Children’s literature market busts many myths, to get an ovation at the upcoming New Delhi World Book Fair

Five-year-old Ayush boasts of a library of his own. It is peopled by authors, largely foreign, and characters, equally foreign. But, what's important is that he not only takes pride in his own personal library - as opposed to his parents' - but also loves to open a book on his lap on a quiet afternoon when he sees his mother do the same.

But is Ayush a rare Indian child who does not sprawl himself in front of the television and picks up a book to read instead? Popular opinion would say, 'yes', because it is generally believed that children are no longer reading as they used to a few generations ago. But if one were to ask the book world insiders, and go by sketchy industry figures, children's publishing is exploding with possibilities, just as is the case with publishing in general in the country. As far as children's literature is concerned, "the field is growing at a nervous speed each day," says Tultul Biswas of Eklavya, the well-known Bhopal-based NGO working for social change through meaningful education with a robust publication arm.

Biswas adds, "There have been unsubstantiated claims that the children's segment of the Indian publishing industry is growing at a rate of about 20% per year." She informs that in July 2012, the German Book Office brought out a document for the Frankfurt Book Fair which pegged the growth rate of the Indian publishing industry at 15% whereas FICCI estimates put the industry CAGR (Compounded Annual Growth Rate) at 30%. Unfortunately, there is no industry report on the dynamics of children's books market.

No wonder, the upcoming New Delhi World Book Fair - scheduled to be held at Pragati Maidan, New Delhi from February 15 to 23 - has children's literature as its theme. The fair director, M A Sikander, who is also the director of the organising body, the National Book Trust ( NBT) is hoping children will come in large numbers to soak up the edition of the fair dedicated to them. "Children's books have always been a huge attraction in other editions of the fair too but since this one has children's literature as its theme, we will be organising some fascinating activities for children and our young readers. For instance, the Illustrator's Corner will shed light on the very important aspect of a children's book, the illustration. Besides, we will have Ruskin Bond, the most popular Indian author who has written extensively for children, inaugurating the fair."

A big chunk of the total of 1,070 exhibitors at the fair will comprise children's book publishers, reflecting the energy being experienced by the segment in general. The scenario busts the myth that children are not reading anymore, or that children are not reading much due to easy access to alternative - and more dramatic - means of entertainment.

Author Paro Anand, who has written nearly two dozen books for children and young adults, says, "Children are reading a lot more. There is greater sensitisation towards books today, both amongst the parents and schools, than before. I can cite my own example - earlier it used to be difficult to convince people about book reading sessions, while today, I get a minimum of four calls daily to be a part of some such reading session." Concurs another popular children's author Deepa Agarwal, who has published over 50 books: "There is definitely more awareness about books amongst parents and children, and schools are more forthcoming than before. The schools are realising the importance of extra-curricular reading."

A big reason for the overall growth in children's literature can be attributed to the growing middle class, with more disposable income to spend on the younger generation, reasons Hemali Sodhi of Penguin, the largest English language publisher in the subcontinent. Atiya Zaidi, publisher, Ratna Sagar, feels that the growth owes a lot to the growth of Indian population, even as she emphasises that the growth of the segment is miniscule compared to the growth of the population.

While Anand and Agarwal believe that the CBSE's decision to recommend an additional reading list has played a role in initiating many newcomers to the world of story books, Eklavya's Biswas feels that there have been no matching efforts in energising the school libraries or orienting teachers towards book selection. She adds, "Besides, there have also been efforts by groups such as Eklavya, NCERT, Zubaan and others in bringing out a best books catalogue, but the educational sector has to move beyond using these lists to order books for their oft-closed libraries."

Despite the misgivings, the perceptible growth wouldn't have been possible had the publishing world - authors as well as publishers - not upgraded their offering to stay in step with the changing tastes of the young readers.

"There is definitely a trend of pushing boundaries," says Anand. "Earlier, children's literature was pretty much restricted to either folk tales or retelling of stories that may not be written for children specifically but were considered suitable for them. Now, there is greater sensitisation towards writing specifically for children. Especially in the English language, publishers are not shying away from taboo topics and authors too are writing keeping the new realities in mind, including social networking," she adds. A case in point is Anand's critically acclaimed book, 'No Guns At My Son's Funeral'. The protagonist of the book set in Kashmir is a young boy who dies and his sister, a minor, lives with terrorists. "It was not considered acceptable yet the book was published. We took suggestions from school principals about the title and they seemed apprehensive, but the publisher did go ahead with the title."

All the excitement in the world of children's literature, however, is restricted to the additional reading segment, which is but a negligible part of an average child's daily read. Zaidi says that serious and sustained attention is needed in the segment of text books, which is what every school-going child reads, irrespective of social standing or personal preferences. "Text books are often looked down upon but these are very crucial for children between 5 and 18 years of age when they are at their formative stage and when even those who do not like to read books have to read their text books. Text books should be made interesting enough for a child to pick those up and read. Besides tackling the horrific corruption that goes on in the name of publishing text books, we need an Agmark/ ISI kind of thing for quality control of text books," says Zaidi.

Then, there is the impact of digital world on book publishing and reading habits, which Sikander, however, feels is over-rated. "Given internet penetration in India, it's too early to feel the full bearing of digitalisation in publishing and reading. The phenomenon is highly restricted," he says. Zaidi, on the other hand, feels that the medium shouldn't matter as long as the children are reading. Agarwal, who is also a grandmother, says that though the digitalisation of books has been a phenomenon that came later than her writing, she is not averse to it and finds it extremely useful in preserving her out-of-print books.

That pretty much sums up the debate on children's reading habit and why it would never go out of fashion, even if it undertakes a technological leap every few centuries.

The YA (Young Adult) genre

The Young Adult genre is one of the most exciting spaces of publishing today the world over, including India where it is in a nascent stage. The term Young Adult, popularly known as YA, was coined by the Young Adult Library Services Association (YALSA), in 1960s. The YALSA is an arm of the American Library Association and is a network of librarians, library workers and advocates whose mission is to strengthen library services for teens, from 12 to 18 years of age. Right now, the book industry is supposed to be going through its second golden age of the YA genre, according to a past president of YALSA and columnist, Michael Cart.

In India, most of the publishing houses have already set up separate imprints for books for this age group. Some examples are Inked by Penguin, Red Turtle by Rupa and Harper Teen of Harper Collins. Says Hemali Sodhi of Penguin, "This genre is seeing a great spurt in fiction writing and we are bound to see success in future." Author Deepa Agarwal feels that the genre bodes well for itself as, "the readers in this age group always needed books specifically directed at them - something which was more mature than children's fiction though not completely adult either." The most interesting thing about this genre is that the authorship is not restricted to adult writers alone; it is as much by Young Adults as it is for Young Adults.

However, the YA excitement is largely restricted to English language publishing in India, with other Indian languages hardly touched by its distinctness. Says Tultul Biswas of Eklavya, "In some languages like Bangla and Malayalam, there has been a long tradition of books for this age group. In Hindi, though, the contours of this genre are still a bit hazy."

India versus Bharat in children's publishing

The world of children's books in India seems to be divided into distinct compartments - one that is more vocal, active and dynamic and the other that is yet to catch up on the miles already covered by the former. It must not be difficult to guess that we are referring to publishing in English and Indian languages for children respectively. The one is India and the other is Bharat and the two have very different identities.

Most of the enthusiasm related to children's books takes place in English as the language is backed by various power groups of the society. The exceptions are Bangla, Tamil, Marathi and Malayalam, which have strong publishing and reading traditions. Hindi, in comparison, cuts a sorry figure given its stature as the majority language of the country.

Atiya Zaidi of Ratnasagar says that lethargy in Hindi has a lot to do with the mindset. She says, "We brought out an excellent reader series in Hindi but it didn't find favour with the school teachers as they wanted straight-jacket books which would have sentences such as - 'Suresh ek achcha ladka hai. Wo pratah kaal mein apne mata pita ke pair chhoota hai...' They are still stuck in an outdated outlook."

Agrees author Deepa Agarwal: "Hindi writers will have to get over the writing idiom of ending a story with a moral teaching." She adds that Hindi writers will also have to understand that reading can be purely for fun and leisure and need not necessarily flaunt a lofty ideal.

If the Hindi book world doesn't pull its socks now, it stands to lose out on the economic gains of the growing publishing industry. After all, India is the only country in the world where the industry continues to post a positive growth rate. Better late than never.

Pawar, Digvijay, Selja among 37 elected unopposed to RS

NEW DELHI: NCP chief Sharad Pawar, Congress leaders Motilal Vora, Digvijay Singh, Murli Deora and Kumari Selja, RPI's Ramdas Athavale and Vijay Goel of BJP were among the 37 candidates elected unopposed to Rajya Sabha today from various states in the biennial polls.

Elections will be held in the remaining 18 seats on Februray seven in Andhra Pradesh (6), West Bengal (5), Odisha (4) and Assam (3).

Sanjay Sinh, whose candidature has sparked of protests in Assam, Congress' T Subbrami Reddy and K V P Ramachandra Rao and TRS candidate Keshav Rao (all in Andhra Pradesh) and Trinamool candidate actor Mithun Chakraborty (West Bengal) are among those left in the fray.

Union minister Pawar, who decided to keep away from Lok Sabha elections, and Deora were among the seven candidates elected from Maharashtra.

The other candidates were: Majid Memon (NCP), Hussain Dalwai (Congress), Rajkumar Dhoot (Shiv Sena), Sanjay Kakade (Independent) and Athavale, who was supported by BJP.

In Rajasthan, BJP nominee Goel, who is Delhi unit chief, Ram Narain Dudi and Narain Pachariya were the successful canididates .

Bihar sent five candidates - three from ruling JD(U) and two from BJP. The five are - Ramnath Thakur, Harivansh, Kahkasha Parveen (all from JD(U)), C P Thakur and R K Sinha (BJP). All the three JD(U) candidates are new faces.

In Tamil Nadu, the ruling AIADMK bagged four seats while DMK and CPM got one each.

Marriage to minor girl not legally valid: HC

MADURAI: Holding that their marriage was not legally valid, the Madras high court on Friday rejected the plea of a 17-year-old girl to go with her husband. Hearing a Habeas Corpus petition by one A Ganesh, husband of the minor girl, a divison bench of justice S Tamilvanan and justice V S Ravi of Madurai bench said that the marriage between the couple was not legally valid. The court directed police to lodge the girl in a women's home till April 15 this year, when she becomes major, and produce her before the court the next day for passing final orders.

The court could not permit her to go with the petitioner as it would be against law.

