The BJP-PDP government is a people’s alliance: Mehbooba Mufti

PDP president Mehbooba Mufti is seen as the power behind the new PDP-BJP government in Jammu & Kashmir. Speaking for the first time after the elections to TOI, Mehbooba admitted that even though she had been opposed to an alliance with the BJP during the campaign, this government would be respectful of the people's mandate.

Now that your government has been announced, are you optimistic or do doubts remain on the workability of the alliance?

I am optimistic. Let's see how it goes and what happens. I believe it's an opportunity for the BJP to temper its hard, ultra-nationalist image and acquire a softer, more humane touch with minorities. I trust my father completely in this and trust the course of action he has chosen. He has immense credibility and if anyone can carry this alliance off, he can.

Did you have to climb down on your key demands of Afspa, Article 370 and talks with the Hurriyat?

Our position is phased withdrawal of Afspa - it would have been difficult for them (BJP) if we had insisted on its immediate withdrawal. My father understood that. At the same time on 370, they accepted what we called the special position of Kashmir within the Constitution even though there's no specific mention of the Article.

As for talks with the Hurriyat, that will take more time. My father was insistent that we get every word of the alliance agenda right. Because we were very clear that if we could not come to an agreement based on our conditions, we would not form the government. We would then have sat in the opposition.

I must give credit to Haseeb Drabu and Ram Madhav for working out the nitty-gritty of the alliance. I used to say that over these two months, they were really like a Ram-Lakshman ki jodi! We used to joke that even if the alliance did not happen, Haseeb and Ram would remain lifelong friends because they gelled so well. They'd travel, meet at all hours, WhatsApp each other constantly. They struck an excellent rapport and a good working relationship which resulted in many nuts and bolts getting sorted out.

Would you have liked to be CM yourself?

There are some things that only Mufti sahab can handle. I am very happy to stay in the background of the government as PDP president. Of course, I would've liked to be in my father's cabinet because there's so much to learn from him. But for the moment I am in parliament in Delhi.

Do you find this alliance galling given how strongly you were against any alliance with the BJP when I last interviewed you during the campaign?

Well, that's the nature of the mandate, so what can we do? We did not get a full mandate. And if we were to say that we can't form a government with this mandate, it amounts to saying Jammu has no right to political representation, and no right to have a say in government formation.

If we had said let's have a fresh election, what's the guarantee the result wouldn't have been the same? So, we needed to respect the mandate of the voters. We could not in the end get the full mandate because many of our MLAs suffered anti-incumbency. Plus, the NC and Congress spent a lot more money on the election campaign than we could.

What's on the PDP-BJP government agenda?

First, flood relief to all victims. Then, a stop to corruption, particularly petty, road-side corruption, that leads to traffic jams. (Small amounts of money are charged to let cars pass and for the way to be cleared.) Then, working on the power situation, tackling unemployment. We want more roads opened. For example, if you open the Srinagar-Skardu road or the road to Xinjiang, we could have an opening into Central Asia, and the region could emerge as a trade hub. To me this is the true meaning of azaadi.

The true meaning of azaadi is to open roads, open up J&K?

Yes, to open more roads to Pakistan, encourage more cross-border trade, roads to Central Asia, Xinjiang, that's what azaadi means. The Kashmir problem is also a millstone round Pakistan's neck. With us in government, they'll be hopeful of small steps that can be taken to ease the situation. For example, their biggest need is water, even though they don't say it in those terms. So, with the Indus Water Treaty, this can be worked out.

And what about filling the Jammu vs Kashmir divide?

That's exactly what we want to do. The mandate has shown how deep the division is. The regional divide is also in many ways part of the Kashmir problem. Mufti sahab is very conscious of this. We want to develop Jammu as an independent tourist centre. We want to re-open the Mughal road between Jammu and Kashmir - the road which goes past Noori Cham - the fountain where Noor Jehan used to bathe! The Jammu-Srinagar highway is very important for connectivity. In our alliance agenda we have provided a lot for Jammu, for an IIT, an AIIMS in J&K.

My father is a statesman and a very inclusive person. There is some keenness from the BJP that Sajjad Lone be included in the government. My father had no objection to this even though some felt Sajjad was too rowdy. But my father was very welcoming of the idea, as he wants to provide an inclusive government.

But are you worried that your opponents will use your alliance with the BJP to undermine you in the Valley?

They may try. The NC and Congress may use some separatists against us. I am aware that we have become more vulnerable against certain sections because of this alliance. But I firmly believe that the people of Kashmir want change. They want to move ahead, towards jobs and greater prosperity. My father is a Kashmiri, yet he has been a mainstream Indian politician at a time when it was extremely difficult for him to be that. There was a time when even though Mrs Gandhi wanted my father to be CM, people in the Valley referred to him as "Hindustani" in those days. So it has been a long struggle for him to win the trust of the people and I believe his credibility will carry us through.

But will it be difficult for you if the BJP or outfits allied to it ratchet up ghar wapsi, etc.?

It will be. I hope they will tone down some of that rhetoric.

Will you join the NDA?

It's far too early to comment on that. First, we have to consolidate ourselves in Kashmir.

Do you fear that this alliance could hurt you in the way the Sheikh-Indira Accord harmed Sheikh Abdullah's interests or the way the Farooq-Rajiv Accord in the end became detrimental to the NC's popularity?

This alliance is not at all like other accords, entered for the sake of power. Ours is a people's alliance. This alliance is for the people of J&K, this alliance is the real thing. Sheikh signed away the right of Sadr-i-Riyasat for Kashmir or the power to have our own elected governor because he wanted to be CM. Farooq only got a bridge in Sheikh's name and six power plants to NHPC. We want to take a couple of power plants for ourselves and also look at the tariff structure. The Omar-Rahul alliance only gave Omar chief ministership for six years. In our negotiations, there was no question of who'd become the CM - that wasn't even discussed. What was important was what we'd bring to the people, what kind of development package we'd bring to the people.

Before the PDP, Kashmiris had never seen accessible politicians. People used to canvas for votes and disappear. When I went campaigning in 1996 elections, people used to watch me from windows. There were militants hiding in many homes. Women would come to me and say that you politicians come at election time but then you don't. But I remained accessible even after I won in 1996.

When Mufti sahab became CM in 2002, people used to come with complaints saying so-and-so is from the NC, so-and-so is against you. He never listened to any of that. Instead, he made the bureaucrats work. The Congress was untouchable in the Valley before we went into an alliance with them and in a way legitimised them just as the credibility of my father will do for the BJP in the valley. The Congress-PDP government was moving well on development and political fronts but the Amarnath land row was the big mistake. My father said no to it but Ghulam Nabi Azad miscalculated on that and wanted to gain mileage for the rest of India.

What have been your impressions of PM Modi?

I've met him only a couple of times. He's very open to new ideas and if he likes them, takes them on board immediately. I met him during the floods and said that he should not only do aerial surveys but also meet people on the ground, the shopkeepers, and the local youth, which he did.

My father has met him only once and the meeting went well. Am glad my father let him speak, because normally he doesn't let anyone else get a word in! When you reach such high position, your words and deeds have to be similarly all-encompassing and lofty. With Vajpayee, my father really had a special relationship. He met him this time and was so distressed to see his condition.

You've taken a bold, a historic step in forming this alliance. How will history judge you?

We've done this for the people, to heal the regional divide, to take small steps in healing the Kashmir problem. It's a challenge for us. Let's see what happens.

Space department gets Rs 6,000 crore in Budget

NEW DELHI: The government has allocated Rs 6,000 crore for the department of space in the Union Budget for 2015-16, with a major thrust on launch vehicle technology projects.

With the emphasis on launch vehicle technology projects, the government has allocated Rs 2148 crore for developments in this direction.

For Total Launch support, tracking the satellites, the government has allocated Rs 651 crore. For operations of the INSAT programmes that includes the GSAT and INSAT satellites, Rs 1,281 crore has been allocated.

The Indian Space Research Organisation (Isro) is expected to launch a heavy communication satellite, GSAT-15, with around 40 transponders — automatic receivers and transmitters for communication and broadcast of signals using the Ariane rocket of Arianespace from French Guiana. For this, Rs 165 crore have been allocated.

