possible and to create an Asian community strengthening regional awareness," the MoU stated.

According to the MoU, India will provide appropriate visa to students, faculty and staff for travel to India to study or work in the university.

The funding for the establishment and operations of the University will be on a voluntary basis.

The MoU on the establishment of the Nalanda University came came into force on October 10, 2013 during the 8th East Asia Summit in Brunei.

Madras high court dismisses plea on five death row Indians in Sri Lanka

MADURAI: The Madurai bench of the Madras high court on Thursday dismissed a petition that stated that a Sri Lankan court could not try the case of five Indian fishermen who were sentenced to death for smuggling narcotics.

The petition had also sought the high court's intervention to get the five fishermen -- Emerson, Agastas, Wilson, Prasath and Langlet -- transferred to the Madurai central prison in accordance with a treaty between the two nations.

When the petition filed by Virudhunagar-based advocate S M Anandamurugan came up for hearing, the division bench of justices V Dhanapalan and V M Velumani said the matter could not be filed in the nature of a petition.

Following it, the petitioner's side expressed willingness to withdraw the petition.

Wanted: Office space for Congress in Madurai after Vasan exit

MADURAI: The supporters of G K Vasan, who quit the Congress and announced his decision to launch a new party, have an office in Madurai. However, the parent party is trying to find an office space in the city.

The Congress has not had a permanent office of its own in Madurai and it had shifted the office to places around the Meenakshi Sundareswarar Temple several times.

When P Sethuraman assumed charge as the urban district secretary about a year ago, the office was shifted to a building owned by him on the Kamarajar Salai.

Sethuraman and others were among the first to celebrate Vasan's decision to float a new party. On Monday, they replaced the portraits of Congress president Sonia Gandhi and party general secretary Rahul Gandhi with those of Vasan and his late father G K Moopanar.

The Congress had two divisions as far as the rural of region of Madurai was concerned -- rural district north and rural district south.

K V V Ravichandran is president of the north unit. Ravichandran is a supporter of P Chidambaram and continues with the Congress while rural district south president Vijay Baskar joined the Vasan camp.

It is estimated that 95% of the 40,000 odd Congress cadres here have decided to support Vasan.

Will focus on Delhi in next 5-10 years: Arvind Kejriwal

NEW DELHI: Preparing for the polls, Aam Aadmi Party chief Arvind Kejriwal today said he will focus on Delhi for the next five to 10 years and any decision on fighting elections in other states will be taken only after people's mandate in the capital.

The civil servent-turned politician, who faced severe criticism for quitting as Delhi chief minister in February, said AAP was "fully ready" to take the electoral plunge and identified BJP as its main opponent.

"We are only concentrating on Delhi. As far as I am concerned, I am going to focus on Delhi for next five to 10 years," Kejriwal, who led AAP to a dream debut in the Assembly polls in December last year, said.

Noting that a strong base in the national capital was necessary for the party's growth, the 46-year-old leader said any decision on fighting elsewhere will be taken after polls in Delhi.

"Till Delhi elections, we are not fighting in any other election. After polls here, the party will decide where to fight and where not to fight," he said.

The AAP leader also strongly rejected criticism that he does not know how to govern, saying people were amazed to see the speed at which the AAP government was taking decisions and provided relief to them.

"We are very confident of our victory. People were amazed to see the speed at which our government was functioning and the kind of decisions we were taking. We are confident of coming back to power," he said.

Kejriwal, who had emerged as a mascot of an alternative brand of politics after the Assembly polls last year, said BJP has been running "propaganda" that AAP does not know how to govern.

"They say we do not know governance. I want to ask what is governance. In the last 65 years, BJP have been in power in so many states. Can you name a single state where corruption had come down substantially? Congress has been in governance for 65 years at the Centre and in states, they could not contain corruption. We did it in 49 days. We know governance. They do not," he said.

Kejriwal said BJP's decision not to project a chief ministerial candidate reflected the party's lack of confidence in facing the electorate and said people will reject it in the polls.

"BJP has done nothing for the city. It could not contain price rise. Congress could not contain price rise. But we had controlled it," he said.

Kejriwal said Congress will not be able to put up a strong fight in the polls. "The fight will be between AAP and BJP."

On recent clashes in various parts of the city, the AAP Chief, without naming any party, said, "A trend of instigating riots ahead of elections has emerged."

Asked whether Narendra Modi capitalized on the issue of corruption in the Lok Sabha polls though he and Anna Hazare made it a national issue, Kejriwal evaded a direct reply but said the Prime Minister has not been able to contain graft so far.

"He (Modi) has his own style. I have my own. If he filled the vacuum that time, we will now see what he does now. He promised that he will bring down corruption. So far he has not done anything. People have hopes. People still think he will do something. We had done it in 49 days. He is in power for around 200 days," said Kejriwal.

He said Congress had failed to play the role of a strong opposition.

"A weak opposition is bad for the country. Opposition is very weak now. We need a strong opposition," he said.

Asked whether Congress Vice President Rahul Gandhi will be able to revive the party, Kejriwal said, "That is for Cong to decide."

On whether Congress will be able to come out of the current situation, Kejriwal said, "It is their internal matter. They will have to sort it out."

Panic grips as miscreants open fire in Jammu, two held

JAMMU: Panic gripped the posh Trikuta Nagar locality of the winter capital when two youths fired at a religious complex and fled away in a car, police said on Thursday. The duo was arrested by the police this afternoon.

Senior Superintendent of Police (SSP) Jammu Uttan Chand while briefing the media person this evening said, "Two youth in a car, this afternoon fired at the building of a religious place (temple) and escaped from the spot in Trikuta Nagar area." He said that some eye witnesses immediately informed the police that the boys who fired were seemingly in an inebriated condition, following which messages were flashed to every police station and police posts and check posts of the district were put in alert.

He added that the miscreants were arrested from the Chowki Choura area of Akhnoor and an FIR had been registered under sections 307, 295, 295(A), 427 Arms Acts. Both of them are residents of Surankote Poonch, SSP Jammu said. Police recovered one 12 bore gun and six cartridges from their possession and seized their car bearing registration no JK 12 6209 too.