The court said that the Delhi high court order cited by the petitioner's counsel, permitting a minor girl to go alongwith her lover, was not a reasoned decision and it was a judgement passed without reference to statutory provisions.

The Justices said a marriage involving a minor girl would be a nullity in the eye of law and there was no necessity even to obtain a divorce decree with regard to such a marriage.

They opted for the Class 10th certificate of the girl to determine her age though the petitioner produced a doctor's opinion to prove that she was major.

"Only school certificate will prevail," the court said.

Kejriwal enjoys Cong's support, his name should be in list: BJP

MUMBAI: BJP on Friday slammed Delhi chief minister Arvind Kejriwal for putting the names of party president Rajnath Singh and senior leader Nitin Gadkari in the list of "corrupt leaders".

"I want to ask Arvind Kejriwal why he has not included his own name at the top. His government is sitting on the shoulders of the corrupt Congress party in Delhi," senior BJP leader Ravishankar Prasad said here, talking to reporters.

"Why doesn't he write to the lieutenant governor of Delhi saying that we do not want support from Congress? He criticizes Congress all the time, then why is he not rejecting their support?" the BJP leader said. Prasad said that Kejriwal should put his name at the top as he was making use of all the means to be in power and to be the chief minister.

He also questioned why the name of former Delhi chief minister Sheila Dikshit was not included in the list, when CWG and Delhi Jal Board scams took place during her tenure.

The AAP leader today come out with a list of "corrupt leaders" from across the parties, including Congress vice president Rahul Gandhi, and said AAP would put up candidates against these leaders in the Lok Sabha elections.

Tehelka: Case filed for disclosing victim's identity

PANAJI: Goa police on Friday registered a case against unknown person for disclosing the identity of the victim who was allegedly raped by Tehelka founder editor Tarun Tejpal, and for circulating "defamatory" emails against her.

Deputy inspector general O P Mishra told PTI that a case under section 228 of the Indian Penal Code and under section 66 of the Information Technology Act has been registered by the Crime Branch here.

"The case has been registered against unknown person and investigation is on," Mishra said.

The victim had complained to Goa police that a "systematic and virulent campaign was launched to falsify facts and the truth in the case."

The Crime Branch, which is investigating the case, has received the complaint by the victim, whose statement was also recorded by sleuths in Mumbai on Thursday.

Tejpal is currently lodged in Sada sub jail in Goa, after his bail petition was rejected by a local court.

The 50-year-old journalist has been accused of sexually assaulting the victim, his colleague, during an event in Goa last year.

"I have remained silent against this campaign of slander and vilification, although it has caused me hurt and trauma, because I have full faith in the legal process and respect its sanctity," the girl has said.

The victim has said that the photograph which was available on 'Tehelka' server, has been circulated, illegally and without her consent, via email, to several members of the society, including senior media persons.

"It is being presented completely out of context along with several malicious comments about my appearance and veracity of my complaint," she said adding, "This email clearly discloses my identity and seeks to deny me the protection granted by law, by encouraging a wide dissemination of the content of the same."

The victim has called it a "deliberate move to obstruct the course of justice and prevent me from pursuing my complaint by tarnishing my character with total lies and making it impossible for me to exist in society, and in particular within my own fraternity."

"The email contains information that is grossly offensives and has a menacing character and is aimed at intimidating her," she said.

'Death sentence to Italian marines will be an act of war'

ROME: Giving death sentence to two Italian marines charged with the killing of Indian fishermen will be an act of war, a top Italian lawmaker has warned.

"(If the punishment is approved, it will be) an attack on Italy," chairman of the lower house foreign affairs committee Fabrizio Cicchitto was quoted as saying by ANSA news agency on Thursday.

He recently met the marines — Massimiliano Latorre and Salvatore Girone, currently lodged at the Italian Embassy in New Delhi.

The two marines were deployed on the Italian-flagged oil tanker MT Enrica Lexie when they shot dead two Indian fishermen off Kerala coast in February, 2012, sparking diplomatic tensions between India and Italy.

They had said they mistook the fishermen for pirates. India's National Investigation Agency (NIA) has sought sanction to prosecute the two marines under the 'Suppression of Unlawful Acts Against Safety of Maritime Navigation and Fixed Platforms on Continental Shelf' Act (SUA), a provision which has only death penalty as punishment.

India has, however, given an assurance to Italy that the two would not be awarded death penalty.

The NIA on Thursday told a special court in New Delhi it was "ready" with a chargesheet against the marines and would file it after the Supreme Court decides on the issue raised by the Italian government.

According to the agency, the apex court is scheduled to hear the plea of Italian government challenging invocation of anti-terrorism law against the marines on February 3.

Rome wants the marines to be tried in Italy, claiming the incident took place in international waters. However, India said it has the right to try the Italian personnel as the victims were Indians on board an Indian fishing boat.

AAP to contest over 350 LS seats, will fight tainted leaders

NEW DELHI: Aam Aadmi Party on Thursday said it will contest over 350 Lok Sabha seats and vowed to take on tainted candidates and political leaders who have become "symbols" of corruption and criminalization of politics.

The fledgling party, which made a stunning debut in the recent Delhi assembly polls, said it would contest elections against 14 Union ministers as well as A Raja allegedly involved in the 2G spectrum scam.

"We have received reports from our state conveners and looking at the response from different seats, it has been decided that the Aam Aadmi Party will contest more than 350 seats in the Lok Sabha elections," senior party leader and political affairs committee (PAC) member Sanjay Singh told reporters.

He was briefing on the issues discussed in the national executive committee (NEC) meeting held here. The meeting, second in a month, assumes significance as the party discussed strategies ahead of Lok Sabha election.

The party will also make "corruption" and "criminalization of politics" as major issues.

"Corruption and criminalization of politics are two broader issues on which the party will fight the Lok Sabha elections. The party will field candidates against leaders in different parties, who have become symbols of corruption and criminalization of politics.

"There are 162 MPs with criminal cases registered against them. Of these, 73 MPs have cases related to heinous crimes. The party will try to field candidates against them," Singh added.

When asked whether the party would field candidates against ministers like A Raja, he said the party would contest elections against 15 ministers "against whom there were serious charges and the former Union minister is one of them".

Singh said that issues discussed in the NEC meeting on Thursday will be placed before national council meeting, which is to be held on Friday, for ratification.

Issues related to amendments in the party constitution will also be discussed in the national council meeting, party leader Gopal Rai said.

Fake army convoy held with arms and contraband on Assam-Bengal border

NEW DELHI: It was a case of smuggling planned to military precision, literally. Directorate of Revenue Intelligence (DRI) on Thursday intercepted an 'Army' convoy on Assam-Bengal border and recovered over 9,000 kg of cannabis apart from several guns with "Made in USA" and "Made in Germany" markings including an AK-47.

Only, neither were the men from the armed forces nor did the vehicles belong to the Army. It turned out to be a bunch of nine con artists from UP and Bihar who had dressed up in army fatigues, held guns, and coloured their vehicles olive green to hoodwink police and border authorities.

According to DRI, the agency's Kolkata Zone developed intelligence a few days back that huge quantity of ganja was going to be transported in fake Army convoy consisting of a 6-wheeler carrier truck escorted by a white colour Gypsy, both having fake number plates and camouflaged as Army vehicles.

Intelligence also suggested that all the nine occupants of both the vehicles would be in Army olive green dress and would carry a number of arms and ammunition with them. According to the input, the convoy was to start from Dimapur in Nagaland for West Bengal and cross the Assam- Bengal border on the night of January 29. Based on this, DRI sleuths from its Siliguri unit, with the help of Customs officers of the region and armed personnel of Siliguri police, Fulbari laid a trap at Fulbari toll gate in Jalpaiguri in West Bengal.

As indicated by the input, a convoy closely resembling that of the Army arrived at the toll gate at around 4 am. The convoy was intercepted and nine people dressed in Army fatigues were found to be carrying sophisticated weapons. On examination of the carrier truck and gypsy, 9,310 kg cannabis along with arms and ammunitions were recovered.

Arms recovered include four improvised automatic pistols having mark 'Made in USA', one improvised AK-47, one automatic MP-5 submachine gun having mark 'Made in Germany' and two air guns. Ammunitions recovered include 23 rounds of .65 caliber bullets, 90 rounds of .22 caliber bullets of make KF Germany, 39 rounds of 7.65 caliber bullets. DRI has seized the contraband and arrested the nine smugglers. A senior DRI officer said, "We are examining where they got the weapons from and where the contraband was headed. Further investigation is on."

India needs a new electoral system, CPM says

NEW DELHI: India needs a new electoral system that must be a mix of proportional representation and the existing first-past-the-post system, the CPM said on Thursday.

An editorial in "People's Democracy" also challenged President Pranab Mukherjee's suggestion that coalitions cause political instability, saying such a reading was against the experiment of Indian democracy.

Pointing out that only the 1971 election produced a government commanding over 50 per cent of polled votes, it said all other governments had more people voting against them than supporting them.

The lowest was the 1998 Bharatiya Janata Party-led government whose alliance polled 36.2 percent of votes. In 2004, the Congress and BJP together got only 40 per cent.

"This merits a serious consideration of the proportional representation system where people vote for the parties, who, in turn, will send to the parliament the number of MPs, on the basis of a prior-declared prioritised list, in proportion to votes they receive," the CPM editorial said.

"Any government that is formed on this basis by a majority of MPs in parliament will necessarily reflect the majority as expressed by the electorate."

The Communist Party of India-Marxist said often the example of governmental instability in Italy was cited as an argument against the proportional representation system.

But the editorial, still rooting for proportional representation, said it remains to be seen if this system would adequately reflect India's diversity in parliament.

"In the Indian context, therefore, a combination of proportional representation with the present form may be ideal.

"This could be done, for instance, by clubbing two adjoining constituencies where people, with two votes, vote for individual candidates as well as the parties," it said.

"People's Democracy" said President Mukherjee was wrong when he stated in his Republic Day speech that stability can only be achieved when a government was not "hostage to whimsical opportunists", thereby suggesting that coalitions can be subject to such pressures and, hence, instability.

"Such a conclusion runs contrary to the experience of our parliamentary democracy for more than two decades now.

"Coalition governments, by the very nature of Indian politics, have become the order of the day.

"Often the large number of parties and contestants in the fray is making many draw conclusions of fragmentation of Indian democracy.

"On the contrary, the large number of regional parties and those representing various sectional interests is only the reflection of the vast diversity of India's social reality in its polity.