The Satish Dhawan Space Centre at Shriharikota, where a third launch pad is coming up for launching satellites, the government has allocated Rs 385 crore.

For the future projects like the Chandrayaan (moon Mission), Rs 40 crore have been allocated while for satellite Aditya - whose mission is to study the Sun, the government has allocated Rs 20 crore.

Last year, the government had initially allocated Rs 6,000 crore for the Department of Space, but later revised it to Rs 4,500 crore.

Just 3.8 percent budget for education sector

VIJAYAWADA: Students Federation of India (SFI) has said that BJP's true colours came out when the Union finance minister Arun Jaitely completely ignored the demands of education sector.

SFI state president Y Ramu and general secretary Noor Mohammed said in a statement on Saturday that Centre's attitude in granting funds for vital institutions in AP had showed their real intensions. Mohammed said that AP higher education council had sought grant of nearly Rs 1500 crore in the first installment for taking up works on nine premier educational institutions including IIT, IIM and central university. "The funds granted will not suffice even taking up land levelling works and salaries of staff," they chided. He said that Centre allocated Rs 68,968 crore for education sector from total outlay of Rs 17,77,477 crore, which is just 3.8 percent. He said that the budget would not be sufficient event to meet the requirements of primary education. SFI leader flayed that government completely ignored several expert commission recommendations to grant at least 10 percent budget for education sector.

Jitan Ram Manjhi floats ‘Hindustani Awam Morcha’

PATNA: Asking youths and common people to join politics and social service, former Bihar chief minister Jitan Ram Manjhi and his supporters today floated 'Hindustani Awam Morcha' (HAM), a front to work for the public.

"A public movement is needed in Bihar. We are forming Hindustani Awam Morcha to work for the people. It will be known as HAM, meaning 'we' after AAP (Aam Aadmi Party). It will work for everybody. We will need support of all of you in this," Manjhi said.

The announcement was made at jam-packed Sri Krishna Memorial Hall in the state capital, where the rebel leaders and supporters of JD (U) had convened a 'karyakarta swabhiman sammelan' (worker self-respect summit).

Manjhi said there were some technical difficulties right now due to which a front was being formed instead of a political party.

"There are some technical difficulties in forming a political party right now so we are forming a front," Manjhi said.

The summit was attended by former ministers of Manjhi's cabinet - Narendra Singh, Brishin Patel, Mahachandra Prasad Singh, Shahid Ali Khan, Bhim Singh, Samrat Chaudhary, Nitish Mishra; MLAs Ravindra Rai, Rahul Sharma, Poonam Devi, and veteran leaders Jagdish Sharma and Shakuni Chaudhary.

The former chief minister, who hails from the 'mahadalit' Musahar caste, also pointed out that the move for a front was an expedient one due to the mega-merger of Janata Parivar parties in the offing.

"In the mega-merger, Samajwadi Party chief Mulayam Singh Yadav will not leave his bicycle symbol to come with RJD's lantern or JD (U)'s arrow. And when there is disunity in the Janata Parivar, our former minister Narendra Singh will be the leader of JD (U)," Manjhi added.

Manjhi will attend a summit of "1,000 intellectuals" which is being organised in New Delhi on March 3, and then hit the road with a statewide tour beginning in the middle of March to make people aware about the reasons he was removed, as well as, the faults in government policies.

"I will start from Muzaffarpur on March 16 and follow it up with a programme in Khagaria on March 17. I have been asked everywhere to blow the bugle against injustice and I will do so. Before it I will attend a summit of 1,000 intellectuals in Delhi," he said amid standing ovation by the crowd full of supporters and workers.

RK Pachauri was told to quit PM's council: Sources

NEW DELHI: A day after being asked to resign, the Teri chief R K Pachauri - accused in a sexual harassment case - on Saturday resigned from the Prime Minister's council on climate change. His resignation was accepted with immediate effect.

"The Prime Minister Narendra Modi has accepted the resignation of R K Pachauri from the PM's council on climate change", said a statement, issued by the Prime Minister's Office (PMO).

Sources in the government said Pachauri was on Friday asked to resign from the council. He was told to tender his resignation, otherwise the PMO would not have any other option but to replace him with someone else in the council, they added.

Pachauri, who stepped down from the United Nation's intergovernmental panel on climate change (IPCC) in the wake of allegation against him for sexually harassing a woman employee, has for the time being on leave from the Delhi-based renewable energy and sustainable development think-tank Teri.

The Teri director general was also in the previous council of the then Prime Minister Manmohan Singh. The council was first constituted by the UPA-I government in 2007. He was inducted into the council again when the Prime Minister Narendra Modi had reconstituted it in November last year.

The council is meant for coordinating national action plans for assessment, adaptation and mitigation of climate change. It advises government on pro-active measures that can be taken by India to deal with the challenge of climate change. It also facilitates inter-ministerial coordination and guide policy in relevant areas.

Pachauri was on Thursday barred from entering his office premises by a Delhi court which extended interim protection from arrest granted to him till March 27.

He was also restrained from contacting Teri's staff, witnesses in the case and the complainant and directed not to leave country without prior permission from the court. His anticipatory bail application will be taken up for final disposal on March 27.

Seven Maoist cadres held in Chhattisgarh's Sukma district

RAIPUR: Seven Maoists, including two women, were today arrested from Chhattisgarh's insurgency-hit Sukma district here.

The Maoist cadres were apprehended from separate places of the densely forested Gadiras police station limits this evening, Sukma additional superintendent of police (ASP) Santosh Singh told PTI.

Based on specific inputs about the presence of the Maoists, a police team raided different villages in Gadiras region, located around 400 km away from the state capital and rounded up them, the ASP said.

All of them were involved in an incident of firing at a police camp and looting polling materials during the recent panchayat polls in the region, the ASP said, adding, that they are being interrogated.

Navy concludes month-long Tropex exercise

NEW DELHI: Navy on Friday concluded its month-long annual Theatre Level Readiness and Operational Exercise (Tropex), which saw around 50 ships and submarines in action along with over 70 aircraft from three naval commands.

The exercise also saw participation of units from the Air Force and the Coast Guard.

The area of operations spanned the Arabian Sea and Northern Indian Ocean and was aimed at validating the Navy's concept of operations.

During this exercise, the Navy had deployed two Carrier Task Forces simultaneously at sea, with both Viraat and Vikramaditya operating with their integral flights in an operational scenario.

This assumes significance as it makes the Indian Navy, besides the US Navy, capable of deploying more than one Carrier Task Force at sea, at present.

TROPEX also saw extensive deployment of the nuclear submarine Chakra, the recently inducted P8I Long Range Maritime Reconnaissance aircraft, the recently commissioned guided missile destroyer Kolkata and Anti Submarine Warfare corvette Kamorta.

The exercise was witnessed by defence minister Manohar Parrikar who spent a night on-board Vikramaditya.

Incidentally, the periscope of Russian-origin Kilo-class submarine INS Sindhughosh was damaged when a fishing boat hit it during the exercise.

The exercise provided the right opportunity for the Navy to integrate these acquisitions into its war-fighting concepts, an official statement said.

The exercise also served to reinforce the Navy's offensive capabilities across all dimensions, including Network Centric Operations, wherein, the indigenous satellite Rukmani was extensively utilised.

The Navy also underscored its Op Logistics capability to effectively sustain Fleet Operations for extended periods at large distances, it said.

The exercise also reinforced the Navy's ability to serve in different roles with relative ease, when it exercised a Humanitarian Assistance and Disaster Relief (HADR) mission, as part of the build up to the main phase of the exercise.

This exercise was conducted against the backdrop of the Lakshadweep and Minicoy Islands having been struck by a super cyclone.

I am not against minorities: Praveen Togadia

ROURKELA: Denied permission by Odisha government to visit communally sensitive Kandhamal district, VHP president Praveen Togadia on Friday clarified that he was not against the minorities but would continue to speak in favour of his Hindu brothers and sisters.

"I am not against the minorities, but I'll certainly speak on the interest of my Hindu brothers and sisters," Togadia told reporters, adding that he was, however, against the illegal entry of Bangladeshi Muslims.

Togadia said he had been worried over the safety, security and well being of the Hindus.

"I would have talked on these issues in Kandhamal. However, if Naveen Patnaik does not want the well being of the people, let the masses decide. But, I'll continue to speak in favour of the Hindus and their interest."