Congress leader Nitesh Rane wants Mumbai 'cleaned of Gujaratis', draws criticism

MUMBAI: First-term Congress MLA Nitesh Rane has stirred a controversy with remarks that he wants to begin Prime Minister Narendra Modi's 'Clean India' campaign from Mumbai by "cleaning" the city of Gujaratis, drawing condemnation from BJP for playing "abusive" politics.

His own party too called it "reprehensible" and "completely inappropriate", while distancing itself from his comments.

"Wanna take part in Swacha Bharat abhiyan n start from mumbai!! Wanna start cleaning up all the Marathi hating gujjus from there once for all," Rane posted on Twitter yesterday.

As his remark triggered an outrage, an unfazed Nitesh, son of senior Congress leader Narayan Rane, defended his tweet, saying "In Mumbai, Marathis don't get accomodation of their choice because they are Marathis and non-vegetarian.

"If this continues to happen, we will have to do this cleaning-up," he told reporters today.

Rane's remarks attracted criticism from BJP whose national spokesman Sambit Patra said "it is because of such kind of mentality that people of Maharashtra and Haryana have voted against Congress.

"If such be the thought process of Congress and its leaders, then I fear Congress will be wiped out throughout the country and we will have a Congress-mukt Bharat," he said.

BJP's Maharashtra unit treasurer Shaina N C too slammed Nitesh whom he described as "a symbol of abusive politics".

"The time has come for us as a state to realize and give back in a way which is befitting to people who are nothing but trouble-mongers, who always play a divisive card," she said.

Congress too reacted strongly to the Kankavli MLA's anti-Gujarati rant.

"From what I have seen on Twitter, I can say it is reprehensible. It is completely inappropriate," Congress' national spokesman Sanjay Jha said.

Asked if the party was contemplating any action against Nitesh, he said "if any advisory has to be given, state and central leadership will take a call."

Maharashtra Congress president Manikrao Thakre also disapproved of the MLA's comments.

"Congress disapproves such comments. I will speak to Nitesh but this is not the party view," he said.

Social media being used to instigate communal riots, Rajnath says

MONACO: Seeking global cooperation in combating cybercrime, India has said social media is increasingly being used to instigate communal riots and women and children are equally vulnerable in cyberspace as in the real world.

Addressing the 83rd general assembly of Interpol here on Tuesday, home minister Rajnath Singh said rise of social networks has increased the diffusion of private data users that can be potentially stolen and misused.

"Women and children are equally vulnerable in cyberspace as in the real world, if not more. In recent years, the internet and social media are being increasingly used to instigate communal riots to destabilize the state," he said.

During the riots in Muzaffarnagar in 2013, government had said that social media was used extensively by anti-social elements to spread hatred and misinformation among communities.

Similarly in 2012, the mass exodus of people of northeast from south India had taken place allegedly due to the misinformation campaign carried out through internet and social media.

The minister asked each member of the Interpol to take a pledge to strengthen the strategy relating to cybercrime.

Singh said that advancements in information and communication technologies have transformed the world into a global village and these changes have accelerated the pace, volume and scope of international trade and commerce.

He said the dynamics of globalisation, the free movements of people, goods and financial transactions across borders have enabled international organised crime groups to expand both their global reach and criminal business interests.

"Anonymity offered by the internet technology has facilitated communication between the members of terror groups without much fear of being intercepted by law enforcement agencies.

"Information technology has radically changed the way people work, communicate and interact; it has also altered the work culture of criminals," Singh said.

Bihar CM Manjhi appoints son-in-law as personal assistant, violates rule

PATNA: Bihar chief minister Jitan Ram Manjhi has appointed his son-in-law as his personal assistant (PA), violating an order that bars ministers from appointing family members as personal staff.

As per a notification of the state cabinet secretariat department issued in June this year, Manjhi appointed his son-in-law Devendra Kumar as his personal assistant.

Another family member of Manjhi, Satyendra Kumar, was appointed as a peon.

The appointments of close relatives by the chief minister violate a state cabinet secretariat department order of May 23, 2000 which prohibits ministers to appoint a relative as personal assistant.

It says that any such appointments made should be quashed immediately.

When a question was put to the chief minister, he tried to play it down. "Is tarah ke aarop lagte rahte hai. Yah koi issue nahin hai (such allegations are levelled from time to time. This is no issue)," Manjhi told reporters after attending a state cabinet meeting.

When reporters told him that appointments of relatives violates a 2000 order of the government, he said "I will look into it".

Bukhari row: Court accepts plea, to hear matter on Nov 26

DEORIA (Uttar Pradesh): An application has been moved in a court here against Shahi Imam of Delhi's Jama Masjid Syed Ahmed Bukhari for not inviting Prime Minister Narendra Modi for his son's anointment as the next chief cleric.

The Shahi Imam has extended invitation to Pakistani Premier Nawaz Sharif.

The petitioner, Vikas Mani, who runs an NGO, moved the application in the court of the chief judicial magistrate (CJM) under CrPC section 156(3) stating that the act of Shahi Imam amounts to "treachery" and this has humiliated the 125 crore Indians, according to the CJM's office.

The application has been accepted and November 26 has been fixed for hearing in this matter.

The Shahi Imam had triggered a controversy by inviting Nawaz Sharif as well as political leaders in India but not Prime Minister Narendra Modi for the anointment ceremony of his son.

"I have invited several Indian and foreign political leaders for attending the anointment ceremony of my son. Pakistan Prime Minister Nawaz Sharif has also been invited, but I have not sent invitation to Prime Minister Narendra Modi as Muslims have not forgiven him for the Gujarat riots," Bukhari had said, drawing flak from several quarters including a section of Muslims.

NHRC seeks report from Army, local authorities over killing of J&K youths

NEW DELHI: National Human Rights Commission on Wednesday sought reports from the defence ministry and local authorities in Jammu & Kashmir over the killing of two youths in Army firing in Budgam district two days back.

The commission issued separate notices to the defence ministry and Budgam police about the incident, which triggered strong reactions in the Valley.

"NHRC has issued notices to the secretary, Union ministry of defence, and superintendent of police, Budgam, Jammu & Kashmir calling for reports within two weeks into the incident of firing by Army personnel resulting in killing of two youths and injury to two others in Chattergam area on November 3," an official statement said today.