"This must be seen as the process of maturation, not regression, of Indian democracy."

The editorial added: "As Indian democracy matures, such fine tuning must be seriously undertaken by the government that follows these (Lok Sabha) elections."

North reels under cold wave, fog

NEW DELHI: After a hiatus, cold wave coupled with fog made a comeback in most parts of north as Kargil in Kashmir Valley recorded the lowest night temperature of season with mercury dipping over 21 notches below the freezing point.

In Jammu and Kashmir, the Army has rescued as may as 208 people who were stuck in snow.

After two sunny days, a foggy and cold morning greeted Delhiites on Thursday.

The minimum temperature settled at 10.2 degrees celsius, a notch above normal, while the maximum temperature was recorded at 20.5 degrees celsius, a notch below normal.

Meanwhile, cold wave continued in Kashmir Valley and Ladakh region with the minimum temperature in Srinagar dipping by over one degree from minus 2.3 degrees celsius the previous night, to register a low of minus 3.4°C last night.

The mercury in Qazigund, the gateway town to Kashmir Valley, settled at minus 7.4°C, as against minus 7°C the previous night.

The mercury in the tourist resort of Pahalgam recorded a minimum of minus 10.8°C, a slight increase as compared to minus 12.3°C the previous night.

Gulmarg registered a low of minus 12°C as compared to minus 11.2 °C the previous night.

Kupwara, in north Kashmir, recorded a low of minus 2°C. Leh, in the frontier region of Ladakh, recorded a low of minus 12.7°C.

Eight persons trapped in snow in Pir Panchal ranges in Ramban district were rescued by a team of Army personnel.

An IAF helicopter unit had on Wednesday rescued more than 200 people trapped in remote areas of Kishtwar district of Jammu & Kashmir for the last two days.

Out of the eight rescued, four were seriously injured in the freezing cold conditions, a defence spokesperson said.

Dense to moderate fog also occurred at most places in Uttar Pradesh which is in the grip of cold wave.

Nazibabad in Bijnor recorded the lowest minimum temperature at 3.5°C.

Cold wave tightened its grip in Punjab and Haryana with minimum temperature dipping below normal at several places.

A thick blanket of fog enveloped most parts of the two states on Thursday, affecting normal life.

Adampur in Punjab was the coldest place in the region with a minimum of 5.4°C. Union Territory Chandigarh recorded minimum of 6°C.

Pak troops violate truce, target Indian forward posts

JAMMU: Violating the ceasefire, Pakistani troops on Wednesday resorted to small arms firing on Indian forward posts along the Line of Control in Jammu and Kashmir's Poonch district, drawing retaliation from border guards.

"Enemy (Pakistani troops) fired from their small arms (on Indian forward posts along the LoC) in Balakote sector at around 0300 rpt 0300 hours," said Public Relations Officer (Defence), Jammu.

"There was ceasefire violation by them," he said adding Indian troops guarding the borderline fired back resulting in exchanges which lasted five minutes.

"There was no damage or casualty on our side in the cross-border firing," the Defence PRO said.

Pakistan has committed ceasefire violations 195 times along the Line of Control last year.

The number of truce violations by Pakistani troops in 2012, 2011, 2010 was 93, 51 and 44 respectively.

Tarit Settt, olympian cyclist, passes away

KOLKATA: Olympian and former national champion cyclist Tarit Settt passed away at a south Kolkata nursing home this morning after a prolonged illness, according to the West Bengal Cyclists Association.

Sett, 84, is survived by wife, son Abhijit, an international cyclist and daughter Munmun, a state level wheeler.

AAP, BJP, Akali Dal demand SIT probe into 1984 riots

NEW DELHI: The AAP, BJP and the Akali Dal on Wednesday demanded an SIT probe into the 1984 anti-Sikh riots in Delhi after Congress vice-president Rahul Gandhi admitted some party members' involvement in the violence.

Delhi chief minister Arvind Kejriwal met lieutenant governor Najeeb Jung on Wednesday morning to submit his request for a special investigation team (SIT) probe into the riots.

"The meeting went on for around half-an-hour. Najeeb Jung has assured that his request would be considered and the prime minister will be informed," an official said.

Talking to the media, Kejriwal said the party promised to demand an SIT probe into the riots in its election manifesto and was fulfilling the promise.

The Bharatiya Janata Party (BJP) led by Harsh Vardhan also met Jung on Wednesday afternoon.

"We want justice for the victims of 1984 and are demanding an SIT probe in the riots," Harsh Vardhan told the media.

The BJP also demanded Delhi law minister Somnath Bharti's resignation. The minister carried out a midnight raid in a south Delhi neighbourhood after receiving complaints about a prostitution and drug racket ring allegedly involving some African nationals.

Akali Dal's Delhi unit president Manjit Singh GK told reporters that now that Rahul Gandhi has acknowledged the role of Congress leaders in the riots, he should take action against them too.

"We don't want an apology but action against the culprits in the 1984 riots. We demand an SIT probe," Manjit Singh said, adding that an agitation would be organised outside the Congress party's headquarters at 24 Akbar Road on Thursday morning.

LeT man connected to Mumbai attacks accused Lakhvi convicted

NEW DELHI: An LeT operative connected to 26/11 accused Zaki-ur-Rehman Lakhvi and Muzammil was on Wednesday convicted by an NIA special court in connection with possession of arms and explosives and plotting to execute terror attacks in Hyderabad.

The court sentenced the accused, Zia ul Haq, to seven years of rigorous imprisonment. A cab driver who went to Saudi Arbia in 1990's and was tapped there by ISI who took him to Pakistan for terror training, Haq is also accused of a grenade attack on Hyderabad's Odeon Deluxe theatre in 2006.

The NIA had managed to tap phone calls between Haq and his Pakistan handler Abdul Aziz which had led to his arrest in 2010. Two hand grenades, a cell phone a pistol with magazine and six rounds and other incriminating materials were seized from Haq and a case made out against him under the arms act.

NIA investigations had found that Haq was heading an LeT sleeper module in Hyderabad and had even conducted recconnaissance of various targets. If not arrested, he would have gone on to execute several blasts in the city, said sources. NIA filed a charge sheet in the case in 2010 which also mentioned the names of 13 LeT big-wigs -- inlcuding 26/11 mastermind Zakir-ur-Rehman Lakhvi and Muzammil, Abdur Rehman Makki, Abu Syed and eight other Pakistani terrorists and a Bangladeshi national Shydul Islam - as part of the outfit's bigger plan to carry out attacks in Hyderabad and other cities through the module comprising Haq and Aziz. Lakhvi, who was arrested by Pakistan after the 26/11 Mumbai terror attacks, has since been in Rawalpindi jail.

According to NIA, Haq, who had been working in Saudi Arabia since 1996, was influenced by Aziz and others to wage jihad against India. He had gone to Karachi (Pakistan) in early 2002 and then to Muzzafarabad ( PoK) where he joined LeT. He received 45 days' training along with others at the Baitul Mujahideen (LeT training centre in Muzaffarabad) in the use of arms, ammunition and explosives as well as communicating through e-mails.

After completion of training, Haq infiltrated into India through Poonch in Jammu and Kashmir along with other LeT cadres. In furtherance of the conspiracy and as instructed by Aziz, in December 2005, he visited Delhi to collect a consignment of arms, ammunition and explosives.

"The NIA annexed hotel records for the period confirming his visit. A portion of this consignment was used by him in the grenade attack at Odeon Deluxe Theatre on May 7, 2006 in which two persons were injured," said the agency.

IAF rescues 203 people stranded in snow-hit Kashmir

JAMMU: The Indian Air Force (IAF) on Wednesday rescued 203 people stranded for two days in snow-hit areas of Kishtwar district in Jammu and Kashmir, a defence spokesman said.

"The 130 helicopter unit — The Condors — of the IAF stationed at Jammu yet again undertook a demanding operation of rescuing stranded people from the inaccessible villages of Kishtwar region," the spokesman said.

"Braving piercing snow waves, and extreme cold conditions, the IAF's MI-17 chopper in assistance with the local administration airlifted 203 stranded people in 10 sorties from remote parts of Kishtwar where they had been trapped for the past two days."

The operation was led by Wing Commander Suresh Tiwari, his co-pilot Wing Commander Anup Sharma and Squadron Leader Shiv.

The chopper took off at 7.30am and continued with the operations in freezing temperatures of minus 10 degrees celsius, he said.

NEW DELHI: Lata Mangeshkar should guard against anyone "misusing" her iconic status for drawing political mileage, Congress said today a day after the legendary singer shared a dais with Narendra Modi.

"Lata Mangeshkar is an icon before whom all of us bow down. Beauty of her voice is acclaimed throughout the country. But obviously icons who are property of the nation ought to take care of the possibility of political mileage being drawn from," their actions, party spokesman Abhishek Singhvi told reporters.

Singhvi said the singer should ensure that no one misuses her iconic status.

The Congress spokesman's remarks came a day after Mangeshkar shared a dais with BJP's prime ministerial candidate, Modi at a function organized to mark the 51st anniversary of her famous song "Ae mere watan ke logon" at the Mahalaxmi Racecourse in Mumbai. She thanked Modi for honouring her on the occasion.

The song, composed by C Ramachandra, was written by Kavi Pradeep in honour of martyrs of 1962 Indo-Sino war.

16 navies to participate in the Milan exercise at A&N Islands next month

NEW DELHI: The Navy is all set to launch another edition of its 'Milan' multi-nation exercise and conclave at the strategic Andaman and Nicobar Islands, with warships and delegations from 16 countries of the Indian Ocean Region and beyond taking part in it.

The focus during the Milan exercise, being held from February 4 to 9, will be on humanitarian assistance and disaster relief (HADR) but issues like maritime terrorism, piracy and poaching will also be discussed during the professional interactions.

The participants are Australia, Bangladesh, Philippines, Cambodia, New Zealand, Myanmar, Thailand, Indonesia, Sri Lanka, Singapore, Malaysia, Maldives, Seychelles, Mauritius, Kenya and Tanzania.

"Milan basically is a biennial congregation of littoral navies, hosted by the Indian Navy in the A&N Islands, to foster bonds of 'friendship across the seas', boost interoperability and share views on common maritime issues,'' said an officer.

"Milan began in 1995 to catalyze cooperation in the maritime domain. From four navies then, it has grown to include 16 navies now,'' he added. Four other countries — South Africa, Vietnam, Brunei and Mozambique— were also invited for the event but could not make it due to different reasons.