"Hindus are mostly poor and should get free of cost health facility. All Hindus should be educated and well trained so that he or she can stand without anyone's help. There should be food for all Hindus and for that all of us should contribute everyday both in cash and kind," he said.

Capital of Jammu & Kashmir shifted to Nagpur, Omar Abdullah says

SRINAGAR: As BJP and PDP reached an alliance, former chief minister Omar Abdullah on Friday said it was a tie-up between North and South Poles and questioned "where are the celebrations on the streets of Jammu & Kashmir".
The NC leader also claimed that with the sealing of the alliance the capital of the state has shifted to Nagpur, an oblique reference to the RSS headquarter.

"With this hug (between PDP chief Sayeed and Prime Minister Modi) the South Pole and the North Pole met and the capital of J&K shifted to Nagpur," Omar wrote on Twitter.

Omar, the National Conference (NC) working president, questioned where are the celebrations on the streets of the state?

"As all the expert J&K commentators will not tire telling us that this Modi-Mufti accord is the best thing since sliced bread I must ask where are the celebrations on the streets of J&K? There should have been a spontaneous eruption of joy on both sides of the mountains," he said.

He claimed the reaction of the people of Kashmir to the alliance was "generally muted".

"I am sure a few crackers will be organised between now and Sunday (when Sayeed takes oath) but the general reaction is decidedly muted. #modimuftiaccord," he said.

Referring to the speech of Prime Minister Modi in Lok Sabha, Omar said, "Strong words from @PMOIndia in Parliament today. Now to see them translated into action because as is often said - talk is cheap," he said.

India placed orders worth Rs 83,858 crore for military purchases from 2011 to 2014

NEW DELHI: India have spent big from the 2011 to the last fiscal year on the Army, Air Force and Navy for procuring arms, weapons and other defence-related systems.

Defence minister Manohar Parrikar said the three services have placed orders worth Rs Rs 83,858 crore. During this period, India's own defence sector earned Rs 69 crore by export of military hardware.

According to the Parrikar, the IAF placed orders worth Rs 55,406 crore to foreign companies between 2011-12 and 2013-14 while the Navy and the Army placed orders worth Rs 25,454 crore and Rs 2,998 crore respectively.

Replying to questions in the Lok Sabha, the defence minister also said that foreign direct investment amounting to Rs 24.36 crore has been received after government opened the defence industry for private sector.

"The expenditure on capital acquisition in respect of orders placed on Indian vendors and foreign vendors during the period 2011-12 to 2013-14 was 53.9 per cent and 46.1 per cent respectively," he said.

Giving details of efforts by the government to strengthen the domestic defence industry, he said a total of 144 companies have been issued licences and letters of intent for manufacture of military hardware in the last 14 years.

He said 29 joint ventures and FDI proposals have been approved while noting that the procedure for "buy-and-make (Indian) and make" categories of acquisition over "buy (global)" category to encourage Indian defence industry.

As per the new FDI policy in defence, foreign investment upto 49 per cent has been allowed through FIPB (foreign investment promotion board) route and beyond 49 per cent, with the Cabinet committee on security.

The defence minister said Indian private sector industry has also been allowed to receive maintenance transfer of technology (MToT) in "buy (global)" cases.

He also said that an online system of receiving application for issue of no-objection certificate for export of military stores has been introduced besides formulating a defence export strategy.

Parrikar said during the last four years, NoCs for export of goods which are in the nature of military stores have been issued for many countries including Algeria, Nigeria, Bosnia and Herzegovina, Sri Lanka, Paraguay, Japan, Afghanistan, Spain, Nepal, Belgium, Malaysia, Norwat, Romania and Port of Spain.

The NoC has also been issued for supply of such goods to Vietnam, France, UK, UAE, Bangladesh, Ghana, Sweden, Germany, Saudi Arabia, Thailand, Egypt, Brazil, Burkina Faso, Israel, Republic of Korea, Macau, Oman, Tunisia, Kazakhstan, Uruguay, Canada, Russia, Tajikistan and Singapore among others, Parrikar said.

He said Indian defence sector earned Rs 46.08 crore by exporting military goods in 2011-12, Rs 5.62 crore in 2012-13 and Rs 17.74 crore in 2013-14.

The defence minister said in the last four years, orders have been issued debarring six firms along with their allied and subsidiary firms from business dealings with the defence ministry for a period of 10 years.

He said allegations of kickbacks and commissions are dealt with as per provisions of defence procurement procedure (DPP) and wherever necessary, the cases are referred to the appropriate agency including the CBI.

Replying to another question, he said a proposal to procure medium multi-role combat aircraft (MMRCA) from French firm Dassault Aviation was under consideration and no agreement has been signed yet.

India has been holding talks with Dassault for the nearly $10 billion deal for 124 Rafale fighter jets.

To a separate question, Parrikar said six Scorpene submarines are currently under construction at Mazgaon Dock Ltd, Mumbai, in collaboration with DCNS of France.

He said no proposal has been received from Japan government for construction of submarines.

"The defence acquisition council has constituted a core committee in December 2014 to identify suitable Indian shipyards for construction of submarines indigenously which is required to submit its report within three months," he said.

Tarun Vijay meets Parrikar, demands 'one rank, one pension' for forces

NEW DELHI: BJP MP Tarun Vijay, who is also member, parliamentary standing committee on defence and president, Uttarakahnd's Society to Help Armed Retired Personnel met defence minister Manohar Parrikar on Thursday and gave him a memorandum demanding that the long standing issue of 'one rank, one pension' be resolved in favour of the soldiers.

He said that if the government feels a crunch of funds, please take away the privileges given to the MPs and MLAs and give the funds to the forces so that their legitimate and logical demand to get 'one rank, one pension' is met. He said that soldiers give their best to the nation but they are forced to die early and run from pillar to post after retirement. Tarun Vijay told the minister that soldiers were disappointed by the UPA, they have great hopes from PM Modi and him, as a minister.

Tarun Vijay told media persons that Parrikar was very sympathetic to his demands and fully agreed that the government must act sympathetically to the long standing demands of the forces. He said, "as the defence minister I stand with my soldiers". Their demands will certainly receive sympathetic consideration.

Tarun Vijay also said that there are more than 3000 cases regarding disability pension pending in courts. Soldiers' basic pension was revised in line with 6 CPC recommendation from 24 Sep 2012 (instead of 1-1-2006) but disability pension has not yet been revised notwithstanding various letters written on the subject by various associations. CAT had given clear verdict but legitimate dues are being denied. Broad banding of disability pension has been denied in spite of AFT/ SC orders.

Jayalalithaa hails Railway Budget but says passengers had expected new trains

CHENNAI: AIADMK chief J Jayalalithaa on Thursday hailed the Narendra Modi government's first full budget as it hasn't caused any additional burden for the common man.

"We welcome the Railway Budget as it has not caused any additional burden to the common man while charting a path for the long-term improvement of the Indian Railways," Jayalalithaa said in a statement.

The former Tamil Nadu chief minister said she was happy that railway minister Suresh Prabhu had spared the common man and not increased rail fares.

"He has planned to achieve a substantial improvement of the operating ratio in the coming fiscal year through efficiency measures, which is a welcome step," Jayalalithaa said.

However, she said it was disappointing to note that the railway minister had not announced any new trains. "The travelling public eagerly looks forward to such announcements," she said.

"Passenger safety, in particular, the safety of women passengers, cleanliness in the railways, and environmental sustainability has all been accorded appropriate high priority by the railway minister. Passenger amenities are also being improved by harnessing information and communication technology. These are areas of necessary and welcome emphasis," she said.

Jayalalithaa urged the central government to make sure that the proposal to purchase cheaper traction power by railways should not be at the cost of the health of the state power utilities.

"Any step in this direction should be in consultation with the state governments and power utilities," she said.

The AIADMK leader said she was happy to note that preparatory work on the Diamond Quadrilateral High Speed Rail network had commenced. "I request that routes to Chennai should be given high priority under this network," she said.

Jayalalithaa expressed the hope that the railway ministry would provide enough funds for projects in Tamil Nadu through a financial mechanism proposed by the ministry.