The Army has already ordered a court of inquiry into the firing.

The youths were traveling in a car and, as claimed by the Army, they did not pay heed to signals to stop at the barriers set up by the security forces, the statement added.

Two other youths were also injured in the incident that led to widespread condemnation from various quarters, including mainstream political parties.

Defence minister Arun Jaitley had termed the incident as highly regrettable while the home ministry has also sought a report from the state government in this regard.

The moderate Hurriyat Conference had yesterday filed a petition before the National Human Rights Commission (NHRC) seeking an inquiry in the case.

Curfew-like restrictions continued in five police station areas in Srinagar as a precautionary measure even as normal life across Kashmir was affected today following a call for general strike by separatist groups to protest the killing of the two youths.

Manohar Parrikar as defence minister? Cabinet expansion likely on Sunday

NEW DELHI: Prime Minister Narendra Modi is likely to expand his Cabinet on Sunday, according to Times Now.

Manohar Parrikar, Suresh Prabhu and Jayant Sinha could be inducted into the Union Cabinet, the news channel reported quoting sources.

Manohar Parrikar, who was summoned to Delhi on Wednesday, met BJP president Amit Shah amid reports that he may be inducted into the Union Cabinet as defence minister.

The Goa CM is also likely to meet PM Narendra Modi.

Asked about the speculation that he may be inducted into the Cabinet, Parrikar said, "I can comment on it only after meeting the Prime Minister. Let the Prime Minister who has invited me comment."

Parrikar, who met Shah at his residence, left for Delhi in the morning cancelling a Cabinet meeting that was to take up the issue of mining lease policy.

Haryana BJP leader Virendra Singh, a prominent Jat face of the party who left Congress to join it before Haryana assembly elections, also met Amit Shah on Wednesday, according to a PTI report.


Meanwhile, the news of Manohar Parrikar taking over as defence minister has created ripples in Goa.

The summoning of Parrikar, state party president Vijay Tendulkar and organising secretary Satish Dhond to Delhi on Wednesday for a meeting with Prime Minister Narendra Modi and party president Amit Shah has only lent credence to the rumour that Parrikar's induction in the central Cabinet is nearly certain.

BJP state vice-president Wilfred Mesquita told IANS that if Parrikar is made a central Cabinet minister, the parting would indeed be sad.

"If orders comes, he will have to go ... Parting in life is sad. We can never be happy. But if someone goes for better prospects, it is a nice thing," Mesquita said.

Congress in Goa hit out at Parrikar and said he was trying to escape the mess in Goa created by his government.

Congress Rajya Sabha member from Goa, Shantaram Naik, told IANS that Parrikar's elevation was "most certain".

"Parrikar himself was lobbying for a Cabinet position because he has made a mess of affairs in Goa. Whether it's his inability to resolve the mining problem, law and order, etc. The defence portfolio is his escape ticket from Goa," Naik said.

The social media has also been agog with the possibility of Parrikar's elevation.

"Great, he has excellent administrative skills," says Samir Talkar on a popular Facebook group Goa+. Others are sceptical, asking whether his trademark 'U' turns on decisions related to state administration will now be a regular feature in the Union defence ministry.

Others like Rajesh Mandrekar wonder on the same group about what would happen to the BJP in Goa if Parrikar, known as the only "credible" face in the party's state unit, heads for Delhi.

Mesquita has an answer ready for such sceptics.

The BJP in Goa, he says, is brimming with chief ministerial talent. "We have got so many. We will have to go in alphabetical order," he said.

Party sources said that the names of current deputy chief minister Francis D'Souza and speaker of the Goa legislative assembly Rajendra Arlekar are in the reckoning for the chief minister's position, should Parrikar's elevation to Centre takes place.

India is closest ally in Asia: South Africa

NEW DELHI: Describing India as its "closest ally" in Asia, South Africa on Tuesday sought its help in gaining expertise in science and engineering besides pitching for better cooperation in areas like culture and education.

"We know how good India is in the field of engineering and science. We lack the necessary skills in these fields and would like India to assist us in these sectors," South Africa's minister of human settlements Lindiwe Nonceba Sisulu said.

Sisulu is on her first visit to India to mark the celebration of 20 years of freedom in South Africa.

"The purpose of this visit is a gesture from the South African government to thank its Indian counterpart for all the help and support it has extended in our struggle for liberation," Sisulu said.

The minister said bilateral relations between India and South Africa are a priority for the South African government with the two nations sharing a lot of commonalities.

"India is our closest ally in the Asian continent. We have commonality in our approach and we intend to keep it like that," she said.

Talking about celebrating the centenary of Mahatma Gandhi's return to India from South Africa next year, Sisulu said the government has decided to celebrate the occasion but details of it were not finalised yet.

"We have decided to celebrate the hundred year's of Mahatma Gandhi's return to India. The details of celebrations are yet to be finalised. We would also like Indians to suggest us ways of how to celebrate it," she said.

While talking about the cultural cooperation between the two countries, South African high commissioner F K Morule said much needs to be done on that front.

"Much has to be done to strengthen and promote cultural cooperation between India and South Africa. We need to do more on this," he said.

Supreme Court says Bollywood must allow female make-up artists: Report

NEW DELHI: A nearly six-decade ban on women being employed as make-up artists in the film industry is set to end after the Supreme Court said it was gender biased and should not continue for a day longer, the Indian Express said on Tuesday.

India's $2-billion film industry is the largest in world by ticket sales. It produces between 300 to 325 movies a year and, although there are no official figures, trade analysts say the Hindi-language industry alone employs more than 250,000 people, most of them contract workers.

While women work in most areas including as technicians and hairdressers, the industry does not allow women to work as make-up artists. Trade unions say this is to ensure men are not deprived of work.

But in a court case brought by a group of female make-up artists against the Cine Costume Make-up Artists and Hair Dressers Association (CCMAA), a two-judge bench said on Monday it would not permit this type of discrimination, the newspaper reported.