The Navy says an important priority in the Asia-Pacific region is the protection of sea lanes around Malacca Strait since around 60,000 ships sail through it every year, transporting around 30% of the world trade in goods.

For India, the stakes are clearly high, with the strategic A&N islands dominating the approaches to Malacca Strait. India's central location in Indian Ocean, astride these major commercial routes and energy lifelines, makes it a major stakeholder in the region's security and stability.

Bandra-Worli sea link toll booth vandalized

MUMBAI: Continuing their anti-toll agitation for the second day, Maharashtra Navnirman Sena (MNS) activists on Tuesday vandalized a toll booth at the Rajiv Gandhi Bandra-Worli sea link here.

Mumbai police detained at least 25 MNS activists who tried to flee after vandalizing the toll booth.

The attacks on toll booths run by the government or authorized private agencies were launched on Sunday night in at least eight cities across the state.

Over the past two days, more than 70 political activists have been taken into custody even as chief minister Prithviraj Chavan and home minister R R Patil appealed against violence and targeting of toll booths.

The latest attack came after a speech by MNS president Raj Thackeray, who called upon people to refuse to pay toll and oppose any force by toll collectors and not bother about traffic jams resulting from their protests.

Stressing that hooliganism will not be tolerated, deputy chief minister Ajit Pawar on Monday warned that if the vandals did not end their activities, police "will not handle the situation softly".

He also said the government will study Thackeray's speech and initiate legal action against him if he was found instigating people to resort to violence.

There are 145 toll booths in the state, including 28 run by the National Highways Authority of India, 61 by the Maharashtra State Roads Development Corporation and 56 by the Maharashtra Public Works Department.

Initiated during the Shiv Sena-Bharatiya Janata Party regime in 1995, the daily average collection at each toll booth is around Rs 9-10 million, contributing significantly to the state exchequer.

Modi's knowledge of economics can be put on back of stamp, Chidambaram says

NEW DELHI: Taking a dig at BJP's prime ministerial candidate Narendra Modi, finance minister P Chidambaram said his knowledge of economics can be written on the back of a postage stamp.

"What he (Modi) knows about economics can be written on the back of a postage stamp," Chidambaram said in an interview to BBC.

"He (the Gujarat Chief Minister) has said nothing about the fiscal deficit, nothing about the CAD, nothing about monetary policy... He is in a learning process and I am sure he will learn very quickly," Chidambaram said.

He was commenting on Modi's assertion that economy under management of Chidambaram had been a "debacle".

When asked if Gujarat under Modi had fared well, the finance minister said it was only in the last few years the state has performed better than the national economy.

"When India's economy was booming and we had the golden period of 9 per cent plus growth, his state was no better than any other state," he said.

Chidambaram further said UPA government has done lot of work and poverty has registered a steep decline in the last five years.

However, Chidambaram said that he did not have a magic wand to solve all problems in short time.

"...more people have metalled roads today than before, more people have access to drinking water than before, more children are enrolled in schools than before. There is no magic wand (to solve problems), that can't be done in 2-3 years," he added.

Former Salwa Judum leader shot dead by Maoists

RAIPUR: A former Salwa Judum leader was on Tuesday shot dead allegedly by Maoists in Chhattisgarh's Bijapur district, police said.

Bodhiram Machhi (55) was killed when he was going for work at an under construction stop dam in Bendre police station limits of the district, Bijapur deputy superintendent of police Sukhnandan Rathore told PTI.

Prominent in his native area for strongly opposing the Maoists, Machhi was working as a construction worker. He was shot dead by around 10 armed Maoists, the DSP said.

Soon after the incident, police team was sent to the spot to retrieve the body, he said.

Security forces have launched combing operation in the region to nab the attackers, he added.

Salwa Judum, an anti-Maoist civil militia, was disarmed and disbanded in the state following the Supreme Court order declaring as illegal and unconstitutional the deployment of tribal youths as special police officers (SPOs) in the fight against the Maoist insurgency.

Indian, Chinese troops exchange pleasantries on Republic Day

KOLKATA: Indian and Chinese troops exchanged pleasantries at a specially convened border personnel meeting (BPM) at Nathu La on Sunday. The seven-member Chinese delegation led by an officer of brigadier rank wished the Indian contingent on the occasion of Republic Day.

This was followed by a cultural programme in which both sides participated.

Republic Day was also celebrated at the Trishakti Corps (33 Corps) headquarters at Sukna in north Bengal. Officers and jawans paid tribute to martyrs at the war memorial in Sukna. Lt Gen KJ Singh, GOC, Trishakti Corps, laid a wreath.

Bonhomie and friendship was also witnessed at the Indo-Bangladesh border at Petrapole. MK Jha, officiating commandant of the 40Bn Border Security Force handed over a fruit basket and sweets to Subedar Md Badshah, company commander, Border Guard Bangladesh BOP Benapole. Students teachers from two schools Primary School Petrapole and Primary school Jayantipur also participated in the function.

The local population from both sides of the international border witnessed the ceremony in large numbers. Sweets were distributed among them as well. Back at the BSF's South Bengal Frontier headquarters in Kolkata, inspector general Rajnikant Mishra unfurled the National Flag on the occasion of 65th Republic Day on Sunday.

Pakistan refuses entry to peace bus from India

JAMMU:Authorities in Pakistan-administered Kashmir on Monday refused to allow a bus from India to enter, thereby continuing the deadlock over the cross-LoC trade and the peace bus service in Jammu and Kashmir, officials said.

Officials in Poonch district said when the Poonch-Rawlakote bus carrying 17 passengers reached the Chakan-Da-Bagh crossing point on Monday, Pakistani officials did not open the gate to allow the bus to enter their side.

"We had to finally cancel the service. The bus was carrying 17 passengers, 14 of whom were returning home to Pakistan, while three were going to visit relatives there from our side," an official said.

Pakistani authorities have already stopped the Srinagar-Muzaffarabad peace bus service, linking the bus operation to the resolution of the deadlock over trade across the Line of Control (LoC).

On Jan 17, police and customs officials at the Salamabad trade facilitation centre in Baramulla seized 114 packets of brown sugar from a truck coming from Pakistan-administered Kashmir.

The truck driver and a local trader who was to receive the narcotics were arrested.

Pakistani officials first claimed the driver could not be arrested as he enjoyed diplomatic immunity. When the Indian foreign office challenged the claim, Pakistan linked the bus services with the resolution of the deadlock.

Pakistan later refused to allow the return of 27 drivers and their trucks from India.

Congress to back Independent candidate in West Bengal Rajya Sabha polls

KOLKATA: The ruling Trinamool Congress in West Bengal is not getting a walkover in the Rajya Sabha elections on February 7 with the Congress deciding to back sitting RS member Ahmad Saeed Malihabadi as an Independent nominee, whom the Left is also likely to support.

The development has evoked sharp reaction from the TMC which said it exposed the "weakness and mutual links between the Congress and the CPM".

"Malihabadi has approached the Congress seeking the party's support to his candidature and the party high command has asked us to extend support of the Congress MLAs to him," state Congress chief Pradip Bhattacherjee told PTI here today.

Bhattacherjee had earlier recommended Malihabadi's name to the party high command as a possible Independent candidate whom the Congress and the Left could support.

With the Congress high command giving its nod to the name, there will be a total of six candidates in the fray for five Rajya Sabha seats from the state.

TMC has already announced four candidates including actor Mithun Chakrabarty while the CPM has decided to field Ritabrata Banerjee, general secretary of the CPM's student wing, SFI.

Malihabadi could be the sixth candidate acceptable to both Congress and Left Front.

A former editor of Azad Hind newspaper, Malihabadi is a sitting Rajya Sabha member from Bengal elected in 2008 as an Independent supported by both the parties.

CM vs deputy CM: 'Kiran Reddy insulting ministers from Telangana'

HYDERABAD: The Congress government in Andhra Pradesh was on Monday vertically split over chief minister N Kiran Kumar Reddy's bid to move a resolution to return the bifurcation bill, with Telangana ministers demanding that he quit as they no longer recognized him as leader of the House.

Deputy chief minister C Damodara Rajanarasimha led the banner of revolt demanding that Kiran step down, while some other ministers from the region opposed the CM's move in the assembly itself.

"We are not recognizing Kiran as leader of the House. He has insulted ministers from Telangana... He should resign forthwith," the deputy CM demanded, alleging that ministers were not consulted.

Information technology minister Ponnala Lakshmaiah wrote to the governor taking objection to Kiran's move.

However, an apparently unfazed chief minister and ministers from Seemaandhra were closeted in a meeting, and decided to "go ahead" with their objective of defeating the bill, referred to the assembly by the President seeking its view.

They also decided to seek more time for returning the bill, citing the disruption of the House proceedings by Telangana legislators including the respective ministers.

The President had given time till January 23 to the assembly, and later extended it to up to January 30.

In the assembly today, Kiran's move led to two adjournments, but the pandemonium ultimately forced Speaker Nadendla Manohar to adjourn the house for the day without any business being transacted.

As the MLAs from Telangana demanded that Kiran withdraw the notice for moving the resolution, the ministers from the region shouted "CM down down". Speaker had to note that it was not proper for ministers to rush into the well of the house.

While Seemandhra MLAs demanded that the resolution be taken up.

The chief minister, on Saturday, had said the bill violated not only parliamentary procedures but also the Constitution. He then gave a notice to the Speaker seeking to move a resolution for returning the Bill.

Because often the MPs have to follow the party dictat and if he can rise above the party line. Mithun at one time was also known to be close to CPM leadership.

However, there are doubts if the two will be renominated for the Lok Sabha polls, as the Trinamool supremo Mamata Banerjee will be declaring the names of LS candidates on Wednesday. However, Trinamool insiders said that there is an attempt to nominate actor Moon Moon Sen who is the daughter of Suchitra Sen. Suchitra Sen died on January 17 and is known to be close to Mamata Banerjee and another senior minister Subrata Mukherjee. Even on Monday too Mamata Banerjee went to the house of Suchitra Sen to attend the condolence meeting, so sources said that an offer for Moon Moon cannot be ruled out.

Adarsh scam: CBI was divided over governor's nod to prosecute Ashok Chavan

NEW DELHI: The issue of whether CBI needed sanction from the governor to prosecute former Maharashtra chief minister Ashok Chavan in the Adarsh housing scam was debated intensely in the agency, with a strong school arguing that it was not obligated to seek the go-ahead from Raj Bhavan.

According to a trail of documents from the CBI, overwhelming opinion within the agency held that Chavan, like former telecom minister A Raja in the 2G scandal, could be prosecuted without prior sanction.