"Though the announcement has been made for fast tracking the sanctioned works on 7,000 kilometres of the existing lines and commissioning 1,200 kilometres in 2015-16 at an estimated cost of Rs 8,686 crore, commissioning of 800 kilometres of gauge conversion and expanding the capacity of 9,400 kilometres of railway lines at a cost of Rs 96,182 crore, no mention has been made of any new projects or any of the earlier announced projects which were languishing for want of funds," she said.

Jayalalithaa added that the state had sought support for 10 new projects which need to be taken up and 22 projects are pending execution which were announced on various earlier occasions but were not taken up for want of funds.

"We hope that after the review is completed, our demands will be addressed adequately while announcing new trains," she said.

Jayalalithaa said the Tamil Nadu government had suggested that three railway projects -- the Chennai-Tuticorin freight corridor, Chennai-Madurai- Kanyakumari high speed passenger link and Coimbatore-Madurai high speed passenger link. "It may be implemented through such an SPV (special purpose vehicle). We look forward to speedy forward movement on this issue," she said.

She recalled her memorandum to the Prime Minister in June 2014 and urged the Centre to fulfil the expectations of the state. "I had requested the integration of the Chennai Mass Rapid Transit System with the Chennai Metro Rail. Such integration would enable effective synergy between various modes of public transport in Chennai," she said. "Although there was no specific announcement on this aspect, I expect that this request would also be speedily considered," she added.

"I am happy to note that the railway minister has planned an investment of Rs 8.5 lakh crore over the next five years," said Jayalalithaa.

Tamil Nadu has requested the railway minister to allocate sufficient funds to expedite these projects. "I expect that investment funds will be fairly allocated to Tamil Nadu as well," she added.

Centre bans ISIS as terrorist organization

NEW DELHI: The Centre has notified Islamic State of Iraq and Syria (ISIS) as a banned terrorist organisation under the Unlawful Activities (Prevention) Act, 1967, stating that it is involved in radicalization and recruitment of vulnerable youth from various countries including India.

This comes in the wake of at least four Muslim youth from Mumbai joining the ISIS and moving to Iraq/Syria last year to fight its "global war".

While one of the ISIS recruits from Kalyan, Mumbai, has returned and is currently in custody in a case registered by the NIA, intelligence agencies say that another youth has been killed in Iraq. The two remaining youth are still in the ISIS territory.

Banned under First Schedule of the UAPA, "Islamic State/Islamic State of Iraq and Levant/Islamic State of Iraq and Syria/Daish, and all its manifestations" is the latest entrant to the list of 38 outfits declared as "terrorist organizations" in India.

Kalyan youth who fought for ISIS returns, being grilled

Though ISIS, for all practical reasons, was banned even earlier under the UAPA (Unlawful Activities Prevention Act) by virtue of Islamic State of Iraq and Levant, featuring in the list of terror outfits proscribed by the United Nation (covered under Entry no 33 in the UAPA list), the government felt that there was need to specifically ban the ISIS and all its manifestations.

As per the notification issued by the Union home ministry on February 16, ISIS, a terrorist outfit operating in Iraq and neighbouring countries, has been resorting to terrorist actions to consolidate its position in that area by recruiting youth for 'Global Jihad' to achieve the objective of establishing its own 'Caliphate' by overthrowing democratically elected governments, besides resorting to terrorism in the form of killing innocent civilians and security forces.

J&K govt to harness 111 GW solar power in Ladakh

JAMMU: The Ladakh region of Jammu & Kashmir also known as cold desert has a vast potential to produce 111 giga watts (GWS) of solar power and the state government is planning to harness it, a senior official said here on Thursday.

"The Ladakh region has a potential of 111 GW of solar power and the governor NN Vohra, has called for urgently removing all existing impediments in effectively harnessing the solar power potential in the State," a Raj Bhawan spokesman said.

He said that the Governor has directed the Chief Secretary Iabal Khanday to hold an urgent meeting to review, with all the stakeholders, and resolve all existing hurdles.

"The State of J&K, with its huge tracts of barren lands in Ladakh, has the potential to produce 111 GW of solar power. Government of India and J&K government have signed an MOU for the development of two mega solar power projects in the Ladakh region of the State (2500 MW in Kargil and 5000 MW in Leh)," he said.

He said that most of the energy generated in these solar parks would be given to the Northern Grid through the presently under construction Leh- Srinagar transmission line.

He said that the state government has already issued solar and hydel power policies for creating an attractive environment for the evacuation, purchase, wheeling and banking of electrical energy generated from Renewable Energy.

He said the state government has devised an incentive package for private power producers including permission to private players to set up solar, hydel, wind and thermal projects of any size in the state,

"The benefits extended would also include, tax holiday for power generation and distribution companies, easy availability of cheap loans, reduction of custom duty for the import of equipments, a favourable debt equity ratio and making competitive bidding mandatory" he said.

Widows to play Holi in Vrindavan

AGRA/LUCKNOW: Thousands of widows living as recluse in ashrams in Agra and Varanasi will celebrate a special four-day Holi in Vrindavan beginning March 3, deviating from their prosaic day-to-day activities.

At least 1,000kg 'gulal' (coloured powder) in different colours is being arranged for the Holi programme being organised by NGO Sulabh International.

The Holi revelries will begin March 3 with songs, dances and these widows who wear only white sarees will smear a gamut of colours on each other to celebrate the festival, breaking away from years of social stigma prevalent in the society.

In many parts of India, widows are not permitted to play Holi or participate in any other festival and auspicious function.

"Their participation in Holi symbolises a break from tradition which forbids a widow from wearing coloured saree, among many other things," said Bindeshwar Pathak, mentor of Sulabh Movement.

This special celebration is set to add a new colour to the Holi festivities in 'Braj', popular among both Indian and foreign tourists.

Only a few days ago, hundreds of widows living in Varanasi played Holi with 'gulal' for the first time at the famous Assi Ghat on the bank of river Ganga in Benaras as a prelude to Holi festivities from March 3.

"Holi will bring some colour to the lives of the Vrindavan widows," Madan Jha, an official of the Sulabh International, told PTI in Agra.

Vrindavan is known as the 'City of Widows' for the sheer number of women who find shelter there after being shunned by their families. Most of them hail from West Bengal.

The Supreme Court has time and again lambasted the Centre and Uttar Pradesh government for the pathetic condition of widows living in Vrindavan.

J&K govt formation: Modi-Mufti meeting postponed, last-minute hitches emerge in PDP-BJP deal

NEW DELHI: The postponement of an expected meeting on Wednesday between PDP patron Mufti Mohammed Sayeed and Prime Minister Narendra Modi has triggered speculation about any last-minute hitches on key issues that could form the basis for the formation of a coalition government in Jammu & Kashmir.

PDP sources maintained that a broad agreement has been arrived at between the party and BJP on all issues including Article 370 of the Constitution that grants special status to J&K, AFSPA and resettlement of West Pakistan refugees and that the new government is likely to be sworn-in on March one with Sayeed as chief minister for a full tenure of six years.

Opposition parties National Conference and Congress have termed the way in which talks for an alliance government has dragged on for weeks as mere posturing by PDP and BJP and claimed that both the parties have already arrived at a consensus and were making attempts to fool people of the state.

The meeting between PDP patron and the Prime Minister is now scheduled for Friday morning after which the date for government formation is likely to be announced.

At the meeting between the two leaders, final touches to a "comprehensive document" for governance might be given and after that it will be released in the state by both the parties.

Though March 1, considered as an "auspicious day", is being favoured by both the parties for the swearing in in Jammu, PDP chief spokesman Naeem Akhtar said "a final decision on oath taking will be taken only after the meeting between the PDP patron and the Prime Minister".

During the meeting, Sayeed is expected to invite Modi for the swearing-in function. This is for the first time that BJP will be part of the government in the sensitive state.

Ahead of the meeting between Sayeed and Modi, both the parties are likely to meet on Thursday for finalization of the cabinet. Nirmal Singh of BJP is expected to be the deputy chief minister having the portfolio of planning. Sayeed is expected to hold the portfolio of home and newly elected PDP MLA Haseeb Drabu may be the new finance minister.

Presidents of both the parties — Mehbooba Mufti of PDP and Amit Shah of BJP — met in New Delhi on Tuesday after which they announced formation of a coalition government in the state.