"Why should only a male artist be allowed to put make-up? How can it be said that only men can be make-up artists and women can be hairdressers? We don't see a reason to prohibit a woman from becoming a make-up artist if she is qualified," the Indian Express quoted Justices Dipak Misra and U U Lalit as saying.

"You better delete this clause on your own. Remove this immediately. We are in 2014, not in 1935. Such things cannot continue even for a day," they told the CCMAA.

The Indian Express said the petition was brought by make-up artist Charu Khurana and other qualified female artists whose applications for make-up artist identification cards were rejected by the CCMAA because they are women.

While this case related to the Mumbai-based Hindi and English-language film industry which is known as Bollywood, the court said it will take action against regional language film industries based in cities such as Kolkata, Bangalore, Chennai and Hyderabad which also bar women make-up artists.

Kolkata on high alert after intelligence agencies warn of possible terror attack

KOLKATA: Central intelligence agencies have alerted Kolkata police about the possibility of a terror attack in the city, especially in the port area, a senior official of Kolkata police said on Tuesday.

"We have received inputs from central intelligence agencies that there might be a terror attack in Kolkata, especially in port area. We have increased security in the port area and have put the entire city under security blanket," a senior police officer said on condition of anonymity.

According to the input, terrorists may use small boats to carry out an attack in port area, he added.

Two Naval ships called back for operational reasons

Meanwhile, two Navy warships, which were scheduled to be berthed at Khidderpore dock here till November 7 for public visits, were on Tuesday withdrawn to the sea for undisclosed 'operational reasons,' a defence ministry official said.

The recall of warships INS Khukri and INS Sumitra came in the backdrop of the alert by central intelligence agencies to the Kolkata police about the possibility of a terror attack in the city, especially in the port area.

Asked whether the recall of ships is due to the terror alert by central intelligence agencies, Defence CPRO Group Captain TK Singha said "no, it has nothing to do with any terror alert. The recall of ships is strictly due to operational reasons."

A Defence press statement issued here said "the alacrity by which Indian warships are ready for operation at a short notice was demonstrated by the quick turnaround of the two visiting warships — INS Khukri and INS Sumitra — which had just berthed at Kidderpore on Monday, amply showcasing Indian Navy's prompt readiness as the two warships are set to sail out within hours of a recall to the sea for undisclosed 'operational reasons' on orders by Eastern Naval Command HQ, today."

According to the statement, the warships were scheduled to berth here till Friday, enabling the public to visit the ships on Wednesday and Thursday.

Over 1000 Indian Sikhs arrive in Pakistan for Guru Nanak birthday

LAHORE: Around 1,100 Sikh pilgrims arrived in Pakistan on Tuesday via the Wagah border to attend the 534th birth anniversary of Guru Nanak, the founder of Sikh religion.

The Sikh pilgrims reached in a special train on the Amritsar-Wagah-Lahore line and some others crossed over on foot from the Wagah border which witnessed a bloodbath on Sunday when around 61 people were killed in a suicide bombing.

The Pakistan government has issued visas for around 3,000 Sikh pilgrims to visit Pakistan for the religious celebrations at Nankana Sahib in Punjab.

Around 15,000 local Sikhs will also join them in Nankana Sahib for the celebrations which will continue till November 9.

Special security arrangements have been made at the Wagah border for the smooth transfer and entry of the pilgrims with special paramilitary Rangers commandos also deputed to protect the visiting pilgrims.

The pilgrims will be taken to Nankana Sahib by a special train from Lahore.

Odisha chit fund scam: BJD suspends Mayurbhanj MP Hansda and ex-MLA Subarna Naik

BHUBANESWAR: Biju Janta Dal (BJD) president and Odisha chief minister NaveenPatnaik on Tuesday suspended party MP RamchandraHansda and former party MLA SubarnaNaik after they were arrested by the CBI on charge of criminal conspiracy in the multi-crore chit fund scam.

"BJD president Naveen Patnaik has suspended Mayurbhanj MP Hansda and former Keonjhar MLA Naik after they were arrested by the CBI," BJD spokesman Rabi Narayan nanda told PTI.

The party's action came barely two hours after the arrest of the duo along with Hitesh Kumar Bagarti, a former BJP MLA in the ponzi scam case.

The three leaders, also former directors of ponzi company — Nabadiganta Capital Service, were arrested on the charge of criminal conspiracy, cheating and diversion of funds.

While BJD placed its party MP and former MLA under suspension, the BJP on its part claimed that Bagarti was no more a member of the party.

"We have not renewed the membership of Bagarti, ex-MLA from Khariar, much before his arrest," BJP spokesman Sajan Sharma said.

Senior BJP leader Suresh Pujari also claimed that the party had not given ticket to Bagarti to contest the 2014 general elections.

Earlier on October 31, the BJD had suspended its Banki MLA Pravat Tripathy from the party after he was arrested for his alleged links with Artha Tatwa Group, another ponzi company accused of duping thousands of investors.

Naxalites gun down seven Shanti Sena members ahead of polls in Jharkhand

RANCHI: In poll bound Jharkhand, suspected rebels of People's Liberation Front of India (PLFI), a breakaway faction of the CPI Maoists, gunned down seven people, reportedly members of Shanti Sena, a local Hindu outfit, in Gumla district on Monday evening. Jharkhand police spokesman Anurag Gupta said: "As per the reports I have received till now, seven people have been killed by PLFI rebels".

Assembly polls are scheduled in Gumla on November 25 for which BJP, Congress and other parties have even announced candidates. No immediate reason, political or otherwise, has been found behind the incident so far.

PLFI rebels opened indiscriminate firing from all sides on a SUV in which seven members of Shanti Sena were traveling at around 6.30pm. "The place where the incident occurred is covered in dense forest in which PLFI rebels were hiding in ambush," said a police officer. The incident occurred between Harup and Rewra villages under Kamdara police station area. A source however said these members were supporting police action against PLFI for which PLFI targeted them.

"Police have reached the spot and started a combing operation. The rebels fled the spot immediately. Details of recoveries will be known later," Gupta said.

A source said none of the seven people got a chance to escape as they were ambushed from all the sides. "Those who tried to run for cover were the first to die," said a police officer.