The documents suggest that the director of prosecution and special director were among those who felt the agency was not required to move the governor. However, the agency went ahead and sought prosecution sanction from the state governor.

CBI chief Ranjit Sinha admitted that opinion was split on the issue but said that this was not unusual. "There were divergent views which is par for the course in the CBI but the final decision was taken after due diligence," he said.

Under the rules, the CBI chief has the final say on prosecution matters and can overrule the director of prosecution — a prerogative which has been used by several directors in important cases — for instance the 2G and Arushi murder cases.

When CBI sought sanction from Maharashtra governor K Sankaranarayanan he rejected it, and the CBI promptly moved the court to remove Chavan's name from the list of accused. However, the CBI court last Saturday rejected the agency's plea.

The CBI discussion on if they need to seek sanction from the governor against Chavan started with the former chief minister submitting a representation to the CBI chief. In a note, Keshav Kumar, joint director heading CBI Mumbai zone-I, pointed out that the additional legal advisor has said there was no need for sanction under 197 CrPC. "I am of the view that the retired officials as well as serving public servants and then revenue/chief minister will not get the benefit" of seeking prior permission, since "conspiracy and cheating are not part of discharge of their official duty," the advisor had written. Kumar however requested his superior, special director CBI, to look into the issue.

In an opinion given on December 13, 2012, special prosecutor JB Singh had pointed out that the "offence of cheating and criminal conspiracy to cheat do not have any nexus with discharge of duty of any public servant." And hence there was need for prosecution sanction. He also pointed out that the law on sanction under section 19 of Prevention of Corruption Act 1988 was settled in many cases including that of Dr Subramanian Swamy's case in the 2G scam.

CBI's director of prosecution Abdul Aziz wrote his opinion on December 19, 2012. He concluded: "Since chargesheet (has) already been filed, if any such plea (on need for prosecution sanction) is raised before the court that can be contested on the above line that since the principal offence allegedly committed by A-11 (Chavan) is of cheating" and no sanction was required.

On December 21, 2012, just 10 days before he retired, CBI special director VK Gupta wrote that Chavan has compared his case to that of Mayawati's in the Taj corridor case, in which the trial court had asked CBI to seek sanction. However, Gupta pointed out, based on several cases, that "there is full justification for not taking sanction for prosecution under this section (19 of the Prevention of Corruption Act) against him."

Gupta pointed out that in the 2G case, the Supreme Court had held that "sanction for prosecution for offences committed under Prevention of Corruption Act was not required against an ex-minister who had resigned from office." He cited the case of A Raja in the 2G scam, and that no prior sanction was sought.

Gupta also argued that in view of the explanations "an act of cheating is not to be regarded as act committed in the discharge of official duty and cannot be said to have any nexus with performance of such duties."

"Accordingly, in view of the recommendation received from the officials below, I am of clear view that sanction for prosecution under section 197 of the Code of Criminal Procedure is also not required in respect of Shri Ashok Shankarrao Chavan." He went on to say there was "no ambiguity" in the way the entire issue has been dealt by the additional legal advisor. In the event, the view was disregarded.

In J&K, Pakistan violates ceasefire on Republic Day

SRINAGAR/JAMMU: Pakistani troops violated the ceasefire along the line of control in Kashmir on the morning of the 65th Republic Day on Sunday by unprovoked firing for three hours, the Army said.

"Today morning at 6.15am, when it was dark, there was unprovoked firing from Pakistani side. They fired about three RPG rounds and small arms towards the Kaman post (in Uri sector) on the Indian side," general officer commanding of 19 Infantry Division Major General Anil Chauhan told reporters.

Security forces should carry on with a close "vigil without lowering their guard" till peace returns in J&K, governor NN Vohra said at the Republic Day flag-hoisting ceremony in Jammu.

The governor also urged Pakistan to maintain calm along the border and pointed towards the rising incidents of ceasefire violations and infiltration in the state.

Praising the security forces and police, Vohra said, "I take this opportunity to pay tribute to state and central police forces and the army for their unflinching devotion to duty and pay homage to our brave officers who laid down their lives to protect the country's territorial integrity."

The main Republic Day ceremony for the state was held at Maulana Azad Stadium in Jammu where the governor hoisted the national flag.

The ceremony in Srinagar was led by minister for panchayat raj, Ali Mohammad Sagar, who stressed upon a dialogue between the separatists and the Centre for resolving the state's political issues. The function was held under a tight security cover.

Meanwhile, a complete shutdown was observed in the Kashmir Valley in response to a call given by all the separatist groups. Shops and business establishments remained closed and the roads were deserted with no traffic barring police and army vehicles.

As usual, mobile phones and internet services were suspended from Sunday morning till 1pm. Militants have used mobile phones in the past to trigger remote-controlled explosive devices in Kashmir.

Incensed by the frequent house to house searches by security forces at Palhalan in Baramulla district, residents clashed with the police who used tear gas shells to disperse the protesters.

Indians jailed in Pakistan becoming mentally ill: RTI

BAREILLY: Indian prisoners who have already served their terms in Pakistani jails are living a life of torture and brutality leading to mental illness. This is because the Indian government has failed to confirm their nationality in time, according to an RTI query.

At present, 224 prisoners, believed to be Indian, are lodged in Pakistani jails. They are believed to be involved primarily in civil cases. However, authorities there have acknowledged only 55 prisoners as on December 31 last year. Out of these 55, six prisoners have already completed their prison term but are compelled to stay in jails because they are awaiting a confirmation of their nationality.

The RTI response also reveals that 212 Indian prisoners, essentially fishermen, are languishing in Pakistan's jails. "As the government has no data of 'completion of sentence' and 'national status' for majority of the prisoners, it implies that numerous prisoners would have completed their sentence long back," says activist Pradeep Kumar who filed the RTI query.

Moreover, the RTI also reveals that the Indian government does not provide any legal aid to the prisoners. "Legal assistance is the right of the prisoners which they should not be deprived of," says Kumar.

He also adds that most of the prisoners are poor and their families back home in India do not know how to take up the issue with the government. Even the government does not periodically review the records to know the status of these prisoners. For instance, Yashpal, a Bareilly resident, had trespassed into Pakistan and was lodged in the central jail of Sahiwal in Pakistan. Now he is in a state of mental imbalance.

"After we took the case of Yashpal in the first week of May this year, the files moved forward," says Kumar. Yashpal was released in July this year but he had lost his sanity by that time.

"Unable to bear torture at the Pakistan jail, Yashpal became mentally unstable. Doctors have asked me to take him to a city hospital for treatment which I cannot afford," says his father Babu Ram, an agricultural labourer.

Besides Yashpal, six other prisoners were released on the same day, out of which four were suffering from mental illness. Even in August last year, 11 Indian prisoners in Pakistan jails wrote to the Indian and Pakistan governments requesting for death sentence saying "it will end our pain and a life of hell."

They had also mentioned that nearly 21 other Indian prisoners, including four women, have become mentally unstable due to "excessive torture" and now, they are not even in a condition to say their names.

Delay hits China border road plans

DEHRADUN: Alleged bureaucratic delays, held-up environmental clearances and antiquated construction equipment have left the India-China Border Roads Project in Uttarakhand in the doldrums. Till now, according to sources, only one stretch of the prioritized border road project has entered the second phase of construction.

None of the 19 "critical and strategically important" India-China border roads being constructed in the state have been able to meet the December 2012 deadline. Last year's Uttarakhand deluge has not helped either. The roads that were constructed had to be relaid again.

The Border Roads Organization (BRO) and the Central Public Works Department (CPWD) are constructing 10 India-China border roads in various areas under the jurisdiction of the Indian Tibetan Border Police (ITBP), and nine under that of the Indian Army in Uttarakhand.

According to records accessed by TOI, the second stage of construction work- the surfacing of roads- has begun only on a 2.54km-long stretch of the ITBP's border priority road between Ghastoli and Rattakona in Chamoli district. The BRO had initially started constructing this 17.95km-long border road in May 2009 and was aiming to finish it by December 2012.

None of the other nine ITBP border roads in Uttarakhand have been able to reach the surfacing stage yet and are still stuck at the first stage of construction work, which is essentially the formation cutting.

Sources cite lack of adequate manpower and equipment for the delay along with deferred environmental clearances. "Commencement of construction work in most of our roads in Uttarakhand has been withheld because of no environmental clearance," says IS Negi, chief of the northern frontier of ITBP. "These strategically important roads fall in some ecologically fragile environmental zones in the state and require a clearance from the ministry of forest and environment."

Construction work on nine border roads of the Indian Army, crucial for the forces' movement in the area, is crawling at a snail's pace too. A senior army official says that they are planning to outsource road construction works to private agencies.

While both the BRO and the CPWD attribute the delay mainly to the limited number of working months in tough hilly terrain of Uttarakhand, the ITBP and the army rebut this theory, arguing that the construction agencies should have considered this before setting the 2012 deadline.

When father ‘castes’ away son for marriage

PATNA: It's said that marriages are made in heaven. But for newly-wed Sushant Jasu, life has been made hell by his father Siddhnath Sharma who, angered by his son's intercaste marriage, has filed a Rs 1 crore defamation suit against him in Danapur civil court, near Patna, Bihar.

"I am hurt, deeply hurt," Sharma, an advocate, said of his son's marriage which took place on November 19, 2013 in Gujarat. "This stupid boy has destroyed our 400-year-old and 16 generation long family tradition of marrying in own caste. I can't forgive him. The family tradition is bigger than a son whose act has defamed me," says Sharma. Jasu, who works for the central government as a senior tax assistant in Gujarat's Palampur town, is an upper caste Bhumihar. His wife, who works in a private bank and is also a resident of Danapur, is a Kurmi, a lower landowning caste that falls in the creamy layer among backward castes and to which Bihar chief minister Nitish Kumar too belongs.

His case, which has received international attention, is a crushing blow to the Bihar government's attempts to encourage intercaste marriage. They are still largely considered taboo and those who do it face hostility from their families and society. Casteism is deep-rooted and nothing moves forward without taking caste into consideration, be it contesting election, marriage or even shopping for marriage, where people prefer making purchases from sellers of their caste, wherever it is possible.

Social welfare minister Parveen Amanullah said that while honour killings, widely reported in UP and Haryana, are not common in Bihar, couples have been threatened, tortured and even ostracized by their community. In an earlier instance, another father in Patna belonging to the same caste as Sharma was so enraged that his son, an IIT engineer, decided to marry a girl from a backward caste that he asked his son to make down payment of Rs 50 lakh to him as "tilak". The son took a loan to pay the "extortion" money to his father, who then blessed the couple.