Shah tweeted after the meeting that "glory will be restored in the 'jewel of the crown', BJP-PDP govt will take j and k to new heights by ensuring good governance and development."

The December 23 election results saw a highly-fractured mandate with PDP emerging as single largest party with 28 MLAs followed by BJP with 25. Erstwhile allies the National Conference and Congress ended with 15 and 12 seats respectively.

BJP and PDP, which have been in negotiations for nearly two months now, have ironed out all the differences over contentious issues including Article 370, Armed Forces Special Powers Act, resettlement of West Pakistan refugees and holding talks with Pakistan and separatist leaders of the state.

Implementation of visa on arrival: Tourists' arrivals up by 1214 times

NEW DELHI: Number of tourists arriving in India has increased by several times as compared to previous year after the launch of visa on arrival (VoA) enabled Electronic Travel Authorisation (ETA) scheme for 43 countries.

A total of 25,023 tourists arrived in India in January this year using the VoA enabled ETA scheme as against 1903 in the same month last year, registering a growth of 1214.9 per cent growth, according to tourism ministry data.

Government extended the VoA enabled ETA facility for 43 countries in November 2014. Prior to it, the VoA scheme was in operation for 12 countries only.

59.7% growth in 'visa-on-arrival' scheme

While maximum tourists came from the US (23.71 per cent), followed by Republic of Korea (18.26 per cent), Russian Federation (14.06 per cent), Ukraine (9.99 per cent), Australia (8.83 per cent) and Germany (6.53 per cent).

Smuggler killed in skirmish with BSF in North 24-Parganas

KOLKATA: A smuggler was killed and three Border Security Force (BSF) jawans of the South Bengal Frontier received serious injuries in three skirmishes along the Indo-Bangla border in North 24-Parganas early on Wednesday. According to the BSF, the border troopers were attacked by smugglers - both from India and Bangladesh - when attempts were made to thwart their efforts to smuggle across cattle.

"The first incident occurred around 4.40 am when a patrol party at the Angrail Border Outpost (BOP) spotted 15-20 smugglers with cattle making their way towards the international border. On being challenged, the smugglers attacked the jawans with sharp edged weapons resulting in serious injuries to constable Sanjay Kumar. Four fingers of this right hand and three of his left were nearly severed. He had to be rushed to the Bongaon sub-division hospital where he is admitted," an officer said.

Around 5.50 am, another patrol party at the Khalshi BOP was attacked by smugglers with dahs and lathis. The jawans were surrounded and pelted with stones. Sanjeev Kumar, a constable, was attacked on the shoulder and an attempt was made to snatch his weapon. Kumar was forced to open fire (a single round) in self defence and an Indian cattle smuggler was killed. Kumar and another constable Abdul Karim were moved to hospital for treatment. Karim was injured in the back and leg.

"The third incident occurred almost simultaneously at the Bithari BOP. The BSF patrol party challenged a group of 20-30 cattle smugglers and was attacked. There was heavy stone pelting and constable Pankaj Kumar got separated from his colleagues. When the smugglers attempted to snatch Kumar's weapon, he was forced to fire a round that hit a Bangladeshi smuggler in the left thigh. The Bangladeshi managed to slip across the border, taking advantage of the nearby houses," the officer added.

In the last six years, four BSF jawans have been killed and 353 injured while guarding the border in the South Bengal Frontier, another official added.

841 deaths due to swine flu, matter of great concern: Govt

NEW DELHI: 841 people have died in the country due to swine flu since January 1 this year, which is a matter of "great concern" and the situation is being monitored closely, the government told Parliament today.

Making a statement, Health Minister JP Nadda said from January 1 till February 22, the number of swine flu cases reported by the states stand at 14673.

"The number of deaths for the same period are 841," he said.

The Minister rejected suggestions about shortages of Oseltamivir, drug used for treating Influenza A H1N1 or swine flu, and said it is manufactured in India.

"We have held meetings with the manufacturers on two occasions. These indigenous manufacturers have confirmed that they have sufficient capacity and stock of active pharmaceutical ingredients to meet requirements," he said.

He said the drug, however, cannot be sold over the counter and has to be made available only against prescription and sold through a chemist with license under Schedule X of the Drugs and Cosmetics Act.

"We cannot afford a situation where due to irrational use of the drug, resistance is developed, rendering the drug incapable of fighting the virus. However, to ensure that general public requiring the drug does not face any inconvenience, we have advised the state governments to review the locations of the Schedule X pharmacies and issue fresh licenses for under-represented or not represented locations," he said.

Nadda said his ministry is closely monitoring the situation and is in regular contact with the affected states.

"...to prevent transmission of the disease to the healthcare workers who come in contact with patients, N-95 masks and Personal Protective Equipment are required. We are, on a regular basis, ascertaining from the state governments regarding the stock position...We have already supplied to the affected states 58,000 capsules of Oseltamivir, 3000 N-95 masks and 9500 Personal Protective Equipment," he said.

Congress says Rahul will return in two weeks, Digvijaya says timing not right

NEW DELHI: Rahul Gandhi has gone on two weeks' leave, Congress said on Tuesday frowning upon attempts to give various meanings to the action and virtually snubbed party general secretary Digvijaya Singh who had found fault with the "timing".

"We have made known the whole situation quite clearly. Do not try to find various meanings, possibilities in it and resort to speculation and spread the needle of suspicion. We reject such attempts to speculate other possibilities", party spokesman Randeep Surjewala told reporters. Replying to a volley of questions, he, however, said Gandhi has gone on "two weeks leave".

He steered clear of questions whether Gandhi is in India or abroad and whether he was angry and sulking.

"You should not pay attention to such kind of things", he remarked when a reporter queried further on the issue. Asked about Digvijaya Singh's tweet questioning the timing of Gandhi's leave, Surjewala snapped "I have not seen his statement. That could be his opinion".

Singh had found fault with the "timing" of Rahul Gandhi's sudden sabbatical, but defended his decision to take a break for reflecting in the wake of the party's wipe-out in the Delhi assembly election on top of a string of electoral losses.

"If Rahul wans to reflect, what went wrong why criticise him? Every one wants some peace to reflect. Only timing could have been better," Singh tweeted.

"Rahul Gandhi has articulated the Congress viewpoint", Surjewala insisted when a reporter wanted to know whether Gandhi should have "led from the front" on the controversial land ordinance.

One COBRA jawan killed, 15 injured in Maoist blast in Imamganj area

GAYA: In what appears to be a retaliatory action, members of the People's Liberation Gurellia Army, the armed wing of the Maoists, on Tuesday evening engineered a blast that blew up a vehicle carrying nearly one dozen COBRA personnel, the elite anti-Naxal force engaged in the drive to free the Naxal infested areas from red terror. At least one COBRA personnel was killed and 15 others were injured in the Maoist attack.

Confirming the Maoist operation, CRP DIG Chiranjeev Prasad said that three of the personnel were critically injured and about a dozen others were grievously hurt in the blast. The slain personnel has been identified as head constable Gulab Yadav said the CRPF DIG. Ambulances from the nearby places including Imamganj and Sherghati have been rushed to rescue the injured jawans.

The rescue operation was getting hampered due to darkness. Asked about air lifting of the injured personnel, the CRPF DIG said that a chopper cannot be made to land at the blast site at this point of time. "A chopper was requisitioned in the divisional head quarters in Gaya to airlift the injured personnel to Patna or any other place for better medical assistance," said the DIG

The severe IED explosion that caused extensive damage, took place while the COBRA personnel were returning to their base in the Imamganj area after a day-long operation against the Maoists. As the vehicle neared Salaiya Mor in the Naxal infested Dumaria- Imamganj area, the waiting Maoists triggered the blast probably through a sophisticated remote controlled device. After engineering the IED blast, the Maoists also fired on the COBRA jawans. Further details are awaited.

Congress jumps into damage control after Rahul Gandhi’s surprise sabbatical

NEW DELHI: With Rahul Gandhi's surprise sabbatical "for a few weeks" sparking speculations, the Congress on Monday jumped in to damage control asserting that Gandhi will actively take part in all party processes after he comes back from the leave in near future.