Mauritius assures help to India in SIT's black money probe

PORT, LOUIS: Mauritius, often accused of being a route for round-tripping of funds by Indians, on Monday conveyed to the Indian government that it was ready to support its Special Investigation Team (SIT) to unearth black money.

This was conveyed to external affairs minister Sushma Swaraj by Mauritius minister of foreign affairs, regional integration and international trade Arvin Boolell during a meeting here, the external affairs Ministry spokesperson said.

Boolell conveyed that Mauritius will take measures to ensure it remains "jurisdiction of repute", he said.

Mauritius used to be the biggest gateway for flow of funds into India through FDI as well as FII routes, but its position has come down amid concerns about this island nation being used for round-tripping of funds.

It recently slipped to the second place after the US in terms of quantum of money being brought in by overseas investors into Indian markets.

According to Sebi, Mauritius accounted for Rs 3.31 lakh crore worth 'assets under custody' of foreign institutional investors in the Indian equity and debt markets at the end of 2013, as against over Rs 4.37 lakh crore in case of the US.

Fund flows from Mauritius have fallen amid concerns about suspected money-laundering, even though this Indian Ocean island nation has been consistently denying such allegations.

India has concerns that Mauritius, which is one of the top sources of foreign direct investments into the country, is being used for round-tripping of funds. Round-tripping is usually referred to routing of domestic investments through Mauritius to take advantage of the Double Taxation Avoidance Agreement (DTAA) between the two countries.

The island nation received requests for information in 97 cases from India during one-year period ended August, 2014.

According to a Mauritius government official, 85 per cent of those requests have been resolved and efforts are on to address concerns of Indian authorities in the remaining ones.

"Between August 2013 and August this year, we have received requests in as many as 97 cases for the exchange of information with Indian authorities and we have already provided banking information and other financial details to them in 85 per cent of these cases," M Rawoteea, head analyst at ministry of finance, Mauritius had said earlier.

Over the past few years, effective exchange of information between the two countries has taken place in at least 170 cases.

Veteran actor Sadashiv Amrapurkar passes away

NEW DELHI: Sadashiv Amrapurkar, whose pitch-perfect portrayal of the oily yet menacing gangster Rama Shetty in Ardh Satya (1983) created one of the most iconic villains of Hindi cinema, passed away at a Mumbai private hospital on Monday. The 64-year-old had been battling a lung infection.

Before making his Hindi film debut with Ardh Satya, the actor had already etched a special place for himself in Marathi theatre. But the part not only earned him a Filmfare Award, it also ensured amiable employment for him over the next three decades.

"Amrapurkar worked hard on the role and developed the character's body language, gait and speech. He was simply brilliant," remembers the film's director Govind Nihalani.

His second Filmfare award came playing Maharani, a transvestite goon who runs a brothel, in the box-office smash Sadak (1991). "Sadak is a rare Bollywood movie remembered for its villain. When you think of the film, you think of Maharani. Amrapurkar created a larger-than-life character, bringing something extra to the part. That's why the role is embedded in popular consciousness," says director Mahesh Bhatt, who also reveals it was the actor's idea to wear a sari in the film.

A gifted actor, Amrapurkar's expressive eyes could articulate both rage and hilarity. But Bollywood never fully made use of his copious creative talent so visible in Shyam Bengal's seminal Bharat Ek Khoj and the Marathi film, 22 June 1897.

It was, perhaps, the curse of the times. In the 1980s and 1990s, during Amrapurkar's prime, neatly written parts were scarce in mainstream Hindi cinema. The Ahmednagar-born actor drifted in and out of scores of good, bad and mostly indifferent films.

In many of them, he played the comic villain: David Dhawan's blockbuster Aankhen and Coolie No. 1 (his character was named Shaadiram Gharjode), to name a couple. His role of Deenabandhu Deenanath (DBDN), a corrupt and ruthless businessman with delusions of grandeur in the mega hit Hukumat (1987), endeared the underclass in single screens.

To survive in the hyper-competitive industry, Amrapurkar delivered similar over-the-top performances in several asinine action flicks such as AK-47, Tada, Daku Ramkali and Mafia Raj.

However, his last film, Bombay Talkies (2013), showed that the integrity of his craft was intact amid the rubble. As a village theatre thespian, his brief but intense exchange with Nawazuddin Siddiqui, marked his symbolic return to his roots of a Marathi stage actor.

Amrapurkar was a rationalist and avidly secular. Bhatt recalls an incident during the shooting of Sadak when the actor entered into a debate with a right-wing actor on the subject of L K Advani's rath yatra.

He was also an actor with a conscience. "He worked for free in Swayam, a film that explored the plight of the elderly when the joint family is breaking down. That's because he loved the part," says Bhatt.

Nihalani says he was engaged in social work. "He was connected to the people," he says. Sadly, Amrapurkar was beaten up by a bunch of goons after he protested against wastage of water in a rain dance in Versova during Holi last year.

Bhatt says his nephew, director Mohit Suri, wanted the actor to do the small role of a eunuch in Murder 2. "He came and told me, 'Mahesh, no matter how much we try we cannot recreate Maharani.' In life, we should always be upright and brave enough to say no. Sadashiv Amrapurkar was certainly both upright and brave."

ANC accuses EC of colluding with BJP, asks SC to postpone J&K elections

NEW DELHI: Accusing the Election Commission of India of colluding with the BJP, Jammu & Kashmir Awami National Conference (ANC) on Monday said that it had filed a writ petition in the Supreme Court of India seeking postponing of the state assembly elections which are due later this month.

ANC, a breakaway faction of the National Conference, came to power in J&K in 1984 following the dismissal of then chief minister Farooq Abdullah by the Indira Gandhi government at the Centre. The ANC government in J&K was led by Abdullah's brother-in-law, Ghulam Mohammad Shah.

At a press conference here, ANC's senior vice president and former parliamentarian, AR Shaheen alleged that the Election Commission was in cahoots with the BJP and the Centre to hold elections in a "tearing hurry" and in absolute disregard of the plight of the people and the adverse circumstances caused by the recent floods in the state. "We are not against elections but we are against the timing of the elections," Shaheen said questioning the "wisdom" of the Election Commission to hold elections at a time when the rehabilitation of millions of flood affected people is yet to conclude.