Amanullah's department is also offering cash incentives, but to couples who marry out of caste. While earlier the amount was Rs 25,000, she has recently petitioned for it to be doubled to Rs 50,000 to increase its effectiveness. But retired Bihar cadre IAS officer A K Biswas says the scheme hasn't taken off, largely due to the hostile attitudes of educated men like Sharma. "Sharma has not only acted against his adult son's right to choose a life-partner of his choice but has also traumatized and shocked him by instituting a case for compensation of a hundred million of rupees," he says.

Biswas, who also served as vice-chancellor of Babasaheb Bhimrao Ambedkar University in Bihar, recalls how during Prime Minister Rajiv Gandhi's time, a Maithili Brahmin, working as peon in the Darbhanga collectorate, was suspended for marrying a Dusadh (dalit caste) girl. He was eventually dismissed from service, though the couple was happily married with children. The media enthusiastically campaigned in favour of the couple in the face of stiff opposition from the local orthodox Brahmin community.

The peon even went to Delhi to meet the Prime Minister, but despite his intervention, the Bihar government could not reinstate him. Jagannath Mishra was the then chief minister.

"Caste operates against brotherhood and breeds contempt for others. Today Sharma has demonstrated how far caste can disgrace even a father," says Biswas.

Ironically, Sharma claims he is not against intercaste marriages per se, but refuses to accept that his only son married out of caste. The lawyer, who also claims to be poet and writer, has not only disowned Jasu but warned him against using the family name Sharma. Pleading his own case, Sharma has proposed a solution to his predicament, asking his son to obtain the written consent of his present wife for him to marry a second wife, one from the same caste, who can live with Sharma and his wife and fulfill the role of their daughter-in-law.

"This will soothe my ruffled feeling and I will get my right," he says.

The civil court in Danapur has held four hearings of Sharma's case, a first of its kind, and will decide on February 1 whether the case is admissible or not. Sharma stands alone in his battle - his wife and other close family members not only attended Jasu's wedding but gave their blessings to the couple. Sharma has been unmoved by their pleas, stating, "I want to ignite a national debate on sons going for intercaste marriage by trampling on the sentiments of their parents."

However social scientist Shaibal Gupta believes men like Sharma are a dying breed. Resistance notwithstanding, intercaste marriages are taking place in Bihar and steadily increasing in number. "Bihar is a liberated society. There are contradictions between castes but normally they don't translate into overt antagonism," he states.

NEW DELHI: Delhi chief minister Arvind Kejriwal on Sunday said Republic Day speech of President Pranab Mukherjee, who made a veiled attack on him for his two-day dharna, had generated a debate whether staging a protest by chief minister was constitutional or unconstitutional.

"I am happy that this is being debated now," Kejriwal said when cornered by journalists and other invitees in Mughal Garden where he was attending his first 'At Home' function after taking over as the chief minister.

He was asked about his reaction on the President's Republic Day eve speech where he had made a veiled attack on Kejriwal's street protests, saying the government is not a "charity shop" and "populist anarchy" cannot be a substitute for governance.

"The government is not a charity shop. Populist anarchy cannot be a substitute for governance. False promises lead to disillusionment, which gives birth to rage, and that rage has one legitimate target: those in power," President Pranab Mukherjee had said on Saturday evening in his address to the nation.

Kejriwal said it was the President's or the Centre's point of view but "I am happy that at least a debate has kicked off on whether a dharna by chief minister leads to a constitutional crisis or not."

"Please look at the newspapers. Some are in favour and some are critical and a healthy debate is always very good in a democracy," Kejriwal said.

As Kejriwal was speaking, German ambassador to India Michael Steiner walked up to him and said that their President Joachim Gauck was visiting India next month and their request for a meeting had been turned down by the chief minister's office.

"Mr Chief Minister, since both of you came into prominence after a civil rights movement, we wanted a meeting between you two. However, your office has turned down the request. So I was wondering if their could be any rethinking on this," the envoy told the chief minister.

Kejriwal prompted replied that he would definitely reschedule some of his appointments and work out the possibility of calling on the visiting president.
Replying to questions, Kejriwal said his focus was on the two bills — Jan Lokpal Bill and Swaraj Bill — after which he would be giving attention to other issues.

Asked whether he was undermining the importance of institutions like the police by staging protest, he said, "All I want is that the people in the national capital should feel safe. Now this is not an unconstitutional demand that I am making. I am more bothered about safety and providing basic amenities to my people."

Kejriwal also made it clear that his government had not made up its mind for the foreign direct investment issue because it did not figure in his priority list.

"More than FDI, I am concerned about the safety of my people," he said.

Differences with India on nuclear pact narrowed down: Japan

NEW DELHI: Japan on Sunday said its differences with India on a civil nuclear pact have been "narrowed down" and the two countries were looking to focus on regional issues like China's military build up through the new mechanism of National Security Adviser-level dialogue.

A day after India invited Japan to join the Indo-US Malabar exercises, Tomohiko Taniguchi, councillor in Japan's Cabinet secretariat said, "(Prime Minister Shinzo) Abe has welcomed the invite. It will take place, it has been agreed."

Talking about the forward movement in negotiations between the two countries over an agreement for cooperation in the peaceful uses of Nuclear energy, Kuni Sato, press secretary in Japan's foreign affairs ministry told reporters here "Differences on the civil nuclear deal have been narrowed down."

"That is why they (Singh and Abe) said they will encourage the issue. They said they would like to see negotiations to continue. Prime Minister Abe and many Japanese feel India has a sound non-proliferation record," Sato, who is part of Prime Minister Abe's delegation visiting India, said.

In another significant development, Japan announced that to encourage people-to-people contact, multiple entry three-year visas will be given to Indian tourists reciprocating India's earlier move of easing the visa regime between the two countries. Earlier, only single entry visas were issued to Indian tourists.

The developments came a day after Prime Minister Manmohan Singh held extensive talks with his Japanese counterpart Abe on bilateral, regional and global issues.

During the visit of Abe, who is the first Japanese Prime Minister to attend India's Republic Day celebrations as chief guest, the two countries also inked eight agreements including for promoting tourism, enhancing energy efficiency in telecom towers and for power generation in India.

On being asked whether the new National Security Adviser-level dialogue mechanism was a forum to discuss China, South China Sea and North Korea, Sato said, "I would say so, Yes, because it is a fact that China has been building up (militarily) and not necessarily with enough transparency."

"This dialogue will also pick up issues of North Korea, Afghanistan, Iran, Iraq and Ukraine. Sharing views and exchanging opinions is important," she said.

Taniguchi said, "In his debut initiation trip as head of newly-created National Security Council (Shotaro Yachi) has chosen India and more specifically (Shivshankar) Menon as his dialogue partner, this fact should not be underestimated."

On being asked of the significant outcomes of Abe's trip, Sato said, "There has been forward movement on the politico-defence front with agreement to have National Security Adviser-level dialogue regularly and also the joint maritime exercise, so cooperation between the navy and maritime defence forces has made a forward movement."
In a joint statement issued after talks between the two prime ministers, the two sides welcomed the expansion of the bilateral currency swap arrangement from $15 to 50 billion.

"The Reserve Bank of India needs capital with which it can intervene into the currency market ... that capital ought to come domestically but you may have a shortage of that, in that case Japan will be providing a credit line to the Indian central bank," Taniguchi said.

Emphasising the importance of Abe's visit, he said, "The joint statement rich in context, big in numbers was supposed to withstand the change of government in India, to show the peoples of Japan and India that this already good bilateral relationship has a broad bipartisan support base."

"It is a handshake of the largest democracy in the world with the most seasoned democracy in Asia, knowing that the neighbourhood that surrounds us has become even more unstable," he said.

In an important announcement, Abe on Saturday announced a loan of $2 billion for third phase expansion of Delhi Metro that would add another 103 km to the network. The cost of the third phase expansion of Delhi Metro has been estimated at Rs 35,242 crore.

Distance covered by Delhi Metro would be longer than even in Tokyo after this loan, Sato said.

"Under economic cooperation some important projects have been taken up which will be mutually beneficial. Sometimes the most important cooperations do not have to be bilateral they could be trilateral or regional. India and Japan can also play an important role in the East Asia Summit (EAS) forum. What they can together do in ASEAN was also discussed by the prime ministers," she said.

Asked about the reform of the United Nations Security Council, Sato said the two countries would continue their efforts in this regard within the G-4 framework and to work for global growth and prosperity through the Group of 20.

After Congress leader Mani Shankar Aiyar made the 'chaiwala' comment about Modi, BJP volunteers in Bangalore set up mobile tea stalls - Narendra Modi Chai Point - to connect with voters.
Chai points were already set up in Kengeri, Yeshwantpur and other places where tea is sold at Re 1. At these hangouts, supporters are campaigning for Modi and video footage of his achievements are screened.

"Not more than Re 1 will be taken from customers. This tea experiment will be done in other parts of the state and through this, we will connect with voters," Anil Chalageri, a BJP functionary, said.
After Aiyar's jibe, Modi attacked the Congress saying reluctance to face a 'chaiwala' was an important reason for Rahul Gandhi deciding against being named PM candidate.

A unique protest was also organized by BJP media coordinator S Prakash on Saturday where tea was distributed for free and voter interaction about Modi was conducted. "Interactions with voters will be used as feedback," Prakash said.

As chai points are being set up everywhere, Modi's visit to the state has also been finalized. The BJP PM candidate will address the public at Mangalore and Davanagere on February 18 and at Hubli and Gulbarga on February 28. The party is expected to pass on feedback collected at the chai addas to Modi during his visit to the state.

Pak troops violate ceasefire on R-Day

SRINAGAR/JAMMU: In a fresh ceasefire violation along the line of control in Kashmir, Pakistani troops on Sunday resorted to unprovoked firing for three hours on a day the nation celebrated its 65th Republic Day.

"Today at 6.15am, when it was dark, there was unprovoked firing from Pakistani side. They fired about three RPG rounds and small arms on to the Kaman post (in Uri sector) on the Indian side," general officer commanding of 19 infantry division Major General Anil Chauhan told reporters.

He said the aim of the firing was apparently to disrupt the peace and tranquility along the line of control.

The Army officer said the Indian troops showed restraint. "In spite of continuous firing at the LoC for three hours, we have shown great restraint and did not retaliate at all. The idea basically is to maintain peace and tranquility along the LoC," he said.

This is the first ceasefire violation in Kashmir since the DGMO level talks between India and Pakistan last month.