Gandhi's going on leave was announced on the eve of the budget session of Parliament in which the party had earlier decided to target the government in a big way on land ordinance issue and Gandhi himself was slated to lead a party agitation at Jantar Mantar on Wednesday.

Gandhi will not be able to attend Wednesday's event and he is likely to remain absent from Parliament in its crucial first week when the Union Budget and Railway Budget are to be presented.

His sudden leave has set off speculations about his future role in the party and also that he was unhappy with lobbies of some senior leaders close to the party president, whom he wanted to go in the upcoming AICC reshuffle soon.

Some of the ideas of the Congress vice-president on party reforms have not found favour with a dominant section of the old guard and the tension between the two sets of viewpoints have been reflected time and again, party sources said.

Party spokesman Abhishek Singhvi, however, rejected the specualtions saying he "condemns and denies such unjustifiable questions".

He said Rahul Gandhi requested the Congress president that he needs a few weeks time to "reflect both on recent events related to the party and its future course" as he believes that this "introspection" is vital for the party.

"He (Rahul) believes that the AICC session (expected in the first week of April) is vital and he would like to give specific inputs on this. He wants to do introspection with what happened with regard to the Congress in recent times and earlier," Singhvi said.

The Congress spokesman said that after applying his mind on these issues, Rahul will "return to resume his active participation in political affairs of Congress."

One of the possibilities being speculated was that Rahul Gandhi could be made party president replacing Sonia Gandhi at the AICC meet.

Singhvi, however, chose to duck the question on whether Gandhi could excuse himself from this role now after a string of electoral defeats for the party under his leadership.

"He has sought time to reflect on recent events and future course of the party. It has nothing to do with his role in the party. He has gone to reflect on party affairs and not on his role," he said.

Singhvi also said all the ideas germinated and nurtured by Rahul Gandhi are being implemented in the party.

"All other speculations are denied and condemned. They are unfair," he said.

In a surprise move, Rahul Gandhi went on a sabbatical "for a few weeks" following the party's wipe-out in Delhi Assembly elections on top of a string of electoral losses, setting tongues wagging about his future plans.

100 years of Singapore Mutiny — a WWI crisis in the British Empire

The Indian subcontinent came to a standstill, well almost, on Sunday, February 15, as India and Pakistan battled over 22 yards in Australia. Shops were down, people stayed indoors watching the match, and nobody talked about anything else but the match.

Social media was also abuzz with war cries and victory calls by cricket fans of both countries. It didn't occur to many that exactly a hundred years ago, on February 15, 1915, people from their country had brought Singapore to a standstill in what was one of the darkest episodes in that country's history—the Singapore Mutiny.

In early 1915, the First World War was at its height in Europe. The eight-company-strong 5th Light Infantry Regiment had been stationed in Singapore since October 1914 and had seen growing unrest among its rank and file. The men came from areas in modern-day Punjab, Haryana and Delhi NCR, and many of the men either had blood relations or came from the same village or locality.

Though all the companies were predominantly Muslim, religion was hardly a uniting factor. British sources claim, and this is highly possible, that there was intense jealousy and rivalry among the men of the left wing — mostly Pathans — and right wing — mostly Muslim Rajputs. So when a Pathan was promoted as a Viceroy's Commissioned Officer, the Rajputs took offence. This may have been one of the reasons for the mutiny but it was definitely a minor one. Real trouble broke out when the commanding officer announced in a parade that the regiment was being sent to Hong Kong to take up imperial duties.

It's highly possible that the men didn't quite understand what the CO said. But there were rumours that the regiment was either being packed off to the Middle East to fight the forces of the Caliph or to Europe to fight the Kaiser's troops—both caused great anguish among the troops.

On February 15, one sepoy Ismail Khan of C company fired at an ammunition lorry from the quarter guard near Alexandra Barracks. Soon, sepoys, NCOs and VCOs of the right wing looted weapons and ammunition from the armoury, and ran amok, firing their weapons at any white officer who came their way. Over the next one week, they killed European officers and civilians, and even liberated the crew of the German warship SS Emden that had bombarded Madras in September 1914. The British Empire in the Far East was rattled.

To many British, it brought back memories of the Revolt of 1857. The Empire reacted quickly and, let's say, rather brutally.

A multinational force was assembled and assistance from every vessel that could float and every European who could hold a gun was sought. Over the next one week, Singapore witnessed pitched battles between rebel sepoys and others, leading to much bloodshed. We don't have any memoirs left behind by the rebels, but there are first-hand accounts by Europeans in Singapore, including one by a German PoW who later took credit for inciting the sepoys to rebel. However, one account from the British perspective has recently come to the public domain.

Penned by a "colonial couple", Edwin and Mary Brown, for their daughter in 1925, this diary recently transcribed and released as a book to coincide with the 100th anniversary of the mutiny. "Edwin was an officer in the Volunteers and kept notes during the mutiny, which he wrote up for his daughter in 1925. A copy was kept at the Imperial War Museum and we have transcribed it for the first time. Although short, and naturally very partisan, this first-person account does offer a fascinating insight into the revolt from the British perspective," said Philip Tatham, the publisher.

Going by the account, the family, like many other Europeans, had a tough time in the immediate aftermath of the mutiny. They took refuge in the famous Raffles Hotel and lived to tell the tale. Many others weren't so lucky—12 British officers and 14 European civilians were killed.

By February 22, the uprising had been put down, and quick trials and summary executions followed. A total of 47 sepoys were executed and many others were handed down prison sentences, including transportation for life. So, how much does the Indian Army remember it? "I don't think there's much to remember. I certainly cannot feel patriotic about a mutiny. As an officer of the Indian Army, I wouldn't want my Johnnies to shoot at me. And whatever nationalist propaganda we're handed today, I don't think the sepoys who mutinied really thought about freeing the country," said a retired Army veteran.

But another officer sees it differently: "We can't really dismiss the urge to be free that the people of that age felt. The poor soldier's needs were the same as today. So it's important to understand why the Singapore Mutiny actually happened. There should be a history of that, without a tinge of nationalism or vilification. Let's hope the hard truth would emerge someday. But for that, Indians will have to be more proactive. How many of us actually remembered February 15 or even 22? We were busy with the India-Pakistan and India-South Africa cricket matches."

Sadly, that "hard truth" may never emerge.

Arvind Kejriwal to join Anna Hazare’s protest against Modi govt’s land bill

NEW DELHI: Delhi chief minister Arvind Kejriwal will join Anna Hazare's protest at Jantar Mantar against Land Acquisition Bill in Delhi on Monday, according to reports. Earlier Delhi deputy CM Manish Sisodia said, "We told Anna we will join his protest tomorrow, the Land Acquisition Bill is against farmers."

On Monday, veteran social activist Hazare launched his protest at Jantar Mantar against the ordinance on Land Acquisition Bill.

Terming the Narendra Modi-led government's Land Acquisition Bill as "ant-farmer" Anna Hazare vowed to fight it.

"BJP went for an ordinance on land acquisition which is not in favour of democracy," Anna said.

The social activist also hinted at a bigger agitation at the Ramlila ground if the Narendra Modi government did not heed to his demands on the issue.

Hazare said the two-day protest will be followed by a three to four month long "padyatra" (foot march) across the country to make people aware of the "anti-farmer" provisions made by the Centre in the ordinance.

"If the government doesn't take the ordinance back, then the people will also continue with their agitation. The activists will make aware the farmers (of the amendments). There is a chance that farmers from across the country will gather at the Ramlila Maidan in the next three-four months," he said.

77-year-old Hazare has been highly critical of the Modi government for making certain changes in the Land Acquisition Act through an ordinance.

On December 29 last year, the government had recommended promulgation of an ordinance making significant changes in the Land Acquisition Act including removal of consent clause for acquiring land for five areas of industrial corridors, PPP projects, rural infrastructure, affordable housing and defence.

Passport rules on including father's name being revised: Centre

MUMBAI: The union government on Monday told the Bombay high court the passport authorities are compiling various judgements to re-formulate the mandatory rule regarding the inclusion of biological father's name by an applicant in the passport application form.

The court was hearing a petition filed by a woman challenging the refusal of passport authority to include her stepfather's name in her passport as recorded in her school or college certificates.

The regional passport officer had refused saying she must obtain a court order appointing her stepfather as her guardian. The officer had also refused to alternatively include the name of her mother who had the permanent custody of the applicant.