The party leader alleged that the BJP was in a hurry to hold the elections because the BJP president Amit Shah's "absurd formula" of 44plus seats would benefit from it. Shaheen said that the BJP was "polarizing the state along communal and regional lines." "They are tampering with the pluralism of the state and it will push J&K back to the days of 1989," he said in a reference to the breakout of militant insurgency in J&K.

Claiming that over 6 lac people had been displaced and dislocated from Srinagar city alone, Shaheen said that the Election Commission was denying the electorate their right to vote. He said the party approached the Supreme Court on November 1 after it failed to draw a response from the Election Commission. The SC petition is likely to come for hearing on Wednesday November 5, he said.

The party leader said that the EC had not visited any flood affected areas in the state or met any flood survivors before it decided to hold the elections. Shaheen said that the EC announced its decision completely unmindful of the facts that "3 lakh structures have been devastated, 12 lakh families affected and over 3 lac residential homes fully damaged and 32 lakh people affected across 75000 villages."

He said that the entire state machinery had halted its rehabilitation work in view of the elections. "Just today they abandoned the retrieval of 28 bodies buried in a village in Udhampur," he said. "Why can't they postpone the elections for 3 to 6 months? The EC is creating a wide rift between the people of J&K and the rest of the country," he said. Shaheen also criticized the EC for holding the elections during the month of Muharram.

The party petition said that the "lesser voter participation is the rejection of commitment to democracy." Shaheen said that the SC's ruling will determine whether the party would participate or boycott the elections.

Rahul holds another round of talks with top leaders on Congress's future

NEW DELHI: On a day Congress suffered a split in Tamil Nadu, Rahul Gandhi on Monday held confabulations with some senior party leaders, including Kerala chief minister Oomen Chandy, on the future course in the wake of a string of electoral debacles since the Lok Sabha polls in May.

Gandhi, who is in the midst of an exercise to discuss ways and means to revive the organization, held lengthy discussions with the leaders who also included Ahmed Patel, political secretary to Congress president, former Lok Sabha Speaker Meira Kumar, AICC general secretary C P Joshi and former Union minister Manish Tewari.

Last week, the Congress vice-president had held lengthy consultations with senior party leaders Sushilkumar Shinde, Amarender Singh, Janardan Dwivedi, Mukul Wasnik, Girija Vyas, Shashi Tharoor and Ajay Maken.

While the Antony committee, which went into the debacle in the Lok Sabha polls, was the first step, the interactive sessions initiated by Gandhi is the second step in the plans to decide the future course and strengthen the organisation.

The talk in the party is that the exercise initiated by Gandhi was akin to "mini chintan shivirs" to generate fresh ideas for revival of the organisation. The Congress leadership has been talking about holding a 'chintan shivir' ever since the defeat in the Lok Sabha polls in May which saw the party securing the lowest number of seats, 44, in the 543-member lower house.

The latest deliberations came on a day when Tamil Nadu Congress suffered a split with senior leader G K Vasan parting ways with the organisation and planning a new outfit. An organisational revamp is long overdue in the Congress. The process of party polls has also been set in motion with Gandhi asking party leaders to utilise the exercise as an opportunity to revive and revitalise the organisation.

Unauthorized disclosure on black money can sabotage probe, Arun Jaitley says

NEW DELHI: Lashing out at those, including the Congress party, who want the government to make names of black money holders public, finance minister Arun Jaitley on Sunday said unauthorized disclosure of such names can sabotage investigation and benefit the guilty.

"An unauthorized disclosure of information is fraught with both investigation and economic consequences. They can sabotage the investigation. They can attract sanctions in the form of withholding taxes," he said in a Facebook post on a day when Prime Minister Narendra Modi asserted that all efforts would be made to bring back black money stashed abroad.

Questioning those demanding disclosure of names in violation of tax treaties, Jaitley said: "The Congress Party's stand is understandable. It does not want evidence to be forthcoming in support of the names available with SIT. Are some others ill informed, just indulging in bravado or are they Trojan horses?"

The minister exuded confidence that the Special Investigation Team (SIT), which has been entrusted by the Supreme Court with the investigation, will succeed in bringing out the truth and the NDA government made available all the names in its possession to the SIT on 27th June, 2014 itself.

"The NDA government has had an exemplary record in this matter ... It will continue to support the SIT fully and unequivocally in search of truth," Jaitley said.

The choice before the government was between unauthorized disclosure and disclosure as per treaties, he said, adding that the latter is both a fair and beneficial proposition.

"It will help in collection of evidence and exposure of a wrong doing in accordance with law and fair procedure. A disclosure without evidence would ensure that evidence is never available," he added.

Earlier in his address to the nation over radio, Modi said that bringing back black money from outside the country is an "article of faith" for him and nothing will be lacking in his efforts to do so.

Last week the government had submitted to the Supreme Court in sealed envelopes details of 627 account holders in HSBC Bank Geneva.

The government also came under attack from opposition parties that it was going back on its election promise to unearth and bring back black money stashed abroad.

No sanction should be needed to probe corruption: Fadnavis

MUMBAI: Maharashtra chief minister Devendra Fadnavis has proposed to do away with the need for sanction to probe the corruption cases where there is a prima facie evidence.

"Why should any sanction be necessary? We would make a framework...where preliminary inquiry is done and there is a prima facie evidence, no sanction should be taken. We would change the law," Fadnavis told a news channel today.

"There is no need for discretion (for initiating a probe) for corruption cases. When you find certain prima facie evidence, why should you stop?" Fadnavis said, when asked about whether he would allow the anti-corruption bureau to conduct inquiry against NCP leaders Ajit Pawar and Sunil Tatkare in connection with alleged scams in the irrigation sector.

Black money probe: Swiss banks mull anticipatory measures

BERNE/NEW DELHI : As probe into suspected black money stashed abroad by Indians gathers steam, banks in Switzerland are running from pillar to post to safeguard their interest while some are also considering financial provisions in their books for possible penal actions and legal costs.