There were no casualties reported in the firing incident. An army spokesman here said the issue of the ceasefire violation has been raised with Pakistani counterparts through hotline in the backdrop of recent meeting between the DGMOs of the two countries.

In Jammu, governor NN Vohra said, "The repeated breach of the ceasefire and continuing attempts at infiltration ... in the past year have yet again disrupted normalcy and caused problems for our people."

"It is hoped that our neighbour shall respond positively to the initiatives which have recently been taken by the government of India to once again urge it to maintain calm," he said.

The governor, who hoisted the national flag at the Maulana Azad Stadium on the occasion of Republic Day, said, "Needless to say, till a peaceful environment emerges, our security forces shall continue to enforce vigil along the frontiers without lowering their guard.

Praising the security forces and police personnel, he said, "I take this opportunity to pay tribute to state and central police forces and the army for their unflinching devotion to duty and pay homage to our brave officers who laid down their lives to protect the country's territorial integrity."

President Pranab Mukherjee addressed the nation on the eve of the 65th Republic Day. Following is the text of the President's address on the occasion:

My Fellow Citizens,

On the eve of 65th Republic Day, I extend warm greetings to all of you in India and abroad. I convey my special greetings to members of our Armed Forces, Paramilitary Forces and Internal Security Forces.

The Republic Day commands the respect of every Indian. On this day, sixty four years ago, in a remarkable display of idealism and courage, we the people of India gave to ourselves a sovereign democratic republic to secure all its citizens justice, liberty and equality. We undertook to promote among all citizens fraternity, the dignity of the individual and the unity of the nation. These ideals became the lodestar of the modern Indian State. Democracy became our most precious guide towards peace and regeneration from the swamp of poverty created by centuries of colonial rule. From within the spacious provisions of our Constitution, India has grown into a beautiful, vibrant, and sometimes noisy democracy. For us, the democracy is not a gift, but the fundamental right of every citizen; for those in power democracy is a sacred trust. Those who violate this trust commit sacrilege against the nation.

Some cynics may scoff at our commitment to democracy but our democracy has never been betrayed by the people; its fault-lines, where they exist, are the handiwork of those who have made power a gateway to greed. We do feel angry, and rightly so, when we see democratic institutions being weakened by complacency and incompetence. If we hear sometimes an anthem of despair from the street, it is because people feel that a sacred trust is being violated.

Fellow Citizens,

Corruption is a cancer that erodes democracy, and weakens the foundations of our state. If Indians are enraged, it is because they are witnessing corruption and waste of national resources. If governments do not remove these flaws, voters will remove governments.

Equally dangerous is the rise of hypocrisy in public life. Elections do not give any person the licence to flirt with illusions. Those who seek the trust of voters must promise only what is possible. Government is not a charity shop. Populist anarchy cannot be a substitute for governance. False promises lead to disillusionment, which gives birth to rage, and that rage has one legitimate target: those in power.

This rage will abate only when governments deliver what they were elected to deliver: social and economic progress, not at a snail's pace, but with the speed of a racehorse. The aspirational young Indian will not forgive a betrayal of her future. Those in office must eliminate the trust deficit between them and the people. Those in politics should understand that every election comes with a warning sign: perform, or perish.

I am not a cynic because I know that democracy has this marvellous ability to self-correct. It is the physician that heals itself, and 2014 must become a year of healing after the fractured and contentious politics of the last few years.

My Fellow Citizens,

The last decade witnessed the emergence of India as one of the fastest growing economies in the world. The slowdown of our economy in the last two years can be some cause for concern but none for despair. The green shoots of revival are already visible. The agricultural growth in the first half of this year has touched 3.6 per cent and rural economy is buoyant.

2014 is a precipice moment in our history. We must re-discover that sense of national purpose and patriotism, which lifts the nation above and across the abyss; and back on to the road of prosperity. Give the young jobs and they will raise the villages and cities to 21st century standards. Give them a chance and you will marvel at the India they can create.

This chance will not come if India does not get a stable government. This year, we will witness the 16th General Election to our Lok Sabha. A fractured government, hostage to whimsical opportunists, is always an unhappy eventuality. In 2014, it could be catastrophic. Each one of us is a voter; each one of us has a deep responsibility; we cannot let India down. It is time for introspection and action.

India is not just a geography: it is also a history of ideas, philosophy, intellect, industrial genius, craft, innovation, and experience. The promise of India has sometimes been mislaid by misfortune; at other times by our own complacence and weakness. Destiny has given us another opportunity to recover what we have lost; we will have no one to blame but ourselves if we falter.

Fellow Citizens,

A democratic nation is always involved in argument with itself. This is welcome, for we solve problems through discussion and consent, not force. But healthy differences of opinion must not lead to an unhealthy strife within our polity. Passions are rising over whether we should have smaller states to extend equitable development to all parts of a state. A debate is legitimate but it should conform to democratic norms. The politics of divide and rule has extracted a heavy price on our subcontinent. If we do not work together, nothing ever will work.

India must find its own solutions to its problems. We must be open to all knowledge; to do otherwise would be to condemn our nation to the misery of a stagnant mire. But we should not indulge in the easy option of mindless imitation, for that can lead us to a garden of weeds. India has the intellectual prowess, the human resource and financial capital to shape a glorious future. We possess a dynamic civil society with an innovative mindset. Our people, whether in villages or cities, share a vibrant, unique consciousness and culture. Our finest assets are human.

Fellow Citizens,

Education has been an inseparable part of the Indian experience. I am not talking only of the ancient institutions of excellence like Takshashila or Nalanda, but of an age as recent as the 17th and 18th centuries. Today, our higher educational infrastructure consists of over 650 universities and 33,000 colleges. The quality of education has to be the focus of our attention now. We can be world leaders in education, if only we discover the will and leadership to take us to that pinnacle. Education is no longer just the privilege of the elite, but a universal right. It is the seed of a nation's destiny. We must usher in an education revolution that becomes a launching pad for the national resurgence.

I am being neither immodest, nor beating a false drum, when I claim that India can become an example to the world. Because, the human mind flourishes best when it is, as the great sage Rabindranath Tagore said, free from fear; when it has the liberty to roam into spheres unknown; in search of wisdom; and when the people have the fundamental right to propose as well as oppose.

My Fellow Citizens,

There will be a new government before I speak to you again on the eve of our Independence Day. Who wins the coming election is less important than the fact that whosoever wins must have an undiluted commitment to stability, honesty, and the development of India. Our problems will not disappear overnight. We live in a turbulent part of the world where factors of instability have grown in the recent past. Communal forces and terrorists will still seek to destabilize the harmony of our people and the integrity of our state but they will never win. Our security and armed forces, backed by the steel of popular support, have proved that they can crush an enemy within; with as much felicity as they guard our frontiers. Mavericks who question the integrity of our armed services are irresponsible and should find no place in public life.

India's true strength lies in her Republic; in the courage of her commitment, the sagacity of her Constitution, and the patriotism of her people. 1950 saw the birth of our Republic. I am sure that 2014 will be the year of resurgence.

To expose Modi's false claim of development is our challenge: AAP

AHMEDABAD: Former TV news anchor and Aam Aadmi Party (AAP) national spokesperson Ashutosh, who visited Gujarat, on Saturday said he has came face-to-face with the hollowness of Gujarat chief minister and BJP's prime ministerial candidate Narendra Modi's false claims of development.

During his visit, Ashutosh said, "to expose Modi's false development propaganda is a challenge before us."

He added that he was shocked by what he saw in the areas he visited. "People are living in hell. If this is development, and such model of development is to be imposed upon the country, AAP refuses to accept this."

The AAP leader also urged the people and and the media to ask Modi how many homes he built out of the 50 lakh he had promised.

Replying to a question about the political scenario of Gujarat, he said, the AAP would field a strong candidate against Modi.

Earlier in the day, law minister Somnath Bharti mounted an attack on the media accusing it of taking money from Narendra Modi. He apologized for his comments later.

NEW DELHI: President Pranab Mukherjee on Saturday made a veiled attack on Delhi chief minister Arvind Kejriwal's street protest saying government is not a "charity shop" and "populist anarchy" cannot be a substitute for governance.

Without taking the name of the AAP leader, who earlier this week staged a two-day dharna outside Rail Bhawan against the central government, he was critical of Kejriwal's style when he said "elections do not give any person the license to flirt with illusions".

Addressing the nation on the eve of 65th Republic Day, the President said corruption was a cancer that eroded the democracy and weakened the foundation of the state.

If Indians were enraged, he said, it was because they were witnessing corruption and waste of national resources. If governments do not remove these flaws, voters will remove governments.

"Equally dangerous is the rise of hypocrisy in public life. Elections do not give any person the license to flirt with illusions. Those who seek the trust of voters must promise only what is possible.

"Government is not a charity shop. Populist anarchy cannot be a substitute for governance. False promises lead to disillusionment, which gives birth to rage, and that rage has one legitimate target: those in power," he said.

Kejriwal and his cabinet colleagues had staged a dharna outside Rail Bhawan defying prohibitory orders demanding action against some policemen. They ended it after two policemen were sent on leave.

The President said the rage will abate only when governments deliver what they were elected to deliver: social and economic progress, not at a snail's pace but with the speed of a racehorse.

The aspirational young Indian, he said, will not forgive a betray of her future. Those in office must eliminate the trust deficit between them and the people. Those in politics should understand that every election comes with a warning sign: perform or perish.

Leander Paes, Yuvraj Singh, Kamal Haasan, Vidya Balan get Padma awards

NEW DELHI: Tennis star Leander Paes and badminton player-turned-coach Pullela Gopichand were on Saturday selected for the prestigious Padma Bhushan awards while cricketer Yuvraj Singh was among the seven sportspersons chosen for this year's Padma Shri award.

Squash player Dipika Pallikal, former Indian women's cricket captain Anjum Chopra, Sunil Dabas (Kabaddi), Love Raj Singh Dharmshaktu (Mountaineering), H Boniface Prabhu (Wheel Chair Tennis) and Mamta Sodha (Mountaineering) were the other sports persons selected for this year's Padma Shri awards.

Former CSIR chief Dr R Mashelkar and yoga guru B K S Iyengar were chosen for the Padma Vibhushan awards.

Well-known actor Kamal Haasan will be awarded the Padma Bhushan, while Bollywood actor Vidya Balan figured in Padma Shri award list.

The Padma Bhushan, one of the highest civilian awards of the country, is given for distinguished service of high order and Padma Shri for distinguished service in any field. These awards are conferred upon by the President at a ceremonial function at the Rashtrapati Bhawan.