The Centre informed the HC that the petitioner was free to make a representation to them about her suggestions on inclusion of stepfather's name in reformulation of the rules.

The bench then asked the petitioner to make such a representation if she so desired and adjourned the matter to March 2.

The bench asked the petitioner to suggest probable situations when inclusion of biological father's name by an applicant in the passport form would pose a problem. This could be in a situation when a child is born in a live-in relationship or in rape cases or when a child is born to an unwed mother.

In such probable cases, questions would be formulated and then put up before the passport authorities, the bench observed.

At the last hearing, the Centre had observed that an unwed mother will have to declare how she had conceived the child. This was in response to a query by the bench which said "we were wondering what happens in case of unwed mothers?"

The advocate, appearing for the foreign ministry, had said that an unwed mother must file an affidavit stating "how she has conceived" and "if she was raped" and why she does not want the father's name included. She added that the details are in the passport manual, a classified document.

Russians top Visa on Arrival list in Goa

PANAJI: Over 10,000 foreign tourists, more than half of which are Russians, availed of the newly-introduced Visa on Arrival (VOA) facility at the Dabolim international airport in Goa, the state tourism department said Monday.

In a statement here, the department said that as on Feb 22 this year, 10,475 foreign nationals from 26 countries have availed the VOA facility for arrival in Goa led by Russia (6581) and Ukraine (3113).

The VOA scheme was launched at over a dozen select international airports, including Goa's Dabolim facility, by the union home ministry in November last year and is aimed at boosting tourism through simplified arrival mechanism and cheaper visas.

"In mid-January this year, we issued 5,000 VOAs and within a month, the figure has crossed 10,000," said Aravind K Nair, chief immigration officer at Dabolim airport.

Goa, a leading beach tourism destination, annually receives half a million of foreign tourists, mostly from Russia and Britain.

Britain, however, has not been included in the list of 26 countries whose nationals have been accorded the VOA facility.

Don’t return that missed call!

At around 1.35 am on Thursday, Ranita D'souza heard her phone ring. This woke her up and just as she was about to take the call, the caller disconnected. The caller's code was +216. Assuming it was important, Ranita returned the call. Although her call was answered, to her surprise, there was no response from the other end. Ranita hung up but by now Rs 60 had been deducted from her prepaid account.

Lately, this has been a common occurrence and callers are being conned into returning these dodgy calls. This is being called the 'One Ring Scam'. The callers have automatic diallers and they call random numbers. It is a general tendency to return calls, especially ones made at an awkward time for fear of there being an emergency.

Upon returning these calls, you are sometimes directed to an expensive international hotline - usually an adult site. People would find this offensive, obviously. At other times, callers are kept engaged with music and other sounds. Certain other users get messages saying "Please call me back, this is urgent." Not only are calls to these numbers expensive, staying on call increases your risk of losing data.

Sharath Tejasvi, who handles Corporate Communication at Airtel said, "All operators and even the Department of Telecommunication have alerted customers asking them not to take such calls," he said. "About a year back, we received complaints about a group based in Africa that would retrieve data stored on a person's phone through such calls," he said.

Currently, the Telecom Regulatory Authority of India, (TRAI), has advised customers not to pick up unknown calls with the code +92 (Pakistan) and +375 (Belarus). If you receive such calls, make sure not to call back. Also, bring up the matter with your operator.

Father of rescued Jesuit priest thanks Narendra Modi

CHENNAI/MADURAI: The father of Jesuit priest Fr Alexis Prem Kumar on Sunday thanked Prime Minister Narendra Modi for securing the release of his son from the custody of Taliban militants in Afghanistan.

"The Prime Minister spoke to me to inform me about my son's release from captivity. We have been waiting for this day. I must thank the Prime Minister for his personal efforts. I also thank the state government," Fr Alexis's father A S M Antony (77), a retired school teacher, told TOI.

Antony and two other family members were going to Delhi to receive Fr Alexis.

Albert Manoharan, brother of Fr Alexis, said that none of them could believe it. "First we could not believe that we were receiving a phone call from the Prime Minister of India and second that our brother who was abducted has been released,'' he said.

"I wanted to go to New Delhi. But I had to stay back to make the arrangements,'' he said.

Meanwhile, the news of the release of the priest spread like wildfire in his native Devakottai in the Sivaganga district of Tamil Nadu.

Neighbours thronged the house to congratulate the family. "Earlier, they were known as the family of a Taliban prisoner, but now they are known as a family which received a call from the Prime Minister. It was a very laudable gesture by the Prime Minister,'' said a neighbour.

Fr Alexis, who was working with the International Catholic NGO Jesuit Refugee Service in Afghanistan, was abducted by the Taliban on June 2 last.

Budget session starts on Monday, PM Narendra Modi appeals to opposition for cooperation

NEW DELHI: The government on Sunday made a vigorous bid to seek opposition's cooperation as it faces a torrid Budget session of Parliament starting on Monday but rival parties appeared to be in mood to relent on some thorny issues like the controversial land ordinance.

At a meeting of political parties, Prime Minister Narendra Modi appealed for cooperation for the benefit of common man while parliamentary affairs minister M Venkaiah Naidu said the government is willing to walk the "extra mile" to accommodate opposition's cocnerns.

Modi made a strong plea for ensuring smooth functioning of Parliament as the Budget session is very crucial and people look at it with lots of hopes and aspirations. The Budget session lasts till March 20 and the Parliament will reconvene on April 20 and the session is due to conclude on May 8.

The leaders of all political parties should collectively ensure proper utilisation of time in both Houses of Parliament "so that we can work towards meeting the hopes and aspirations of people", he said about the session during which his nine-month old government will present its first full-fledged Budget on February 28.

"It is the collective responsibility of leaders of all parties to ensure that this session runs smoothly so that the House can fulfill aspiratations of people ... Hope we can collectively work for the benefit of common man," Modi said.

Referring to the various issues that opposition is waiting to raise, he told the leaders attending the meeting, "I can assure you that all the issues you have referred to will be discussed adequately and appropriately in order of their priority and importance."

Earlier, the tone for the conciliatory approach was set when Naidu, in an unusual gesture, drove to Congress president Sonia Gandhi's residence to meet her to seek cooperation of the largest opposition party in carrying out the legislative business.

"The government is willing to walk the extra mile to accommodate the opposition. My only appeal is that House should be allowed to function smoothly," Naidu said later.

However, the opposition parties appeared to be unimpressed and made clear their mood to take on the government, particularly on the move to amend the Land Acquisition Act.

Leader of opposition in Rajya Sabha Ghulam Nabi Azad said that Congress will not support those ordinances and bills, which "do not help people".

JD(U) president Sharad Yadav said it will be a "fight to the finish" as he lashed out at the government, saying it had made the land law worse than what existed during the British time.

Naidu admitted that some opposition parties expressed reservations against the land ordinance move even as there was "broad consensus" on five other Ordinances to be converted into acts.

While describing his meeting Gandhi as a "cordial" one, Naidu said she expressed concerns over Land Ordinance.

Naidu acknowledged that land acquisition is an "emotive issue" and needs to be addressed "sincerely without undue politicization".

Significantly, Naidu, unlike earlier, evaded direct reply to questions about the possibility of convening a joint session to pass the bills in the face of the non-cooperation of the opposition.

The meeting saw the leaders seeking debate on a variety of issues including the communal statements by some members of BJP and Sangh Parivar, attack on churches, swine flu situation, agrarian crisis, Indo-Pak border situation, minimum support price for farm produce.

TN fishermen worried about delay in getting their boats back from Sri Lanka despite release order

MADURAI: Though Sri Lanka ordered the release of 81 boats of Tamil Nadu fishermen on February 12, ahead of President Maithripala Sirisena visit to India, the inordinate delay in repatriating the boats has become a cause of concern for the fishers in the state.

The fisheries officials who left the country with power of attorney from fishermen on February 12 are yet to return. The fishermen are clueless why there is delay in getting their boats back.

"Ten days have passed since Sri Lankan courts released our boats, but we don't know when we will get our boats back. Officials say some boats have been damaged and that is the reason for delay," said P Muniasamy whose boat has been moored in Talaimannar since June last.