At the same time, banks are also lobbying with the Swiss government to insist on putting in place necessary measures in their information-exchange and administrative assistance frameworks with India for safeguarding the interest of banking institutions during the subsequent prosecution and other legal or regulatory proceedings in the black money cases. Sources, however, said that the role of some banks, as also that of certain bankers, has already come under scanner for acting in concert with the suspected black money hoarders and also for making 'safe haven' promises for their funds.

The suspected lapses on the part of at least three large European banks, including two from Switzerland itself and the third having a significant presence in the Alpine nation, are also being probed for allegedly facilitating re-routing funds of certain Indian corporate houses back into their listed companies as foreign investments. Capital market watchdog Sebi is probing at least three large global banks and many Indian companies for alleged round tripping of funds by way of multi-layered transactions, while the regulatory noose has further tightened in these cases with involvement of other regulatory and enforcement agencies.

Such transactions are suspected to have taken place in case of 15-20 Indian companies, a senior official said, but refused to disclose their names as also that of the banks saying it might impede the investigations. Some portfolio managers at some banks, which have a significant presence in the Indian financial markets, could have helped clients route money back into the country as foreign funds using investment vehicles across jurisdictions. So far, the focus of this Supreme Court monitored probe has mainly remained on the persons and entities from India suspected to have stashed illicit wealth in overseas locations including Swiss banks.

However, as the probe moves further, including by a Special Investigation Team (SIT) with two former Supreme Court judges as Chairman and Vice-Chairman along with members from various investigative and regulatory agencies, the banks are turning wary about possible action against them going ahead. Senior executives at various banks, including three large ones headquartered in Switzerland and the Swiss units of some major European banks, said that they are considering making financial provisions as anticipatory measures to deal with any action involving them in India's black money probe. The banks are also said to be lobbying with the Swiss government that it should ask the Indian authorities to put in place a 'settlement' mechanism to deal with the suspected entities, including the banks and their customers, before seeking any assistance in its black money probe.

4,000 Sikhs to visit Pak to mark Guru Nanak birth anniversary

LAHORE : Around 4,000 Sikhs from India and other countries are expected to arrive in Pakistan on Tuesday for the 546th birth anniversary celebrations of Guru Nanak, the founder of Sikhism, at his birthplace Nankana Sahib in Punjab province. "Some 3,000 Sikhs are expected to reach at Wagah Border on Tuesday from India and 1,000 from European countries to take part in the festivities in connection with 546th birth anniversary of Baba Guru Nanak at Nankana Sahib," Evacuee Trust Property Board (ETPB) deputy director (shrines) Fraz Abbas told PTI here today.

'Amrat Jal' (holy water) will be gifted to Indian Sikhs for the first time on their arrival here on November 4 in connection with the birth anniversary of Guru Nanak, for which the Pakistani government has called in rangers for their security. Abbas said the ETPB and Pakistan Gurdwara Parbhandik Committee officials would receive the Indian pilgrims at Wagah Border and would ensure that they were provided with all facilities relating to immigration, custom and foreign exchange. They would also be served food at the border. He said, "For the first time 'Amrat Jal' will be gifted in sealed bottles to Indian Yatris. We have cleaned the sacred well at Gurdwara Janamesthan Nankana Sahib (some 80 kilometers from Lahore) on the complaints of the Indian Sikhs and Amrat Jal will be served to the Yatrees from there.

About security arrangements, Abbas said, "Since Guru Nanak's birth anniversary is falling in Islamic month of Muharram we have taken extraordinary security measures for the vising Sikh pilgrims.

In addition to police, Elite Force commandos and Rangers will provide security to the visiting Yatris". He also said the ETPB which looks after the holy places of minorities in the country has also operated four special trains in Sindh and Peshawar to bring Sikhs and Hindus to Nankana Sahib for the festivities. The major event will be held on November 6 at Nankana Sahib where Yatrees will also organise the rally "Nagar Keeten" with Granth Sahib in a special coach from Janam Asthan to Gurdwara Tanbu Sahib. The pilgrims will reach Panja Sahib Hassan Abdal through four special trains on November 7.

On November 11, Punjab Governor Chaudhry Sarwar will host brunch in honour of the Yatris at the Governor House. The next day the pilgrims will visit Gurdwara Rohri Sahib in AimanAbad and Gurdwara Kartar Pur Sahib in Narowal. On November 13, yatris from India will leave for home.

Slight intensity quake hits Nicobar Islands

NEW DELHI : A slight intensity earthquake measuring 4.4 on the Richter scale today hit Nicobar Islands but no damage was reported.

According to the Meteorological Department, the quake occurred at 17:08 hours.

There have been no report of any damage or casualty due to the tremor so far.

‘Kiss of love’ to be held as scheduled in Kerala: Organizers

KOCHI: A day after Kerala high court refused to intervene, the organisers of controversial 'Kiss of Love' protest on Saturday said they would go ahead, even as they were yet to get permission from the police.

Stressing that it was "not a kiss fest" but a gathering of like minded people to raise awareness against moral policing, they said they would next focus on creating awareness about the deadly AIDS.

'Free Thinkers', a group of social networking website Facebook users, is organising the programme tomorrow at the Marine drive grounds to protest against moral policing. The organisers expect about 700-1000 people would participate.

"There is no question of backtracking. The protest will be held as scheduled at 5pm at the venue with participants holding placards," Rahul Pasupalan, IT professional and short film maker and Jijo Kuriakose, a researcher and members of 'Free Thinkers' a Facebook group told reporters here.

On Friday, the organisers had received a shot in the arm with the Kerala high court refusing to interfere with the event after the state government assured action would be taken in the event of any illegal activities.

Two petitions seeking to prohibit the event was disposed by the court recording the government's submission.

"This is not a kiss fest. It is a gathering of like minded people to protest against moral policing. We are independent thinkers and this is a gathering of the Facebook users," they said, adding young and old couple, parents and youngsters were all welcome to participate in the event, which is a platform to protest against moral policing.

Rahul said though they approached police four days back with a request for permission to conduct the event, they were yet to receive any intimation allowing or denying permission.

Pointing out that kissing and hugging was only a form of agitation they had chosen to raise awareness against moral policing, Rahul said it was precisely due to the novel form of protest they had adopted that so much heat had been generated.