40-year-old Leander Paes, who had earlier been presented the Rajiv Gandhi Khel Ratna and Arjuna Award, is the most successful tennis player in the country with 14 Grand Slam title -- eight men's doubles and six mixed doubles.

Last season when he won his 14th major at the US Open, he became the oldest player to win a Grand Slam title. Paes, hero of India's numerous Davis Cup wins, also won India's first Olympic medal in singles at the Atlanta Games in 1996, when he won a bronze. With compatriot Mahesh Bhupathi, he ruled the tennis world in the late 90s going on to become the world number one team before parting ways.

Gopichand, one of the finest badminton player to have emerged from the country, is the second renowned sports personality to have been conferred with the Padma Bhushan honour this year.

He was conferred the Arjuna Award in 1999, Khel Ratna in 2001, Padma Shri in 2005 and Dronacharya in 2009 in a glittering career both as a player and a coach.

Gopi, as he is fondly called in the badminton circle, is only the second shuttler from India after Prakash Padukone to have won the prestigious All England Badminton Championships in 2001.

Final decision on power tariff may be taken in next cabinet: Maharashtra deputy CM Ajit Pawar

NAGPUR: Amid ongoing stir by AICC secretary Sanjay Nirupam demanding reduction of power tariff in Mumbai, Maharashtra deputy chief minister Ajit Pawar on Saturday said that the government may take a final call on the issue in its state Cabinet meet scheduled on January 29.

"The government is aware of the agitation in Mumbai by Congress MPs over reduction of power tariff and a decision is soon expected when chief minister Prithiviraj Chavan returns from World Economic Forum meeting in Davos," Pawar, who also holds the Power portfolio, told reporters here.

The chief minister is returning tonight and after the Republic Day celebrations, the government will look into the demand for reduction in tariff and take a decision in the next cabinet, he added.

Pawar said the state government has no direct role in fixing the power tariff and the responsibility lies with Maharashtra Electricity Regulatory Commission (MERC).

The state government is already reeling under financial burden upto Rs 15,000 crore on various subsidies in power bills, he said.

In some parts of Mumbai, where electricity is supplied by Tatas, the tariff between 0 to 100 unit is less than the electricity supplied to backward Gadchiroli district, the minister said.

To a query, Pawar said the state government will have to shoulder an additional burden of Rs 8,400 crore annually on account of power tariff reduction upto to 20 per cent.

The Maharashtra Cabinet had last week decided that the concession of 20 pc power tariff cut would be applicable to consumers with consumption of less than 300 units.

The reduction in power tariff will not be applicable in the metropolis where players are other than MahaVitaran supply power. Mumbai consumers get power supply from Tata Power, Reliance Infrastructure and Brihanmumbai Electric Supply and Transport undertaking.

Dwarka shankaracharya slaps scribe over poser on Modi

JABALPUR: Swaroopanand Saraswati, the shankaracharya of Dwarka, struck a resounding controversy when he allegedly slapped a television reporter for asking him about Narendra Modi's prospects of becoming Prime Minister.

The incident occurred on Tuesday while the seer was interacting with journalists during his visit for a religious function.

"Rajniti ki baat nahi karna (Don't talk politics)," the seer admonished the reporter as he slapped him.

The indecorous episode involving the venerated shankaracharya was aired by national television channels.

The reporter later said he was not hit as "I ducked and Jagadguru's hand only hit my mike". He said would not lodge a police complaint as Swaroopanand is held in high esteem by the people.

The shankaracharya sought to downplay the incident, saying he had merely tried to shoo away the journalist as he had asked a political question despite being told not to.

"I also told him you want to keep this man (Modi) in popular conversation, for good reasons or bad. I have no objection to his becoming the Prime Minister, but he should tell people truthfully what he wants to do," Swaroopanand later told a national TV channel.

Swaroopanand has many high-profile politicians, including Congress general secretary Digvijaya Singh, among his disciples.

When reached for comments, Manak Agarwal, Congress spokesman for Madhya Pradesh said, "The shankaracharya never talks politics. He must have lost his cool as he was asked questions about politics.

"No saint should be asked political questions. He must have politely told (the journalist) not to do so and ask only questions that concern religion," he said.

Government to expand integrated check post for 24x7 India-Pak trade

AMRITSAR: With India and Pakistan agreeing for 24x7 trading from across Attari (India) and Wagah (Pakistan) land border, the Land Ports Authority of India has initiated process for acquiring land for expansion of India's first integrated check post (ICP) at Attari.

According to sources, the existing 130 acres of ICP could further be extended to another 200 acres of land with additional facilities for trade including railway terminals.

Deputy commissioner Ravi Bhagat informed TOI on Thursday that the administration had given details of 300 acres of land to Land Ports Authority of India that would eventually decide how much land they required for expansion of ICP.

After meeting with Pakistan's Commerce and textile industry minister Khurram Dastagir Khan on January 19th the Indian trade minister Anand Sharma had informed that both sides had agreed to open Attari-Wagah 24x7 for trade.

Sources informed that the process of acquiring of land would soon begin once Land Ports Authority of India finalizes the expansion plans. Sources also informed that process of installation of much awaited full body scanners at ICP would also begin soon.

Home minister P Chidambaram had laid the foundation stone of India's one of the prestigious Rs 150 crore project of ICP spread in 130 acres of land on February 20, 2010 and was commissioned on April 13, 2012. Goods including fresh vegetables, soybean, cotton, polypropylene, polyethylene, Carbon dioxide etc were exported to Pakistan while goods including cement, soda ash, gypsum, glass, rags, sugar and dry dates were imported from Pakistan via ICP.

Meanwhile Border Area Sangarash Committee president Rattan Singh Randhawa informed that farmers of border village Roranwala held a meeting with them seeking their help to ensure adequate compensation against acquisition of their lands. \

Randhawa said not only adequate compensation but government must give permanent employment to the deserving persons besides partnership in the projects so they could have a mean of permanent livelihood he said.

Battleground UP: Modi taunts Mulayam in Gorakhpur, says he 'doesn't have guts'

GORAKHPUR: Finally accepting the challenge thrown by SP chief Mulayam Singh Yadav at Varanasi on Thursday, BJP's prime ministerial candidate and Gujarat chief minister Narendra Modi, while addressing a massive rally here hit out at "Netaji" (Mulayam Singh Yadav) saying that one needs a 56-inch chest to convert UP into Gujarat.

"I am very happy that both father-son duo chase me wherever I go in UP," Modi said hinting at Samajwadi Party's and his rallies coinciding on the same day in Uttar Pradesh. On Thursday, while Modi was addressing the rally at Gorakhpur, Mulayam addressed a rally at Varansi.

Earlier, Modi's Agra rally also clashed with SP chief's Bareilly rally.

"Today Netaji has challenged me at a rally at Varanasi," Modi said and added quoting SP chief that he would not allow Modi to make UP into Gujarat. "Netaji, do you know the meaning of converting UP into Gujarat? It means 24-hour electricity, no power cut for 365 days in every village and street. You can't do it. You don't have the guts to make UP as Gujarat. It requires 56-inch chest," Modi said, amidst rapturous applause and sloganeering by a largely pro-active crowd at Maanbela area in Gorakhpur.

Mulayam, like at Varanasi rally on Thursday, had been attacking Modi saying that the BJP's prime ministerial candidate wants to turn UP into Gujarat, apparently hinting at Post-Godhra riots of 2002.

"The Samajwadi Party cannot provide safety for the people people. Even women are unsafe, there is lack of development. Netaji ki haisiyat nahin hai ki woh UP ko Gujarat bana dein," the Guajarat chief minister said. "Becoming Gujarat means 10% agriculture growth for 10 years continuously unlike tumbling at 3-4% agriculture growth," Modi further mocked.

As has been visible in the past Modi rallies, even from the land represented by BJP MP Yogi Adityanath, the known torch-bearer of Hindutva in eastern UP, the BJP's PM hopeful, barring making an indirect reference to the communal clashes in Uttar Pradesh, stayed away from raking up issues close to the Sangh Pariwar's core ideology.

Holding up his Gujarat model of development while hitting out at Yadav family, Modi said that Netaji was right in saying that UP will not be allowed to be Gujarat, which has seen peace and prosperity for the past one decade. This is, however, not the case with UP, Modi said, probably hinting at several communal clashes that have taken place in the state in the past two years of the SP government.

However, Yogi Adityanath, who ended up taking all the credit for the huge crowd turnout, did raise the issue of Muslim appeasement being adopted by SP government and terrorist infiltration through porous India-Nepal border.

Interestingly, Yogi also tried to present a new form of Hindutva when he said that the ground is surrounded by around a dozen-odd Muslim dominated villages. Not only this, to make the rally a huge success, the Muslims have actively participated, he said. Yogi infact became the first leader other than Rajnath Singh to address the crowd in the presence of Modi unlike in the previous five rallies.

Earlier, Modi, while making an appeal before the people for BJP's win in the Lok Sabha election, also made a scathing attack at Congress and said that the people have already decided in favour of "Congress mukt Bharat". "The huge turnout at each of the rallies in UP is a testimony to the fact," Modi said and added that every BJP rally in UP is breaking the record of crowd turnout set in the previous rally.

"People of the country have given 60 years to rulers. Now, they should give 60 months to a servant. I promise the people that if the BJP is given 60 months, we will bring prosperity in the life of the people," Modi said. People must shun votebank politics of Congress.

Modi also hit out at Congress for "chai-wala" barbs, claiming that the Congress-led UPA was making mockery of the poor while using them only as vote bank. "I have been wondering for long as to why poverty has not been eradicated despite the poor favouring the Congress for past 60 years," Modi said and added, "Now I have got the answer. The Congress's political future lies in keeping them poor."

Modi said it was because of the party's anti-poor mentality that none of Congress leader is able to digest a tea-seller, son of a poor mother raising his head before them.

The state of UP is important for all Political parties in the run-up to Lok Sabha election as it sends maximum number of for 80 MPs to Lok Sabha. For BJP, it is all the more important as the party had stuck at 10 MPs for the past one decade despite sending 57 MPs in 1998.

National BJP chief Rajnath Singh also attacked SP government for communal violence in the state and urged the people not to look at the BJP's candidate but focus on making Modi as PM.

Interestingly, this is the second time, Rajnath has made this statement afer making similar requests at Varanasi rally. Political observers feel that national BJP chief is making pre-ticket distribution efforts to check any resentment that might brew after candidates are declared.