S Emerit, a fishermen leader in Rameswaram, said their representatives should have been included in the team that went to Sri Lanka.

"Only fishermen can assess the extent of damage to boats and the methods to salvage them with minimum cost. They could arrange a voyage for couple of fishermen and fishermen leaders to Sri Lanka to inspect these boats. As of now only officials are in Sri Lanka, and we are left to wonder what is happening there," he said.

U Arulanandam of the Alliance for Release of Innocent Fishermen said there was no such delay in earlier incidents when the country released Indian boats.

"We are left to wonder why fisheries officials collected power of attorney from boat owners though Lankan courts released the boats without any such formalities. We used to collect court order through fax and sent salvage team from here. We used to get our boats back in a couple of days. Though the state government said it would bear expenses of repatriation of boats this time, such prolonged delay from fisheries department is puzzling our fishermen," he stated.

Fisheries official said they were waiting for salvage orders of the boats. Additional director of fisheries K Rengaraju said they were working out formalities and boats will be repatriated shortly.

Maoist regional HQ destroyed, 3 arrested in Bihar

MUNGER: Security forces on Saturday destroyed a regional headquarters of Maoists and arrested three rebels besides recovering a huge cache of arms in Bhimbandh forest area in this district.

After getting intelligence inputs about the presence of East Bihar North Jharkhand (EBNJ) headquarters of Maoists in the forest, CRPF and police had launched a joint operation on February 17, Munger Deputy Inspector General (DIG) S P Shukla said.

Terming it a "major success" in the fight against Maoists, Shukla said the headquarters was being controlled by most wanted leader Parvez Da.

"Our forces surrounded the entire Bhimbandh area, which is a difficult terrain due to hills and dense tropical forest, and zeroed-in on the headquarters during late hours yesterday.

Around 40 to 50 men and women Maoists were present there, but most of them managed to escape under cover of jungle and darkness.

"However, our forces arrested three of them," Shukla said. The security forces seized a huge cache of explosives, including three litres of nitroglycerin, 60 Improvised Explosive Devices (IED), 5,000 metres of fuse wire, two bundles of cordex explosive wire, four walkie-talkies and some Maoist literature.

This is the first instance in the state that highly dangerous explosive like nitroglycerin has been recovered from Maoists, he said.

Lalji Patel of Dharmanandan Diamonds brings home Modi Suit

SURAT: There were celebrations all round at Gotalawadi in Katargam when the Prime Minister Narendra Modi's mannequin donning his personalized pinstripe suit passed in an open jeep from the main road towards the Dharmanandan Diamonds Private Limited's plush factory.

Hundreds of people including the diamond workers, employees and the people from different walks of life participate in the procession shouting 'Modi, Modi' slogans. When the Modi suit arrived at the factory portico, the workers showered flower petals on the mannequin and distributed sweets.

Lalji Patel issued a cheque amounting to Rs 4,31,31,311 in the name of Clean Ganga Fund and handed it over to district collector Dr Rajender Kumar.

Patel, chairman of Dharmanandan Diamonds and his managing director elder son, Hitesh Patel arrived at the art gallery of Science Centre flanked by over 300 diamond workers on the motorcycles wearing light-blue shirt and dark-blue pants and donning helmets to claim PM Modi's suit, which they won in the Friday's auction for Rs 4.31 crore.

A procession of PM Modi's suit was taken out from Science Centre at Ghod Dod road to the Dharmanandan Diamonds factory at Gotalawadi in Katargam.

Patel, while posing for his photographs with the Modi mannequin said, "It's a very proud moment for me, my family and the entire Dharmanandan diamond family including my workers and staff members. Since last evening, I was trying to touch the fabric to have a feel, but culd not as the mannequin was secured in the glass cabinet. Now, I could touch and feel the fabric and experience the presence of PM Modi standing by my side."

Hitesh Patel, managing director of Dharmanandan Diamonds said, "We could have spent more to get PM Modi's suit. This is one of the best purchases of my life when all eyes were on this suit and we won it in the auction. I remember meeting Modiji at our house 12 years ago when he was the Chief Minister of Gujarat. He called up my father late on Friday night and congratulated us for winning his suit at the auction and thanked us for supporting the Ganga Cleanliness cause"

2 Lashkar-e-Taiba commanders shot dead in encounter in Kashmir

SRINAGAR: Two "commanders" of terror outfit Lashkar-e-Taiba (LeT) were gunned down on Saturday in an encounter with security forces in north Kashmir's Baramulla district, army said.

Numan and Abu Saad, both foreign nationals, were killed in a gunfight in Thak-Gund village of Sopore, an army spokesman said.

He said that based on input about the presence of foreign militants in the village, a joint operation was launched by the army and police to flush out the militants.

"While the cordon was being readjusted around the suspected house, the security forces received heavy automatic fire and a heavy gunfight ensued.

"By precise firing and without causing any collateral damage, the troops neutralised the two foreign terrorists," the spokesman said.

Two AK-47 rifles, seven magazines, 134 rounds of bullet, one radio set, one GPS device and a large quantity of war-like store were recovered from the possession of the slain militants.

No official record of Modi being tea seller: RTI reply

NEW DELHI: There is no record available that shows Prime Minister Narendra Modi was a tea seller on railway platforms or trains during his childhood, an RTI query has revealed.

A Congress supporter and social activist Tehseen Poonawalla, had sought information under the Right to Information (RTI) Act from the railway board about whether there was any record, registration number or official pass issued to Modi allowing or entitling him to sell tea on trains and at stations.

Quoting the RTI response from the railway ministry, she said: "No such information is available in TG III branch of tourism and catering directorate of railway board."

China summons Indian envoy over Narendra Modi’s Arunachal visit

BEIJING: Chinese vice-foreign minister Liu Zhenmin on Saturday called in India's ambassador to China, Ashok K Kantha, to lodge a "stern representation" over Prime Minister Narendra Modi's visit to the northeastern Indian state of Arunachal Pradesh, state-run Xinhua news agency reported.

Liu expressed "strong dissatisfaction and staunch opposition" to the Indian side's insistence on arranging the visit by its leader to what he called "the disputed area" on the China-India border.

Modi visited Arunachal Pradesh on Friday to attend its 23rd State Foundation Day.

The Chinese embassy in India lodged a representation with the Indian authorities over the visit on Friday night.

"The Chinese government has never recognized the so-called Arunachal Pradesh," Chinese foreign ministry spokeswoman Hua Chunying said in a news release on Friday.

During the meeting with ambassador Kantha, vice-foreign minister Liu pointed out that this act by the Indian side "undermined China's territorial sovereignty, right and interests", the Xinhua report said.

He said such an act by the Indian side artificially amplified differences between the two countries on the border issue and thus went against the principles and consensus that the two sides reached on properly addressing the issue.

Liu reiterated China's "consistent and clear-cut stance on the China-India border issue", saying the Chinese government "has never recognized the so-called Arunachal Pradesh unilaterally set up by the Indian side".

It was "an universally recognized, unevadable fact that significant disputes do exist on the eastern section of the China-India border", Liu said.

He emphasised that China placed importance on developing relations with India. He said the two countries, as neighbours and the top two developing countries in the world, shared broad prospects on cooperation at various levels.

Liu expressed the hope that the Indian side would treasure the sound momentum in the growth of bilateral relations, march toward the same goal with China and abide by the important consensus on the border issue.

Liu called on the Indian side not to take any action that might complicate the border issue and stick to the general orientation of resolving the issue through bilateral negotiations to maintain the overall growth of bilateral relations.

Modi, who arrived in Arunachal Pradesh's capital on Friday, flagged off the Naharlagun-New Delhi Express by pressing a button at a function held in Indira Gandhi Park in Itanagar.

The Prime Minister hoped the boost in communications through the railway would propel growth and development in Arunachal Pradesh and other parts of the northeast.

Modi, who was accompanied by Union railway minister Suresh Prabhu, minister of state for railways Manoj Sinha and minister of state for home Kiren Rijiju, also inaugurated an intercity train between Naharlagun and Guwahati and laid the foundation stone of a 132KV power transmission project and another project to provide pure drinking water to the residents of the capital town.

President Pranab Mukherjee's visit to the state last year had also drawn sharp reactions from China, which has often laid claim to the state.