Jijo Kuriakose said the group would next focus their attention on creating awareness about the deadly AIDS.

BJP should emerge as a diverse party, PM Modi says

NEW DELHI: Prime Minister Narendra Modi on Saturday said that the BJP should emerge as a "diverse" party reflecting the diversity of the country.

"BJP should also come across as a diverse party. People from all strata of society should feel that we have a representative in this vase of flowers," Modi said at a function to launch the BJP's first membership drive post its emphatic win in the 2014 general elections.

"The poor and illiterate should also feel that we are a part of this party. The organization should be expanded in such a manner that it is representative of all and can fulfill the dreams of all," he said.

He added: "People from all sections of society should feel they have a representative in BJP. Our country is full of diversities, BJP should also be visible as a party with diversities."

Modi said that the membership drive should serve as an example globally.

The prime minister became the first member of the BJP in this membership drive, which will last till Match 31.

"By giving me this opportunity, on Saturday the BJP has honoured me. To be a member of such a party is also a matter of pride," he said.


Modi said the BJP is one of the world's most important organizations and could even be a subject of study.

"The BJP is one of the most important organizations in the world. Yet we have never positioned it like that. To be a member of BJP is to live the disciplined life it demands... every member of BJP is a representative of the people," he added.

Nitish, Manjhi cannot go together: Paswan

PATNA: Amid reports of differences between Bihar chief minister Jitan Ram Manjhi and his predecessor Nitish Kumar, LJP on Saturday accused Kumar of making mockery of a mahadalit chief minister and said the two could not go along.

"Dono ek rah par chalne wale nahin hain (the two cannot walk together on one path)," LJP president Ram Vilas Paswan told journalists reacting to reports of "difference" between the chief minister and his predecessor.

Paswan accused Nitish Kumar of making mockery of a mahadalit chief minister (Manjhi) by choosing him for the job on "contract basis".

"If he is so sincere about the welfare of dalits and mahadalits, he should have chosen a permanent CM and not one on contract basis," he said.

Alleging that Kumar is not allowing Manjhi to work, Paswan said, "In violation of practice, Kumar calls meeting of legislature party leaders at his residence and keeps Manjhi out. What signal does he want to give through such acts?"

The LJP chief said Kumar's "mahadalit card" by choosing Manjhi temporarily on CM chair till next year Assembly poll had gone wrong.

The LJP president flanked by son and MP Chirag Paswan said that party's foundation day would be celebrated in all 546 districts across the country on November 28.

He said LJP preparation for Bihar poll would start from December 13 next.

Communal tension in MP's Ujjain, prohibitory orders imposed

UJJAIN: Prohibitory orders against movement were imposed in some parts of Ujjain city on Friday night after a report of attack on a religious place was followed by stone-pelting at the police in Begumbagh area.

"Ujjain collector Kavindra Kiyawat, a police official and few other policemen sustained minor injuries in the stone-pelting," said inspector general Madhu Kumar on Saturday.

Police had received a complaint that unidentified people had hurled a petrol bomb at a religious place of a minority community in Begumbagh.

As the police team reached there and started inquiry, a mob which had gathered on the spot started throwing stones. Stones were also thrown from roofs of the houses in the area.

Police fired several rounds of teargas shells and resorted to baton-charging to bring the situation under control, Kumar said.

After a late night search operation, police arrested 52 persons and orders prohibiting assembly of people and movement in the areas under the jurisdiction of Kotwali, Mahakal, Kharakuan and Jiwajiganj police station were imposed.

Kumar said the situation was today tense but under control, and a large number of policemen had been deployed in the troubled areas.

Eastern Command turns 94

KOLKATA : From Nainital, Lucknow and Bareilly to Kolkata via Ranchi, it has been a long journey for the Eastern Command over the last 94 years. During this journey, it sent Chindits into Burma to stem the advance of the Japanese towards India, controlled the 1971 Indo-Pak War in the east that facilitated the creation of Bangladesh and continues to combat insurgency in the North East. The Eastern Command, the biggest operational command of the Indian Army, turned 94 on Saturday.

The celebrations started with Lt Gen MMS Rai laying a wreath at Vijay Smarak, Fort William, in honour of those who laid down their lives for the cause of the nation. "Eastern Command will continue to strive for unparalleled professional competence to ensure the highest standards of operational readiness," the Army commander said.

The history of the Eastern Command dates back to 1895 when the Bengal Presidency Army was abolished. It was Gen Viscount Kitchener's reforms till World War I that gave the command its military character. The command was formed on November 1, 1920, with its summer headquarters in Nainital and winter headquarters in Lucknow. Gen Sir H Hudson was its first commander and its territorial jurisdiction extended across Delhi, UP, Bengal, Bihar, Odisha and Assam. On January 1, 1939, Meerut, Lucknow, Bengal, Assam and Delhi military districts came under Eastern Command. The winter headquarters moved to Bareilly.

In April 1942, the command was designated as Eastern Army and its headquarters moved to Barrackpore to prosecute efforts during World War II. Its formations, however, were forced to affect the longest tactical retreat (1500 kms) through Malaya and Burma against superior Japanese forces. In June 1942, plans were prepared to limit Japanese advance at Imphal and Kohima and to recover Burma, thereby handing the Japanese their biggest ever defeat in World War II.

"The command then consisted of 4 Corps (Headquarters at Imphal) with 17 and 23 Indian Division, 33 Corps (Headquarters at Arakan) with 14 and 26 Indian Division, 70 British Division and 50 Indian Tank Brigade in reserve. In February 1943, the first 'Chindit' operations were mounted in Burma by 77 Indian Infantry Brigade (Chindits) under Brigadier Orde Wingate. The force was maintained wholly by air. At the time of Independence, Eastern Command was located in Ranchi. In 1955, it moved back to Lucknow, and eight years later to Fort William in Kolkata. The Eastern Command theatre consists of three distinct geographical regions, the mountainous sectors of Sikkim and Arunachal Pradesh in the north, the jungle-clad hill tracts of Nagaland, Manipur, Mizoram, Tripura and Meghalaya in the east and the south, and the plains of Assam and Bengal," a senior officer said.
